The International Committee of the Red Cross Delegation to the African Union and International Organizations in Africa is looking for a highly qualified candidate to fill up the following vacant position based in Addis Ababa.

Humanitarian Affairs Advisor II

PURPOSE
Plays an important role in:

Supporting the delegation to understand and influence the wider humanitarian environment;
Enabling the delegation to shape its engagement in both multilateral and AU-led fora in Addis Ababa;
Advising the delegation on continental issues and political affairs and the way they impact/relate to humanitarian action.
Interacting with a wide range of stakeholders connected to humanitarian affairs in Central and Western Africa and francophone diplomatic representations and representations from RECs/RMs from the sub-regions under his/her responsibility (West Africa and Central Africa)

MAIN TASKS
Under the supervision of the Deputy Head of Delegation, S/he is responsible for:

Developing and maintaining the delegation’s network at the African Union,  International Organizations and NGOs based in Addis Ababa with a view to analyze, strategize, represent, and influence the dynamics related to humanitarian affairs.
Analyzing the general multilateral environment in Addis Ababa and maintaining a contextual and regional mapping of actors of influence in the multilateral field.
Facilitating regular exchange of information between the ICRC Delegation to the African Union and other ICRC Multilateral affairs Officers in Africa.
Promoting International Humanitarian Law and humanitarian thematic issues of concern with the African Union, Diplomatic community and International Organizations and NGOs based on Addis Ababa.
Conducting ad hoc research and analysis on humanitarian thematic issues of mutual concern to the ICRC and AU
Identifying and establishing a structured dialogue with African NGOs and Civil Society Organizations (CSOs).
Advising the Head and Deputy Dead of Delegation on humanitarian diplomacy activities as directed

Multilateral Affairs

Follows and updates on humanitarian diplomacy (institutional policies, diplomatic objectives, internal workshops on multilateral affairs)
Maintains and develops relationships with political analysts at the African Union, Embassies based in Addis Ababa and International Organizations.
Maintains and develops the ICRC’s relationship with Addis Ababa liaison offices of RECs to the AU.  
Prepares regular updates and reports of multilateral activities in Addis Ababa that are of interest to the ICRC delegations.
Identifies and follows-up on relevant statutory meetings and events (e.g. summits, STC consultations, retreats, conferences, workshops, meetings) on multilateral issues.
Conducts specific research on issues of ICRC interest and produces short syntheses and reports as requested.
Contributes to the Planning Exercises of the delegation by identifying trends and possible scenarios with IHL implications within the African Union.

Thematic Affairs
As directed by the Deputy Head of Delegation:

Supports the coordination of the ICRC Network of Focal Person in charge of Multilateral Affairs in Africa.
Supports the organization of events including Meeting of Multilateral Focal Persons in Charge of Multilateral Affairs, IHL seminar for diplomats and mobilization events.
Follows the development on humanitarian thematic at the African Union as directed by the Deputy Head of Delegation.
Conducts regular political analyses on peace and security issues of concern to the ICRC.
In collaboration with Communication Officers analyses AU Communiqués, Press releases, decisions, policies and agreements.
Represents the ICRC at relevant meetings and public debates as requested.
Develops and maintains network of relevant stakeholders of interest for the ICRC’s thematic diplomacy
Contributes to ICRC engagement with AU Decentralized organs with a human right mandate such as ACHPR, ACERWC

This position is in support of Boeing Global Services (BGS) 787 CSP for a major airline based in the region. Boeing 787 CSP, part of Boeing Global Services Supply Chain, provides a dedicated pool of high-value, dispatch-critical parts for airlines, while helping them to improve operations support and cash flow. With the Boeing 787 CSP, the airline removes a part from the airplane and ships it for exchange with a new unit from Boeing's exchange pool.   As key part of the responsibility for position, candidate will directly work with various internal Boeing organization and external airline functional organizations to coordinate and manage the distribution and storage of all incoming/outgoing exchange program parts. The selected candidate will be responsible, but not limited, to the following duties on a daily basis:  

  • Enters, tracks and monitors customer/replenishment orders as required.
  • Analyzes material location and takes proactive measures to perform redistribution.
  • Analyzes and processes material returned from customers.
  • Work with airline material personnel and management (if necessary) to ensure that the unserviceable parts return on-time to Boeing warehouse.
  • Identifies and resolves customer supply chain management issues and discrepancies.
  • Responds to customer inquiries and coordinates delivery problem resolution.
  • Follow up with freight forwarder on delivery, freight invoices, etc.
  • Follow up with clearing agents until the arrival of goods to customer airline warehouse.
  • Follow up with clearing agents the status of all shipments under clearance and report it to local and Seattle Boeing leadership.
  • Prepare special documents to get approval for importing any hazardous materials that needs prior approvals.
  • Monitors performance metrics, performs trend analysis and takes mitigating action to meet performance objectives and identify opportunities for improvement.
  • Maintains internal/external supplier/customer interface with regular communication

Awareness Raising Campaign and Social Marketing on Return and Reintegration of Returnees in Ethiopia

Background of the Project

Large numbers of Ethiopian men and women have been migrating to the Middle East since the late 1980s, particularly to Saudi Arabia. One of the largest international migration flows from Ethiopia are women migrating to the Middle East for domestic work. In 2012, according to Ethiopia’s Ministry of Labour and Social Affairs, around 200,000 women left the country in search of jobs. Due to lack of access to information on legal channels of migration and work, most women migrant workers are vulnerable to unscrupulous recruiters and traffickers. In October 2013, due to reports of widespread abuse, the Ethiopian government announced its temporarily ban on domestic workers going to the Middle East.

While some are treated well, a significant number of Ethiopian domestic workers in the Middle East face undue hardships and abuse in the form of low or withheld wages, poor working and living conditions, virtual absence of social protection, denial of freedom of association and workers’ rights, discrimination and xenophobia, as well as social exclusion. Working conditions committed in contracts – if contracts exist at all - are often not kept, and working time as agreed is not respected. Moreover, cases of physical, sexual and psychological abuse have been reported in increasing numbers, and in some instances this has led to death. The 2013 government crackdown on irregular immigrants in Saudi Arabia has only worsened the situation. Initially, the Government of Saudi Arabia gave irregular migrants seven months to gain status or leave the country, and one of the most severely affected migrant groups were the Ethiopians. Since November 2013, up to one million migrant workers in total have been deported from Saudi Arabia, including around 163,000 Ethiopian migrants.

The mass-deportation has left thousands of migrant workers in an extremely precarious situation, having lost most of their belongings, access to their regular income and employment abroad. Once back home, these citizens need to be able to provide for themselves and their families, and to become a productive part of society. There is a great need to re-integrate these returnees so that, they become a benefit rather than a burden for their country. The Ethiopian government is trying to put in place a mechanism that will improve labour migration, and to deal with the reintegration of the returnees, and the ILO is working closely with the government to provide the necessary technical and financial support.

The ILO is implementing a three-year technical cooperation project funded by the European Union: “Support to the reintegration of returnees in Ethiopia” The overall objective of the project is to provide improved reintegration assistance to Ethiopian migrants through a holistic and coherent economic and social empowerment approach, with a particular focus on vulnerable groups. As part of this project, the ILO is looking for a strong partner who will collaborate to develop various promotional materials and communication products for raising awareness about vulnerable population of Returnees that require reintegration services. ILO intends to conduct awareness raising programmes to create a welcoming environment within the local communities for the returnees and to avoid stigmatization and discrimination of returned migrants.

Objective of the Program

The main purpose of the campaign is to raise awareness to the public on migration and reintegration and help them understand the dynamics of migration and return migration, with particular focus on those at risk of exploitation and trafficking. More specifically:

  1. To conduct awareness raising programmes to create a welcoming environment within the local communities for the returnees and to avoid stigmatization and discrimination of returned migrants;

  2. Promote safe and fair migration and the instruments available for it;

  3. Create awareness around the dangers of irregular migration;

  4. Create awareness on the current available services to returnees;

  5. To enhance the visibility of the reintegration project by highlighting major achievements.

Eligibility Criteria

· The applicants lead researcher or leader of the team will need to have a post graduate Degree in communication or another relevant field, with 5 years’ experience in the field.

· The applicant should have previous experience in branding and campaigning;

· The applicant should own a relatively large and variety of media outlets

· The applicant should have good drafting skills, ability to communicate effectively both orally and in writing, ability to clarify information, good computer application skills, good organizational skills

· The applicant should have excellent working relationship with the government;

· The applicant should have an understanding of the subject matters and reach of target market

Duration of the Program

Duration of the program will be for 9 months starting from the signing of the agreement.

There is a great need to re-integrate these returnees so that, they become a benefit rather than a burden for their country. The Ethiopian government is trying to put in place a mechanism that will improve labour migration, and to deal with the reintegration of the returnees, and the ILO is working closely with the government to provide the necessary technical and financial support.

The ILO is implementing a three-year technical cooperation project funded by the European Union: “*Support to the reintegration of returnees in Ethiopia*” The overall objective of the project is to provide improved reintegration assistance to Ethiopian migrants through a holistic and coherent economic and social empowerment approach, with a particular focus on vulnerable groups. As part of this project, the ILO is looking for a strong partner who will collaborate to develop various promotional materials and communication products for raising awareness about vulnerable population of Returnees that require reintegration services. ILO intends to conduct awareness raising programmes to create a welcoming environment within the local communities for the returnees and to avoid stigmatization and discrimination of returned migrants.

Objective of the Program

The main purpose of the campaign is to raise awareness to the public on migration and reintegration and help them understand the dynamics of migration and return migration, with particular focus on those at risk of exploitation and trafficking. More specifically:

  1. To conduct awareness raising programmes to create a welcoming environment within the local communities for the returnees and to avoid stigmatization and discrimination of returned migrants;

  2. Promote safe and fair migration and the instruments available for it;

  3. Create awareness around the dangers of irregular migration;

  4. Create awareness on the current available services to returnees;

  5. To enhance the visibility of the reintegration project by highlighting major achievements.

Eligibility Criteria

· The applicants lead researcher or leader of the team will need to have a post graduate Degree in communication or another relevant field, with 5 years’ experience in the field.

· The applicant should have previous experience in branding and campaigning;

· The applicant should own a relatively large and variety of media outlets

· The applicant should have good drafting skills, ability to communicate effectively both orally and in writing, ability to clarify information, good computer application skills, good organizational skills

· The applicant should have excellent working relationship with the government;

· The applicant should have an understanding of the subject matters and reach of target market

Duration of the Program

Duration of the program will be for 9 months starting from the signing of the agreement.

Norwegian Refugee Council in Ethiopia is looking for an Education Specialist to provide the technical development of the NRC Education Program in Ethiopia, as well as providing strategic direction and quality assurance. The position is based in Shire, but will require significant travel in order to provide technical oversight of all education activities across the country.

Job Description

• Develop the Education Core Competence (CC) Strategy, technical guidance and Macro Logframe;
• Provide technical oversight of the Education Program in Ethiopia
• Contribute to fundraising, develop and revise funding proposals, budgets and donor reports;
• Identify trends, technical standards and donor priorities;
• Follow up on compliance with contractual commitments within the Education programme, ensure high technical quality and synergies in project implementation;
• Provide technical direction and project implementation support;
• Ensure that key learnings are extracted from implementation of education projects, and incorporate them in the programme design and staff development processes;
• Provide systematic training and build capacity of technical staff;
• Represent NRC in relevant forums/clusters, including with national authorities and donors;
• Promote the rights of IDPs/returnees in line with the advocacy strategy.

Qualifications

• First level university degree in Education/Qualified teacher with a minimum of a Certificate in Education from a recognised institution, and a minimum of three years’ teaching experience, including in minimally resourced education systems. Experience teaching large classes and developing own teaching and learning materials is an advantage.
• At least five years of relevant field experience in international project management, with technical expertise in a humanitarian/recovery context; including experience of proposal development and report writing.
• Strong co-ordination competence, with the ability to establish and supervise technical lines, promote communication and knowledge sharing, manage multiple work streams, and ensure quality.
• Ability to use child-centred, process-oriented teaching and learning methodologies, positive discipline, inclusive classroom management and curriculum strategies (including gender and children with disabilities or special educational needs), formative and summative assessment, and lesson planning and schemes of work, along with understanding of ‘traditional’ modes of delivery.
• Solid understanding of adult learning methodologies, with experience in delivering a range of teacher development activities.
• Ability to assess institutional and professional capacity, design capacity development strategies through participatory mechanisms, and deliver organisational and staff development through a variety of means, including formal and informal training, mentoring, coaching and workshop facilitation.
• Ability to rapidly understand the policy, strategic and institutional environment and to provide contextually appropriate and achievable technical advice.
• Understanding and experience of programme monitoring, evaluation and reporting, with the ability to design effective M&E tools and train implementation staff in their use, and to use evidence to inform programme design and management
• Knowledge of the context in Ethiopia is an advantage

DUTIES AND RESPONSIBILITIES:
  • Keep authorized petty cash fund in locked safe, receive payment requests, prepare petty cash voucher, get approval from the responsible personnel and attach the relevant supporting documents
  • Record daily petty cash vouchers on the petty cash register book and check the balances
  • Make daily cash count, reconcile with the petty cash register book balance for any cash surprise count.
  • Deposit intact cash collected from advance settlements and other sources
  • Prepare petty cash replenishment requests before the balance drops down to not less than 10% of the petty cash floating.
  • Check the completeness of payment requests, prepare check payment vouchers and forward to the finance coordinator for check preparation.
  • Collect paid check payment vouchers along with their relevant supporting documents
  • Ensure that proper filing of all financial documents is maintained.

  • Oversee all finance and accounting activities of Ethiopia office including overall fiscal management, financial reporting and strategic support to Ethiopia office.
  • Directly supervise the Finance and accounting staff and exercise hiring and firing authority
  • Provide leadership in budget preparation and donor reporting. Oversee annual budget planning and coordinate any new proposal development
  • Support in review of various procurement and contracts, including medical procurement and lease agreements and ensure adherence to4he standard procedures.
  • Follow up outstanding advances and ensures all receivables are collected on a timely manner.
  • Manage the cash position of the country office and ensure regular cash flow for Country office operations.
  • Develop plans to minimize the country office exposure to currency exchange gains/losses.
