Ethiopia: Assistant Health Coordinator(Ethiopian Nationals only) Job Vacancy in Ethiopia

SCOPE/JOB PURPOSE:

The Assistant Health Coordinator will be part of the health team in Addis Ababa and work towards supporting health projects. She/he will specifically be responsible for technical oversight and successful implementation of a contractual project entitled Women’s Integrated Sexual Health (WISH) project which will be implemented across refugee camps and local community. She/he will provide technical support to field based staff implementing the WISH project, track performance progresses and guide project team to meet project targets, and conduct regular monitoring visits as well as assist the Health Program Coordinator in business development initiatives and on other strategic assignments.

SPECIFIC RESPONSIBILITIES:

Technical

  1. Support field program staff to track project performance against key performance indicators and guide the team to achieve project targets

  2. Identify performance gaps and design interventions and develop action plans in collaboration with project managers to manage activities and improve quality of services

  3. Ensure quality of clinical and non-clinical service provision in IRC supported health facilities according to national, WHO or international standards through communication of standards, assessing and monitoring performance against standards and guiding and motivating staff to meet and maintain standards

  4. In collaboration with the Health Coordinator, monitor quality standards across all project sites of WISH and other projects identified for this position

  5. Provide timely and quality inputs to project design and funding proposals, including writing of technical narrative content, developing logframes, and budgeting.

  6. Provide technical supervision of all IRC health projects in designated region(s). Extend technical support and supervision to the IRC’s implementing partners when requested.

  7. Represent IRC at WISH consortium meetings and among key stakeholders including FMoH, RHBs, DFID and other donors and stakeholders.

  8. Participate in all relevant forums, working groups, and coordination meetings relevant to WISH and other thematic areas and effectively represent IRC

  9. Maintain documentation of relevant information and communicate to the health coordinator regularly

  10. Ensure that health interventions in Ethiopia adhere to IRC’s core policy documents and guidelines, including the Outcomes and Evidence Framework (OEF).

  11. Promote the quality of the IRC’s health programs by setting up quality assurance systems and checks in collaboration with the Addis and field based health staff.

  12. Perform other duties assigned by the health program coordinator

Program Management

Grant Management

  • Ensure that health grants are implemented according to internal IRC and donor regulations.

  • Participate in grant opening, midterm review and grant closing meetings for all health grants and ensure that the same process is implemented in the field.

  • Support field staff in use of grant management tools such as the budget tracking tools, activity progress monitoring tools, procurement plans, etc.

Budget Monitoring

  • Ensure that budgets are spent according to plan and as per contractual agreements with respective donors.

  • In collaboration with field staff, develop spending plans and monitor the implementation of these spending plans for each grant

  • Work with Health Coordinator and other relevant staff to streamline and build capacity of program staff to effectively use budget tracking tools.

  • Conduct monthly BVA reviews and make appropriate recommendations to the finance and logistics staff in Addis as well as to the field based health staff. Coordinate technical team inputs to, and directly provide inputs when needed to, project/budget amendments.

  • Work with finance to undertake budget recoding as required.

Monitoring & Evaluation

  • Ensure that the stated goals and objectives of all health projects overseen by the position are met with strong monitoring and evaluation follow up and reports are written and submitted to concerned bodies in a timely manner.

  • Participate in the design and delivery of robust M&E plans and design/adapt health information systems including surveillance systems for the IRC health programs in Ethiopia.

  • Review all reports prepared by the field staff in assigned region(s) and provide appropriate feedback to the concerned staff.

  • Prepare regular reports as required for the respective donors and for IRC New York Health Unit in consultation with the Health Coordinator.

  • Conduct regular project review meetings with field based staff to assess the level of achievement of project targets for the various health grants.

Human Resource Management

  • Participate in the staff development plans for project staff based on performance reviews in collaboration with the human resources department and contribute to the training of health staffs (mentoring, on-the-job sessions as well as formal trainings).

  • In consultation with the Health Coordinator and Admin & HR Coordinator, review applicants for all health positions and assist in the recruitment of qualified health staff**.**

Representation

  • Represent IRC to local communities, government departments, international agencies, local partners and donors as required.

  • Attend relevant meetings and prepare meeting notes as required and share these with all concerned.

Miscellaneous

  • Support with the updating of the IRC’s staff health protocols and train staff as necessary.

  • Other duties as assigned by the Health Coordinator.

Qualifications

Essential

  • Masters level education in health related field such as MPH. Must have health clinical background (nursing, health officer, MD)

  • Six years for Degree or Five years for post graduate professional experience in implementing and managing health programs and related budgets.

  • Demonstrated experience supervising, managing, and providing technical support and assistance to field-based program/project staff

  • Experience with an international NGO in a similar role is a plus.

  • Demonstrated experience in proposal development, including practical experience with budgeting, logframe development, and writing of technical descriptions

  • Excellent English writing skills (candidates will be asked to demonstrate these skills in a practical exam if shortlisted)

  • Excellent oral and written communication skills.

  • Strong organizational and interpersonal skills.

  • Ability to work effectively and efficiently both with minimum supervision and as part of a team.

  • Result oriented

  • Experience managing SRH projects.

  • Experience in conducting health assessments

SCOPE/JOB PURPOSE:

The MEAL officer is part of the Health team in Addis Ababa and the primary focus of the position is to engage in Monitoring and Evaluation of Women’s Integrated Sexual Health (WISH) projects in Ethiopia.

In addition to this the officer will contributes to overall health program quality through the developing different reporting tools, checking report completeness and timeline, coordinate different events in consultation with MEAL Manager. The MEAL officer directly reports to Health MEAL manager and also work closely with health unit staff.

RESPONSIBILITIES:

Technical

The MEAL officer is responsible to but not limited to the following duties:

Collection and compiling:

  • Compile health program data from all intervention woreda, conduct data quality checking with input from officers and managers, analyze data in consultation with health coordinator, document findings for recommendation and decision making in a timely manner

  • Support MEAL Manager in establishing health database for regular supervision and indicator information using Microsoft Excel /Access, EPI info and other software as required.

    Analysis and presentation

  • Monitor the project progress based on the selected indicators of the project.

  • In monthly bases check data quality (completeness, timeliness) in collaboration with MEAL Manager and project focal points

  • Prepare presentation for health projects performance review meeting

  • Update indicator matrix in collaboration with health managers and field MEAL officers

    Capacity building

  • Build the capacity of health program staff in the area of monitoring, data management and analysis through training and on job technical Support.

    Accountability and learning

  • Support health team in developing and documenting success stories of the health projects

  • Develop active and sustainable feedback mechanisms to or from HTU and field offices with regards to program monitoring tools and systems and beneficiaries/stakeholders as needed

  • Prepare key findings of the health project from monthly monitoring, assessment, and other learning activities and facilitate and participate in information sharing opportunities

    Data Storage/documentation

  • Work with MEAL Manager to check the availability of the right data on the hands of the right people at the right time

  • Ensure the existence of appropriate system for data storage, retrieval and analysis at all level

  • Support project teams in preparing and documenting success stories, best practices and cap statements

Coordination

  • Coordinate the implementation of the project evaluation/assessment such as baseline and annual survey, mid-term and final evaluation based on the needs.

  • Participate in the regular monthly, quarterly, biannual and annual reports development together with the Health team.

  • Participate in and/or lead project coordination and review meetings

Program Management

Grant Management

  • Assist Addis health team in managing program grant.

Budget Monitoring

  • Assist Addis health team in Monitoring Budget.

Monitoring & Evaluation

  • In close consultation with MEAL Manager and field based health managers ensure that all data management tools are properly prepared, recorded and kept.

Human Resource Management

  • Work closely with the Addis team, and health managers in the field.

AOB

  • Any other activities or duties deemed by Health coordinator and Health Managers

Key Working Relationships

Internal

  • Internally the MEAL officer will work closely with MEAL Manager, Addis health team, health Manager in the field, Logistics and Finance.

External

  • Federal Ministry of Health, Regional Health Bureau, Zonal Health Desk, Woreda Health office Health Workers and HEWs.

DESIRED REQUIREMENTS

Competencies

  • In addition to IRC core values/competencies: Diligence, attention to critical details, a keen sense of work priorities and resourcefulness in obtaining and researching important information;

  • Meets time-lines for all reporting and delivery of outputs

  • Results-based attitude, as well as excellent organization skills are a MUST

  • Strong Computer skills, with a good knowledge of MS Office Windows including Word, Excel, and Access would be an advantage.

  • Demonstrated behavior of professional and personal ethics, transparency and openness.

    Education/Experience/Language

  • Bachelors degree or M.Sc in health information technology, Statistics, Biostatistics, computer science or other related disciplines (Health Background is an added advantage)

  • Minimum Three years professional relevant experience for Bachelor degree and two for M.Sc holders

  • Experience in Monitoring, database design, entry and analysis.

  • Strong background in database management and technical knowledge on Ms excel and access.

  • Excellent analytical and report writing skill.

  • Experience of training at Local Government, NGO and community level is essential

  • Excellent communication skills, organizational skills and the ability to work in a team

Institutional Capacity Development for Quality Child Care and Protection (ICAP)

  1. Summary: 1.1 Purpose:

    To find out the exact extent to which the conditions identified by the baseline study have changed/been influenced through the implementation of Institutional Capacity Development for Quality Child Care and Protection (ICAP) in reference to the programme objectives, indicators and targets. The survey will provide detailed reference at the end of the project to compare programme achievements against the situation at the start of the intervention. At the minimum, it must answer all project indicators.

    The findings of the survey will provide the basis by which the projects performance, achievement and impact will be measured after the programme life as well as provide an opportunity to assess all partners’ performance and delivery of the ADA funded project and to improve future interventions through lessons learned and best practices generated through this programming.

The Austrian Development Agency (ADA) is the Operational Unit of the Austrian Development Cooperation (ADC). It is in charge of implementing all bilateral programmes and projects in ADC's partner countries and ad-ministers the budget earmarked for this. Another focus of ADA’s operations is education and information in Austria to convey the issue of development cooperation to a broader public.

The Austrian Development Agency cooperates with non-governmental organisations (NGOs) and combines official development assistance with numerous civil-society initiatives. This way, government and civil society make a joint contribution to poverty reduction and improving the conditions of life in developing countries.

The framework programme for Austrian NGOs is one of the various co-financing instruments in the collaboration with NGOs. The programmes are based on the NGO’s own initiatives and are directed at meeting the actual needs of the target groups in developing countries. Per definition, an ADA framework programme consists of coherent and interactive programme interventions with a common strategic and development objective (see Framework Programme Guidelines annexed).

1.3 Duration: 22 calendar days (see breakdown section below)

1.6. Deliverables:

Inception report and tools shared at the initiation of the assignment, a draft report for review and a final version of the report, including a presentation summarising the key findings, plus all data sets in soft copy. (See detailed timelines under section below)

1.7. Methodology:

The methodology should incorporate the following elements:

  • Desk research, including review of programme documents and baseline survey report

  • Individual meetings with SOS CV staff;

  • Household survey based on a representative sample in each of the six programme locations;

  • Semi-structured interviews with government representatives (at all levels) and religious community leaders will be conducted, based on an interview protocol to be developed by the company/individual.

  • Focus Group Discussion (FGDs) will be conducted in each of the programme locations with the target population groups.

    The methodology is expected to be developed further by the company during the inception phase, and shared with the SOS CV for review and approval.

  • Background Information**

ICAP is a three-year intervention representing the fourth phase of the framework programme. It is currently under its final year of implementation through a partnership between SOS Austria, SOS Children’s Village International (CVI), the National Associations SOS Ethiopia and SOS Uganda and local Community Based Organisations in cooperation with the Governments of Ethiopia and Uganda. The themes identified are in line with the current programmatic and strategic themes and model of SOS family strengthening programme (FSP) and ADA policies.

Overall objective of the framework programme (2016-2018) is to contribute to SOS Children's Villages global strategic objective 2020 (one child, one friend, one movement) to respond to the needs and rights of 1,000,000 most vulnerable boys and girls and enable them to grow in a caring and responsive family and community environment. The programme’s strategy is based on a process oriented approach, which is highly participatory, involving all stakeholders in defining needs and responses and which provides opportunity for communities to develop more detailed action programmes based on stronger knowledge and understanding of what is possible, what addresses needs most appropriately and what will work.

The main outcomes anticipated from this approach are:

a) an increased capacity of the target communities to organize, articulate their needs, negotiate interests and entitlements, plan and support their child care, protection and development initiatives;

b) the strengthening and/or creation of self-managed local institutions/community structures that support community-based child care and development initiatives;

c) the emergence of community-level extension agents or volunteers able to advocate for the rights of children and to mobilize resources to support their communities’ development priorities.

SOS Austria cooperates with the three project implementing partners: SOS Ethiopia, SOS Uganda and the Regional Office for Eastern and Southern Africa (IOR ESAF): IOR ESAF is located in Addis Ababa / Ethiopia and has a branch office in Nairobi / Kenya where the financial coordination of the ADA framework programme is located. The role of the SOS International Office Region (IOR) Eastern and Southern Africa (ESAF) in this project is to provide programme, financial and organisational support to National Offices / Member Associations (SOS Ethiopia and SOS Uganda) and strengthen measures for child protection, gender equality, transparency/accountability and anti-corruption. The IOR has also the role of monitoring and controlling the Member Associations operations and ensure compliance with federation (SOS CV) and donor policies and standards through advice, guidance, information, knowledge sharing and capacity development.

The framework programme that is 70% co-financed by the Austrian Development Agency (ADA), and 30% by SOS Austria is running from 01.01.2016 to 31.12.2018.

  1. Objectives

The specific objectives: To generate end-line data on knowledge, attitudes and practices in the programme are-as in both Ethiopia and Uganda. The survey will primarily establish end-line figures or status for the project indicators, analyse the findings and reflect on the positive or negative changes intended or unintended results.

The following are the issues and indicative framework for post-KAP and end line study

• To collect post information on all programme indicators.

• To document the implementation processes and how they are linked to the project deliverables

• To identify the intended and unintended outcomes, best practices, lessons learned as well as challenges arising from the implementation.

• Present conclusions and recommendations on the way forward for the follow up Intervention

• Assess sustainability of project results and outcomes

  1. Scope of work

The main purpose of the study is; to provide a reliable post project status which will measure the changes and progress of achievements against the baseline survey of follow up framework programme. The survey will also help assess programme results (output, outcome), lessons learnt and recommendations for the follow up programme. At the minimum, the survey should answer all programme indicators (please see logframe section be-low for more on indicators):

4.1. Some of the Key questions

  • Have all the indicators been realized?

  • Are the targeted indicators in the log frame improving or worsening compared to the baseline?

  • Are the changes between the baseline and the end line significant?

  • What is the status of achievement of the outcome targets?

  • Methodology

The endline survey will employ a quantitative study design. For every indicator every quantitative piece of data must be qualified by its corresponding qualitative and spatial data. The consultancy firm/consultant should propose a sample size (minimum 230 households in Ethiopia and Uganda) and the techniques intended to be used. Questions used in the endline survey should correspond to those conducted in the baseline survey and must provide answers to all programme indicators.

  1. Quality & Ethical Standards

The consultant/s shall take all reasonable steps to ensure that the survey is designed and conducted to respect and protect the rights and welfare of the people and communities involved and to ensure that the assessment is technically accurate and reliable, is conducted in a transparent and impartial manner, and contributes to organisational learning and accountability.

It is expected that the survey will respect the fundamental principles of SOS Children’s Villages

  1. Qualifications and Experience for Consultants

• Relevant academic degree (master level) in one or more of the following fields: Development Studies, Monitoring & Evaluation or a relevant, directly related discipline

• A minimum of five years’ experience and expertise in geographically and thematically closely-related projects

  • Geographically: Ethiopia, Uganda, Eastern African Countries;

  • Thematically: Community development, gender programming, green economy, socio-economic strengthening, etc.) (written testimonials of such need to be submitted with the application; one of the most sought after requirements for shortlisting)

• Team leader and member (s) have conducted at least three endline surveys/evaluations in the last five years, ideally in a relevant field (written testimonials of such need to be submitted with the application, this is also one of the most sought after requirements for shortlisting) and ideally as team leader in at least 1 evaluation (applicable to the team leader)

• Knowledge of Ethiopia and Uganda with focus on topics such as community development, gender programming, green economy, socio-economic strengthening, etc.

• Working experience in Ethiopia and Uganda

• Experience in project cycle management, expertise in evaluating cross-cutting issues, and social science research methods.

• Excellent oral and written English skills, and sound MS Office and IT skills

• Experience preparing and analysing a theory of change is an asset

• Proven track record in proposal writing is an asset

  1. Management of the Assessment

Duration: The Endline survey will commence on 10th December 2018 and end on 10th January, 2019 (22 calendar days).

Deliverables:

  1. Inception report detailing the end line survey design, methodology, sampling methodology & sample frame, survey tools, agreed budget and work plan. This should be delivered by 14 December 2018.

  2. Draft Endline Report and the raw data by 28 December 2018

  3. A power point presentation highlighting key findings from the end line survey to be presented at a feed-back meeting to be held after completing the draft repo**rt on** 3 January 2018

  4. Final Endline Survey Reports by 10 January 2019

  5. The final report outline should be as proposed:

    a. The executive summary to be written in a separate paper providing the bare essentials for decision-makers regarding the background, major conclusions in relation to the survey criteria, recommendations and lessons learned (total 1-2 pages).

    b. The main report (max. 15 pages plus a list of abbreviations) of which a substantial part will be the main conclusions and recommendations. These should be substantiated with more detailed information only to the extent necessary. Detailed findings should be referred to the annexes. Conclusions and recommendations in the main report should have references to the relevant findings in the annexes.

    c. The annexes should provide all information necessary to substantiate major conclusions and recommendations in the main report. The Terms of Reference, the team‘s itinerary, list of persons interviewed, and list of documents used should be annexed.

  6. Copies of original and cleaned data sets with codebook. The raw data, the database which has been cleaned (both qualitative and quantitative, including original field notes for in-depth interviews and focus group discussions, as well as recorded audio material), should be submitted together with the report. A simple inventory of material handed over will be part of the record. SOS CV will have sole ownership of all final data and any findings shall only be shared or reproduced with the permission of SOS CV.

8.1. Assessment Management Team:

The assessment management team shall consist of SOS CV Austria - Programme Coordinator & SOS CVI - Regional Grants Advisor, in addition to service procurement committee of SOS CVI – Regional Office

They shall ensure that the deliverables agreed upon and approved in the inception report are achieved on time.

Role of SOS CV (SOS CV Austria & SOS CV International office in the Region)

• Lead the recruitment and survey process

• Coordinate the assessment implementation process through the SOS CV

• Review of assessment products including tools and reports

• SOS CV will organise logistics for the assessment team

• Avail data collectors within agreed criteria

• Avail all necessary documents for desk review

• SOS CV will be the link between the community and the consultant

• Will be the custodian of all data generated from the assessment

• Organize dissemination forums as necessary

• Review and give feedback on all endline products

• Fund the activity budget

• Final approval of the report

  1. Application Requirements

To apply, the consultant shall prepare in writing both technical and financial proposals and submit them adhering to the outline in Annex 1. The financial proposal SHOULD BE SENT IN A SEPARATE FOLDERS FROM THE TECHNICAL PROPOSAL.

Please also note that the people whose names appear in the team composition template should be the ones to undertake the assessment. As such, they should be the ones to appear in person if the proposal moves to the interview stage.

The Technical Proposal should comply with the outline provided in Annex 1 while the financial proposal shall conform to the template provided in Annex 2. Team composition should conform to Annex 3.

Failure to adhere to any of these requirements will lead to automatic disqualification or breach of contract if the work has begun.

SOS CV reserves the right to cancel the contract if, convinced that the consultant is in breach of the terms and conditions including those approved in the inception report.

Background

The Institute for Peace and Security Studies (IPSS) is an African institution with the mission to promote peace and security in Ethiopia and Africa through education, research, and professional development. The Institute trains skilled professionals in conflict prevention, management and resolution as well as in peacebuilding, and promotes the values of a democratic and peaceful society.

The Peace and Security Report Unit (PSRU) at IPSS is looking for a qualified researcher to produce:

  1. Countries conflict insight reports
  2. Periodic reports on crosscutting Peace and Security issues in Africa

Objective

The researcher will conduct desk-based data collection and primary data collection, and analysis to produce countries conflict insight reports, countries conflict timeline documents and periodic reports on crosscutting peace and security issues in Africa.

Responsibilities

  • Research on conflict dynamics, causes, actors, interventions and their impact.
  • Data gathering and analysis to produce the conflict insight reports, conflict timeline documents, and periodic reports.
  • Develop scenarios on the trends of conflicts in the target countries.
  • Engage in any other activities related to the African Peace and Security Programme (APSP) as assigned by their respective supervisors.

Qualifications

  • MA in social sciences, preferably in peace and security studies, political science, global studies, development studies or any other related field of study.
  • Excellent knowledge of the African development landscape in the field of peace and security
  • Excellent writing and research skills.
  • Very good knowledge of ICT tools for data collection.
  • Excellent written and verbal communication skills in English and French
  • Minimum one-year work experience in similar research activities.
  • High academic performance is an added advantage.

Position Title: Consultant - Earth Construction Specialist

Duty Station: Gembella, Ethiopia

Type of Appointment: Consultancy, Three months with possibility of extension

Organizational Context and Scope:

Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. IOM is committed to a diverse and inclusive environment. Under the overall supervision of the Emergency and Post-Crisis (EPC) Programme Coordinator, and direct supervision of the Emergency and Post-Crisis (EPC) Shelter/Non-Food Item Project Manager in close coordination with the IOM Gambella Head of Sub-Office, the successful candidate will support IOM Shelter team in piloting and constructing transitional shelter made of earth in Gambella region. In addition to this he will support in training delivery on the same topic and the capitalization of the intervention.

Responsibilities and Accountabilities

OBJECTIVE:

With the overall goal of providing a transitional shelter to 50 refugees families in Gambella area, IOM aims to conduct a pilot project using mud bricks constructions through:

  1. Surveying and testing all the different available kinds of earth in the surrounding area;

  2. Providing 50 safe, comfortable and hygienic independent living units;

  3. Through specific trainings, enable 210 local people (refugees and Host community) to build using adobe technique;

  4. Provide training on earth architecture focusing on building back safer using locally available materials and ownership.

  5. Testing a new model of sustainable and locally produced shelter.

ACTIVITIES:

  1. Preliminary investigation: an expert in earth building construction techniques will test and evaluate different kinds of soil available in the area: near to river loops, in the deep ground, from termite nests and others. Local people, especially potters, will be involved.

  2. Experimental production of 2000 blocks. Half will be produced with a mechanical press, half in wooden molds. At the end the cost-benefit ratio will be evaluated for both and the best will be chosen.

  3. [only if needed] Experimentation on stabilized earth. These will be necessary if the quality of all the analyzed soils will be unsatisfactory by itself. In this case the following stabilization mixtures will be tested: cement, lime, glue and bitumen.

  4. Proper decommissioning of excavation pits including filling with appropriate material.

  5. Design of the shelters: on the base of the mechanical and physical characteristics of the produced blocks, the shelter will be designed and dimension-ed following the shelter strategy for refugees (UNHCR/ARRA).

  6. Production site organization: facilitate and give instruction for workshop preparation - a water tank is installed, and the provision of water is planned; a flat area is prepared; storage places are arranged; shadows to cover the workers are provided.

  7. TOT in blocks production: 10 local people (refugees and/or host community) will be trained in blocks production. The best performing 5 of them will be the supervisors.

  8. Training in blocks production: 100 people (refugees and/or host community) will be trained in blocks production.

a. Blocks production and storage: the blocks for all the buildings are produced and stored under plastic sheets. The workers are paid by number of acceptable blocks produced, dried and stored.

  1. TOT in wall construction: 20 local people will be trained in masonry work. The best performing 10 of them will be the building supervisors.

  2. Training in wall construction: 100 people will be trained in masonry work.

a. Foundations building: 10 shelters will have a stone foundation, the other 40 will be in stabilized or normal blocks.

b. Walls building, including setting out, plumbness, spanning of openings (doors and windows), framework.

c. Roofing: grass roofs will cover a wooden structure in all the buildings. Already trained professionals will do it.

  1. Ensure cross-cutting issues are integrated in the Shelter and WASH programming such as GBV, Accountability to Affected Populations (AAP), Environment and other cross cutting issues related mainstreaming during the course of the field activities.

  2. Perform such other duties as may be assigned.

REPORTING AND DELIVERABLE

  1. During the time of the consultancy the expert is accountable and reports to IOM in Addis Ababa. In particular the consultant is expected to deliver the below reports:

a. Overall activity report with the step of implementation of the constructions, preliminary analysis and tests of the type of soil, justification of the selected typology of blocks, design, training of carpenters and completion of works. In the same report the consultant should highlight lesson learned. Deliverable time frame after 2 weeks from the end of the consultancy

b. SoPs for the selected shelter implementation. Deliverable time frame after 2 weeks from the end of the consultancy

c. Training manual on Building back safer focusing on local building culture Deliverable time frame after 2 weeks from the end of the consultancy

d. Progress report (by email) every week

EXPECTED TIME FRAME FOR THE ASSIGNMENT: Three Months

Experience

  • Required Qualifications and Experience University degree in Architecture with ten years of relevant professional experience Experience
  • At least 10 years of experience in earth construction
  • Experience in working in Ethiopia
  • Knowledge of other best practices in sustainable building construction
  • Experience in knowledge transfer related to the subject of the project
  • Excellent communication skills Excellent command of English both orally and in writing.

Languages

  • Thorough knowledge of English is required. Knowledge of other local languages will be advantageous.

Overall purpose of the role

In September 2017, a regional Protection Cluster was launched in the Somali region of Ethiopia with the aim of coordinating and enhancing humanitarian protection efforts within the region. The Protection Cluster Co-Facilitator will work directly with the Somali Region Disaster Preparedness and Prevention Bureau, the Bureau of Women and Children Affairs and UNHCR – the latter of which is the lead agency responsible for the overall implementation of the protection cluster in accordance with IASC guidelines on cluster leadership and accountability. The position will lead in ensuring effective management of the regional-level Protection Cluster, in enhancing the capacity of Somali regional and local authorities as well as international humanitarian partners to identify, mitigate and response to protection risks within the region, in reinforcing the accountability of humanitarian response towards beneficiaries, and in supporting, and guide the EHF-funded Mobile Protection Teams within the region.

Responsibilities

Promote and Support Accountability to Affected Populations

· Support timely and coordinated action by cluster participants to meet the protection needs of IDPs and affected populations in the region.

· Support the establishment and maintenance of effective coordination mechanisms and tools, including making sure information and data management are established and maintained with cluster participants, government counterparts and donors.

· Secure commitments from humanitarian partners in responding to needs and filling gaps, ensuring an appropriate distribution of responsibilities within the protection cluster, with clearly defined focal points for specific issues where necessary.

· Represent the interests of the protection cluster in discussions with stakeholders on prioritization and resource mobilization, in accordance with agreement with UNHCR.

· Develop and update response strategies and action plans for the sub-national protection cluster and ensuring that they are adequately reflected in overall country and regional-level strategies.

Capacity Building, Trainings and Promotion of Protection Mainstreaming

· Ensure the integration of protection issues in sectoral needs assessment, analysis, planning, monitoring and response.

· Ensure gender-sensitive programming and promote gender equality.

· Ensure that the needs, contributions and capacities of women and girls, as well as men and boys are addressed.

· Support the development and dissemination of beneficiary selection and vulnerability criteria and guidance.

· Support training of staff and capacity building of mobile protection teams, humanitarian partners and government staff on protection mainstreaming and other technical protection issues as identified as priority by the Cluster.

· Support efforts to strengthen the capacity of the local authorities and civil society.

· Organizing and delivery of technical and substantial training and capacity building for local authorities and cluster members on use of inter-agency tools and systems.

Monitoring, Reporting and Analysis

· Direct and support the activities of Mobile Protection Teams in Somali region, to ensure adequate coverage, analysis, reporting and quality in service mapping and delivery. This will include monitoring visits and on-the-job mentoring to the relevant areas of implementation;

· Promote integration of data and analysis from other protection and IDP assistance programs under implementation in Somali region, such as the Displacement Tracking Matrix.

· Support reporting on the protection activities and functioning of information management system for the Protection Cluster, with a focus on IDP movements, mapping, analysis and data management.

· Support the national Protection Cluster in the application of inter-agency tools, database development, and programming of protection inputs as necessary.

· Ensure effective and coherent sectoral needs assessment and analysis.

· Provide assistance in the development of protection, reporting/vulnerability assessment formats, procedures and criteria in consultation with local authorities and cluster member organizations.

· Ensure adequate, disaggregated reporting and effective information sharing, with a focus on robust and contextualized analysis.

Engage with Authorities and Partners to Address Key Protection Concern

· Coordinate closely with all relevant government and non-government stakeholders, including relevant regional, zonal and woreda authorities, as well as other relevant inter-agency forums such as the Inter-Agency Cluster and the Somali Region CP/GBV Sub-Cluster.

· Ensure adequate contingency planning and preparedness for new emergencies.

· Identify core protection concerns, including resource requirements, and contribute key messages to broader initiatives of the national Protection Cluster and other actors.

· Support engagement and resource mobilization efforts for implementation of protection related to relief, return and recovery efforts for IDPs.

· Engage with donors to fund humanitarian actors to carry out priority activities while encouraging sectoral group participants to mobilize resources for their activities through their usual channels.

Application of Standards

· Ensure that sub-national Protection Cluster participants are aware of relevant policy guidelines, technical standards and relevant commitments that the Government of Ethiopia has undertaken.

· Ensure that responses are in line with existing policy guidance, technical standards, and relevant Government legal obligations.

Reporting Arrangements

The Protection Coordinator reports to the Head of Program.

Person Specification

Experience and technical competencies:

· Postgraduate degree in international law, social sciences or related field

· Excellent understanding of protection issues in emergency situations and detailed knowledge of humanitarian principles, guidelines and laws.

· Excellent leadership, coordination, capacity building, planning and analytical skills.

· Minimum of 4-5 years proven experience working on protection related issues in humanitarian environments, including provision of technical advice to field teams.

· Excellent representation skills including the development of strong interpersonal relationships to facilitate communication within the cluster.

· Self-motivated and excellent observant of protection issues.

· Proven ability to live and work in an unstable, insecure environment.

· Proven experience with IMS, emergency protection monitoring, documentation and analysis of protection data, cluster coordination, child protection, set of community protection networks.

Languages:

· Excellent verbal and written English.

· Knowledge of Somali an added advantage.
