Experience:

  • Have a minimum of 7/5 years of experience in insurance in one of the areas of underwriting, Claims, reinsurance, finance, or insurance risk management
  • Preferably at least two years of work experience branch manager level

Purpose of the Assignment : Conduct fiscal analysis to produce reports on trends in government revenue, government budget allocation and expenditures on selected social sectors to inform and reinforce investment in human capital.

Duration of the Assignment: 11.5 months

Specific Tasks

The specific tasks to be performed include but are not limited to the following:

  1. Develop a work plan and detailed outline and agree on the plan with UNICEF.
  2. Engage with MoFEC, UNICEF Field Offices and BoFECs to access fiscal data and necessary fiscal documentation.
  3. Conduct fiscal analysis connecting the big picture to the changes in the macroeconomic environment, fiscal and overall economic policy, the necessity to invest in human capital if goals in the Growth and Transformation Plan as well as the Sustainable Development Goals are to be achieved amidst ongoing changes in global development financing.
  4. Prepare at the federal and regional level budget Briefs on the general state budget, as well as specific Budget Briefs on the education sector, the health and nutrition sector, the wash and sanitation sector and on the social welfare sector using simple language and making use of interesting visual aids (such as maps, graphs and other visual tools).
  5. Provide brief status updates on all the Budget Brief activities every week to the Social Policy Specialist, UNICEF SPESI.

The consultant shall liaise with all relevant sections in UNICEF and government offices to undertake the assignment.

Methodology

Desk review, data analysis including consultations with MoFEC, relevant sector ministries, UNICEF field offices, and BoFECs, to prepare summary reports for example in the form of visually attractive Budget Briefs. The consultant will propose a detailed outline of the work incorporating a breakdown of deliverable dates to be reviewed by and agreed upon with UNICEF.

Context:

The portfolio of the IOM Mission in Ethiopia is growing in size and complexity and a new Programme Support Unit (PSU) was established under the direct supervision of the Head of Programmes to guarantee quality control, homogeneity and synergy in the work of the various Units (Migration Health, Operations, Emergency and Post Crisis, Migration Management). The PSU focuses primarily on the following activities: Project Development, Project Monitoring and Evaluation, Project Reporting, Donor and Partner Liaison. The successful candidate will be part of the Programme Support Unit. S/he in close collaboration with other relevant colleagues in the Mission (both at the central level as well as at the sub office level), in the Regional Office (RO) and in Headquarters (HQs) - will provide technical support for project development and related activities carried out in the Mission.

Core Functions / Responsibilities:

  1. Monitor project development and reporting staff and deliverables within the IOM Ethiopia Mission ensuring quality control of project proposals, reports and external material.
  2. Consolidate and analyze development assistance policies, trends, priorities and assist in identifying relevant project opportunities based on needs in Ethiopia and donor priorities.

  3. Draft, coordinate, and ensure the submission of funding proposals taking into account national and donor priorities, United Nations Development Assistance Framework (UNDAF), and IOM’s country, regional and global strategic priorities and objectives.

  4. Facilitate the timely and quality submission of project reports and new proposals in accordance with IOM and donor formats.

  5. Organize and participate in regular training sessions and on the job training to staff in the field in order to build capacities on project development and reporting.

  6. Liaise and coordinate with relevant stakeholders, such as national and local government counterparts, civil society groups, diplomatic missions, UN agencies and others national and international organizations and existing business networks on IOM work in Ethiopia.

  7. Support the monitoring of progress against strategic objectives, project and program benchmarks and UNDAF results. Participate in the establishment of a common M&E framework that incorporates regular reporting requirements and impact evaluation strategies, in close coordination with M&E staff and project managers.

  8. Coordinate internally with all units and sub-offices in response to request for information from HQs, RO, donors, partners, and any other relevant stakeholders.

  9. Edit and review documents both for internal and external use, as requested.

  10. Whenever possible undertake visits to the field in coordination with project specialists to support project development and reporting.

  11. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Science or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

Experience

• Experience in project development and project management, humanitarian and migration-related activities, report writing and liaison with relevant stakeholders.

• Work experience in the region is an asset.

• Excellent communication and negotiation skills. Excellent report writing skills.

• Effective resource management skills and strategic and creative thinking.

Languages

Fluency in English is required.

Background

The United Nations Development Programme (UNDP) envisions to contribute to Africa’s efforts to eradicate poverty and reduce inequalities and exclusion through implementation of UNDP’s Strategic Plan. 

UNDP’s regional partnership development and resource mobilization efforts support the effective delivery and sustainability of the Regional Programme and Country Office activities. Of importance is to ensure a systematic and coherent approach to partnerships at the regional level and laying the ground for the effective mobilization of an adequate amount of resources. 

As an essential part of the Regional Centre for Africa, the partnerships team provides a strategic, substantive and coherent approach to outreach and partnerships, and creates a meaningful UNDP image. The team collaborates closely with the other units and provide support to Country Offices in order to establish linkages between the overall strategy, the programme achievements and implementation.

The team at the Regional Centre for Africa is looking for a competent intern who will support the partnerships and resources mobilization specialist based in Addis Ababa, Ethiopia.

Duties and Responsibilities

Under the supervision of the Partnership and Resources Mobilization Advisor, the intern shall perform, inter alia, the following tasks:

Research and Data Management:

  • Research on existing Partnership and Resource Mobilization opportunities within the Region. Undertake research on related to donors intelligence both at regional and country level;
  • Manage files and online database of related documents in a structured way.

Knowledge Management and Communication:

  • Assist in developing and disseminating the Partnership and Resources Mobilization Strategies and best practices;
  • Support the team in organizing webinars, online Community of Practice;
  • Support updates of Internet and Yammer as required.

Donor Engagement Support:

  • Draft, review and edit concepts notes, knowledge products and presentations;
  • Review and shape resources mobilization and partnership concepts;
  • Participate in meetings and perform other support tasks as required.

The more specific focus will be decided in consultation with the intern taking into account his/her skills development interests.

Required Skills and Experience

Education:

  • Be enrolled in a graduate school programme (second university degree or equivalent, or higher); in the fields of communications, marketing, public relations, development studies, economics, business, and related fields;
  • Be enrolled in the final academic year of a first university degree programme (minimum Bachelor’s level or equivalent);
  • Have graduated with a university degree and, if selected, must start the internship within one-year of graduation.

Experience:

  • Understanding of Partnership Development, Fundraising and/or Resources Mobilization would be beneficial.;
  • Demonstrated keen interest in the work of the UN, and of UNDP in particular, and have a personal commitment to UNDP's Statement of Purpose  and to the ideals of the UN Charter;
  • Demonstrated ability to successfully interact with individuals of different cultural backgrounds and beliefs, which include willingness to try and understand and be tolerant of differing opinions and views.

Language:

  • Proficiency in English;
  • Knowledge of French would be an asset.

Background

In line with its Private Sector and Foundation Strategy, UNDP is becoming increasingly well positioned to support innovative approaches of inclusive market and business development engaging with the private sector and other stakeholders to improve opportunities for the poor to participate in markets as producers, employees or consumers.

With Africa being a major focus of UNDPs work, a strategic, regional Private Sector and Inclusive Market Development for Poverty Reduction in Africa project, the “African Facility for Inclusive Markets” (AFIM), operated from November 2010 to 2014. AFIM is now part of the Regional Bureau for Africa’s Regional Programme Document (RPD), under Outcome 1, “Growth and development are inclusive and sustainable, incorporating productive capacities that create employment and livelihoods, especially for the poor and excluded”, and more specifically Output 3: Regional and sub regional systems and institutions enabled to support countries to achieve structural transformation of productive capacities that are sustainable and jobs- and livelihoods-intensive.

The Regional Programme is implemented by private sector personnel part of the Inclusive Growth and Sustainable Development (IGSD) Cluster of the UNDP Regional Service Centre for Africa (RSCA), based in Addis Ababa, Ethiopia.

The main initiatives in relation to private sector work under Outcome 1 / Output 3 are as follows:

Activity result 3.1.1 - Regional institutional capacity enhanced

  • Facilitate inclusive business and inclusive markets through support to establishing an African Inclusive Markets Excellence Centre (AIMEC);
  • Advance regional agri-food value chains in Africa;
  • Advance sustainable and resilient food value chains in Africa;
  • Support follow up to Great Lakes Region Private Sector Investment Conference.

Activity result 3.1.2 - Transformation of productive capacities

  • Support field implementation of regional Agribusiness Supplier Development Programme (ASDP) in six focus countries;
  • Support inclusive business ecosystem building initiatives in three focus countries;
  • Finalise design of and roll out an interactive African youth entrepreneurs online portal;
  • Support the implementation of the African Impact Investment Action Plan;
  • Support the finalization of the informal economy EU-ACP project proposal.

Additionally, the IGSD Cluster also provides on-demand support to 46 UNDP Country Offices (COs) in the Regional Bureau for Africa, in the area of private sector development and engagement.

The IGSD Cluster would like to recruit an intern to provide programmatic support to its regional private sector initiatives in Africa. 

 

Duties and Responsibilities

Under the supervision of the Regional Private Sector Special Advisor of the IGSD Cluster, the intern shall perform, inter alia, the following tasks:

  • Draft, review and edit concepts notes and project documents;
  • Undertake necessary follow-up with programme partners;
  • Participate in meetings and capture discussions.

Research and Data Management:

  • Undertake research on relevant initiatives in areas of interest;
  • Manage files and online database of related documents in a structured way.

Knowledge Management and Communication:

  • Draft, review and edit knowledge products, speeches and presentation;
  • Prepare relevant materials (brochure, newsletter, success stories etc.);
  • Assist in developing and disseminating products;
  • Undertake regular website updates.
