Overview 

In this role, you will provide analytical, writing, and partnership engagement support for the New Food and Land Use Economy Initiative (FOLU) “deep dive” in Ethiopia and contribute to developing a national roadmap, catalyzing innovative financing, and launching an action coalition that puts the country on a long-term path toward a more sustainable food and land use system.

FOLU, a global effort co-led by WRI and a suite of partners, is seeking to transform the global food and land use system to meet the Sustainable Development Goals and the Paris Agreement on Climate Change at global and local scales. At the global level, FOLU is identifying global pathways and science-based targets and developing a portfolio of business and financing solutions. At the local level, FOLU is launching locally-led “deep dives” to explore how to bring about such a transformation within a country. Colombia, Ethiopia and Indonesia are pioneering “deep-dive” countries, and discussions to expand to other countries are under way.

In Ethiopia, FOLU seeks to develop a New Food and Land-use Economy Action Roadmap that outlines a better growth path for the land use and food system sectors and establishes a coalition of government agencies, domestic and international private sector actors, local communities and municipalities, and domestic technical institutions supporting implementation of the roadmap. The roadmap and action coalition will be supported by:

  • A compelling analysis of how Ethiopia can transform its economy, reach its economic growth and emission reduction targets put forward in national plans and programs, and achieve the associated land use, food system and sustainable and healthy diets/nutrition targets in selected geographies
  • An investment portfolio for the selected geographies to accelerate a sustainable food and land use system transformation in Ethiopia
  • A group of Ethiopian “ambassadors” to communicate roadmap recommendations and scale up proposed actions

 Responsibilities

Your main areas of responsibility will include the following:

Research & Knowledge (60% of time required):

  • Conducting research with the help of literature reviews and expert intervies
  • Synthesizing research into written case studies and research briefs
  • Setting up review meetings for analytical work and integrating comments into final products
  • Editing and proofreading written material by others
  • Overseeing analytical work that identifies targets for selected land use, food system and sustainable and healthy nutrition options, makes an economic case for prioritized land use options, and identifies new financing options
  • Authoring or co-authoring sections for a national roadmap document that seeks to transform Ethiopia’s food and land use system
  • Preparing presentations and presenting FOLU findings to policymakers and other decision makers

Program/Project Management (35% of time required):

  • Contributing to efforts to identify a group of Ethiopian FOLU ambassadors that can contribute to roadmap development, communicate roadmap recommendations, and support scale up of proposed actions by action coalition
  • Planning and supporting the engagement of Ethiopian FOLU ambassadors with target audiences
  • Supporting efforts to set up and manage the meetings of an action coalition consisting of members from public, business, and civil society organizations to implement roadmap
  • Managing partnership (subgrant and contract) agreements that provide research and analytical support for the roadmap, financing plan, and other outputs
  • Monitoring and managing project budget performance, scoping progress according to planned milestones, expenses and revenue, and internal and donor reporting
  • Setting up workshops and outreach events and communicating progress on Ethiopian FOLU efforts to a general audience 

Program Development (5% of time required)

  • Contributing to research proposals
  • Contributing to presentations and donor proposals

The position is full-time and based in WRI’s Addis Ababa office.You will report to the Research Associate leading the day-to-day FOLU engagement in Ethiopia and will be a member of a virtual FOLU team with staff in London, Jakarta, Bogota, and Washington, DC.

Additionally, in keeping with WRI’s commitment to gender equity across our programs, the Associate will also be required to identify relevant gender issues, as determined through a gender analysis, and ensure adequate and effective attention to these issues in project and partner development, budgeting and management.

Qualifications

Required Qualifications:

  • Advanced degree (Masters or PhD) in economics, business administration, agriculture, environmental science, land use/land management, sustainable development or related fields
  • Minimum of 5 years of full-time work experience in relevant field, with program implementation and exposure to multicultural environments
  • Demonstrated ability to synthesize and present complex information in a clear and concise manner
  • Very strong analytical and writing skills and commitment to deliver on deadlines
  • Ability to think creatively, when encountering obstacles or exploring uncharted territory
  • Highly responsible, self-motivated, and ability to work calmly and enthusiastically under tight timelines
  • Demonstrated ability to work both independently as well as part of an interdisciplinary team
  • Exceptionally good communication and interpersonal skills including fluency in English (oral and written) and Amharic (oral)
  • Experience with developing and managing partnerships or coalitions
  • Experience working with technical and policy staff within Ethiopian government and with national and international public and private institutions

Preferred Qualifications:

  • Experience with climate resilient green economy issues in Ethiopia

PURPOSE OF THE POSITION

  •  To undertake continuous technical support and surveillance to the refugee camp where he/she is assigned, in collaboration with the national GWEP coordinator and Gambella/Benishangul Gumuz Regional health Bureaus.

REQUIRED QUALIFICATIONS   Under the overall supervision of WR Ethiopia and with close supervision of CDs team leader and NPO/GW, the incumbent will have overall responsibility of supporting the planning, implementation, monitoring and reporting of Refugee Guinea Worm activities in the region he/she is assigned.  He/She will:
  1. Organize Training workshops on Guinea Worm  particularly to ARRA health workers and community health agents within the refugee camp
  2. Coordinate refugee surveillance activities, compile and submit monthly reports to the regional refugee surveillance coordinator/NPO-GW
  3. Gather relevant data on Guinea Worm and prepare and submit monthly, report timely
  4. Assess the awareness level of the refugee community on GWD and the cash reward
  5. Use other public health programs like polio and other NTDs as opportunity to carry out activities such as case search and sensitization
  6. Actively participate in GW and other outbreak prone diseases  investigations within the refugee camps
  7. Joint woreda refugee camp emergency task force and RRT strengthening
  8. Implement the cross boarder consultation meeting recommendations;
  9. Conduct active case search and health education within the refugee camps;
  10. Ensure that IDSR weekly report reaches to woreda health office timely including outbreak line list
  11. To strengthen GWD screening at refugee entry and reception centers
  12. When the need arise, in consultation with the country office, the consultant will perform GWEP activities out of the refugee camp in the region, and may support other refugee camps as well
  13. Perform other related activities assigned by the supervisor

Job Summary:

The role holder will work as a member of the Save the Children International Africa Union (AU) Liaison and Pan Africa Office team based in Addis Ababa, Ethiopia. S/he will support the Humanitarian and Education Advocacy theme in the delivery of projects on the promotion of the rights to education for children affected by humanitarian situations; including children affected by armed conflict (CAAC), children on move, and the overall advocacy for the protection of the rights to education for refugee children in Africa at the AU level.

KEY AREAS OF ACCOUNTABILITY

  • With a focus on education and the right to protection for children affected by humanitarian situations in Africa, especially conflicts. The program officer will:
  • Support the developing of an AU and Pan Africa annual advocacy work plans and messaging for AU events and used in Save the Children International Offices and other civil society organizations(CSOs) working at country level in providing education for refugee children and those migrating and/or in transition.
  • Build functional relationships with regional level economic blocks including IGAD, ECCAS, SADC, and ECOWAS as well as civil society organizations working with them to prioritize education for children affected by humanitarian situations on the continent.
  • Support the develop a reference document on strategic engagement at the AU Commission humanitarian events by the Departments of Political Affairs, Peace and Security Council and Human Resources Science and Technology; including advocacy tactics and actions for engaging bilaterally or collectively within particular AU missions who have made commitments on providing refugee education at the World Humanitarian Summit in Istanbul and UN General Assemblies on refugees.
  • Map AU, Regional and National level opportunities and develop an action plan and influencing plan for prioritizing refugee in targeted countries.
  • Produce ongoing progress reports on monthly and quarterly basis,
  • Organize regular meeting either virtually or face to face with partners to coordinate activity and to contribute to engagement plans.

QUALIFICATIONS AND EXPERIENCE

Essential

  • Masters or Degree Undergraduate degree in Law, Social Sciences or Education. A Master’s degree preferred.
  • Minimum 2 years of policy research and/or advocacy experience.
  • Excellent oral and written communication in English. Working knowledge of French is an advantage
  • Experience working on humanitarian and education issues at Pan Africa, Regional or National levels within an NGO, AU or UN agency.
  • Have a demonstrated strong understanding of the AU’s education, migration and refugee frameworks, as well as human rights instruments, are highly desirable.
  • Proven experience in producing high-quality evidence-based policy positions and briefings
  • Demonstrated experience in policy research, analysis,
  • Experience organizing high-level events.

Zonal Project Cluster Coordinator

Overview

The Zonal Project Cluster Coordinator is the lead technical TB expert for the Challenge TB Project at Zonal level.  S/he will serve as technical expert who will provide technical support to the ZHD, WoHO, health facilities and health posts. He/she will also represent Challenge TB in zonal and woreda technical meetings. He/she will coordinate trainings for the zone, conduct supervisions, and organize review meetings. He/she will also participate in planning, supportive supervisions, monitoring and evaluation of the project in his/her cluster of zones.

 

Specific Responsibilities

  • Develop close working relationships with ZHD, Woreda health offices, EQA centers, health facilities and other stakeholders that have responsibility for strengthening and improving tuberculosis control and prevention program
  • Serve as a technical resource person who will provide technical support to ZHD, WoHOs and health facilities to coordinate TB control and prevention program activities
  • Support ZHDs and WoHO in Woreda based health sector planning and ensure the alignment of project plan with Woreda plan
  • Support Zonal/Woreda TB focal persons in quarterly planning, implementation and monitoring of comprehensive TB activities including community TB care
  • Coordinate targeted supervision to MDR TB treatment initiation and follow up centers and other health facilities and health posts that required focused mentoring and supervision
  • Support Woreda TB officers to conduct regular supportive supervision and EQA slide randomization for DOTS sites
  • Support ZHD and WoHO to ensure timely recording, documentation, collection and reporting of comprehensive TB activities
  • Support ZHDs and WoHOs to conduct regular training needs assessment and coordinate gap filling trainings
  • Work with Zonal and Woreda TB focal persons on lost to follow up tracing and referral status to ensure tracing of lost to follow-ups
  • Assist Zonal/Woreda TB focal persons to strengthen and coordinate an effective referral system of TB patients between health facilities and health posts
  • Assist the ZHD, WoHO and health facilities in presumptive MDR TB case identification, organize sample transportation, facilitate the treatment start up and follow up of MDR TB patients.
  • Work with Zonal and woreda TB focal persons to effectively address operational challenges such as equipment breakdowns, drug stock-outs, training needs, and drug supply issues
  • Support Zonal/Woreda TB focal persons to assess the availability of TB infection control plan, TB IC implementation and monitoring of TB infection control at different level.
  • Ensure the availability and utilization of case detection SOPs, TBL guidelines, HMIS tools, IPLS tools and other TB program supplies at Woreda and health facility level 
  • Regularly collect, enter and report Woreda data, HF SOC data and other reports as needed, and produce one best practice/ success story report per quarter in collaboration with Woreda TB officers and ZHD experts.
  • Assist zonal/Woreda health offices in the implementation of GDF drug kit system and reagent consumption, and the overall drug supply and management system.
  • Support Zonal/Woreda TB focal persons and HFs to smoothly implement community-based DOTs to ensure proper adherence and treatment compliance
  • Assist ZHD and WoHO in the proper implementation of IPT for children under five years who are contacts of TB patients
  • Manage minor financial payment when there is a need
  • Perform other duties appropriate to the position as needed and as assigned by the supervisor.

 

 

Qualifications and Experience

  1. MD or BSc in nursing/Health officer and MPH degree
  2. Bachelor's and 4-6 years of experience, or Master-s and 2-4 years’ experience in clinical medicine as a nurse/health officer/ physician, out of which 3 or more years of experience in TB and HIV related program
  3. Understanding of TB/HIV programs essential
  4. Practical TB and TB/HIV experience specifically in the areas of diagnosis, treatment and monitoring of TB patients is essential.
  5. Familiarity with and experience in implementing local health systems for improving case detection and quality of care desired
  6. Knowledge of and experience in TB and TB/HIV capacity building, monitoring and supervision in Ethiopia is  essential
  7. Demonstrated success in achieving results leading TB  and TB/HIV experiences at local or HF  level
  8. Demonstrated organizational, managerial and supervisory, skills and abilities; sound judgment, and high ethical standards; flexible and able to adapt to changing priorities and deadlines.
  9. Demonstrate capacity to work in a variety of cultural settings and complex environment.
  10. Proven ability to build strong relationships, work well as part of a team, and to incorporate views of other disciplines into his or her work.
  11. Strong analytic, verbal communication, computer and writing skills.
  12. Fluency in English and Amharic required. Additional fluency in Afan-Oromo is required for positions in Oromia regions.
  13. Demonstrated computer skills in Microsoft Office Suite applications, including Word, Excel, Outlook, and PowerPoint.
  14. Female candidates are encouraged
  15. Willingness and ability to travel within the region up to 80% of his/her time
  16. Previous USAID or MSH experience preferred

JOB SUMMARY: Under the supervision of the NOP+ Program Manager, the Care and Support Officer will assist in coordinating planning and implementation of activities by project teams at the NOP+ headquarters and regions as well as those implemented by sub-recipients.   • Participate in the donor progress report writing and quarterly review report writing and presentation.
  • Provide technical support for Quality Improvement/Quality Assurance interventions at community level in collaboration with

  • Participate in site preparation for supportive supervision and ensure recommendations are implemented at community level by project team.

  • Participate in any other duties as assigned.
EDUCATION/TRAINING: MBA/MSc or BA/BSc Degree in Psychology, Health or related fields
EXPERIENCE: 2/4 years relevant work experience
TECHNICAL AND OTHER SKILLS

  • Familiarity with HIV/AIDS prevention, care and treatment programs

JOB SUMMARY: Under the supervision of the NOP+ Program Manager, the Care and Support Officer will assist in coordinating planning and implementation of activities by project teams at the NOP+ headquarters and regions as well as those implemented by sub-recipients. The project coordinator will provide ongoing technical support to country level teams and the regional associations. The project coordinator assist in overseeing that project activities implemented integrated with the overall NOP+ program health plans.

Specific Duties and Responsibilities
  • Represent the project in technical forums at field level.
  • Participate in planning of Comprehensive HIV care and support service delivery at community level.
  • Coordination of the project implementation of HIV Care and support service delivery based on work plans.
  • Lead, coordinate, supervise, follow-up and facilitate community volunteers and other program tasks
  • Provide technical assistance to community volunteers in organizing, implementing and reporting their task
  • Managing networking activities in the program areas and among stakeholders to strengthen the implementation of the program and related activities
  • Assist and advice the program team and his/her immediate supervisor in all operational matters Establish and strengthen linkages with other service providers, related with the program
  • Participate in the donor progress report writing and quarterly review report writing and presentation.
  • Provide technical support for Quality Improvement/Quality Assurance interventions at community level in collaboration with
  • Provide technical support project performance reviews, assessing progress in an objective manner.
  • Participate in site preparation for supportive supervision and ensure recommendations are implemented at community level by project team.
  • Provide technical support in establishing strong linkages and referral systems between the Community and the health facilities for suitable HIV prevention care, treatment and follow up activities.
  • Compile, share and disseminate lesson learned, promising practices and challenges
  • Participate in any other duties as assigned.
EDUCATION/TRAINING: MBA/MSc or BA/BSc Degree in Psychology, Health or related fields
EXPERIENCE: 2/4 years relevant work experience
TECHNICAL AND OTHER SKILLS
  • Excellent written and verbal English skills;
  • Familiarity with HIV/AIDS prevention, care and treatment programs

SPECIFIC DUTIES AND RESPONSIBILITIES:
Job Responsibility #1: Planning and Implementation:
  • Plans, coordinates and implements planning, monitoring and evaluation activities of WEEMA;
  • Develops/adapts design, monitoring, and evaluation guideline to promote reflective practices;
  • Coordinates; strategic planning and work in close collaboration with internal and external stakeholders;
  • Collects, compiles, analyzes and disseminates information/ data to support the project formulation;
  • Co-ordinates and participates in baseline survey, case studies, impact assessment and other studies;
  • Assists project leaders to develop logical framework and indicators for monitoring and evaluating project activities and outputs.
  • Provides technical assistance to project leaders in project planning, implementation, monitoring and evaluation;
  • Organizes and facilitates participatory PME training events for WEEMA staff and Chapters;
Job Responsibility #2: Monitoring, Evaluation and Impact Assessment
  • Sets monitoring and evaluation schedules of projects and follows up their implementation;
  • Develops effective performance indicators and result framework that conform to the projects implemented by WEEMA and ensures that results are achieved accurately and within specified period;
  • In collaboration with the technical staff and Chapters monitors and evaluates impact of WEEMA’s projects;
  • Leads mid-term and final evaluation of project activities;
  • Identifies research agendas, and plan and undertake research works in collaboration with other WEEMA’s functional organs;
  • Applies necessary strategies to conduct monitoring and evaluation activities
  • Makes planned travel to Field Project Offices to monitor the implementation of planned activities;
  • Provides timely feedback on the progress of planned activities of Head Office and Field Project Offices for informed decision;
  • Presents monitoring and evaluation results in a way fostering learning and accountability;
  • Provides feedback to the Country Office on capacity building needs that emerges out of the monitoring exercises, at any level;
Job Responsibility #3: Learning and Reporting:
  • Participates in relevant meetings, and seminars representing WEEMA;
  • Ensures the communication of PME concepts within WEEMA, with members and other stakeholders;
  • Participates in the documentation and dissemination of lessons learned;
  • Analyzes and compiles periodic reports prepared by Field Project Managers and service managers; compares implementation with plan and give feedback;
  • Prepares quarterly, bi-annual and annual to the reports and submits to the Country Director.

  • Performs other duties as assigned by the Country Director.
Job Requirements and Qualifications:
  • Masters degree in M & E, Project Management, Development, Public Health, Sociology or another relevant field with strong monitoring and evaluation training and experience.
