HR Assistant

 

Execute HR/administrative tasks according to administration manager’s indications and MSF procedures, in order to ensure legal compliance.  

Job Requirements

 RESPONSIBILITIES AND TASKS

 

·       Execute administrative and legal related tasks, under supervision of the Administrator Manager, checking payroll calculations and updating personal files in order to ensure accuracy, compliance and on time payments.

·       Prepare employment contracts in conformity with legal requirements including specific amendments when necessary in order to ensure local labour and fiscal law compliance.

·       Enter data into the HR database and personal files and keep them up-to-date in order to facilitate HR processes management.

·       Update Social security Tax office employee files in order to meet legal requirements and duties.

·       Draw up monthly pay slips for all staff, editing and updating the necessary data, in order to ensure the punctuality and accuracy of staff payroll.

·       Draw up the final pay slip and employment certificate at the end of a contract in order to meet legal requirements while defending MSF ’s interests.

·       Follow up all expiring rental contract dates and inform the Administration Manager in order to leave enough time to arrange a renewal or look for some other alternative.

·       Make all administrative information available to the staff (posting, meetings, etc.)

·       Support the Administration Manager in translating documents into local language. Assists the Administration Manager in meetings upon request.

Education : Desirable business or administration related diploma

Experience

·       Essential previous working experience of at least two years in relevant jobs.

·       Desirable experience in MSF or other NGOsLanguages

         Mission language and local language essential

Community Preparedness Acute Malnutrition for Amhara (CPAMA)District Program Manager

JOB PURPOSE:

-  To manage and coordinate the overall planning, implementation, reporting and monitoring and evaluation of the CPAMA Program.

-  To provide appropriate technical support and guidance to staff for the proper implementation and management of the program.

-  Establish and maintain cordial working relationships with relevant beneficiaries, local community, Government bodies and NGOs at all levels -  Zone and Woreda,

-  To ensure effective and efficient budget planning and utilization of the CPAMA Program

 

Main Duties & Responsibilities:

 

Project Implementation

-  Conduct situational analysis and prepare comprehensive report and submit to the line manager for further action.

-  Prepare detailed operational activity plan for the program in the respective woreda.

-  Prepare implementation guideline and other modalities for the programme.

-  Provide technical and supportive supervision to Concern field staff to implement the activities with standard quality.

-  Provide appropriate training and orientation to field team members on the objective, strategies, target group, etc.

 

Reporting

-  Design and develop reporting format for internal use in collaboration with sectoral advisor and M&E department.

-  Ensure that proper data/information collection and documentation of the programme implementation is maintained.

-  Produce concise, reliable and timely progress reports- monthly, quarterly, biannual and annual  reports on achievements,  challenges, best practices, learning, etc. as per schedule

-  Build report writing capacity/skill of staff through providing technical assistance or/and providing/facilitating relevant training.

 

Monitoring & Evaluation

-  Design and develop appropriate databases in collaboration with M&E department and properly collect, document and share the appropriate information.

-  Take lead in regular monitoring and evaluation activities of the programme.

-  Prepare monitoring checklist and schedule and share with M&E Department and sectoral managers on time.

-  Conduct quarterly monitoring visits and organize discussions to ensure efficient and effective implementation of programs.

-  Plan and undertake regular technical and supportive supervision field visits and ensure the implementation of planned activities is in line with programme documents and standard quality. 

-  Prepare and share the major findings of quarterly monitoring and other technical support field visit reports.

-  Undertake regular technical and supportive supervision visits and provide technical advice to ensure quality of programme implementation.

 

Networking and Collaboration

-  Design, develop and implement working modalities to integrate the programme activities with Woreda sector offices and other government agencies.

-  Create strong working relation/collaboration with other Concern programs/projects implementing within the assigned woreda and other NGOs.

-  Participate in various networks and collaboration fora with government and other relevant organizations related to the program for learning and experience sharing.

-  Support learning and experience sharing among partner organizations and stakeholders to ensure quality in implementation

-  Contribute to different knowledge management products

 

Financial Management

-  Prepare periodical budget plan for CPAMA Program in line with financial policies and procedures.

-  Prepare and submit monthly cash request for the CPAMA Program

-  Check/follow-up the monthly Management Account from Finance team and ensure that the financial utilization report is correct and in line with the narrative activity report and planned budget, and provide feedback accordingly.

-  Ensure that all programme related disbursements are in line with the budget line and project agreement.

HR

-  Actively participate on HR recruitment for the respective woreda.

-  Properly manage field staff in line with Concern Worldwide HR manual.

-  Ensure that staff are aware of Concern HR policies and procedures and they adhere to those policies and procedures.

-  Provide regular technical support and coach field staff to build their capacity to perform their assigned roles and responsibilities effectively.

-  Strive to create a favorable working environment and ensure that good team spirit is created and developed among staff members.

-  Regularly assess staff health, safety and security issues, provide briefing to staff and report any issues to CPAMA Program manager.

-  Facilitate and ensure that new recruits received appropriate induction before starting working

-  Prepare and review PDR for staff regularly as per Concern Worldwide HR manual.

-  Perform any other task as assigned by the management

 

Mainstreaming

-  Design and implement appropriate methods/ways to mainstream all cross cutting issues like accountability, gender, inequality, HIV/AIDS, and DRR in line with Concern Worldwide guidelines.

-  Liaise with the Mainstreaming Officer to ensure that all cross cutting issues are mainstreamed in the program.

 

Safety and Security

-  Respect the Ethiopia Standard Operating Procedures and ensure the safety and security of staff working under her/his supervision in line with the Security Management plan (SMP) and Safety First guidelines. 

Job Requirements

Personal Specification

Education:

  • Masters or Bachelor’s degree in Public Health, WASH, Nutrition, Agriculture, Rural development,DRR  and other relevant fields of studies with three and six years relevant experience  in an emergency and/or development context respectively;

Experience

  • Experience of managing multi-sectorial teams
  • Financial management capacity and experience of donor compliances
  • Good analytical, monitoring and evaluation skills
  • Excellent ability to write good quality reports in English.
  • Minimum of 3 years NGO Experience
  • Excellent networking, representation and coordination skills– INGOs, UN and government agencies.
  • Flexible, reliable, culturally sensitive
  • The ability to work in teams/ isolated situation and stressful environments and under pressure meeting deadlines.
  • Initiative and be able to work with minimal supervision
  • Managing emergency/emergency recovery and/or integrated development programme.

Desirable

  • Good administrative skills
  • Knowledge of at least two sectors- WASH, Agriculture, Nutrition or Health

1- Strategic Partnering to establish and maintain effective working relationships with all stakeholders

Engage with key stakeholders in the Country office to identify their business needs and partner with Regional office and headquarters Centre of Expertise (CoE) to provide sustainable and affordable Human Resources solutions that are in accordance with the UN staff rules and UNICEF policies and procedures

2- Strategic HR Planning and Management

HR management and strategy planning are effectively supported by sound technical analysis, and office management and planning processes. Strategy guidance and technical support for HR planning and management is always available to management. Local implementation of /regional /country level HR strategy is effectively undertaken in coordination with the Regional Office and HQ Divisions.

New trends, priorities, requirements, and strategic HR plans are identified and incorporated through participation in Country Programme Strategy Review, Regional Management Team Meetings, and Global workshops, as appropriate.

3- Inter-agency Cooperation, Networking and Partnerships

Ensure active coordination of HR initiatives with other agencies. Maintain effective and steady communication or working relations with UN agencies to seek harmonization. Support common strategies and approaches for enhancement of the HR reform within the UN Common system.

4- Recruitment, Selection and Placement

6- Policy Implementation and HR Administration

Guide managers and staff on all aspects of performance management, and career development, including the management of underperformance. Mission of the position:

As a member of the Programme Development team the Child Protection Advisor : Provides quality technical leadership and advice for the design, implementation and monitoring of Child Protection in ESAF region; Provides technical guidance to NAs teams and ensures that high-quality activities are implemented in a timely manner; Leads on developing proposals and securing funding for child protection related projects; Ensures the coordination of all Child Protection activities through active participation in coordination meetings and working groups; Ensures qualitative support to countries on child protection, especially on sensitization, prevention, reporting and responding of cases, and monitoring and evaluation of the implementation of the Child Protection Policy.

Key performance areas and main responsibilities:

Governance and Strategy

  • Ensure development of clear regional strategies on child protection
  • Coordinate, support and ensure the consistency of MA strategic and annual planning on child protection for MA’s identified as priority countries for child protection,
  • Provides information, advice and expertise in the field of work, in line with the priorities identified
  • Finds information on important activities and events of the civil society, international organizations, NGOs and suggest to the Regional PD Director and the appropriate participation.
  • Liaises with partners, recommend, organize and prepare meetings with key potential partner organizations as agreed with the Director of Programming.
  • Leads the development of tools, systems and structures to support child protection.
  • Interprets the organisation’s policy frameworks and actively participate in to the development of the work on child protection.
  • Tracks and records the work within the countries on his field of work, through reviewing progress reports & statistics, other monitoring & evaluation reports, and regular contact with relevant staff and country/programme visits
  • Advises national focal persons on the development of required resources (tools, systems &structures), through relevant regional forums and processes.
  • Drives regional planning processes in this area of work, facilitates relevant sessions of regional forums. Ensure that appropriate targets, objectives and actions are set
  • Gather relevant information, from inside and outside the organisation, to support the development of these areas of work. This includes information regarding OVCs, child rights- based approaches, and alternative forms of childcare.
  • Is a resource for other Programme Development Advisors in the region for child protection issues.

Position requirements

  • Master or Bachelor degree in Social Work, Human Rights, Child Protection or relevant field
  • Minimum 5 years extensive experience, progressively responsible, working in child protection programming,
  • Extensive experience in building strong child protection systems and in delivering services to children, including in emergencies
  • Ability to assess and analyse risks, children’s emotional, psychological and developmental need and family functioning.

Competencies:

  • Competencies on monitoring and evaluation and Child safeguarding mechanism.
  • Excellent written and oral communications skills in English, Portuguese and / or French as an additional language would be an advantage
  • Ability to work under pressure and willingness to work flexible hours in the event of emergencies.
  • Good interpersonal skills with the ability to communicate and negotiate clearly and effectively at all levels, taking into account cultural and language difficulties.
  • Highly developed interpersonal and communication skills including influencing, negotiation and coaching.

Position title: M&E Officer
DEPARTMENT: M&E Department
REPORTS TO: M&E Manager

Job Summary: The purpose of the Monitoring and Evaluation (M&E) Officer position is to assist the M&E Manager in overall management and output of the unit. The job holder renders technical M&E support to member networks and assists in demonstrating progress against strategic objectives of NEP+ The post holder is also responsible for assisting the generation of regular and ad hoc reports for external purposes.

Responsibilities and tasks:
  • Assists the development and/or updating of monitoring and evaluation plans, guidelines, tools and systems for use by NEP+ and its members;
  • Supports the identification of higher level indicators to assess progress and overall in NEP+ against NEP+’s strategic plan
  • Assists the development of effective results frameworks and subsequent indicators at project and members level(s);
  • Participates in project proposal writing;
  • Assists in designing baseline, mid term and final evaluation studies of different projects;
  • Assists in organizing periodic valuation and progress monitoring events;
  • In collaboration with different units, periodically monitors the quality of data collected and reports produced, and agree on actions required;
  • Undertakes compilation of data for analysis and reporting requirements;
  • Generates quarterly, biannual and annual tabular reports for reporting purposes;
  • Assists the generation of data and compilation of quarterly reports for regular donor reporting purposes;
  • Assists the production of quarterly and annual reports against Government annual plans;
  • Assist compilation of regular monitoring reports prepared by different Projects along with evaluation recommendations;
  • Provides data deemed important for concept paper or proposal development
  • Assists that the database of NEP+ is well designed, electronically maintained and made accessible to relevant staff

Purpose of the Role


Responsible for the effective  management of cash and cheque as per the governing policies and support the treasury unit to generate sustainable cash flow .

Top Accountabilities 
 
 

  • Responsible for sustaining  good relationship with partnering banks
  • Responsible for the effective management  of the cash and banking office  

 
Banking Relationship     
 

  • Ensure that effective relationship is built with partnering banks
  • Responsible for withdrawing of bounced cheques in accordance with the policy and provide any challenges to LM directly

 
Cash Office Management:
 

  • Monitor the operations of the Cash office for cash replenishment, and ensure compliance with Cash office regulations and policies
  • Collect customer cheques and deposit to bank intact. Observe AML policy in this respect.
  • Scan all bank deposit slips and send to ABSC for processing promptly
  • Follow up on bounced cheques and ensure they are deposited in time as per the rules. Report all bounced cheques to treasury in time.
  • Withdraw foreign currency travel advances on behalf of staff foreign travellers
  • Make minor payments out of petty cash as required
  • Preparation of daily/Weekly cash collections, payments and balances report
  • Responsible for complete adherence of all the  relevant policies in a compliant manner 

Make an appropriate use of the system access given in a complaint manner 

Qualifications & Experience required
 

  • Diploma level ( Diploma. in accounting, banking or equivalence)
  • Plus at least 2 years’ experience in a similar position.
  • Excellent  relationship building skills.
  • Good communication skill.
