BACKGROUND:

The Agricultural Transformation Agency (ATA) has been established by the Government of Ethiopia (GoE) to identify and address systemic bottlenecks to Ethiopia’s agricultural development. The Agency does this through problem-solving, implementation support, and capacity building of stakeholders involved in implementation of interventions that address the systemic bottlenecks. The Agency reports to the Ministry of Agriculture and Natural Resources Development and is Secretary to the Transformation Council chaired by the Prime Minister.

The programmatic *focus of the Agency responds to a core set of needs identified by the Ministry of Agriculture and Natural Resources Development and the Transformation Council. Within the Agency, issues are divided into four different pillars: Crops & Natural Resources which includes Inputs and Plant Protection, Soil Health & Fertility, Irrigation and Drainage, and Mechanization; Cross Cutting Initiatives, which includes Inclusive Growth, Climate Change Adaptation and Mitigation, and Planning and MLE; Livestock, which includes Animal Health and Genetic Improvement and Feed & Feeding; and Agribusiness and Markets including Market Development, Rural Finance, ICT, and Private Sector. In addition, the Agricultural Commercialization Clusters Initiative is another critical focus area for the Agency. Across the programs, the ATA engages public, private and non-governmental stakeholders to support strategic planning, manage and strengthen implementation capacity and test innovative models.*

POSITION SUMMARY:

The Talent Management International Consultant is responsible for delivering all aspects of the organization’s talent management and development processes. This includes designing and implementing appropriate talent management strategies, guidelines, tools, and processes to identify, acquire, select, develop, utilize and retain diverse talent to meet the current and future talent need of the ATA. The Consultant is responsible to develop the ATA’s succession plan and establish talent pool. He/she trains and coach the local HR team and the ATA leadership team on the overall management of the skills, talent and succession of employees focusing on talent acquisition, deployment, development, and utilization. The Consultant provides technical support to the ATA leadership team in the areas of employee coaching, mentoring and provision of constructive feedback.

The International Consultant is working as part of the ATA HR Team and closely work with Directors, Senior Directors, Leadership Team, CEO and the ATA Senior Management Team.

ESSENTIAL DUTIES:

  • Develop talent management and development strategy, implementation guideline and toolkit and provide technical implementation support.
  • Design succession plan to ensure that the organization has a pool of highly skilled, talented and motivated employees ready to step into senior and critical roles aiming at ensuring the retention and continuation of critical competencies in the organization.
  • Build the leadership competency on employee coaching and mentoring and providing constructive & on-going feedback aiming at transferring knowledge & learning, developing successors.
  • Design mentoring and coaching programs and monitoring and evaluation tools to ensure the implementation of the program.
  • Support the execution of the succession plan through developing implementation guideline and developing different analysis and reporting tools and documentations.
  • Review current employees’ competencies and capabilities and the potential available in the organization and establish talent pool that helps management to make its strategic decision on its investment in people.
  • Conduct workforce analysis and provide technical support to the leadership in developing workforce plan in line with the ATA mandate, mission and strategic plan.
  • Providing technical support to the recruitment and selection function on developing talent sourcing strategy, database of potential talent, etc.
  • In consultation with the senior management team, identify critical positions and define core competencies required by those positions to ensure sustainable success of the organization.
  • Establish employees’ career development path and implementation guideline that clearly guide management action & decision and show employees to see their progress & destination in the ATA.
  • Ensure that the organization has an effective performance management system that could objectively measure employees’ performance and provides opportunity to their professional development.
  • Develop training programs and deliver the training to the ATA Leadership Team in general and Human Resource (HR) Team in particular on talent acquisition, deployment, development, utilization and succession planning.
  • Develop templates and tools used to track & measure the talent management progress.
  • Review and further refine/enrich the existing Core Competency Framework in line with the talent management strategy, succession plan, the current and future competency requirement, etc.
  • Perform other related duties.

REQUIRED QUALIFICATION AND EXPERIENCE

  • Master's /MBA degree in international human resources management, training and development, organizational development or related fields of study.
  • Minimum 10 years of progressive professional senior level relevant experience preferably in an international/multilateral development organizations.
  • Experience in designing & implementing talent management, training & development, succession plan and career path development intervention programs.
  • Successful track record in designing and implementing organizational changes in a global, transformational and dynamic organizations with a diverse workforce.
  • Experience in designing, tailoring and delivering trainings to senior, middle and lower level management.
  • Strong management consulting skills, coupled with excellent interpersonal communication skills
  • High level problem solving skills: problem identification, data collection & analysis skill.
  • Excellent project management, reporting and presentation skills,
  • Excellent skill in using Microsoft Office such as Word, PowerPoint, Excel.
  • Aptitude, willingness and ability to work collaboratively with highly diversified team.
  • Fluency in oral and written English.

TASKS AND RESPONSIBILITIES

• Financial, budgetary and accounting management: He is responsible for all aspects relating to finance, including budgetary and accounting elements, as well as the mission cash flow.

• Management of human resources: He is responsible for the administrative management of the local and international teams, for the definition/updating of procedures and HR management tools in accordance with labor regulations in the intervention country and the HR policies of WAHA, and for the monitoring of risks linked to HR questions.

• Administrative and legal management: He supervises administrative records and guarantees that the status and functioning of the mission are in legal accordance with the requirements of the intervention country.

• Representation: He represents the association in its relations with partners, authorities and different local players for the financial, administrative, legal and human resources areas of the mission.

• Coordination: He centralizes and diffuses information within the mission and to headquarters for all financial, administrative, legal and human resources aspects of the mission, and consolidates the internal and external reporting for these domains.

Mission

The Global Gender Advisor fosters collaboration between the different layers of the federation on gender topics to mainstream gender equality.

S/he specifically supports selected countries in implementing gender mainstreaming and collects their learnings. The Global Gender Advisor brings together relevant stakeholders on a regular basis for exchange and steering and presents results to the governing bodies of the organisation. S/he will also share information with - and support - SOS Member Associations globally when requested. Tasks and Responsibilities

  • Act as key account responsible for gender topics for leadership and governing bodies of SOS Children’s Villages International

  • Establish and maintain consultation on gender with other functions and regions of the organisation.

  • Support all countries that have gender actions in their 2020 strategies in implementing gender mainstreaming:

    • Support countries in setting-up gender-sensitive programmes

    • Collect and share lessons learned on gender equality to build knowledge and capacity

    • Assist with quality assurance of (IPD) proposals upon request

  • Support Human Resources & Organisational Development (HROD) in mainstreaming gender equality measures:

    • Promote and advocate for strong gender (policy) HR principles including gender equitable work practises

    • Establish accountability mechanisms to measure progress towards gender equality in the organization and achievement of the targets set

Required Profile

  • Specific substantive knowledge on and understanding of gender equality issues

  • Experience in applied gender equality work, preferably in an international setting and in programmes working with child care

  • Sensitivity to cultural differences and experience in working in an international setting

  • Proactive approach to work with initiative and ability to autonomously develop and follow a concrete work plan

  • Good time management skills and ability to prioritize assignments and allocate appropriate time for completing work. Strictly observes deadlines

  • Good interpersonal skills; ability to work effectively in multi-cultural, multi-ethnic environments with sensitivity and respect for diversity

  • Ability to build and maintain good relations and networks with member associations, regional offices, internal stakeholders and external partners

Requirements

  • Master’s degree or equivalent in Gender Studies, International Development, Public Administration, Economics, Political Sciences, Social Sciences or related field. Some specialized study on gender and gender issues must be part of academic background.

  • At least five years of relevant experience in development work for national and international organisations. Experience in developing and designing a gender strategy, and managing its implementation.

  • Experience in capacity development and setting up gender training concepts would be an asset

  • Experience in managing content related projects and leading related team members with proven ability to advocate for gender issues at senior level

  • Proficiency in written and spoken English; ability to communicate and present in leadership meetings; Spanish and/or French an asset

Associate Project Officer – Fluent in Somali

To work in the context of the Somali segments of a project called E-Platform: Telling the real story – Information campaign targeting Somali and Eritrean migrants. (www.tellingtherealstory.org)

This is an information campaign that mainly reaches out to Eritrean and Somali refugees in countries of transit and first asylum in Africa, with a view to inform them about the full scope of the perils and difficulties related to irregular onward movements to Europe. The information campaign enables concerned people to take an informed decision about their plans and about possible onward movements.

The objectives of Telling the Real Story are:

1) Countering the narrative of smugglers and inform Somali and Eritrean communities of the full scope of dangers associated with irregular movement to and life in Europe;

2) Maintain and reinforce the intra-community discourse on the dangers of Tahriib (the journey to Europe) by countering the narrative of smugglers and undermining their credibility;

The Associate Project Officer will be responsible for the following:

  • Dissemination of the project in refugee camps in Jijiga;
  • Take a lead role in establishing and nurturing partnerships with stakeholders, build networks with existing refugee associations and engage with celebrity supporters to expand advocacy activities in Jijiga;
  • In close consultation with the Project Manager and Senior Protection Officer, he/she will work towards ensuring sustainability of the project through co-designing sustainable models for the project continuity with partners and UNHCR programme officers;
  • Analyse existing statistical data in order to provide operations information on trends and lead research into gaps in information concerning onwards movement;
  • Through direct engagement with refugees, the Associate Project Officer will analyse existing trends, motivations for departure and misinformation provided within the community and by smugglers particularly related to current mixed migration developments;
  • Drive engagement and awareness-raising activities aimed at reframing the discourse to counter the narrative of the smugglers and inform the refugees of the full scope of dangers associated with irregular movement to and life in Europe;
  • Hold regular awareness raising activities intended for different segments of the refugee population. The activities will involve - and not limited to, distributing the children's book in refugee schools, Child Friendly Spaces (CFS), hold sessions with parents and guardians, screen testimonies, hold focus group discussions, organize community engagement sessions using a range of mechanisms such as theater, poetry, art, etc;
  • In combatting misinformation by smugglers targeting children and youth, together with children and youth and members of the Youth Association, the Associate Project Officer will create and provide print or visual resources to encourage children and youth to think critically about messages from traffickers, including by providing information on legal pathways and;
  • Develop messages and create campaign materials.
  • Counselling of vulnerable individuals with family members that left the camp on a secondary movement. Those vulnerable individuals could be referred by UNHCR staff, RCCs, and partners.
  • Liaise with implementing partners and refugee groups who are already running awareness raising activities in the camps.
  • Carryout assessments in order to collect data on secondary migration and analyse data collected by UNHCR Jijiga (registration and or resettlement colleagues) and other implementing or operational partners.

Competencies:

  • Bachelors degree or higher in social sciences, communications or in a relevant field; Knowledge of UN policies and procedures;
  • 2 – 4 years of relevant experience;
  • Basic understanding of international refugee protection and UNHCR’s mandate;
  • Conceptual and practical understanding of protection issues and approaches in humanitarian contexts, including the constraints, sensitivities and risks associated with such work;
  • General familiarity with the regional mixed migration dynamics in the Mediterranean region;
  • Background in community engagement; communication; protection and/or social work
  • Field experience;
  • Excellent analytical skills and strategic thinking;
  • Ability to establish and foster successful partnerships and collaborations;
  • Experience of working with persons of concern desirable and;
  • Excellent written and oral communication in English and Somali.

Duty station:

The Associate Project Officer will be stationed in Jijiga, Ethiopia.

Contract: The Consultancy contract will be issued by UNOPS, starting March 2018 up to 31 May 2018. The contract is subject to renewal.

Program / Department Summary

Mercy Corps plans to engage in a DFID-funded, 3.5-year program, Strengthening Host and Refugee Population Economies (SHARPE), whose main objective is to “increase sustainably the net economic returns to refugees and hosts communities through both increased gains and decreased losses. The program will use an M4P approach, focusing on six market systems in three focal regions (Gambella and Somali Region, Jigjiga and Dollo Ado) to improve the livelihoods of 200,000 beneficiaries. The program begins with a 6-month Inception Phase during which diagnostic reports will be developed, a management results framework developed and interventions piloted. Activities should focus on market systems development and be facilitative, adaptive and innovative to reach the beneficiaries in an equitable manner that promotes cooperation between refugees and host communities. Summary

 

The Deputy Team Leader (DTL) will support the Team Leader in providing overall leadership, management and strategic vision to the implementation of the SHARPE program, to ensure that the program meets its targets and deliverables on-time and within budget. The DTL will supervise technical implementation staff and ensure accountability to relevant policies and donor rules and regulations.

 

The DTL is the highest technical-level position for the program and is a member of the program’s Senior Leadership Team. Based in Addis Ababa, he/she will provide technical leadership and guidance directly to the focal regions and ensure that the implementation activities carried out in the focal regions adhere to the programs M4P approach and desired outcomes. During the Inception Phase, the DTL will lead in the technical aspects of the diagnostic assessments and development of interventions. During the Implementation Phase, he/she will lead in the technical aspects of implementation of the interventions. This position requires key skills in M4P; program management; consortium management; and relationship management within the team and with partner organizations including private sector, stakeholders, and community members.

 

Essential Job Responsibilities

 
TECHNICAL ADVISORY
  • Lead planning, , and delivery of all components of the SHARPE program that focus on Economic and Market Development;
  • Work closely with the Team Lead, M4P experts and the M&E leads, private and public sector actors to design and implement innovative, and predominantly syste-ms-level, interventions in these areas;
  • Ensure consistent quality and effectiveness of all Economic and Market Development activities
  • Lead thinking and practice in innovative approaches to Private sector partnership models, and ensure that experience is well-documented and contributing to thinking of all consortium members.
  • Work closely with the Team Lead, M4P experts and the M&E lead to identify, pilot, scale up or shut down M4P interventions

 

Programme Management
  • Oversee program startup and ongoing program management and administration of teams across various field locations.
  • Ensure that program implementation is responsive to communities and partners and consistent with Mercy Corps’ relevant program guidelines, principles, values, quality standards and strategic plan.
  • Facilitate the development of program implementation strategies
  • Integrate community approaches, gender sensitivity and capacity building into all activities as appropriate.
  • Create and maintain systems ensuring effective and transparent use of financial resources for timely and informative reporting in line with donor and Mercy Corps policies and procedures.
  • Ensure all interventions adhere to Mercy Corps’ Gender Policy, Do No Harm principles, and beneficiary accountability standards

Knowledge and Experience

  • MA/Sc or equivalent in finance, development studies, economics or related field;
  • Minimum five years’ mid to senior-level field leadership experience;
  • Deep understanding and mastery of Markets4Poor approach and Economic & Markets Development facilitation including coaching, relationship building, communicating, entrepreneurialism/business understanding and innovating.
  • Demonstrated success in M4P programs related to market systems strengthening, financial inclusion, private sector development, marketing and value chain programming;
  • Familiar with all aspects of the relevant market systems including key actors, micro-financial institutions (MFIs), banks, Insurances, information service providers, inputs suppliers, producers, traders, intermediary and terminal markets governance frameworks (formal and informal); and all support markets and functions
  • Proven ability for project and financial management;
  • Effective verbal and written communication, multi-tasking, organizational, prioritization skills;

    In order to efficiently and effectively implement the research activities and strengthen the use of evidence by the MCH Directorate, the Directorate is seeking technical assistance (TA) to focus on research, data analysis and writing of scientific and policy documents/ papers. The purpose of this TA is to accomplish research and analytic tasks set forward by the above forums in a timely manner and improve the performance of research activities and translation of evidence into policy and practice.

    The Fenot project seeks to appoint a Senior Research Advisor (SRA) for TA assignment in the MCH Directorate of the FMOH, and to work part-time from the Fenot office. The Associate Project Officer will be responsible for the following:

  • Dissemination of the project in refugee camps in Jijiga;
  • Take a lead role in establishing and nurturing partnerships with stakeholders, build networks with existing refugee associations and engage with celebrity supporters to expand advocacy activities in Jijiga;
  • In close consultation with the Project Manager and Senior Protection Officer, he/she will work towards ensuring sustainability of the project through co-designing sustainable models for the project continuity with partners and UNHCR programme officers;
  • Analyse existing statistical data in order to provide operations information on trends and lead research into gaps in information concerning onwards movement;
  • Through direct engagement with refugees, the Associate Project Officer will analyse existing trends, motivations for departure and misinformation provided within the community and by smugglers particularly related to current mixed migration developments;
  • Drive engagement and awareness-raising activities aimed at reframing the discourse to counter the narrative of the smugglers and inform the refugees of the full scope of dangers associated with irregular movement to and life in Europe;
  • Hold regular awareness raising activities intended for different segments of the refugee population. The activities will involve - and not limited to, distributing the children's book in refugee schools, Child Friendly Spaces (CFS), hold sessions with parents and guardians, screen testimonies, hold focus group discussions, organize community engagement sessions using a range of mechanisms such as theater, poetry, art, etc;
  • In combatting misinformation by smugglers targeting children and youth, together with children and youth and members of the Youth Association, the Associate Project Officer will create and provide print or visual resources to encourage children and youth to think critically about messages from traffickers, including by providing information on legal pathways and;
  • Develop messages and create campaign materials.
  • Counselling of vulnerable individuals with family members that left the camp on a secondary movement. Those vulnerable individuals could be referred by UNHCR staff, RCCs, and partners.
  • Liaise with implementing partners and refugee groups who are already running awareness raising activities in the camps.
  • Carryout assessments in order to collect data on secondary migration and analyse data collected by UNHCR Jijiga (registration and or resettlement colleagues) and other implementing or operational partners.

Competencies:

  • Bachelors degree or higher in social sciences, communications or in a relevant field; Knowledge of UN policies and procedures;
  • 2 – 4 years of relevant experience;
  • Basic understanding of international refugee protection and UNHCR’s mandate;
  • Conceptual and practical understanding of protection issues and approaches in humanitarian contexts, including the constraints, sensitivities and risks associated with such work;
  • General familiarity with the regional mixed migration dynamics in the Mediterranean region;
  • Background in community engagement; communication; protection and/or social work
  • Field experience;
  • Excellent analytical skills and strategic thinking;
  • Ability to establish and foster successful partnerships and collaborations;
  • Experience of working with persons of concern desirable and;
  • Excellent written and oral communication in English and Somali.

Duty station:

The Associate Project Officer will be stationed in Jijiga, Ethiopia.

Contract: The Consultancy contract will be issued by UNOPS, starting March 2018 up to 31 May 2018. The contract is subject to renewal.
