Position title: Regional Child Protection Advisor

Context of the position

Established in 1949, SOS Children's Villages International is a dynamic, international social development organization working globally to meet the needs and protect the interests and rights of orphaned and vulnerable children.

Within the Eastern and Southern Africa region, SOS CV International is headquartered in Addis Ababa, Ethiopia and has member associations in Nigeria, Ghana, Ethiopia, Sudan, South Sudan, Somali/Somaliland, Djibouti, Kenya, Uganda, Tanzania, Rwanda, Burundi, Zambia, Malawi, Zimbabwe, Mozambique, South Africa, Lesotho, Swaziland, Botswana, Namibia, Mauritius, Angola and Madagascar.

Mission of the position:

As a member of the Programme Development team the Child Protection Advisor : Provides quality technical leadership and advice for the design, implementation and monitoring of Child Protection in ESAF region; Provides technical guidance to NAs teams and ensures that high-quality activities are implemented in a timely manner; Leads on developing proposals and securing funding for child protection related projects; Ensures the coordination of all Child Protection activities through active participation in coordination meetings and working groups; Ensures qualitative support to countries on child protection, especially on sensitization, prevention, reporting and responding of cases, and monitoring and evaluation of the implementation of the Child Protection Policy.

Key performance areas and main responsibilities:

Governance and Strategy

  • Ensure development of clear regional strategies on child protection
  • Coordinate, support and ensure the consistency of MA strategic and annual planning on child protection for MA’s identified as priority countries for child protection,
  • Provides information, advice and expertise in the field of work, in line with the priorities identified
  • Finds information on important activities and events of the civil society, international organizations, NGOs and suggest to the Regional PD Director and the appropriate participation.
  • Liaises with partners, recommend, organize and prepare meetings with key potential partner organizations as agreed with the Director of Programming.
  • Leads the development of tools, systems and structures to support child protection.
  • Interprets the organisation’s policy frameworks and actively participate in to the development of the work on child protection.
  • Tracks and records the work within the countries on his field of work, through reviewing progress reports & statistics, other monitoring & evaluation reports, and regular contact with relevant staff and country/programme visits
  • Advises national focal persons on the development of required resources (tools, systems &structures), through relevant regional forums and processes.
  • Drives regional planning processes in this area of work, facilitates relevant sessions of regional forums. Ensure that appropriate targets, objectives and actions are set
  • Gather relevant information, from inside and outside the organisation, to support the development of these areas of work. This includes information regarding OVCs, child rights- based approaches, and alternative forms of childcare.
  • Is a resource for other Programme Development Advisors in the region for child protection issues.

Position requirements

  • Master or Bachelor degree in Social Work, Human Rights, Child Protection or relevant field
  • Minimum 5 years extensive experience, progressively responsible, working in child protection programming,
  • Extensive experience in building strong child protection systems and in delivering services to children, including in emergencies
  • Ability to assess and analyse risks, children’s emotional, psychological and developmental need and family functioning.

Competencies:

  • Competencies on monitoring and evaluation and Child safeguarding mechanism.
  • Excellent written and oral communications skills in English, Portuguese and / or French as an additional language would be an advantage
  • Ability to work under pressure and willingness to work flexible hours in the event of emergencies.
  • Good interpersonal skills with the ability to communicate and negotiate clearly and effectively at all levels, taking into account cultural and language difficulties.
  • Highly developed interpersonal and communication skills including influencing, negotiation and coaching.
  • Experience of solving complex issues through analysis, definition of a clear way forward and ensuring buy in and ability to influence key decision makers and build a network within an organisation.
  • Ability to present complex information in a succinct and compelling manner.
  • Commitment to SOS Children’s Village values, including willingness to abide by and enforce the Child Safeguarding policy.

Community Liaison Officer

The Community Liaison Officer will work in promoting conservation and livelihood enhancement in the Simien Mountains Landscape by developing income generating activities and sustainable development projects for communities living in the surrounding areas of Simien Mountains National Park. The officer will also ensure that the initiatives are sustainable, bring significant and equitable benefits to communities, and are complementary to biodiversity conservation of the protected area.

The position also requires engagement with local communities for awareness-raising on environmental issues and natural resource and land use management of the Simien Mountains National Parks (SMNP). The Community Liaison Officer will also be required to establish good relationships and work closely with the community, partners, as well public and private organizations working in the Simien Mountains Landscape.

Key Duties & Responsibilities

  • Lead the Gich community livelihood improvement program.
  • Develop and implement community engagement and participatory tools.
  • Collaborate with Ethiopia Wildlife Conservation Authority (EWCA) officials and other relevant stakeholders, facilitate processes of identifying viable alternative livelihood options, and develop associated implementation plans.
  • Promote an enabling environment for community-based natural resource management.
  • Build the capacity of EWCA staff, other relevant stakeholders, and other private organizations and contribute to interventions on conservation enterprise development and community-private partnerships.
  • Monitoring and evaluation of alternative livelihood options and feedback into conservation strategic planning.
  • Develop and implement strategies to mitigate human-wildlife conflict.
  • Assist in relevant program monitoring and management oversight in the implementation of the GMP, Work Plans and Business Plans.
  • Work with park office, the local government, and community representatives to organize and conduct community sensitization meetings to mobilize and promote understanding of the program activities and outputs at different levels of implementation.
  • Assist and support the preparation and submission of Annual Work Plans guided by baseline, field information and in collaboration with stakeholders for approval.
  • Develop and implement community awareness strategies.
  • Prepare project progress reports or monitoring and evaluation reports as required.
  • Assist consultants or project partners in conducting studies related to enterprise development as required.
  • Act as liaison among the AWF-SMNP, community, public and private organizations, and stakeholders around the SMNP landscape.
  • Attend meetings, workshops, and trainings as authorized by the supervisor.
  • Feedback regular information to the supervisor to enable the preparation of project reports and plans in a timely manner.
  • Carry out additional tasks as may reasonably be required by the Technical Advisor.

Qualifications

  • Bachelor’s degree or MSc degree in the social sciences or associated subject.
  • At least 5 years’ experience working with livelihood issues in rural communities in Ethiopia
  • Experience in engaging partners and other stakeholders in natural resource management planning, agricultural production, and/or livestock extension.
  • Experience and competence in implementing participatory techniques for mobilizing rural communities.
  • Field experience in planning, field extension services, implementation, and monitoring programs is preferable.
  • Fluency in spoken and written Amharic.
  • Fluency in oral and written English.
  • Ability to work both as part of a team and independently.
  • Respect for communities, other organizations, and stakeholders.
  • Ability to communicate effectively and to network strategically with a wide group of partners.
  • Proficiency in MS Office and internet skills.
  • Demonstrated ability to multitask and meet deadlines.
