OBJECTIVE

  • To ensure the effective and efficient delivery of all technical aspects for Equipment and Machinery.
  • The delivery of the highest quality technical support throughout the Factory
  •  To ensure the effective delivery of all in-house technical repair and maintenance.
  • To Plan, Organizing, staffing, coordinating and controlling preventive Maintenance system of the Factory.

Duties and Responsibilities

Specific Areas of Responsibility:

  • Ensure that the delivery of maintenance service is supported through technical excellence and contribute to the delivery of an effective, efficient and responsive operations function.
  • Daily monitoring and maintenance of factory equipment and machines by obeying to the maintenance schedules.
  • Contribute to the planning, development, control, testing and maintenance of resources, systems, Machinery and equipment.
  • Undertake equipment maintenance and security, using outside contractors when necessary.
  • Contribute to monitoring/maintenance of plant and equipment by outside contractors ensuring compliance with service level agreements.
  • Supervise workers engaged in repair and maintenance activities to ensure high productivity and high technical integrity.
  • Support and develop line-managed staff to ensure they are enabled to carry out their areas of responsibility efficiently and effectively.

To manage and direct a team of skilled, semi‐skilled and technically based individuals through sound personnel practices such as;

  • Performance management
  • Relevant and effective inductions
  •  Identification of training needs
  • Coaching
  • Discipline
  • Formulate various company’s Preventive maintenance policies and procedure.
  • Coordinate objectives with production procedures in cooperation with other Plant managers to maximize product reliability and minimize costs.

  • Apply total quality management tools and approaches to analytical and reporting processes.
  • Interact with vendors to ensure quality of all purchased equipment and machinery.
  • Maintain active role on internal continuous improvement teams.
  • Design, develop and implement maintenance and skill training programs.
  • Carry out Health and Safety risk identification and assessments.
  • Ensuring to wear safety clothing all the time during the working hours.

Additional Tasks

  • Responsible for supporting the development and maintenance of a customer focused culture within the organization.
  •  Support the development of quality goals and targets as part of the organization’s strategic plan
  • Carry out, as instructed, any task as deemed reasonable by the Factory Manager or General Manager in the interest of the Company.

Job Requirements:  

Qualification, Experience and Skills:

  • Bachelor of Science degree in General mechanics, Electrical Engineer, Electronics or related field is preferred
  • Minimum of seven years’ experience and training in the food manufacturing industry
  • Basic computer skill Microsoft Office
  •  Knowledge of training and supervisory techniques.
  •  Knowledge of departmental employee policies and procedures.
  • Ability to instruct, direct, and evaluate employees.
  • Ability to interpret Directive and regulations.

Main Purpose

Defining, coordinating and monitoring all activities in Nguenyyiel related to one or more   areas of the supply programme (Warehousing, stock management, Dispatching, Procurement, etc.) according to MSF protocols, standards and procedures in order to ensure an optimal running of the mission/project and to achieve a proper distribution of material resources in terms of price, quality, time and service, ensuring efficiency, accountability and transparency as well as contributing to shape the supply chain at local, regional and international level.

 

Accountabilities

  • In collaboration with the Logistics Coordinator-Supply the Project Coordinator, defining the supply activities and planning the annual budget for the area of the supply programme under his/her responsibility in order to identify and optimize the response to the needs of the mission and the target population.
  • In line with MSF’s protocols, policies, standards and guidelines, ensure the implementation, monitoring and evaluation of the validated mission supply strategy under the Logistic Coordinator responsibility.
  • Ensures the stability of the supply activities within regular and emergency intervention of the Nguenyyiel Project
  • Planning, organizing, and monitoring the implementation in the project of the supply activities according to the context specificities and the operational needs while ensuring compliance with MSFstandards, protocols and procedures, and reporting to the Project Coordinator on the development of the supply programme under his/her responsibility. This can include one or more of the following areas: 

o   Warehouse & stock management:

  • Defining, coordinating and monitoring all Warehouse and Stock Management activities in the Nguenyyiel project.
  • Guarantees the standardization of warehouse management, focusing on medical stocks and the interactions within the mission, Nguenyyiel Project and partner organizations.
  • Analyze monthly stock report and take necessary action. Closely monitor the stock level (medical and non-medical) related to monthly consumption figure, expiry dates, excess drugs and possible shortages in the Nguenyyiel Project.
  •  

o   Cargo transportation & dispatching:

  • Defining, coordinating and monitoring all activities related to movement of medical and non-medical goods entering to and leaving the project.
  • Identify the best possible transport of goods in terms of quality, price, service and time for each type of goods and destination as well as organizing the logistics of goods transport to the Nguenyyiel ensuring compliance with the deadlines.
  •  

o   Procurement:

  • Defining, coordinating and monitoring all procurement activities related to local, regional and international purchases of goods, transport, subcontracted works and services for the project.
  • Coordination of the order cycles for medical and non-medical supplies, together with the Project teams as per MSF standards and guidelines, using the TSR when appropriate.
  • Validate the use of the supply related third parties (suppliers, transport companies ….) proposed by the supply officers or purchaser, together with the technical referents when needed.
  • Participates in tenders and bidding contest according to MSF procedures.
  • Validates contracts concluded with local suppliers together in collaboration with the finance department, in collaboration with finance, Project Coordinator and  Logistics Coordinator-supply.
  • Ensuring that purchasing procedures comply with the requirements established by MSFand local law.
  • Prepare project orders, approving regional purchases up to a pre-defined threshold.
  • Coordinates after approval order processing, reception and dispatch, informing the requestors on the progress.
  • Acts as a permanent auditor of the supply chain: as such, monitors the different supply processes as well as the use of tools and the accurate execution of the supply procedures and proposes adjustments where needed.
  • Ensures the correct implementation including quality and completeness of the supply software (UNIFIELD) and organizes training according to the needs.
  • Links with the finance department to make sure that all financial and donor requirements are correctly implemented and followed on.
  • Ensure compilation and analysis of reports according to guidelines (Logistical Statistical Reports, KPI’s, Site Reports, etc.) and recommend appropriate corrective measures as necessary. In consultation with Project coordinator and in cooperation with Storekeeper organize 4 monthly (preferably, a week before 4M, 8M & 12 M) physical stock counts in the Nguenyyiel Project.
  • Offers a permanent technical support to the supply teams as well as to the other departments of the region (Finance, Medical, …)
  • In collaboration with the Project Coordinator, Logistics Coordinator and the HR Coordinator, participating in the planning and implementation of HR associated processes (recruitment, training, briefing/debriefing, evaluation, detection of potential, development and communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required to correctly perform all supply activities pertaining to his area.

Job Requirements

Education

 

Essential: degree in Procurement and Supply Chain Management/ Logistics and Supply Chain Management

Desirable: pharmacy background

 

Experience:

 

Minimum 4 years previous experience in Supply Chain Management and in organization of supply administrative procedures (preferably in Medical and Humanitarian organization)

 

Languages:         English- Mission language essential, local language desirable.

 

Knowledge:

Essential Computer Literacy (word, excel, outlook etc), mathematics, reporting and analytical skills.

Job Background

Duties and Responsibilities

Under the supervision of the Knowledge and Innovation Advisor, the intern shall perform, inter alia, the following tasks:

Support regional communities of practice (CoP):

  • Map existing CoPs;
  • Maintain existing CoPs – user database cleanup, updates, etc.;
  • Provide substantial inputs to CoPs in relation with substance matter experts;
  • Technical support to CoP users.

Country specific information & knowledge sharing:

  • Set up prototypes for country specific information and knowledge single entry point;
  • Assist in developing and disseminating country specific information and knowledge;
  • Technical support to users of country specific single entry point system.

The more specific focus will be decided in consultation with the intern taking into account his/her skills development interests.

Main objectives and responsibilities of the position

 

The Advocacy Manager is responsible for all advocacy activities in the Mission in line with MSF policies and values, following the Operational line and linked with the HQ Reflection Unit. The Advocacy Manager is a member of the mission CMT and acts as a sparring-partner for all operational and medical teams. 

 

Accountabilities

CORE TASKS

  • Defining, implementing and coordinating all MSF advocacy activities, including responsibility for drafting advocacy strategies addressing medical-humanitarian priorities in relation to mission needs - ensure that advocacy components are included in project and mission operational strategies as member of the Country Management Team (CMT)
  • Supervise the quality of field-level data collection (under MSF ethical guidelines) for operational and advocacy purpose.
  • Monitor and compile regular updates on humanitarian aid system dynamics (NGO/Donor planning, Red Cross movement activities and positioning) to increase the leverage capacity and the national impact of MSF lobbying in line with operational plans, regular activities and medical-humanitarian advocacy objectives.
  • Draft ad hoclobbying points and internal/external reports in relation to main medical-humanitarian concerns while strengthening the integration of humanitarian affairs (analysis, critical reflection, contextual understanding) and operational communications.
  • Advises CMT and Head of Mission/Medical Coordinators on perception related to positioning and operational strategy with a particular view on increasing local/national visibility and ensuring good acceptance for MSF projects/presence.
  • Drafts regular situation reports for mission/HQ as well as reports for external use in line with mission advocacy strategy.
  • Plans and supervise, in close coordination with the Coordinator/HR department, the associated processes (recruitment, training, performance management, development and internal communication), of the staff to ensure both the sizing and amount of necessary knowledge
  • If relevant manages, supervises and develops staff under his/ her direct responsibility

DATA COLLECTION - ANALYSIS

  • Design and support the implementation of data collection systems with regards to the mission context (focus on national level with potential regional/global repercussions, and local developments in project locations), and medical-humanitarian issues, in order to provide reliable information for operational and strategic decision-making.
  • Provide data and discourse analysis in support of the Head of Mission to inform MSF positioning in-country (project-level and at national level), particularly in terms of political / operational environment (regulation frameworks, donor/aid agreements, trade and economic developments).
  • Propose improvements in the methodologies and tools used, and provide trainings to field teams as required
  • Undertake actor mapping and stakeholders’ analysis on behalf of projects and mission, while providing guidance / support to PCs for the management of relations with local authorities, and strategic advice to Head of Mission / Medical Co for national-level organizational positioning

 

REPRESENTATION - COMMUNICATION

  • Support networking needs by leading or participating representation duties in non-project locations (on delegation from the Head of Mission), including with domestic civil society, professional groups (doctors’/nurses’ associations), and local academics/universities.
  • Define, draft and review advocacy messages and targeting (including communications and dissemination strategies) to raise awareness of medical-humanitarian issues across MSF projects and at national level (transversal thematic).
  • Link with other MSF sections in-country to develop inter-OC advocacy and/or communications initiatives
  • On request/project basis, interact with the international MSF advocacy network (reflection centres, HART, ACCESS) to provide updated contextualized medical-humanitarian content (country-level information)
  • Lead discussions, trainings, briefings, etc. on the country’s medical-humanitarian context, MSF principles, international humanitarian law, medical ethics, and advocacy activities/strategies to raise awareness of MSF national and expatriate staff on these topics.
  • Provide recommendations and be a propositional voice for opportunistic communications (unplanned) from operations/medical activities’ analysis.

ON REQUEST

  • Undertake field assessments (in relation to data gathering/context analysis or exploratory missions) and other work-related traveling as required.
  • Draft Terms of Reference, supervise, and evaluate other expatriate humanitarian affairs staff deployed to the mission (Advocacy / Humanitarian Affairs Officers). |

 

MSF Section/context Specific Accountabilities

  • Close collaboration with the two Operational Deputy Head of Missions, identifying the regional specific needs, strategy and implementation and in close collaboration with the Head of Mission works on national and federal level.
  • On the basis of the existing OCA strategy develop or refine an inter-sectional advocacy strategy for Ethiopia (with OCBA), and ensure it is adequately implemented, maintained and periodically updated;
  • Implementation of a national awareness and visibility campaign improving general knowledge and standing of MSF activities and status as an independent and impartial medical humanitarian organisation;
  • Support, on demand, the MSF Head and Deputy Heads of Mission in negotiations and securing Humanitarian Country Agreements on acceptable terms in the interests of targeted populations and humanitarian/medical needs;
  • Contribute to regional and international efforts to contribute to deliberations on international policy frameworks, applying MSF’s proximity and bearing witness to ensure that practical operational matters and the interests of affected communities are appropriately addressed;
  • Support Deputy Heads of Mission and Project Coordinators in addressing prioritized project-level advocacy points and initiatives, help draft and finalize briefing papers, fact sheets and any supporting documentation;
  • Support the Head of Mission with the Host Country Agreement
  • Support the Ethiopia mission in networking and macro-level stakeholder analysis with a focus on beneficiaries, diasporas, humanitarian and donor community in Addis, private sector, academics and experts specialized in the Horn of Africa;
  • Support development of strategic medium/long terms advocacy initiatives;
  • Undertake field assessments (in relation to data gathering/context analysis) and other work-related mission travel as required in the region;
  • Draft an end of mission report including the main achievements/constraints related to activities, proposing further action in relation to field operations, MSF positioning, reflection, advocacy, and detailing recommendations.

Coopi in Ethiopia

COOPI has been present in Ethiopia since 1994. The recent history of Ethiopia is marked by a great crisis due to drought, internal disorder, illegal migration and refugees. COOPI’s interventions focused in three region of the Country: Afar, Oromia and Somali region that for a has been the scene of armed clashes and particularly hit by periods of severe drought. To allow the management of these activities and to ensure access to basic services for the population, different interventions were carried out, in the field of water-hygiene and food security both on humanitarian and development perspective.

COOPI is now looking for Project Managers in order to strengthen COOPI presence in the country and, in particular, to implement new projects in the field of different donors (ECHO, EU and AICS).

Refers to: Head of Mission

Duty station: according to the project (Afar or Oromia)

Field of intervention: WaSH, Migrations

Donors: UE, ECHO, AICS

RESPONSIBILITIES

The Project Manager is responsible for the overall development, management and quality of the project.

  • Referring to the Head of Mission, he/she coordinates and directly supervises projects, guaranteeing their correct implementation in conformity with contractual obligations and donors’ procedures, and in line with the COOPI’s procedures and management standards.
  • He/she is responsible for the preparation of projects’ reports and all monitoring documents requested by the coordination.
  • He/she identifies and supervise the financial and economic commitment required for the project implementation. He/she ensures that all administrative documents are transmitted to the Country Coordination.
  • He/she is responsible for the local staff management and training, in his/her area of competence, in close cooperation with the relative functions at Country Coordination level, whose indications he/she follows. He/she participates to the staff evaluation, together with the Head of Mission.
  • He/she guarantees ordinary contacts with operational and institutional interlocutors involved in the implementation of the project.
  • He/she ensures good visibility of the projects’ overall goals, policies and envisaged and/or results achieved as per COOPI and donor communication policies
  • He/she coordinates the elaboration, writing, and necessary documents preparation for presenting new projects, referring to the Head of Mission.

REQUIREMENTS

  • At least 3 years of relevant field experience in humanitarian programs
  • Proven expertise in WaSH, livelihood project implementation and management
  • Previous experience in the country is an asset
  • Sound knowledge of international donors procedures, in particular EU/ECHO/AICS
  • Excellent reporting writing skills
  • Strong staff management skills
  • Strong analytical skills and strategic thinking capacity
  • Adequate resilience to stress
  • Familiarity with the context and security is an advantage
  • English is essential, Italian an asset.
