Sanitation and Hygiene Specialist- National Hire- Vacancy in Ethiopia

Under a 4-year contract with the U.S. Agency for International Development (USAID) that runs through November 2019, AECOM is implementing the USAID Lowland Water Sanitation and Hygiene (Lowland WASH) Activity to support increased access to improved drinking water supply sources and sanitation facilities on a sustainable basis; promote widespread adoption of key hygiene behaviors; improve efficiency and sustainability of food production from irrigated and rain-fed agricultural systems; and advance water resource governance and data management. The Activity aims to expand sustainable water use for agriculture in Somali, Afar and SNNPR (lowland areas) regions of Ethiopia with populations vulnerable to drought and climate change. AECOM is implementing the Activity in partnership with IRC and CARE.

TITLE: Sanitation and Hygiene Specialist- National Hire
LOCATION: Addis Ababa, Ethiopia
SUPERVISOR: Deputy Chief of Party (DCOP)
PERIOD OF PERFORMANCE:  On or about December 2018 to o/a October 2019

Overall responsibilities: The Sanitation and Hygiene Specialist will be responsible for providing technical and professional support to the Sanitation and Hygiene Component of the Activity, including technical, communications, report writing, stakeholder and client engagement. The position holder will regularly engage with the IRC and CARE (subcontractors to AECOM) to make sure the planned activities under the Sanitation and Hygiene component implemented as per their contracts and other required standards, policies and best practices. The Hygiene and Sanitation Specialist is also responsible to document and share good practices within the organization, stakeholders and its partners.

KEY RESPONSIBILITIES AND TASKS:
  • Update and organize hygiene and sanitation promotion materials, standard training manuals for woreda partners, communities and project staff;
  • Support synthesis of lessons learnt, documentation and dissemination of best practices at national and regional level.
  • Organize and conduct training and other capacity building activities related to CLTSH and sanitation marketing;
  • Work with government and non- government partners to establish appropriate and alternative hygiene and sanitation models and evaluate challenges and success;
  • Represent the Activity in national and regional hygiene and sanitation related development partner discussion forums, TWGs, workshops and seminars, and TWGs including FM0H Sanitation Marketing Technical Working Groups and National Hygiene and Environmental Health Task force led by Hygiene and Environmental Health Directorate;
  • Provide technical support to Lowland WASH regional team in assessment/studies, planning, design, implementation and reporting of sanitation and hygiene activities in three target regions using CLTSH approach;
  • Coordinate implementation of activities on sanitation marketing in three target regions
  • In coordination with Lowland WASH M&E specialists and regional team design and manage a plan to monitor activities, outputs and impact and provide regular and reliable report with respect to sanitation and hygiene activities:
  • Undertake regular supportive field monitoring of sanitation and hygiene activities to ascertain progress against benchmarks, utilization of resources and make timely recommendations for follow up by regional teams, and to provide interface with implementing partners and governmental stakeholders:
  • Coordinate with technical staff to ensure a common approach, synergy and sharing of Sanitation and Hygiene component related information;
  • Support and follow-up sanitation campaigns and promotion activities with the aim of creating awareness and avoid slippage;
  • Coordinate with the Grants Specialist, Health and Communications Specialist, and Operation Manager to ensure that grant activities are properly monitored and implemented; and,
  • In coordination with Lowland WASH M&E specialists and regional team, design and manage periodic studies to measure progress and the impact of the Activity intervention.
QUALIFICATIONS, SKILLS, and EXPERIENCE:
  • Bachelor’s degree in Public Health, Environmental Health or other related discipline;
  • At least 10 years of experience working in sanitation and hygiene programs in Ethiopia context;
  • Knowledge of Ethiopian environmental, Health and Sanitation policies, legislation and regulatory framework required;
  • Familiarity in working with existing institutional sanitation and hygiene frameworks;
  • Experience in behavior change communication, and knowledge and experience implementing CLTSH in Ethiopia required;
  • Experience in implementing CLTSH in lowland areas of Ethiopia and activities in sanitation marketing is an added advantage;
  • Experience working with INGOs or/and NGOs with a capacity to provide technical support, formal and informal training is a plus;
  • Experience writing technical/ progress reports and success stories in English;
  • Professional, motivated, open, creative, mature, responsible, flexible, and culturally sensitive; and,
  • Manages time effectively; monitors performance against deadlines and milestones.
SALARY AND BENEFITS: Compensation will be based on the applicant’s experience and salary history. Employment with AECOM International Development is subject to the availability of funding from USAID for the Lowland Water, Sanitation and Hygiene Activity.
