Responsibilities

1. Prepare payments, perform account reconciliations and invoicing;

  • Timely processing of payments: Travel & project advances, claims payable, consultants, staff personal accounts withdrawals, insurance premiums, payroll deductions;
  • Timely posting of ALL supplier invoices– checking documentation for completeness, accuracy, approvals as per policy, matching and input of supplier invoices
  • Reconcile goods and other services supplier ledger balances to supplier statements;
  • Maintain an updated register to track movement of all the invoices received in the Institute until paid and filed;
  • Ensure VAT exemption applications are made on time and submitted to suppliers. Manage the VAT account; ensuring timely follow-up of VAT certificate & dispatch;
  • Analysing outstanding supplier commitments. Print withheld invoices report for review by the Finance Officer. Prepare and circulate a monthly report of all supplier payments made.
  • Manage vendors list – review supplier accounts (at the minimum, bi-annually) and recommend de-activation of accounts that have been inactive for the last 6 months;
  • Ensure prepayments are reconciled and cleared on time

2. Staff Accounts maintenance

  • Maintenance of staff accounts that reflect correct position with respect to staff transactions;
  • Carry out monthly aging routine for staff accounts and make relevant recommendations;
  • Carry out monthly allocation of staff accounts and ensure relevant adjustment journals are passed. Processing staff TA’s, Travel Expenditure Report (TER’s) & Project/workshop expenditure reports;

3. Ensure donor receivables & payables are reconciled to the GL, by ensuring cash received is identified on time and posted in the system;

4. Ensure provisions for bad debts are done as per policy;

5. Ensure project fixed assets have been properly allocated.

6. Assist Manager is the processes of Due Diligence and review of partnership agreements;

7. Assist with Full Cost Recovery and donor reporting verification

8. Provide additional support on demand to the clients of the unit

9. Help other unit members to learn and excel in their work

Requirements

  • Bachelor’s degree in Business or Finance
  • Professional technical skills desired: CPA (K) or ACCA qualification
  • Minimum 3 years’ experience in Finance – preferably with donor-funded organizations;

Terms of Appointment

This is a Nationally Recruited Staff (NRS) position based at ILRI’s Nairobi campus. It is open to Kenyan nationals only. The position is on a 3 year contract, renewable subject to satisfactory performance and availability of funding.

Background

ILRI frequently responds to, and relies on funding, from calls for proposals from a variety of donors and partners which require different writing styles and methods. ILRI is therefore inviting prospective consultants to submit applications and register to ILRI’s roster of proposal / grant writers.

Scope of work

The Consultant will support the development of proposals; formulate, review, edit and quality assure project proposals; work closely and effectively with concerned staff to ensure timely submission of high quality and compelling project proposals resulting in securing funds for ILRI. More specifically the consultant will:

  • Work with program leaders, project leaders, regional representatives and other relevant internal teams to develop a compelling, evidence-based proposal for submission to international donors and foundations.
  • Take the lead on writing proposal sections in accordance with the requirements established by the donor. Review the RFP and assure clear understanding of all requirements. Ensure that the tone, content and design of the proposal corresponds to the needs and focus of the donor and speaks clearly and convincingly to the donor agenda.
  • Meet with key project stakeholders within ILRI areas of operation as needed to ensure that the program design and bid integrate expertise from all relevant actors/sectors, including private sector, impact investors including social ventures, national agricultural research systems, government departments, and others as needed.

Selected consultants will be awarded a maximum of 25 working days per annum at an agreed daily fee. The days will be drawn on a need by need basis and the agreement will clearly state that the actual number of days will vary depending on program needs.

Essential Skills and Qualifications Required:

  • An advanced research degree (Masters or PhD) in agriculture, international development, a social science, or another field relevant to this assignment.
  • Minimum of 10 years of experience in designing, writing and editing project proposals, preferably for agricultural development-related initiatives in East, Southern and West Africa and South and Southeast Asia.
  • Proven track record of developing project proposals and success in winning grants to the value of at least USD 1m/ proposal, from institutional donors, preferably from major donor agencies. Success in fundraising for international, agricultural and/or research organizations in developing countries is a clear advantage.
  • Familiarity with the funding structures and opportunities of international donors and investors. Good and proven working relationships with relevant development and government authorities and stakeholder is a clear advantage.
  • Proven ability to translate scientific language into easily understandable, readable, compelling and well-written value proposition. Must be able to write to a range of audiences and creatively explain complex technical ideas in an approachable, compelling way.
  • Superior English speaking/writing skills required.

Key Responsibilities:

The duties of the Project Accountant will under the supervision of and in close collaboration with the ICRAF Country Representative (ICR) and the Senior Team Leader (STL)) that will include the following duties:

  • Prepare project payments by verifying documentation and ensure that payments have proper authorization and supporting documents;
  • Process project advance liquidation or expense recording after the receipt of the original invoices and relevant documents by verifying the supporting documents presented are appropriate, sufficient and in line with the policy;
  • Ensure project/ Provision of Adequate Tree Seed Portfolios (PATSPO) partners’ financial returns are submitted;
  • Review advance requests and financial returns by partners with reference to contractual obligations and partner financial obligations liquidation effected in the One Corporate System (OCS), and work closely with partner’s finance team for successful implementation of Provision of Adequate Tree Seed Portfolios (PATSPO);
  • Control bank account balances and report when the balance is low so as to take the necessary action before checks are written;
  • Prepare monthly project imprest reports, bank reconciliation and cash book records, and organize supporting documents in the manner required;
  • Prepare country office monthly project imprest request and share with ICRAF Head Quarters;
  • Maintain accurate, updated/real-time and secured accounting record in OCS;
  • Ensure the availability of sufficient cash at the bank and liaise with ICRAF Head Quarters for transfer of project imprest fund to the ICRAF Ethiopia office/ Provision of Adequate Tree Seed Portfolios (PATSPO);
  • Ensure that payment commitments are honored on time;
  • Check the accuracy and compliance of petty cash expenditure and its timely replenishment;
  • Review partners quarterly finance report & share to ICRAF Regional Office/PATSPO and work closely with partner’s finance team for successful implementation of PATSPO;
  • Prepare detailed monthly, quarterly and annual project internal financial report for PATSPO and share with the Project Management Team (PMT) for management decision;
  • The Project Accountant will report to the ICRAF Country Representative (ICR) and the Senior Team Leader (STL).

Education:

  • BA degree in Financial Management /Accounting from a recognized university

Experience:

  • A minimum of 5 years relevant working experience in similar positions at international organizations like the research institutions under the CGIAR setup is an added qualification

Other Responsibilities:

The duties of the PATSPO Regional Seed Centre Coordinator will be under the supervision of and in close collaboration with the PMT including the followings:

  • Assist in preparation and implementation of annual work plans for the Regional Seed Centre with focus on the PATSPO-supported activities and inputs;
  • Follow up on use of funds and budgets for PATSPO inputs;
  • Monitor and evaluate PATSPO supported activities, inputs (physical and financial) and related assumptions;
  • Identify needs for, propose and coordinate procurement of local equipment and materials;
  • Monitor use of vehicle provided through PATSPO;
  • Monitor disbursement and accounting of imprests from PATSPO;
  • Liaise and cooperate with relevant local organizations, institutions, individuals, non-governmental organizations, and projects;
  • Under the guidance of and in collaboration with the PATSPO staff at the ICRAF Office in Addis Ababa conduct simple research on seed pre-treatment, processing methods, storage methods and conditions, etc.;
  • Assist the Regional Seed Centre staff in their duties whenever required or when requested by the Head;
  • Liaise with the Liaison and Network Coordination Officer of PATSPO regarding development of project plans and activities;
  • Monitor the PATSPO supported activities at the Regional Seed Centre on a continuous basis.

Education:

  • BSc degree or MSc degree in Forestry or any other related field.

Experience:

  • At least 5 years work experience for BSc degree or MSc degree with 3 years relevant experience
  • Knowledge of project technical subjects required.
  • Field experience is a plus
  • Management and administrative experience an additional advantage

Skills:

  • Familiarity with development and relevant techniques in the subject matter
  • Ability to plan work and multi-task

  • In collaboration with the Regional Centre Heads, the Tree Seed Technology Coordinator (TSTC) and the Capacity and Outreach Officer compile annual national seed collection plans and support/coordinate collections;
  • In collaboration with the Seed Source Development Officer, plan, supervise and assist in national seed source exploration for priority species;
  • Prepare guidelines for and support seed processing activities/routines at the TSTC and the four Project Seed Centres (PSCs);
  • Prepare guidelines for and support proper routines at the seed laboratories at the TSTC and the four PSCs;
  • Support applied seed research on developing appropriate species wise techniques for monitoring of fruit formation, seed processing, storage and testing of seed of priority species at the TSTC and the four PTSCs;
  • Develop guidelines for seed crop assessment, seed collection, processing, storage, pre-treatment and sowing of priority species in Ethiopia;
  • Carry out networking with other professionals, organizations, institutions, projects, etc. in Ethiopia and the region;
  • Record all relevant data, process and document, whenever relevant, in Ethiopian publications and in international journals and other media.

Education:

  • At least BSc degree or MSc degree in Forestry or related field with postgraduate specialization in seed procurement and/ seed technology, and with a broad understanding of tree improvement

Experience:

  • A minimum of 5 years for BSc degree or 3 years for MSc degree post-graduate working experience including experience in research in seed procurement/seed technology. Post- graduate studies in either of the two subjects and/or experience from similar positions elsewhere will be considered an additional advantage.

Skills:    

  • Familiarity with development and relevant research techniques in the subject matter
  • Ability to plan work and multi-task
  • Computer literacy i.e. knowledge in MS Office
  • Ability to analyze data and prepare progress records and reports
  • Manages staff in their day to day activities
  • Updates relevant manuals/protocols
  • Flexible on work hours including travel and extended field work
  • Follows policies and procedures
  • Prepares progress reports for review
  • Provides candid and helpful feedback taking into consideration the job level of the person
  • Aware of impact of own work

Grade: 3A

Minimum Base Salary: Birr 30,863.00 (Negotiable depending on experience, skill and salary history of the candidate)

Terms of appointment:  This is a Nationally Recruited Staff (NRS) position, initial appointment is for three years with the possibility of renewal, contingent upon individual performance and the availability of funding. COOPI has been present in Ethiopia since 1994. The recent history of Ethiopia is marked by a great crisis due to drought, internal disorder, illegal migration and refugees. COOPI’s interventions focused in three region of the Country: Afar, Oromia and Somali region that for a has been the scene of armed clashes and particularly hit by periods of severe drought. To allow the management of these activities and to ensure access to basic services for the population, different interventions were carried out, in the field of water-hygiene and food security both on humanitarian and development perspective.

COOPI is now looking for Project Managers in order to strengthen COOPI presence in the country and, in particular, to implement new projects in the field of different donors (ECHO, EU and AICS).

RESPONSIBILITIES

The Project Manager is responsible for the overall development, management and quality of the project.

  • Referring to the Head of Mission, he/she coordinates and directly supervises projects, guaranteeing their correct implementation in conformity with contractual obligations and donors’ procedures, and in line with the COOPI’s procedures and management standards.
  • He/she is responsible for the preparation of projects’ reports and all monitoring documents requested by the coordination.
  • He/she identifies and supervise the financial and economic commitment required for the project implementation. He/she ensures that all administrative documents are transmitted to the Country Coordination.
  • He/she is responsible for the local staff management and training, in his/her area of competence, in close cooperation with the relative functions at Country Coordination level, whose indications he/she follows. He/she participates to the staff evaluation, together with the Head of Mission.
  • He/she guarantees ordinary contacts with operational and institutional interlocutors involved in the implementation of the project.
  • He/she ensures good visibility of the projects’ overall goals, policies and envisaged and/or results achieved as per COOPI and donor communication policies
  • He/she coordinates the elaboration, writing, and necessary documents preparation for presenting new projects, referring to the Head of Mission.

REQUIREMENTS

  • At least 3 years of relevant field experience in humanitarian programs
  • Proven expertise in WaSH, livelihood project implementation and management
  • Previous experience in the country is an asset
  • Sound knowledge of international donors procedures, in particular EU/ECHO/AICS
  • Excellent reporting writing skills
  • Strong staff management skills
  • Strong analytical skills and strategic thinking capacity
  • Adequate resilience to stress
  • Familiarity with the context and security is an advantage
  • English is essential, Italian an asset.
