•             Identifying and reporting the constraints, challenges and strength points of the HPCE strategy inside and outside the medical structures in order to reinforce the link between the communities and the project activities.

•             Providing support in selecting and developing quality pedagogical communication strategies towards the community. Planning information campaigns, including targets, objectives, methods and goals in order to increase awareness among the targeted population.

Context Specific Accountabilities

 

·        Proactively support and monitoring in implementation and maintenance of current blood donation strategy in close cooperation with Regional Blood Bank and MSF assigned focal point (Labtech focal point position).

·        Proactively assess and identify possible referral system to health facilities related to project specific topics within which are sexual violence, mental health, maternal and child health and disease surveillance.

·        Ensure ethnic sensitive HPCE response by maintaining feedback mechanism on social-cultural specific topics within the community. 

•        Assist in developing, producing, testing and distribution of health messages and IEC materials and make sure they are adapted and translated to the target populations.

•        Ensure the consistency of the messages following the project objectives and priorities.

•             Organizing health awareness sessions for MSF's medical and non-medical staff.

•             Identifying key actors (local authorities, local NGOs, traditional healers, formal or informal authorities) and being the focal point for the networking in order to support the dissemination of health information of the target population, and be the point of reference for the relation and networking with these subjects.

•             Ensuring cleanliness of HPCE activity areas.

•             Collecting and reporting to the medical team any information linked to the health situation of the targeted population.

•        Identify gaps in the services in his activity and report them to the line supervisor, present them in the medical team meeting and suggest improvements.

•        Advertise, explain and justify MSF program, activities and principles within the community, local officials and other influencing actors.

•        Proactively bring attention to the project management team for any challenge, which requires additional discussion, and/or follow up.

•        Provide weekly and monthly activity reports, which include statistics, narrative and planning.

•             Organizing, training, and supervising the HPCE team in terms of planning and organizing their work, supporting, evaluating and coaching of personnel.

•             Supervising, in close collaboration with the HR department, the HR associated processes (recruitment, training/induction, evaluation, potential detection, development and communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required.

•        Assess the technical needs of the HPCE team through close monitoring and strict supervision of their activities.

Essential diploma in social sciences, education/pedagogy, communication, community development, nursing or social work (MSF-SPAIN)

Experience:

Essential working experience in MSF (2 year minimum) in health promotion activities, or training-education activities (for MSF-SPAIN it’s 2 years minimum)

Coordinate, supervise and implement Health Promotion Community Engagement activities within targeted population of the hospital and community to raise their knowledge and skills on relevant health related topics. •             Deliver information to the patients and community on specific health topics according to project medical priorities.

•             Collect, evaluate and report all type of information related to specific health and living conditions of the population, in particular to identify response for community engagement.

•             Report regularly to direct line manager on current activities, challenges, strengths and constraints in systematic manner.

•             For OCBA: Establish and maintain contacts with social partners, including other NGO’s, governmental health services that can provide answers to social problems.

•             For OCBA: Ensure education and communication areas are clean and tidy and secure availability of professional and appropriate IEC materials.

•             For OCBA: Participate in creation of any material needed for the activities of information, education and communication.

Context Specific Accountabilities

 

·        Support and monitor linkage between community and maintainance of connection to key position as kebele officials, religious leaders and/or any other current influencing actor.

·        Monitor and apply referral system to health facilities related to project specific topics within which are sexual violence, mental health, maternal and child health and disease surveillance. 

·        Support health promotion and awarness activities related to blood donation in cooperation with MSF focal point and staff of regional blood bank Gambella.

·        Follow up systematic feedback mechanism between community members, patients, caretakers and medical team.

·        Follow up patients satisfaction mechanism within MSF supported ward and report immediately on current issues to direct line manager.

Experience:

Opportunity

 

Abt Associates seeks a qualified Technical Specialist 9 / Regional Program Officer to support the International Health Division in Ethiopia. The Regional Program Officer will be stationed in Semera for Afar, Gambela for Gambela, and Assosa for Benishangul Gumuz regions and reports to the Regional Program Director.   

 

Private Health Sector Project is a USAID funded five year project implemented by Abt Associates Inc . The project has a goal to mitigate the impact of diseases of public health importance in Ethiopia through the active engagement of the private health sector. The major objectives of the project are creating an enabling policy environment, access to quality health services for diseases of public health importance increased through the private health sector, strengthening the private health care system, and generating evidence. The goal and objectives will be achieved in collaboration with the government (FMoH and its agencies, the private health sector and its associations). The Private health Sector Project operates in Amhara, Afar, Benshangul Gumuz, Harari, Gambela,  Oromiya, SNNPR, and Tigrai regions, and Addis Ababa and Dire Dawa city administrations. Malaria Service is among the key public health importance programs the project is implementing in selected private health facilities and work-place clinics found in the aforementioned regions.

 

Key Roles and Responsibilities

 

  • Serve as the primary liaison for the project in the region and assist in establishing partnership and enhance collaboration among local level stakeholders (RHB, ZHD, THO, Private Health Facilities) and private health care providers.
  • Conduct regular supportive supervision/mentoring visit of project supported facilities and work-place clinics in liaison with government partners to design and implement facility level corrective intervention based on the gaps identified during the visits.
  • Follow and support private health care providers (physicians, nurses, and laboratory technicians, pharmacy personnel, clinic managers) to assure compliance with national clinical standard and guidelines for the project implementation of malaria program programs.  
  • Ensure that the project supported private health facilities are incorporated into the regional health system for EQA, and supportive supervision.
  • Perform regular mapping of care & support facilities in all regions and prepare directory for care & support services
  • Coordinate and manage the utilization of standard referral log books and registers to track referrals & linkages of PLHIV to community services
  • Ensure the availability of supplies, commodities, medical guidelines, standards, job aids and HMIS tools to support program implementation and regularly assess the adequacy of logistics and supplies at all sites to ensure uninterrupted high quality services.
  • Ensure that project supported health facilities are using the approved HMIS tools and submit performance report to their respective WHO and/or RHBs.
  • Collect facility level programs performance report of supported facilities and submit to the project M and E unit.
  • Assess the training needs and develop appropriate agreements with facilities to assure that a sufficient number of staffs are trained to ensure the sustainability of the programs.
  •  Documents best practice and successes and responsible to ensure site level intervention of Quality Improvement activities.
  • Facilitate the establishment of effective referral links between public and private facilities.
  • Participate in government led regional level technical working group (TWG) meetings/forums, review meetings and other events representing the private health sector.
  • Strictly following the organizational work plan and individual activity plan and proactively contributing to the achievement of the strategic directions of the organization; ensuring adherence to quality and timeliness of the deliverables
  • Perform any other activities as may be assigned.


Preferred Skills / Prerequisites

 

  • Masters degree in Public Health
  • 4 or more years of experience
  • Experience of  working with Malaria, FP, STI, MNCH, TB/DOTS,  PMTCT and ART programs
  • Experience in training and quality assurance for health services
  • Well informed about the private health sector setups of Ethiopia
  • Experience of working with various stakeholders and building partnership
  • Good communication skills and experience of working in a team
  • Basic computer skills (Word and Excel)
  • Fluent in English and Amharic knowledge and local languages  is a plus
  • Experience of working in local and International NGOs
