Scope:

The International Rescue Committee’s (IRC) Community Wellbeing Initiative (CWI) Coordinator leads the IRC’s female empowerment and gender-based violence prevention and response programs in Ethiopia. The CWI Coordinator is responsible for technical leadership, grant management, staff supervision, fundraising, and representing the IRC at humanitarian and government coordination meetings.

Responsibilities:

Reporting to the IRC’s Deputy Director of Programs, the CWI Coordinator is a senior technical position requiring multiple years of experience in this sector. He or she manages a team of approximately 50 program staff located in the IRC’s HQ in Addis Ababa, four field offices, and multiple refugee camps.

  • Oversee the design, implementation, and monitoring of CWI programs in Ethiopia.
  • Represent the CWI program at UN, NGO, donor, and government coordination meetings in Addis Ababa and field sites.
  • Develop budgets for CWI program activities, staff costs, and operational requirements in collaboration with the IRC’s Grants, Finance, and Supply Chain units.
  • Serve as accountable grant manager of CWI grants, ensuring timely completion of donor reports, spending plans, and other contractual deliverables.
  • Ensure effective monitoring and evaluation of CWI projects, including tracking progress against indicators, compiling program data from the field, designing and leading program evaluations, and ensuring appropriate division of labor for M&E within the CWI team.
  • Lead CWI proposal development in collaboration with the IRC’s Grants unit, Deputy Director of Programs, and GBV Technical Advisors in Nairobi and New York.
  • Recruit, interview, and orient new CWI staff; mentor CWI staff through regular feedback; create, facilitate, and support opportunities for career development; and oversee performance reviews.
  • Provide guidance and technical support to other IRC programs on mainstreaming support to women and girls.
  • Liaise with IRC operational staff (HR, Supply Chain and Finance) to ensure effective and timely program implementation.
  • Actively develop and maintain effective working relationships with key stakeholders in Addis Ababa, including the Government of Ethiopia, UNHCR and other UN agencies, international and local NGOs, donors, and other relevant actors.

    Minimum Requirements

    • BA or MA in social work, health, social sciences, or other related Field.
    • At least 8 years’ experience (or 5 years’ with MA) leading programs focused on gender quality, female empowerment, psychosocial support, and GBV prevention and response.
    • At least 4 years’ experience supervising and managing a large team, including providing direct and remote technical support.
    • Demonstrated experience in capacity building and mentoring of staff.
    • Demonstrated leadership, communication and facilitation skills.
    • Ability to multi-task and manage simultaneously several different projects.
    • Excellent interpersonal and problem-solving skills, flexibility and creativity.
    • Strong coordination, diplomacy and networking skills.
    • Experience in grant management and proposal writing.
    • Excellent written and oral English skills.
    • International humanitarian experience is a distinct advantage.

Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context and Scope

Under the overall supervision of IOM’s Special Liaison Office’s Chief of Mission (CoM), and direct supervision of the Regional Mixed Migration Programme Phase VIII (RMMP VIII) Programme Coordinator, IOM is seeking to hire a media and awareness raising consultant to: 1) to conduct a background assessment of the portrayals of irregular migration in the Djiboutian, Ethiopian, Somalian, and Yemeni media including online publications, TV, Radio and social media and develop; and, 2) develop a public awareness strategy which will guide relevant activities and provide a basis for improved measuring of impact of awareness-raising interventions

This consultancy will be implemented within the framework of the IOM-implemented “RMMP project Horn/Gulf of Aden/Yemen: Improving Protection of Migrants Phase VIII”, funded by the US State Department, Bureau of Population, Refugees, and Migration (PRM), and supports project Outcome 4: Migrants and potential migrants, reached by the program, have improved ability to make informed decisions about migration, and specifically Output 4.1: Potential migrants reached under the programs have increased awareness on risks of irregular migration.

Objectives of the research

The objectives of the consultancy will be to:

  1. Institutionalize awareness raising activities in Djibouti, Ethiopia, Somalia, and through a government led strategy;

  2. Develop a monitoring and evaluation system for awareness raising activities conducted under the programme.

To achieve these objectives the consultant will map and analyze existing public information and campaign material aimed to:

  • Educate young people and their influencers on the risks and dangers associated with irregular migration while presenting sound and legal alternative routes to fulfil their ambitions and dreams;

  • Explain the risks and dangers of illegal migration of unaccompanied children to their family members and other influencers highlighting the diverse types of exploitation that these children may face;

  • Highlighting the punishment of the act of human trafficking and smuggling according to the country law.

Responsibilities and Accountabilities

The consultant will be tasked to:

  1. Review and analyse public information and awareness raising materials developed under the RMMP in light of possible improvements and communication for development (C4D) methodologies;

  2. Conduct a media analysis on irregular migration in Djibouti, Ethiopia, Somalia, and Yemen;

  3. Where possible develop a national media and awareness raising strategy for relevant governments;

  4. Develop monitoring and evaluation tools.

Expected deliverables

  • An inception report defining clear methodology and timeline of the consultancy;

  • A media assessment report for relevant countries;

  • A draft awareness raising tool box for relevant governments;

  • An action plan to roll-out media and awareness raising strategy;

  • Monitoring and evaluation plan for developed strategies and activities;

  • Present awareness raising strategy to stakeholders in Djibouti, Ethiopia, Somalia, and (Yemen)

  • Schedule of deliverables to be discussed at the final proposal submission stage.

Timeline

The duration of services performed under these Terms of Reference shall not exceed a maximum of two months from the signing of agreement (excluding the final presentations)

Desired qualifications

Education

Minimum of postgraduate degree in Communication, Media, and Journalism or in any related field or a combination of training and relevant working experience.

Experience and skills:

  • 5 years of relevant working experience in the field of developing and implementing communications strategies, action plans and performance monitoring frameworks, preferably in the field of migration;
  • Good knowledge of a range of applications and software including use of adobe suite, developing of social media content and use of Microsoft office, power point and excel;
  • Ability to work independently in a multi-task and multi-deadline environment;
  • Excellent organizational and prioritization skills, setting goals and timelines and working on deadlines;
  • Ability to work and communicate effectively with government officials and with a variety of people and organizations, both internally and externally;
  • Ability to work effectively and harmoniously in a team of colleagues of varied cultural and professional backgrounds;
  • Experience in capacity enhancement activities;
  • Experience in devising campaign, promotion and visibility material.

Languages:

Fluency in spoken and written English required. Knowledge of local languages in the region is an advantage.

BACKGROUND:
The Agricultural Transformation Agency (ATA) was established by the Government of Ethiopia (GoE) to identify and address systemic bottlenecks to Ethiopia’s agricultural development. The Agency does this through problem-solving, providing implementation support, and capacity building of key stakeholders involved in implementation of interventions that address the systemic bottlenecks. The Agency reports to the Transformation Council chaired by the Prime Minister and whose co-chair is the Minister of Agriculture. 
Agriculture oriented enterprises essential to make value chains competitive are largely missing, in particular across the downstream end of the value chain In Ethiopia. A number of challenges have contributed to the absence of sufficient number of agriculture enterprises, chief among them is an under-developed business ecosystem “building blocks” such as access to appropriate and timely financial services, management and sector expertise, support businesses, and under-developed downstream processing/manufacturing capabilities. There is thus a need for targeted support to spur the growth of agriculture oriented enterprises that can address this gap.
In many other countries, well-designed and well-financed Agribusiness Accelerators have shown the ability to fill such gaps through comprehensive business development services and funding for start-ups and growth agro-enterprises. The Ethiopian Agribusiness Acceleration Platform (EAAP) project of the ATA will test and validate the accelerator concept for Ethiopia. The EAAP, in its initial years, will have both value chain focus as well as product and service offerings to demonstrate its impact. It will anchor its activities around identification and operational capacity building of small and medium enterprises (SMEs) for investment readiness and scale up, and provision of matching seed grants to the most promising SMEs. The value chain focus for testing the accelerator model will be on Honey and beeswax given its agro-ecological strengths, strong existing demand sinks, high degree of investment attractiveness, strong government support, and other parallel investments that create opportunities for significant leverage.
The EAAP aims to support the transformation of businesses in the honey and beeswax space, and by extension the ecosystem within which they operate, through facilitating access to four Core Services: FinanceMarketsExpertise and Talent across three program tracks: AccelerationIncubation and Ecosystem. The Incubation track aims to assist early-stage processors in the honey and beeswax industry. These companies are typically smaller, informal businesses, but with a strong track record of sales. The EAAP aims to professionalize incubatees by helping them grow their business via access to grants, management talent, and technical expertise.
POSITION SUMMARY:
The EAAP project is in the process of selecting businesses for its Incubation track and building out the 12-month service delivery model for participating businesses. Additionally, the EAAP project as a whole is currently in a “proof of concept” phase, piloting and testing its model. As such, the project believes that a Project Advisor with a deep understanding of how to structure, run and scale an incubator/accelerator, and who can suggest improvements to the EAAP’s model (particularly in regards to the Incubation track) will be of immense value to the EAAP and its participating businesses.
Thus the EAAP project is looking for an individual with significant experience in entrepreneurship, start-ups and business incubator/accelerators. The Project Advisor in close consultation with the EAAP project team is expected to provide guidance and support in problem solving on a range of areas that include, but are not limited to, selecting businesses for the Incubation track, designing and executing Incubation track service delivery model, and refining and executing the strategy and targets of the overall EAAP project.
ESSENTIAL DUTIES
EAAP Incubation Track
  1. Provide guidance on the EAAP Incubation track’s model, specifically on the track’s value proposition, strategy and structure
  2. Review Incubation track selection process, including step-by-step sequencing and selection criteria
  3. Evaluate Incubation track applicants informally with the EAAP team and formally with private and public sector stakeholders during selection panel(s)
  4. Review draft 12-month service delivery model and recommend modifications regarding content and sequencing of services, and frequency and modality of EAAP/service provider engagement with incubatees
  5. Evaluate strengths and weaknesses of EAAP-recommended service providers, and if necessary, recommend additional service providers for consideration
  6. Evaluate feasibility of Incubation track’s 12-month and 2020 key performance indicators and targets, and recommend modifications as needed
  7. Provide ongoing guidance on monitoring and evaluation of EAAP/service provider efficacy in delivering services
  8. Engage monthly with ~1-3 incubatees to provide operational and strategic advice to help resolve potential business problems and/or capitalize on opportunities

  1. Provide input on the strategy, shape and socioeconomic impact of the EAAP project as a whole, including its implementation plan, growth strategy and marketing strategy
  2. Review 2020 key performance indicators and targets (both economic and social) of EAAP and recommend modifications as needed
  3. Support the design of a marketing strategy for EAAP in order to create a good buzz and reputation

Job Requirements
  • Bachelor’s and/or Master’s degree in Business Administration, Management, Engineering, Natural Sciences or other relevant fields
  • At least 8/6 years of experience for Bachelor’s/Master’s holders respectively in one or more of the following areas: Business development/management/administration, Business operations, business consulting/advisory services
  • Demonstrated track record of work on strategic and operational advisory to early-stage companies, ideally within agro-processing and/or a developing or emerging market
  • Excellent understanding of what it takes to make an incubator/accelerator successful
  • Entrepreneurial drive and experience in having successfully started and/or run a business, in particular enterprises with social impact
