BACKGROUND:

The Agricultural Transformation Agency (ATA) has been established by the Government of Ethiopia (GoE) to identify and address systemic bottlenecks to Ethiopia’s agricultural development. The Agency does this through problem-solving, implementation support, and capacity building of stakeholders involved in implementation of interventions that address the systemic bottlenecks. The Agency reports to the Ministry of Agriculture and Natural Resources Development and is Secretary to the Transformation Council chaired by the Prime Minister.

The programmatic *focus of the Agency responds to a core set of needs identified by the Ministry of Agriculture and Natural Resources Development and the Transformation Council. Within the Agency, issues are divided into four different pillars: Crops & Natural Resources which includes Inputs and Plant Protection, Soil Health & Fertility, Irrigation and Drainage, and Mechanization; Cross Cutting Initiatives, which includes Inclusive Growth, Climate Change Adaptation and Mitigation, and Planning and MLE; Livestock, which includes Animal Health and Genetic Improvement and Feed & Feeding; and Agribusiness and Markets including Market Development, Rural Finance, ICT, and Private Sector. In addition, the Agricultural Commercialization Clusters Initiative is another critical focus area for the Agency. POSITION SUMMARY:

The Finance Director will be responsible for ensuring that the finance and financial administration functions are implemented efficiently and cost-effectively and provide adequate support to the CEO and Senior Directors. She/he is responsible for monitoring the development and utilization of budget and preparing financial reports as per the organization reporting timeline and need of partners. The Director ensures legal and regulatory compliance for all accounting and financial related function. The Director of finance also oversees cost and general accounting, accounts receivable/collection and payroll and risk management.

This position will officially report to Senior Director, Operations. ESSENTIAL DUTIES:

  • Provides strategic financial management and leadership, ensuring appropriate systems, procedures and internal controls are in place to support the continued growth of program needs.
  • Developing and successfully implementing a strategy for Finance aligned with organizational objectives;
  • Develops an annual budget with input from and in consultation with the Senior Directors, monitor the budget utilization in order to ensure effective utilization and value for money;
  • Establishes the priorities and focus of team members on priorities in order to meet the need of the program which is expanding;
  • Establishes strong finance team which enable to effectively implement all key finance functions, produce concise, comprehensive and high quality management information;
  • Manage the performance and development of the finance team and ensure quality and timely delivery;
  • Develops management information reporting systems and provide timely financial reports to senior managers;
  • Ensures compliance of donor requirements, policies and procedures across the organization; provide guidance and training on donor requirements, policies and procedures to finance and non-finance programme teams;
  • Closely monitor the donor reporting schedule and the programme business cycle to ensure timely and accurate financial donor reports are prepared & submitted consistent with narrative reports.
  • Work with other team members to manage the preparation of financial reports of donors.
  • Ensure a complete audit trail from primary documentation to the accounting system for accurate and rapid donor reporting and general record keeping.
  • Maintain current knowledge of the government requirements related to financial matters and ensures compliance with tax regulations and other legal requirements;
  • Supervise all project bank account activities including negotiation of fees, interest and currency exchange rates;
  • Establish policies regarding cash holding limits, cash movements and foreign currency holdings;
  • Design, implement, and monitor systems, procedures and reporting necessary to maintain on current basis accurate forecasts of cash requirements for meeting future spending, including commitments entered into and which obligate the project to future spending;
  • Regularly monitor spending and review projects with Senior Management Team;
  • Ensure that appropriate and effective internal control system is in place and regularly review;
  • Closely work with leadership and management teams to enhance staff competencies in finance, financial administration and donor reporting & compliance;
  • Donor and regulatory agency liaison: conducting continuing dialogue with actual and potential funding sources and government regulatory bodies;
  • Ensure that partners’/client’s financial policies and practices comply with requirements under the Federal law of Ethiopia;
  • Responsible for liaison with external bodies and with legislative authorities related to finance;
  • Ensure balance sheet reconciliations are completed monthly and on a timely basis and review final reconciliations and trial balances
  • Supervise the collection of contractual and other receivables.

REQUIRED QUALIFICATIONS:

  • Master’s degree in Accounting, Financial Management, Accounting and Finance and related fields;
  • Minimum 10 years relevant experience in a senior team leadership role in an international agency;
  • Proven ability to manage the overall work process of a finance unit by ensuring effective work assignments, supervision and development to ensure availability of competent and well-motivated staff;
  • Critical thinking, well organized, analytical, and determined to follow through;
  • Good knowledge of Financial Management and Accounting;
  • Certification in Accounting is an advantage;
  • Demonstrated ability in problem solving, priority setting, planning and delegation;
  • Detailed knowledge of the Ethiopian financial laws, regulation and procedures;
  • Familiarity with donor funded projects and project reporting is essential;
  • Excellent knowledge of accounting software’s;
  • Excellent computer skills with knowledge of office software packages ;
  • Excellent written and oral communication skills in English and Amharic.
  • Ability to work in a very busy environment and good in stress management

Position Summary:

The Education Technical Trainer leads the development, implementation, and evaluation of a professional training sequence of integrated technical learning activities designed to develop the knowledge, skills, and attitudes necessary for Peace Corps Volunteers to work effectively as English Teachers in rural high schools across four regions of Ethiopia.  The Education Project is a TEFL certification program whereby Volunteers undergo comprehensive TEFL training and assessment during their service, with the expectation that they will qualify to be TEFL certified by the end of their two years of service.   This position reports to the Education Program Manager and works under the supervision of the Training Manager during Pre Service Training. The Director of Programming and Training is the evaluator for the position.

Minimum Required Qualifications:

  • Bachelor’s degree in TESOL, TEFL, English language learning, or linguistics, plus teaching certification (if candidate does not have teaching certification, 5 years of demonstrated professional teaching experience plus a Bachelor’s degree is required)
  • Minimum of two years’ experience teaching English in the classroom setting (primary or secondary level).
  • At least two years’ experience designing and facilitating training utilizing participatory and non-formal adult education techniques.
  • Specialized knowledge or experience in all or most of the following:
    • Supporting the professional development of English teachers in their English proficiency and student-centered teaching techniques
    • Working knowledge of language learning theories and philosophies and experience adapting and designing interactive language teaching methodologies
    • Creating teaching materials
    • Reviewing, adapting and training from a formal curriculum such as textbooks and syllabi
    • Developing classroom-based and general communication skill assessments

The U.S. Mission in Addis Ababa is seeking eligible and qualified applicants for the position of Political Specialist in the Political & Economic Section, USAU Office in Ethiopia.

BASIC FUNCTION OF POSITION

As the senior local political advisor to USAU, serves primarily the Political/Economic Section in support of the reporting officers and the front office. Reports directly to the Political/Economic Counselor.  Drafts political reports and cables on the full range of issues related to the African Union and its 55 members, as well as multinational, regional, and national issues that serve to inform U.S. policy makers. Also reports on African Union issues that are currently or have the potential to come before the UN and in particular the UN Security Council. Creates and cultivates contacts with AU Commission officials, officers at AU member state and third country embassies in Addis Ababa, the wider diplomatic community including the UN system, and with pertinent scholars and opinion makers.  Designs, organizes, and accompanies high-level and P/E officer travel.  Monitors print and electronic media for items of interest to reporting officers and the front office.

QUALIFICATIONS REQUIRED

NOTE:  Applicants must address each required qualification listed below with specific and comprehensive information supporting each item.  Failure to do so may result in a determination that the applicant is not qualified.

  1. Education:  A college degree in political science, international relations, history or international law is required.
  2. Experience:  Five years of progressively responsible experience in social science research and analysis, university teaching, journalism in a non-governmental / international organization, public or private sector field is required.
  3. Language: English IV (Fluency) in Speaking/Reading/writing in English & Amharic is required. (English Language proficiency will be tested)
  4. Skills and Abilities: The incumbent must be extremely sensitive to personalities and power relationships, and guide USDH diplomats effectively through the sometimes-turbulent currents of the AU political landscape.  The incumbent must be able to communicate effectively in working-level and high-level meetings at the AU and in diplomatic settings, among the cultural and linguistic groups comprising 55 AU members. The position requires word processing experience using multiple-character keyboard Amharic word processing software for the translation of press releases and professional-level drafting skills in English. Intermediate numerical skills are required for data reporting.
  5. Job Knowledge: Professional-level knowledge of the African Union’s history, political institutions, and individual power relationships is necessary to accomplish the sensitive work of advising the Ambassador, DCM, POL/ECON Chief and the other political officers regarding arranging programs for meetings and providing advice on trends in current events.  Knowledge of AU member state political and cultural contexts and regional dynamics.

POSITION SUMMARY:

The Director, Inclusive Growth is a leadership level position reporting to the Senior Advisor to the CEO on Crosscutting Initiatives. He/she will be responsible for the coordination and strategic direction of the ATA’s overall activities linked to inclusive agricultural growth, particularly in terms of ensuring gender equality and realizing opportunities for youth. He/she will also be responsible for the promotion of nutrition sensitive agriculture within Ethiopia’s agricultural transformation. Specific activities will include the strategic integration of relevant issues into ATA’s policy dialogue, strategy development and analytical work as well as its programmatic interventions. The director will coordinate ATA’s interaction with relevant governmental and non-governmental institutions for collaboration in moving forward the agenda on inclusive growth and nutrition sensitive agriculture. The director will also oversee design and implementation of gender, youth, and nutrition specific ATA implemented projects (as appropriate).

ESSENTIAL DUTIES:

1. Strategic integration of inclusive growth and nutrition sensitive agriculture issues into ATA’s work

· The Director, Inclusive Growth will lead a team of senior technical experts on gender, youth employment/development and nutrition sensitive agriculture to review and update and/or develop an approach for strategically integrating issues of inclusive agriculture growth and nutrition sensitive agriculture into the current Agricultural Transformation Agenda and in the context of GTP 3.

· Based on an agreed upon strategic approach for addressing inclusive agriculture growth and nutrition sensitive agriculture, he/she will coordinate technical input to Knowledge Centers, ATA project teams, the Core Analytics team and the Communications team as they develop thought pieces, studies, policy briefs, strategies, publications, in-depth analytical work, communications briefing materials, etc.; and, as they design and implement projects.

· He/she will also oversee and guide the implementation of interventions within the Agricultural Commercialization Cluster (ACC) initiative to achieve the following five key objectives:

  • at the farm level, reducing productivity gaps (where they exists) of women and youth headed HHs; and, where opportunities for non-farm employment exist, addressing challenges particularly for youth to engage in rural non-farm activities;
  • enhanced outreach of services and required inputs to ensure that all active farming HH members are supported (particularly women)
  • promoting greater youth and women's membership in cooperatives and other membership groups with enhanced roles in decision making; and,
  • Promoting enhanced participation of women and youth in contract farming arrangements.
  • Enhanced nutrition sensitive agricultural practices within the ACC
  • He/she will support ATA’s Performance Management Unit (PMU) to identify key gender/youth/nutrition related progress indicators as well as to assess and report on progress on inclusive growth and nutrition sensitivity in relation to Ethiopia’s agricultural transformation.
  • He/she will lead the development of “do no harm” principles and social safeguards, and ensure that they are incorporated into initiatives of the ATA.
  • He/she will lead the development of capacity building initiatives for the ATA and public sector staff (particularly MOANR and MOLF) in regards to issues related to inclusive growth and nutrition sensitive agriculture.

2. Engage with relevant governmental and non-governmental institutions to move forward the agenda on inclusive growth and nutrition sensitive agriculture as part of Ethiopia’s agricultural transformation

  • He/she will coordinate analytical and technical input to the development of a roadmap for the operationalization of the gender in agriculture, rural employment opportunity and nutrition sensitive agriculture strategies of the MoANR and MoLF.
  • In consultation with stakeholders, he /she will identify and design relevant transformation agenda deliverables for implementation as ATA projects as per ATA project development guidelines.
  • He/she will oversee the implementation of any inclusive growth and nutrition sensitive agriculture related project approved by ATA’s senior management

General

  • Drawing on existing policy networks and learning’s from innovation in Ethiopia and globally on inclusive growth and nutrition sensitive agriculture, the Director will integrate and leverage this knowledge in all of the ATA’s program activities.
  • He/she will build a genuinely collaborative engagement with key stakeholders (government, NGO’s, civil society, universities, initiatives, farmers, donors, etc.) to identify and prioritize actions on inclusive growth and nutrition sensitive agriculture in the context of agricultural transformation in Ethiopia
  • He/she will serve as the leader of the Inclusive Growth, responsible for the overall direction and management of the team’s work. He/she will provide high caliber team management, coaching and support to ensure a high performance team, prepare and manage the team’s budget; and, ensure timely reporting to senior management on team activities.
  • He/she will serve as a thought leader on inclusive growth and nutrition sensitive agriculture to enhance ATA’s work and, where appropriate, seek external peer review and counsel on ATA’s approaches
  • He/she will lead relevant discussions and constructive dialogue as necessary and represent ATA at relevant fora.
  • He/she will regularly report to the Senior Advisor on Crosscutting Issues, and to the CEO on progress, challenges and constraints of work
  • It is expected that the Director, Inclusive Growth will understand cultural and political dimensions of stakeholders and their impact on recommendations being made related to cross cutting issues of gender, youth and nutrition sensitive agriculture
  • He/she will demonstrate depth of expertise and share experience within and outside of the ATA in the areas of gender, youth and nutrition sensitive agriculture and use knowledge to enrich and guide problem-solving with teams and external stakeholders.

REQUIRED QUALIFICATIONS:

  • Masters’ degree in a related field is required; PhD degree is preferred
  • At least 10 years of relevant, professional experience working on gender issues in a development context, preferably in Ethiopia, at a leadership role
  • Expertise in strategic gender planning, gender analysis, gender mainstreaming, gender budgeting, and gender-sensitive indicators
  • Knowledge of best practices and lessons learned in designing and implementing gender approaches in specific sector work
  • Understanding of Ethiopia’s agricultural system, with a broad perspective on how the entire system operates and how public, private and informal actors operate within the system
  • Experience with civil society and governance structures at the national, regional and local authority level preferred
  • Demonstrated ability to take initiative in solving problems, manage multiple projects effectively (prioritizing and sequencing both programmatic and operation activities), think analytically and ensure the team delivers outputs on schedule
  • Practical experience in piloting and scaling up relevant solutions at the local level.
  • Strong leader with outstanding management skills and experience

General Responsibilities: 

 

Under the direct supervision of the Senior Project Officer, the incumbent will manage processes involved in a supply chain. The role of Logistics Assistants involves transportation, stock control, warehousing, and ensuring structures are in place to monitor the flow of goods and materials.  S/he coordinates utilization of vehicles, creates routes, supervise drivers, coordinate routine maintenance and monitors proper utilization of respective budget.

 

Vehicle Management

1.      Ensure timely availability of vehicle for the office need, maintaining the quality, cost as per the standard checklists developed and staff vehicle request are well-organized and coordinated.

2.      Ensure the adherence of the IR vehicle management policy, driver rules and regulation are maintained, vehicle service time and maintenance schedules are followed.

3.      Ensures that IRE vehicles are properly maintained through either contracted private services or qualified agency employees.

4.      Ensures that IRE vehicles are used for official business; carry only authorized personal and no use of vehicles after-work hours.

5.      Monitors and control vehicles to maximize efficiency in usage of fuel and regular maintenance costs.

6.      Ensure the maintenance of history jackets of vehicles as per the check list; follow up for its regular update;

7.      Ensure the annual inspection of vehicles, secure insurance coverage; ensure the availability of IR logo on the vehicles and on rented vehicles;

8.      Provide/facilitate logistical support for staff travel arrangements during internal and external travel,

9.      Monitor the flow of supplies delivery to the field offices from the country office in Addis Ababa.

10.  Supervises and support the work of Drivers working the project offices.

11.  Implement vehicle management manual and propose noble and cost-effective ideas;

12.  Review vehicle log sheet, periodical servicing vehicle at CO & Project Offices, produce monthly fuel consumption report.

 

Store Management

1.      Ensure the inventory records are update upon the arrival of new asset and report to the Senior Nutrition Project Officer; ensure the completeness of the store records, periodically monitoring the store movements.

2.      Support for the supervision and monitoring of all field office stores, rented warehouses and stock movement activities are in compliance with IR policies and procedures.

 Reporting

1.      Compile periodical data related to store inventory and logistics support report maintaining with required quality.

3.      Perform other duties as required by the office.

Job Requirements:

Person Specification

  • Diploma in Management/Purchasing and supplies management or related fields.

IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context and Scope

Under the overall supervision of IOM’s Special Liaison Office’s Chief of Mission (CoM), and direct supervision of the Regional Mixed Migration Programme Phase VIII (RMMP VIII) Programme Coordinator, IOM is seeking to hire a consultant to conduct a study that aims at analyzing the situation of Unaccompanied Migrant Children (UMCs)in Djibouti, Ethiopia, and Somalia by contrasting a selection of case studies with the national legal framework to identify legislative gaps and policies, and map available services according to international protection standards, and develop recommendations to enhance the protection of Unaccompanied Migrant Children in the three countries. The selected countries represent sending, receiving and transit countries due to their geographical position and the regional political context. The three countries are involved in the AU-Horn of Africa Initiative and in the Regional Technical Meeting organized through the Regional Mixed Migration Programme (RMMP).

It is envisaged that this consultancy will be conducted in collaboration with UNICEF under the overall framework of the Regional Annual Activity Plan.

The study will be implemented within the framework of the Regional Mixed Migration Programme for the Horn of Africa and the Gulf of Aden/Yemen: Improving Protection of Migrants Phase VIII”, funded by the US State Department’s Bureau of Population, Refugees, and Migration (PRM), and supports Outcome 3 of the project: Vulnerable migrants benefit from improved protection, and specifically Output 3.2: Improved child protection guidelines available, including in MRC locations.

Objectives of the research

This study will attempt in a first part to draw a comparative overview of the national legal frameworks related to Unaccompanied Migrant Children on the move in Djibouti, Ethiopia, and Somalia - in the light of International Human Rights Law and specifically international child protection standards. This part will complement the parallel legal and policy analysis to be undertaken under the RMMP.

The second part will present a case studies of Unaccompanied Migrant Children from the three countries focusing on various aspects detention, education, expulsion, reintegration, best interest determination…) to assess the situation of this migrant category, identify their needs and vulnerabilities, point out where the law is not properly enforced, if the laws exist, and identify the policies implemented.

The third part will assess availability and accessibility of services to Unaccompanied Migrant Children, whether nationals or foreign provided through government facilities and Migrant Response Centres. Ultimately the paper will produce a set of recommendations to both state and non-state actors in the field of Unaccompanied Migrant Children protection.

Responsibilities and Accountabilities

The research will be undertaken based on existing literature, documentary research, field research and IOM case data.

It is to be a human rights-based study that aims at analyzing the situation of Unaccompanied Migrant Children in the Djibouti, Ethiopia and Somalia by contrasting a selection of case studies with the national legal framework to identify the gaps and weaknesses of the laws, policies, and services according to international protection standards, and develop recommendations to enhance the protection of Unaccompanied Migrant Children in the region.

The selected countries represent sending, receiving and transit countries due to their geographical position and the regional political context. The three countries are involved in the AU-Horn of Africa Initiative (AU-HoAI) on Trafficking in Persons and Smuggling of Migrants and in the Regional Technical Meeting organized through the RMMP.

Outline:

  1. Legal framework:

International law: an overall rights-based approach:

  • An overview of the set of international and regional legal framework related to Unaccompanied Migrant Children.

  • The legal obligations for Djibouti, Ethiopia and Somalia (which conventions did they ratify? Are there reservations? …)

National laws: a mainly security-based approach:

  • What is the existing legal framework related to Unaccompanied Migrant Children in Djibouti, Ethiopia and Somalia.

  • Situation on the ground:

Presentation and comparison of case studies of Unaccompanied Migrant Children on the move in the three countries with a focus on practices and policies related to best interest determination, detention, integration, medical and psychosocial care in order to identify capacity building needs for service providers.

  1. Available Services:

Mapping of existing services provided by the relevant governments to children, and their accessibility to Unaccompanied Migrant Children. This will also cover established cooperation between the governments, IOM, UNICEF and others and identify capacity building needs for service providers.

  • A final report after the validation workshop including the action plan developed during the workshop

  • Document consolidating all relevant international, regional and national legal instruments and related national action plans

  • a roadmap on setting up a pilot structure in one of the MRCs (suggested by Tim)

  • Schedule of deliverables to be discussed at the final proposal submission stage.

Timeline

The duration of services performed under these Terms of Reference shall be from six to eight weeks from the signing of agreement.

Desired qualifications

Education

Minimum of postgraduate degree in Law and/or International Law from an accredited academic institution and relevant working experience.

Experience and skills:

  • 7 years of relevant professional working experience in the field

  • Exceptional skills in designing and conducting research studies, with practical experience in research methods;

  • Knowledge of international and regional migration governance structures;

  • Work experience in developing countries, preferably in the Horn of Africa;

  • Experience in working with UN agencies/other international agencies, governments, and other migration stakeholders;

  • Strong writing and analytical skills;

  • Strong interpersonal and communications skills;

  • Fluency in English (both oral and written);

  • Sound and proven understanding of internal and international migration issues in Africa;

  • Experience in programmes for migrants and capacity-building activities;

  • Experience in liaising with governmental and diplomatic authorities as well as with national and international institutions;

  • Knowledge of the region is an advantage.

Procurement Officer

 

Job Summary

Under the close supervision and control of the Procurement  Manager, the Purchaser is responsible for negotiating, placing purchase orders, effecting payments, expediting purchase order processing and delivery, handing over purchases to requesting units or stores as the case may be; handling all relevant correspondences and communications with suppliers to facilitate local purchases; coordinating local buying activities with the stores and requesting units to ensure planned and economical purchases; building up and maintaining mutually benefiting business partnerships with suppliers; studies effective purchasing techniques and proposes reform measures on existing purchase procedures.

Duties and Responsibilities

  1. Purchases the right quality and quantity of low-value and frequent procurement needs such as spare parts, raw materials, office supplies  and other consumables at the right price and time from the right place;
  2. Handles the collection of Performa invoices, the preparation of bid tabulation and analysis;
  3. Completes & places purchase orders based on the specifications requested and expedites delivery;
  4. Assists in the inspection and timely processing of invoices and verification against purchase orders and receiving reports for the timely transmittal of the same to Finance Department;
  5. Handles all relevant correspondences and communications with suppliers to facilitate local purchases;
  6. Coordinates local buying activities with the stores and requesting units to ensure planned and economical purchases;
  7. Prepares and presents complete, accurate and appropriate procurement and payment documents for approval and processing;
  8. Plans, develops and implements improved local buying procedures, systems of reporting and follow-up methods;
  9. Reviews documents submitted by the suppliers to ensure compliance with procurement policies and procedures;
  10. Directs the maintenance of an up-to-date and complete list of suppliers with addresses and the compilation of market information on prices of commodities;
  11. Ensures the proper maintenance of such documents as purchase orders, warehouse requisitions, receiving reports and all other records related to local purchases;
  12. Prepares and compiles all statistical data and progress reports on local purchases;
  13. Makes sure the suppliers effect deliveries on time and according to the specifications of the purchase orders;
  14. Builds up and maintains mutually benefiting business partnerships with suppliers;
  15. Ensures that purchase payments are properly and timely effected;
  16. Facilitates purchasing activities through all available means of communications;
  17. Maintains up-to-date and systematic records pertaining to prices, suppliers, procurement schedule, etc.;
  18. Studies effective purchasing techniques and proposes reform measures on existing purchase procedures;
  19. Receives approved purchase requisitions from superior for processing the purchase;
  20. Identifies and classifies all purchase requests;
  21. Hands over purchased items to the store keeper against receipt; and
  22. Performs other job related duties as required by the immediate supervisor.

Job Requirements

University/ BA degree in Supply & Procurement Management, Management, Materials Management or related discipline from recognized university.

Must have a minimum of 3 years experience in similar position in manufacturing company.

Have critical analysis skill

Capable to manage different assignment within a very short time.
