Administration and Finance Manager

Provides first line management and leadership to the local staff in Ethiopia.
Supports the HR function with the co-ordination and execution of local tasks.
Supports the Country CFO and CMD with the preparation of accurate and timely financial reporting for both internal and external purposes. Translates the financial data into business focussed information to support the growth strategy of the business organization.   Tasks Your main responsibilities in this role will include:

People Management:
• Providing guidance and leadership to the employees based at Ethiopia office

HR
• Providing support to the HR function for the co-ordination and execution of local tasks e.g. visa applications and processing
• Coordinating local HR activities in line with Oversight Country HR and Global Business Services. 
• Administering HR policies in line with agreed UAE Oversight country.

Administration
• Act as a first point of contact with local and Group organizations requiring information about the ABB Ethiopia organization and market
• Ensuring compliance with all local laws and regulations in coordination with the legal team in the Oversight Country

Finance
• Coordinating with the Oversight Country Shared Accounting team, GBS and Centres of Expertise to provide a first level of management and expertise for all Finance related matters.
• Local activities to include but not limited to:

• Planning & Controlling:
o Responding to ad-hoc queries from local, Oversight Country and add value through provision of sound financial analysis
o Supporting local management in the preparation and review of actual, budget, forecast and estimate figures 
o Supporting local management in the collection of receivables in order to minimize overdues
o Participating in Risk Reviews of tenders/offers to ensure risk coverage and profitability and approve in line with local Table of Authority
o Supporting preparation of relevant organization financial reporting, business planning, budgeting and forecasting. 
o Validating accuracy of financial data and business information and reports by performing reconciliations and review of exceptions.
o Performing analyses of business performance versus budget and forecast and proposes improvement actions. Performing benchmark of key performance indicators with external and internal peers. 

• Accounting & Reporting:
o Ensuring the accuracy of all financial reports on monthly, quarterly and annual basis.
o Ensuring local books reporting in line with local books requirements 

• Assurance & Compliance:
o Ensuring the operation of appropriate internal controls, corporate governance and compliance

• Tax:
o Coordinating local requirements for the accurate and complete implementation of the VAT regulations for Ethiopia

• Internal control and documentation
o Ensuring processes and controls within own area of responsibility are designed and implemented in line with Group and unit requirements.
o Maintaining proper audit trail and documentation for future tax/
o Internal/external audits and reviews.  

 

Requirements

As the ideal candidate, you should have a Master’s degree in Business Administration, Major in Accounting, Controlling and Finance with at least 5 years of experience within the same field.
Very solid IS knowledge especially with MS Office (Excel and Power Point), Lotus Notes, Abacus Analyzer and SAP. CCP know how is a plus. Have a thorough understanding and knowledge of financial management & systems.
Good problem solving and very strong analytical skills with a detail oriented approach in order to draw the right conclusions from the financial data provided/reported. 
Very good planning and cross-cultural communication skills in order to manage relationships. Proficiency in both spoken & written English & French language is required. Arabic language skills is a plus.

Job Summary

In Collaboration with the Ministry of Water, Irrigation and Energy (MoWIE), and the Regional Water Bureaus (RWBs), the post distribution monitor will monitor the delivery of WASH NFIS (Non Food Items) including water treatments chemicals distributed in the target areas to end user level.

Justification

Our client, as a co-lead agency for water, sanitation and hygiene. (WASH) Cluster as well as implementing partner of WASH Cluster, is obliged to take responsibilities, accountabilities to deliver, and effective response to affected population.  There has been a heating debate among WASH stakeholders to improve effectiveness of WASH NFIs and water treatment chemical distribution as described earlier in this document. As the lead agency for WASH Cluster, Client would introduce an innovative monitoring method as the first example in Ethiopia as part of exploration of the best practices in the country within WASH Cluster. It is critical that the distributed WASH NFIs are utilized by beneficiaries to gain actual health impacts by our client’s emergency projects to improve cost – effectiveness of the projects themselves as well.
  
Specific Tasks
 The major tasks will be the following;

  1. Monitor the whereabuts of WASH NFIs and water treatment chemicals provided from our client to regional water bureaus/health bureaus or NGO partners, specifically for ;
  2. Verification of receipt of goods at regional level warehouse of our client and government bureaus;
  3. Actual delivery of the goods to community and household level;
  4. When any delays of delivery are observed, follow up with the responsible authorities and/or distributing organizations to make sure and action will be taken immediately;
  5. Report timely on the whereabouts of the distributed items by categorizing by donor/grant names;
  6. Regular spot checks of actual usage of distributed items at household level. Including training of community facilitators who shall demonstrate how to use the household water treatment chemicals;
  7. Identify needs in terms of NFIs, in particular in IDP locations across the areas.
  8. Work with WASH Cluster IMOs on monthly basis to keep Client response data up to date in WASH Cluster 4 W matrix;
  9. Other emergency WASH  related-takes, as assigned by our client and pertinent to the emergency response action including; support chlorination of key water sources, information management communication for development and hygiene promotion activities

Methodology

The Monitoring Officers will support our client’s respective Regional Project Officers and RWBs to ensure the effective delivery of WASH NFIs and water treatment chemicals. The Monitoring Officers will regularly liaise with relevant local authorities and travel to the field to monitor the WASH NFIs distribution situation on the ground and utilization by end users, to ensure the timely and effective delivery of WASH items to end user beneficiaries in the affected districts. The Officers will share all relevant information with regional counterparts as well as with our client’s office in Addis Ababa.

Expected Deliverables

  1. Weekly work plan and progress report
  2. Updated weekly WASH NFIs and water treatment chemicals distribution matrix to be fed into our client’s monthly reports for WASH Cluster 4W matrix
  3. Monthly spot check reports on actual usage of distributed items
  4. Final report

 Reporting
 
The NFI distribution monitoring Officers will be supervised by our client’s Regional WASH Project Officer, with technical input from Emergency WASH Specialist and Regional WASH Cluster coordinators (based in Addis Ababa for Oromia and Jijiga for Somali Region). The Officers will work closely with WASH cluster IMOs based in Addis Ababa and each region in monitoring and reporting the results to WASH cluster 

Job Requirements:

Expected Background and Minimum Experience

Eduation :- completion of secondary school or Higher;

  • One year plus experience in humanitarian WASH response at international and /or national level or monitoring and evaluation position in other sectors
  • Previous experience of emergency WASH projects at national level
  • Understanding of WASH sector and cluster approach
  • Fluency in written and spoken Amharic, good Oromifa for monitors to be assigned to Oromia Region, good Somali language for monitors be based in Somali Region (verbal and written). Good English is an asset
  • Knowledge of MS Excel
  • Proven technical expertise for managing data capture and storage
  • Strong interpersonal, management , coordination and negotiating skills
  • Abilitity to meet deadlines
  • Ability to work independently and with a team

General Conditions: 
 
The Monitoring Officer will work from the respective Regional or Zonal Water Bureau (RWB) office, with frequent field visits, and will be entitles to DSA at the appropriate rate.

  • The monitoring Officer will have to provide his/her own laptop computer.
  • Payment will be made on monthly basis upon completion of monthly report

The Sustainable Land Management Program (SLMP) is one of the Flagship programs of the Ministry of Agriculture and Natural Resources of the Ethiopian government. It has been designed under the long-term (2009-2023) Ethiopia Strategic Investment Framework for Sustainable Land Management (ESIF) and the Agricultural Sector Policy and Investment Framework (PIF). Both are designed to strengthen domestic and foreign support as well as planning of investments that contribute to Ethiopia’s agricultural growth and development agenda for addressing issues related to the existing challenges related to land and water resources.

GIZ has been supporting the implementation of SLMP since 2008 in different forms in Amhara, Oromia and Tigray regions. Starting from 2015, GIZ SLM has increased its geographical coverage and included three additional regions, Benishangul-Gumuz, Gambella and Southern Nations Nationalities Peoples’ Region.

GIZ-SURED (Sustainable Use of Resources for Economic Development 2018–2020) will be focussing on the economic development and sustainable utilization of rehabilitated areas.

GIZ’s global programme, “Soil protection and rehabilitation for food security” implements two projects in Ethiopia, the “Integrated Soil Fertility Management Project (ISFM+)” in the highlands and the “Afar Soil Rehabilitation Project (ASRP)” in lowland areas. ISFM+ is a component project of  GIZ-SURED while ASRP is part of the GIZ programme “Strengthening Drought Resilience of the Pastoral and Agro-Pastoral Population in the Lowlands of Ethiopia”. With complementary funding from the Bill and Melinda Gates Foundation, a new project entitled “Supporting Soil Health Interventions in Ethiopia – SSHI” aims at providing proof of concept for the impact of leveraged geo-spatial soil, agronomic, and health data on transformational agricultural development. The SSHI project operates under the ISFM+ project and will be implemented with the support of national and international consultants, in close collaboration with government and NGO partners, most importantly the Ministry of Agriculture and Natural Resources (MoANR) and the newly established Ethiopian Soil Resource Institute (ESRI).

GIZ is seeks an experienced and qualified Senior Advisor Capacity Development/out scaling as per the detail below:-

Responsibilities

  • Develop, introduce and monitor innovative capacity development (CD) approaches
  • Supervise and coordinate CD for staff of partner institutions, Farmer Research and Extension Groups and Model Farmers
  • Lead project out scaling activities in Tigray, Amhara and Oromia

 

 

The Senior Advisor performs the following tasks:

Tasks

  • Lead the revision of existing and the development of new training materials on integrated soil fertility management and related topics
  • Provide training of trainers on ISFM technologies and participatory extension & training approaches to partner staff
  • Coach partner staff in demand-driven, result-oriented training and extension approaches
  • In collaboration with ISFM+ staff, support government and NGO partners in the implementation of ISFM activities in SNNPR
  • In collaboration with SURED staff, develop and apply a methodology to monitor the impact of CD measures and their costs
  • Organize and facilitate meetings, workshops and knowledge sharing events and ensure  high quality documentation of these events
  • Support and stand-in for Senior Regional Advisors in Amhara, Tigray and Oromia
  • Perform other tasks given by the project management

Job Requirements

Required qualifications, competences and experience

  • MSc in agricultural extension, soil science, agronomy or related subject

 

Professional experience

  • Minimum of 5 years of professional experience in the context of capacity development, natural resource management, soil fertility management
  • Minimum of 5 years with practical training expertise, including the development of training material and out scaling approaches
  • Working experiences with NGOs desirable

 

Other knowledge, additional competences

  • Excellent knowledge (spoken and written) of English and Amharic, knowledge of other local language is a plus
  • Proven capabilities as trainer including participatory training methodology, planning and evaluation of training events.
  • Very good working knowledge of standard computer applications, especially PowerPoint, knowledge of Graphic design software a strong plus

Job title:         Database Management  Advisor, USAID Caring for Vulnerable Children Activity

Job Summary:

                                               

The Database Advisor will have key role in establishing and managing information and learning system; leading and promoting reflective practices within FHI 360 in general and USAID Caring for Vulnerable Children Activity in particular.  The position holder will oversee the administration and maintenance of USAID Caring for Vulnerable Children activity management information system for routine data collection. This involves overseeing adherence to the reporting cycle, developing and implementing data security and confidentiality policies, designing and developing database applications, developing and assisting in the analysis of data, providing technical documentation of data and quality assurance of data inputs and outputs, assisting with the presentation of data findings for the project, and providing technical support in the use of these data.

 

The role of the position holder is broader than administering/maintaining an ordinary project specific database system.  S/he will work closely with the System Strengthening Director in coordinating the Ministry of Women and Children Affairs (MoWCA) information management system capacity gap assessments and implementing activities suggested by the assessment team. 

 

Duties and Responsibilities:

 

  1. Project Level Information Management
  2. Conduct organizational/program level information need assessment (business requirement analysis) and recommend software for the organization
  3. Identify appropriate platform for database development, develop databases for routine program data and maintain the database/s
  4. Recommend hardware and software requirements and upgrades to the database server as needed.
  5. Install developed applications, write application manuals, and train users.  
  6. Organize training for partners and FHI 360 staff on how to use the database
  7. Create users accounts/ give right to staff who should access the database and administer the program databases in general
  8. Take the lead in the design of electronic templates for mobile based data collection (for both cross-sectional and time series data)
  9. Make an assessment to identify the information need of technical team and design strategies to respond to the needs.
  10. Play a leadership role in ensuring timely and accurate data collection and reporting.
  11. Produce regular high quality analysis products for the monitoring and evaluation areas assigned.
  12. Monitor and optimize database design, content, structure and other management issues.
  13. Perform backup and recovery of all databases; take appropriate measures to ensure the security of the database.
  14. Provide technical assistance to project implementing partners, field offices and consortium members’ staff in using the databases. 
  15. Coordinate data management issues (e.g., deletion of records, query management, Internet reports) within the data users group.
  16. Develop and ensure adherence to policies to ensure the security and confidentiality of FHI 360’s identifiable health data. Monitor staff compliance with confidentiality policies to assure that security standards are met.
  17. Assure the quality of data feeds and processing of downloads from field offices and into donor reports.
  18. Develop standardized programming, data quality checks, and data documentation procedures relevant to the HIV/AIDS data systems. 
  19. Adapt and implement FHI 360’s special training modules on data use and data quality assurance (DQA).
  20. Responsible for archiving research-related data and programs.
  21. Assure proper use and maintenance of smartphones at grassroots level
  22. Test the use of smartphone technology to improve the referral and counter-referral process
  23. Knowledge of ongoing and emerging issues in relation to Management Information System, Public Health and Social Welfare Development
  24. Perform other duties as assigned.

 

  1. Contribution to the Country/Regional Child Well-being Management Information System (CWMIS).
  2. Work with the consultant hired to conduct capacity assessment on the Ministry of Women and Children Affairs Child Wellbeing Regional and Federal Information Management Systems;
  3. Identify areas/gaps that s/he can take responsibilities in addressing and make a presentation to the USAID Caring for Vulnerable Children Project management team for approval;
  4. Prepare user manuals detailing how the system is working, regular maintenances required, the minimum data set for the system to operate (to generate info), etc.
  5. Assess the possibilities of transferring the SQL based CWMIS CW database system into DHIS2 and take actions accordingly;
  6. Assist the relevant MoWCA and its line office staff information management team in troubleshooting;
  7. Closely monitoring the functionality of the CWMIS database system and draw recommendations for management actions;
  8. Document all the database development process, the challenges encountered, solutions sought, potential bottlenecks and suggestions to address identified issues;
  9. Maintain the database by including additional needs arising in due course of applying the database;
  10. Make presentation to the Ministry senior official on the progresses made on regular bases (semi-annually)
  11. Conduct business analyses to identify new organizations/individuals interested on the system needs.

 

Knowledge, skills and abilities:

 

  1. Good knowledge of computer programming principles and languages.  Particularly, knowledge on Structured Query Language (SQL) Server Administration, District Health Information System (DHIS) Windows NT and Office Administration and Management, relational database design and analysis, SQL and MS Access/Excel programming skills.
  2. Practical experience in using mobile based data collection, organization and reporting.
  3. Demonstrated ability to independently complete assigned tasks, train and facilitate learning and professional development among colleagues.
  4. Solid understanding of basic assumptions of clinical and public health industry practices for data acquisition and quality assurance.
  5. Knowledge and experience in project-level or state/national-level monitoring and evaluation system implementation.
  6. Communicate effectively with all levels of personnel on hardware and software needs.
  7. Advanced knowledge of relational database concepts and skills utilized in creating and maintaining relational databases and linking them with Geo-Information System (GIS).
  8. Ability to perform spatial analysis of moderate difficulty and present results in a clear and comprehensible way, either orally or as written reports.
  9. Excellent written, oral and interpersonal communication skills with ability to work as a team member.
  10. Ability to work with others and to develop and maintain compatibility among project staff, subcontractors, and recipients of assistance.  Experience working in NGO is an advantage.
  11. Ability to travel a minimum of 25%.

General Functions: Under the general supervision of the Emergency & Post-Crisis (EPC) Program Coordinator, the technical supervision of the EPC Project Managers (DTM, Shelter-NFI / Movements, Transition & Recovery), and administrative supervision of IOM Head of Sub-Office, the Senior Program Assistant will serve as the sub-national focal point and coordinator for IOM’s activities under EPC.

Core Functions / Responsibilities:

  1. Support the coordination of Regional Emergency Shelter/Non-Food Item (ES/NFI) cluster co-chaired with Disaster Preparedness and Prevention Bureau (DPPB), where applicable.
  2. Carry out Displacement Tracking Matrix (DTM), Shelter-NFI / Movements and Transition / Recovery activities according to established procedures in close coordination with EPC Addis Ababa Project Managers and partner agencies.
  3. Participate in assessments of disaster affected communities, including IDP settlements, seasonal assessments, joint rapid assessments and intention surveys in the region with the government and humanitarian partners.
  4. Contribute to sub-office updates on emerging humanitarian issues and gaps relating to EPC areas of intervention.
  5. In coordination with the Head of Sub-Office, liaise with project partners for timely implementation, coordinated activities and efficient use of resources and logistics.
  6. Provide weekly updates on regional EPC activities and monthly indicator report to EPC Unit in Addis Ababa, and implement feedback provided by EPC staff on the weekly situation and monthly progress reports. 
  7. Liaise with partner organizations and relevant Regional State authorities including Regional Disaster Prevention and Preparedness Bureau (RDPPB) to coordinate harmonious implementation of EPC projects in the region.
  8. Represent IOM in relevant forums including bi-weekly Shelter and NFI Cluster meeting, Durable Solutions Working Group, weekly Humanitarian Coordination Forum, weekly UN Inter-Sector Coordination Meeting, and participate in any other relevant regional and zonal coordination meetings in close collaboration with UN OCHA and humanitarian partners in the region and update EPC unit in Addis.
  9. Participate in development and delivery of trainings for EPC Unit to enhance sub-office performance standards and service delivery to our beneficiaries.
  10. Draft and submit monthly and weekly reports.
  11. Comply with UNDSS security protocol and internal IOM procedures.

  • Six years of work experience related to disaster response and transition and recovery programs with humanitarian agencies.
  • Practical experience and detailed knowledge of the disaster risk management, with emphasis on disaster response and recovery programs is essential.

Responsibilities:

The Driver/Facilitator is responsible for

  • safely and responsibly performing all official travel using official vehicles
  • regularly servicing  and looking after official vehicles
  • taking account of all available information on road conditions, accessible routes and locations
  • running official errands and
  • assisting with other office work

Tasks

1.        Driving

The Driver/Facilitator

  • provides passenger transport in an official car for regional office or programme staff, official visitors and guests;
  • runs errands for the project, programme or office, e.g. sending letters and messages, paying bills and buying smaller quantities of office supplies
  • helps with transporting goods
  • completes the vehicle log correctly and conscientiously in accordance with GIZ standards
  • Ensures availability of all required documents/supplies including vehicle insurance, vehicle logbook, first aid kits, and necessary tools and spare tires;
  • Ensures that all immediate actions required by rules and regulations are taken in case of involvement in accidents and/or security incidents;

 

2.        Service

The Driver/Facilitator

  • cleans the interior and exterior of the vehicle(s) regularly
  • checks oil, water, brakes and brake liquid, tyre pressure, battery levels and the entire vehicle, monthly or every 5,000 km (whichever is first), headlights, brakes, bodywork for dents etc.
  • is responsible for the project vehicle documents and their good condition, keeping a vehicle log and recording monthly maintenance
  • calculates monthly petrol, oil and lubricant consumption for the daily cash fund and for forwarding monthly vouchers to cost accounting
  • reports need for service and carries out minor repairs
  • immediately reports all involvement of the project or office vehicle in accidents, including minor accidents, damage, loss or theft of vehicle fittings

3.        Knowledge management

The Driver/Facilitator 

§  Shares knowledge and experience;

§  Provides helpful feedback and advice to others in the office;

4.        Other duties/additional tasks

The Driver/Facilitator

§  assists other colleagues as needed in the project, programme or office if there is no travel pending, carries out other office work on request

 

Job Requirements

Required qualifications, competences and experience:

Qualifications

  • secondary school education
  • holds a valid 3rd  grade or above driving license

Professional experience

  • At least 5 years’ work experience as a driver with references
  • No major accidents in the past 3 years
  • Knowledge of vehicle maintenance
  • High sense of responsibility, reliability and good behavior
  •  First aid training certificate, (no longer than 3 years)
  • Knowledge of driving rules and regulations and skills in minor vehicle repair
  • Experience the use of computers and office software packages (MS word, Excel, etc) is desirable
  • Knowledge of GIZ rules and regulations;

Other knowledge, additional competences

  • Discipline and punctuality.
  • Resilience and patience.
  • Familiarity with the region.
  • Ensures unrestricted availability of vehicles at all times and reports restrictions immediately.

The Sustainable Land Management Program (SLMP) is one of the Flagship programs of the Ministry of Agriculture and Natural Resources of the Ethiopian government. It has been designed under the long-term (2009-2023) Ethiopia Strategic Investment Framework for Sustainable Land Management (ESIF) and the Agricultural Sector Policy and Investment Framework (PIF). Both are designed to strengthen domestic and foreign support as well as planning of investments that contribute to Ethiopia’s agricultural growth and development agenda for addressing issues related to the existing challenges related to land and water resources.

GIZ has been supporting the implementation of SLMP since 2008 in different forms in Amhara, Oromia and Tigray regions. Starting from 2015, GIZ SLM has increased its geographical coverage and included three additional regions, Benishangul-Gumuz, Gambella and Southern Nations Nationalities Peoples’ Region.

GIZ-SURED (Sustainable Use of Resources for Economic Development 2018–2020) will be focusing on the economic development and sustainable utilization of rehabilitated areas. Against this background, GIZ Ethiopia is looking to recruit an Office Manager for GIZ-SURED as specified:

 

Position:                         Office Manager

Responsibilities:

  • Liaising with customers in a service-oriented manner on behalf of the office by providing a professional phone service, welcoming visitors and maintaining a high standard of professionalism in the reception area.
