Job Title: Senior Finance Manager
Place of Work: Addis Ababa
Reported to: Country Director
Terms of employment: Pending donor approval of the funds

GENERAL DESCRIPTION:
The Senior Finance Manager will be the member of the senior management team of the Ipas Ethiopia Office and provides high level support in the areas of accounting, donor and government reporting, budgeting, financial reporting and analysis as needed by the Ipas Ethiopia office and the North Carolina office. This position will also provide strategic leadership on financial management to Ipas Ethiopia and reports to the Country Director. This position also has a dotted reporting line to the NC Regional Finance team.

DUTIES AND RESPONSIBILITIES:
  • Oversee all finance and accounting activities of Ethiopia office including overall fiscal management, financial reporting and strategic support to Ethiopia office.
  • Directly supervise the Finance and accounting staff and exercise hiring and firing authority
  • Provide leadership in budget preparation and donor reporting. Oversee annual budget planning and coordinate any new proposal development
  • Support in review of various procurement and contracts, including medical procurement and lease agreements and ensure adherence to4he standard procedures.
  • Follow up outstanding advances and ensures all receivables are collected on a timely manner.
  • Manage the cash position of the country office and ensure regular cash flow for Country office operations.
  • Develop plans to minimize the country office exposure to currency exchange gains/losses.
  • Ensures accurate schedules of trial balance are updated monthly and maintained on a timely basis.
  • Prepare month-end reports and reconciliations and upload reports on Ipas’s website.
  • Formulate and regularly update financial policies and procedures to be used by Ethiopia Office
  • In coordination with the NC finance lead the annual local statutory audit. This also development of SOW for local audit, guidelines and procedures and identify competent statutory auditors for Ethiopia office.
  • Oversee the preparation of country office annual financial report and donor reports.
  • Conduct regular financial review to ensure income statement is balanced by source and fund for budget accuracy.
  • Review subcontracts and consultants agreements.
  • Review internal fiscal year budget grids.
  • Supervise the payroll function of the country office and ensure that the country office is complaint to the local labor regulations
  • Complete other duties as assigned by the Country Director
Core Requirements:
  • Advanced degree in Accounting, Finance with 7 - 10 years’ relevant work experience requireti.
  • Professional accounting certification preferred
  • Proficient in accounting standards and systems
  • Experience of managing large grant and bilateral government funding
  • Demonstrated strong computer skills required, experience with financial databases a plus
  • Non-profit accounting and fund accounting experience
  • Detail oriented
  • Well organized, efficient, ability to multi task in fast-paced, deadline oriented environment
  • Excellent communication skills: Proficiency in English is preferred
  • Ability to manage a strong relationship with external stake holders mainly donors, government counterparts and other external counterparts.

  • Exposure to setting up new accounting ERPs and ability to handle transition to new systems.
  • Ability to take on support and nurturing profile and interested in mentoring, guiding and supporting teams in effective delivery of their own outputs

DUTIES AND RESPONSIBILITIES:
  • Keep authorized petty cash fund in locked safe, receive payment requests, prepare petty cash voucher, get approval from the responsible personnel and attach the relevant supporting documents
  • Record daily petty cash vouchers on the petty cash register book and check the balances
  • Make daily cash count, reconcile with the petty cash register book balance for any cash surprise count.
  • Deposit intact cash collected from advance settlements and other sources
  • Prepare petty cash replenishment requests before the balance drops down to not less than 10% of the petty cash floating.
  • Check the completeness of payment requests, prepare check payment vouchers and forward to the finance coordinator for check preparation.
  • Collect paid check payment vouchers along with their relevant supporting documents
  • Ensure that proper filing of all financial documents is maintained.
  • Prepare 2% and 30% tax withholdings invoices and attach the account copies with relevant documents,
  • Record daily withholding taxes on monthly tax report form and follow up timely settlement of taxes
  • Keep stock ledger card for each stock items, record stock purchases and stock issues with their respective values
  • Reconcile stock ledger cards with the store keeper’s record on quarterly basis
  • Responsible for cash disbursements on trainings organized by Ipas Ethiopia in Addis Ababa.
  • Collect timely bank advices, statements and other correspondences
  • Assist monthly financial report preparation and provide required information as needed
  • Perform any other activities assigned by the supervisor

The Norwegian Refugee Council in Ethiopia is looking for an Education Specialist to provide the technical development of the NRC Education Program in Ethiopia, as well as providing strategic direction and quality assurance. The position is based in Shire, but will require significant travel in order to provide technical oversight of all education activities across the country.

Job Description

• Develop the Education Core Competence (CC) Strategy, technical guidance and Macro Logframe;
• Provide technical oversight of the Education Program in Ethiopia
• Contribute to fundraising, develop and revise funding proposals, budgets and donor reports;
• Identify trends, technical standards and donor priorities;
• Follow up on compliance with contractual commitments within the Education programme, ensure high technical quality and synergies in project implementation;
• Provide technical direction and project implementation support;
• Ensure that key learnings are extracted from implementation of education projects, and incorporate them in the programme design and staff development processes;
• Provide systematic training and build capacity of technical staff;
• Represent NRC in relevant forums/clusters, including with national authorities and donors;
• Promote the rights of IDPs/returnees in line with the advocacy strategy.

Qualifications

• First level university degree in Education/Qualified teacher with a minimum of a Certificate in Education from a recognised institution, and a minimum of three years’ teaching experience, including in minimally resourced education systems. Experience teaching large classes and developing own teaching and learning materials is an advantage.
• At least five years of relevant field experience in international project management, with technical expertise in a humanitarian/recovery context; including experience of proposal development and report writing.
• Strong co-ordination competence, with the ability to establish and supervise technical lines, promote communication and knowledge sharing, manage multiple work streams, and ensure quality.
• Ability to use child-centred, process-oriented teaching and learning methodologies, positive discipline, inclusive classroom management and curriculum strategies (including gender and children with disabilities or special educational needs), formative and summative assessment, and lesson planning and schemes of work, along with understanding of ‘traditional’ modes of delivery.
• Solid understanding of adult learning methodologies, with experience in delivering a range of teacher development activities.
• Ability to assess institutional and professional capacity, design capacity development strategies through participatory mechanisms, and deliver organisational and staff development through a variety of means, including formal and informal training, mentoring, coaching and workshop facilitation.
• Ability to rapidly understand the policy, strategic and institutional environment and to provide contextually appropriate and achievable technical advice.
• Understanding and experience of programme monitoring, evaluation and reporting, with the ability to design effective M&E tools and train implementation staff in their use, and to use evidence to inform programme design and management
• Knowledge of the context in Ethiopia is an advantage

Duty station: Addis Ababa
Job Description:

  • Handles the design and development of mini PMP (M&E system)
  • In consultation with the project team, s/he is responsible for the development of M&E plan generated from the approved project document
  • In consultation with the Project Coordinator and other project team, organize regular assessments and review of project progress
  • In collaboration with other project team, plans and coordinates joint monitoring visits and project review sessions.
  • Make sure project data is timely entered into database properly analyze data and generate analytical summaries to be used for reporting.
  • Review and make sure that all reports to be submitted to the Government and donor are complete, consistent and accurate.
  • Facilitates compilation of regular monitoring reports prepared by different Project staff along with evaluation recommendations.

Education: Minimum of BA in Statistics, Monitoring and Evaluation or other Social Sciences and related fields.
Minimum of 3 years of relevant experience in planning, implementation and monitoring and evaluation activities. Skills in developing ME&L plans, data collection tools and indicators development, data quality management and survey/assessment undertakings.

  • Liaise with the local Government institutions, CCCs/ CCs, CHWs and other relevant community groups to select target beneficiaries for the project services
  • Manages the entire case management process in the recruitment and enrollment of target beneficiaries
  • Ensure the provision of quality service for project target beneficiaries based on each individual household’s case plan and needs identified for Support ‘Groups (SGs

Education: First Degree or Masters in Social Sciences including Social Work, Sociology, Psychology, Public Health or in related fields.
3 years for Masters and minimum of 5 years for BA with professional experience in health and HIV/AIDS related project management/implementation.

  • Should have demonstrated experience in working with CSOs, CBOs, Government stakeholders and other community level actors.

The primary goal of EMwA is to contribute towards the reduction of maternal and child mortality and morbidity in Ethiopia, which are the SDGs global initiatives. The mission of the association is to promote and enhance the expansion, performance and status of the midwifery profession through adopting quality and evidence based practices; adhering to the code of ethics and empowering the professionals. To reach its mission, the Association has been implementing many programs and projects over the last decades in different parts of Ethiopia under its four strategic directions: Capacity Building, Advocacy & Representation, Partnership and Resource Mobilization and Research, Monitoring & Evaluation.

To achieve the desired results, Ethiopian Midwives Association would like to hire competent candidate for the In-house Lawyer /Legal Advisor position. 

Position summary: 

Under the supervision of the Executive Director, the In-house Lawyer / Legal Advisor shall be responsible for all legal aspects of Ethiopian Midwives Association (EMwA). This may include but not limited to advising on: maintenance and institutionalization of EMwA's legal and contractual arrangement; organizational policy; document retention; filing and registration requirements; labor law; contracts; leases; agreements; and financial transactions. The In-house Lawyer / Legal Advisor will draft, review and help negotiate a wide range of grant, consulting, business and administrative agreements in connection with EMwA's work, as well as ensure compliance with Ethiopian Laws and regulations applicable to an international non-profit organization with headquarter and chapter offices. The In-house Lawyer / Legal Advisor will closely work with the Internal Auditor, HR & Admin Manager, Finance Manager and Program Managers to facilitate his / her tasks.

 

This position is partime based and subject to available funding. EMwA may terminate employment at any time due to funding, or for any other lawful reason(s). This Job Description (JD) does not list all the duties of the incumbent. EMwA maintains the right to revise the information found within this JD at any time. This is not a contract for employment.  

Major Duties & Responsibilities

  • Representing EMwA in any legal dispute arising in Ethiopia;
  • Being aware of the Ethiopian laws and procedures s/he shall ensure that all reported cases receive legal assistance;
  • Provide proactive legal support and advice to the Executive Director and EMwA’s management team to protect EMwA from legal accountability;
  • Conduct legal analysis on various legal matters of the association to proactively act on the issues;
  • Provide advice on different legal issues and assist in drafting legal opinions, memoranda and other briefing documents;
  • Assist in reviewing legal materials and any other relevant documents and identify the most important legal issues that need to be sorted out on a priority basis;
  • Prepare and review legal documents and correspondence with suppliers, service providers, contractors, employees and other business counterparts;
  • Minimize legal risks by ensuring the association’s contracts are legally sound
  • Support the critical compliance agenda in line with the laws of Ethiopia
  • Draw up formalities regarding the settlement of disputes and monitor the implementation of the legal clauses
  • Develop and maintain effective working relationships with all relevant stakeholders both internally and externally;
  • Monitor newly enacted policies, Ethiopian laws, regulations and on-going compliance issues that will affect the business, activities and operations, and advise on and implement necessary compliance programs.
  • Provide legal support in contentious matters including the collection of background information and evidential materials.
  • Follow up on cases with the judicial officers to ensure that the rights of the association are protected throughout the legal processes.
  • Take the lead in tracking and keeping records of cases referred to (or from) the police and /or court to monitor trends for analysis. Track indicators and analyze data on all cases.
  • Ensure that s/he uses the most effective communication strategies to create awareness on Ethiopian national laws.
  • Performs other related duties assigned as deemed necessary.

Job Requirements

Education and Experience:

  • LLB Degree in Law, from a recognized University/ Collage
  • 2 years relevant experience
  • Experience in labor related legal issues

IT Help Desk Coordinator

 

Under the guidance of the IT Systems Administrator, manages the routines of the IT Help Desk and assists faculty, staff, students, parents and the ICS Community with technical support.

The IT Help Desk Coordinator is the focal point of the IT Help Desk Operations. He/She enforces policies and procedures around IT support and is responsible for managing priority on help desk tickets.

Duties and Responsibilities

  • Providing excellent customer service and technical support for the ICS Community including teachers, student and staff; this is a primary goal for this role.
  • Establishes a good working relationship with fellow team members  and customers that encourages teamwork and team support.
  • As part of the IT Help Desk, dedicates time as Tier 1 support responds to Help Desk tickets within agreed Service Level Agreements.
  • Responsible for tracking and reporting on projects that interface with IT and span other ICS departments (ex. Installation of projectors).
  • Managing Help Desk Tickets in terms of priority, assignments and overdue escalations. Ensure timely resolution as per the IT Service Level Agreement.
  • Manages daily work flow of tickets and assignments to IT Support Specialist.
  • Ensuring device policies are followed and escalating when the process is not followed.
  • Keeping management informed of any urgent or widespread issues in a timely manner.
  • Managing monthly help desk reports for management (IT Director of Operations).
  • Ability to do basic troubleshooting in Windows and Mac platforms and for Wi-Fi connectivity
  • Monitor critical ICS infrastructure components through industry standard monitoring tools.
  • Assisting with IT inventory and checkout processes as required
  • Performs attendance functions for IT Team on HR system
  • Follows policies and procedures of IT Tech Team
  • Provides assistance to the Senior Systems Administrator and IT Director of Operations.
  • While providing support, educating students, teachers and staff in technology.
  • Mentor IT team members in IT Help Desk process and procedures
  • Performs other duties as instructed by his/her immediate supervisor.

 

 

Job Requirements

  • Bachelor degree in technical field; preferred degree in Computer Science or Computer Information Systems.
  • 2- 3 proven years’ experience in providing IT help desk support
  • Experience in a technical environment supporting hardware and/or software
  • Intermediate working knowledge of Windows Desktop, Windows Server, MS Office (Word, Excel) and Mac OS
  • Have the ability provide support via walk-in’s and phone calls to the Help Desk
  • Ability to do basic hardware repair (ex. screens, hard drive swap)
  • Customer service oriented skill
  • Skills in data analysis and problem solving
  • Process oriented - able to follow establishes processes
  • Proficiency in spoken and written English
  • Strong client -facing and communication skills
  • Team player
  • Advanced troubleshooting and multi-tasking skills
  • Professional skill set when dealing with management, including documentation and emails.

Proposal Objective:

The International Assistance Evaluation Division (PRA) of GAC is undertaking an evaluation of DFATD’s humanitarian assistance program to fulfill the accountability requirements set out in the Financial Administration Act and the Treasury Board Policy on Results; and to provide information to improve the relevance, effectiveness, efficiency, coherence and connectedness of the Humanitarian Assistance Program. Consequently, PRA is undertaking this evaluation for accountability and learning purposes to:

  • Improve the relevance and quality of future programming in humanitarian assistance;
  • Document results and lessons from past policy dialogue and programming delivery; and
  • Account for humanitarian aid expenditures to Parliament, Canadians and partners.

Position Description:

SI is seeking a Local Evaluation Sector Specialist to develop evaluation tools and analysis for the GAC Humanitarian Assistance Program.

**Please note: This is a local position. Only candidates who have Ethiopian citizenship will be considered.

Responsibilities:

  • Participate in fieldwork.
  • Conduct interviews with relevant personnel.
  • Produce analytical reports in areas of specialty.
  • Produce recommendations for appropriate action, based on analytical findings.
  • Support the Evaluation Team Leader.
  • Provide specialized advice on key issues of the evaluation.

Qualifications:

  • Master’s degree or higher in relevant subject area, such as humanitarian assistance and gender equality in humanitarian action.
  • Five years’ (60 months) of evaluation work experience in one and/or more of the following sectors: humanitarian assistance and gender equality in humanitarian action. Experience must be ongoing or not earlier than 2008. Ongoing evaluation assignments must be at least 70% completed in terms of LOE.
  • Experience and knowledge of the principles of humanitarian assistance, gender in humanitarian action, working in fragile and conflict affected states, development assistance, and good practice of humanitarian donorship.
  • Expertise in the areas of fragile states and development assistance.
  • Experience as team members on multi-disciplinary teams.
  • Experience in conducting evaluations in complex humanitarian emergencies.
  • Fluency in English; and fluency in oral and written French is preferred; ability and willingness to travel.

Position Description:

SI is seeking a Team Leader who will be responsible for coordinating the activities of the evaluation team of the GAC Humanitarian Assistance Program.

**Interested applicants should submit an evaluation report of a completed evaluation of a similar country program or thematic program evaluation, while serving as Team Leader.

**Please submit a CV designating months for each evaluation assignment.

Responsibilities:

  • Take specific leadership for the team.
  • Finalize the evaluation design and methodology.
  • Coordinate fieldwork and data collection.
  • Consolidate and guide individual input from team members.
  • Advise on specialized sectoral experience on key issues of the evaluation.
  • Coordinate the process of assembling the final findings and recommendation into a high-quality analytical document.
  • Provide key findings, conclusions and recommendations for the Humanitarian Assistance Program evaluation.

Qualifications:

  • Master’s degree or higher in relevant subject area, such as social sciences, international development, organizational development, political science, project management or public administration.
  • Three years’ (36 months) of experience providing evaluation services in international assistance.
  • Must have led and completed at least two similar evaluation assignments in international assistance since 2008. Each must be at least six months in duration.
  • Experience in performing international assistance program evaluations from conceptualizing the overall approach to work assignments and to planning, managing and conducting complex evaluations.
  • Expertise in the areas of fragile states and development assistance.
  • Knowledge of evaluation design and methodology.
  • Experience in conducting evaluations in complex humanitarian emergencies.
