Purpose

To provide technical assistance and operational support to Afar Regional Health Bureau in the planning, implementation and monitoring of the overall RMNCAH, EPI, Emergency Health programs in line with the newly developed Pastoralist HEP strategy in the region, including the scaling up of ARIDA devices utilization or pneumonia diagnosis in selected ARHF sites.

Specific Tasks

Under overall guidance and supervision of Health Program Officer/ CFO, UNICEF Semera FO:

  • Conduct situational analysis of Afar region in terms of bottleneck, burden of pneumonia, and its level of management.
  • Support RHB in planning and implementation of the overall MNCH, EPI, health emergency and Pastoralist HEP including utilization of ARIDA devices or pneumonia diagnosis in Afar region
  • Support the scaling up of ARIDA devices utilization or pneumonia diagnosis in selected ARHF sites.
  • Support the introduction of ARIDA devices in terms of training, mentoring, and skill development of the front-line health work force including HWs & HWs in the region.
  • Provide capacity building to woreda health managers, PHCU directors and planning departments on equity based analysis and performance reporting, focusing on maternal and child health programmes
  • Conduct primary data analysis using the routine HMIS data, EDHS and other source like and Birth and Death Notification to produce MNCH specific health information for decision-making
  • Submit well analysed and complied reports to the RHB and UNICEF Afar Field offices based on the set regular schedule - weekly, monthly, quarterly, semi-annual and annual bases.
  • Conduct program monitoring and follow up of Health workers trained with use of ARIDA for pneumonia diagnosis.
  • Prepare Human interest story and Donor reports during and after implementation of ARIDA.
  • Support Afar RHB in introduction and implementation of Revitalized HEP to reach the unreached community.
  • Support RHB in Afar Filed office in planning, implementation, monitoring and reporting regular annual work plan Maternal and child health interventions.
  • Conduct any additional assignment given by his immediate supervision, UNICEF Afar Field office health program officer and deliver it in timely manner.

To qualify as an advocate for every child you will have…

  • *A first University Degree inone of the disciplines relevant to the following areas: Public Health, Medicine, Health Research, International Health, Health Policy and Management, Family Health, Epidemiology, Biostatistics, Socio-medical Sciences, Health Education, Health Promotion and Disease Prevention, Educational Interventions in Health Care, Nursing or a field relevant to international development assistance in Health.
  • A minimum of five (5) years of relevant professional experienceat the national and international levels in planning, programming, implementation monitoring and evaluation of technical cooperation programmes related to Health. Professional work experience in a technical expert position in child survival & development, health care.
  • Experience working in the region and knowledge on the local language is an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

The ATTSVE project is a six year, $18 million DFATD funded project lead by the Dalhousie University, International office of the Faculty of Agriculture. The project is designed to enhance the capacity of the Ethiopian Agricultural Technical Vocational Educational Training (ATVET) system to educate and prepare skilled, competent technical graduates. Four ATVET colleges have been selected for focused training and investment, with the intent that they will become leaders in change, sound institutional management and innovation, while at the same time serving as models for teaching and curriculum reform and demand-driven programming for the ATVET system.

The Programme Manager, ATTVSE project ensures the active and effective implementation of the ATTSVE project in partnership with implementing partners and four ATVETS and other. Key activities include: project management and coordination; liaising with ATVETs and coordinating ATVET-based project activities of all implementing partners, relationship building among ATVETs and partners, staff management.
 
Duties:
  • Coordinates ATVET partner meetings, learning events and exchanges
  • Undertakes regular follow-up and monitoring of the ATTSE project activities based at the ATVETs, gathers relevant information for project reporting, evaluation and monitoring, provides this information to In-Country Office manager and Dalhousie Project Coordinator.
  • Works with ATVET partners in designing and implementing strategies for innovative alliance and partnership building aimed at maximizing efficiencies and synergies from collaborative action.
  • Liaises with ATVETs and coordinates project activities of all implementing partners for effective implementation modalities and achievement of  results
  • Develops In-Country information dissemination strategy and leads this activity.
  • Ensures adequate and timely support for visitors to the project sites as well as coordinate scheduling of the visits.
  • Identifies critical issues in the implementation of ATTSVE project and takes the necessary actions to address problems and constraints.
  • Supports ATVET partners in the preparation of narrative reports - annual and quarterly.
  • Facilitates the establishment of links and positive relationships with relevant government offices/authorities in the various regions where the project is implemented.
  • Manages programme staffs and coordinators
  • Financial duties including checking financial reports and acting as bank signatory if required.

Objectives

Under the overall guidance and supervision of the Emergency Hub Coordinator in the Zone(s) or CLIENT Oromia Field Office, the Emergency WASH Consultant is responsible for the overall coordination, planning, implementation, monitoring and reporting of CLIENT support for emergency interventions for the IDPs and host communities in the various woredas of the Zone(s).

Justification

Given the persistent and reoccurring humanitarian emergencies in the region, and the existence of IDPs in five zones and 420 sites is a demanding task in the IDP response in the region.

Since September 2017, the IDP response interventions in the region was being implemented and monitored by the existing field office staff and these creates an additional burden on the existing staff due to the overall work load of meeting the needs of the emergency response to the IDPs, drought and implementation of the on-going regional emergency and development programs.

As the humanitarian situation in the region is continuing and CLIENT is planning to scale up its response in quality and magnitude to meet its Core Commitment to Children in Humanitarian Action, covering these role and responsibilities with the existing field office staff becomes unworkable. Hence, there is a pressing need to seek WASH emergency officers to undertake the roles and responsibilities for improving the quality of the service delivery through strengthening/ establishing/ zonal and woreda level sector coordination, ensuring implementation of the responses as per the SPHER standard and national guidelines and regular monitoring and reporting of the responses at all levels.

Specific Tasks

The Consultant will be responsible to lead and support Emergency WASH in the following areas:

  • Provide technical support to water supply and sanitation construction works
  • Ensure that the WASH project plans, drawings or sketches are well understood by the project management consultants or technical personnel assigned either from the regional government /local authorities or construction contractor and sub constructors, provide implementation guidelines and give feedback; Identify problems, if any and propose remedial actions in consultation with CLIENT field office and ORWB ;
  • Monitor and evaluate progress of WASH construction projects against agreed implementation plans. active engagement in terms of following up on the progress, providing the needed support Accordingly, remedial measures are taken towards accelerating implementation and improving quality of services.
  • Support zonal and woreda water and health offices in emergency contract administration for construction / rehabilitation and maintenance of water supply and sanitation facilities in IDP sites and host communities
  • Build capacity of zona and woreda water office staff on maintaining water quality (disinfection of water sources, testing water quality for water trucking and water sources, use of household water treatment chemicals) etc.
  • Build the capacity of zonal and woreda water office staffs in data collection, compiling and reporting
  • Support zonal and woreda level WASH sector and multi-sector coordination for IDP response – play cluster coordination role at zonal level in the absence of the regional cluster coordinator.
  • Ensure WASH services are provided in line with the minimum national and SPHER standards.
  • Ensure that WASH supplies are delivered to the respective users on time and site level reports are submitted timely and identify logistics gaps and quickly report to CLIENT and RWB/RHB for immediate response.
  • Prepare emergency WASH situation update and monthly activity report based on the reporting template to be shared.
  • Represent CLIENT WASH in a zonal/woreda level task forces and other meetings.
  • Work closely with water truck monitors, WASH NFI monitors and Mobile Maintenance Team ( MMT) and ensure water trucking operations are providing efficient and quality services, NFIs are distributed to the end users on time, water and sanitation facilities are rehabilitated as per their respective TORs.
  • Prepare and organize donor and other visits as required and prepare programme and site briefs for the visits to the zones/woredas and IDPs sites.
  • Conduct periodic supportive supervisions to the IDP sites and host communities to provide the necessary technical support and to inform decisions.

Expected Deliverables

Monthly written progress report on the implementation of WASH construction works including quality assessment based on joint construction plan and on progress of quality assurance monitoring plan Monthly reports to include Problems encountered

  1. Submit bi weekly emergency WASH situation update and monthly activity report based on the reporting template to be shared.
  2. Submit monthly report on technical support provided to water and health offices on study and design document preparation for water supply and sanitation construction works
  3. Submit minutes and action points from sector coordination meetings and events and follow up the action points for its implementation.
  4. Submit periodic water quality (disinfection of water sources, testing water quality for water trucking and water sources, use of household water treatment chemicals) monitoring reports.
  5. Disseminate national and SPHER minimum standards for all involved in IDP responses and follow up its implementation.
  6. Prepare IDP sites and relevant stakeholders for donor and other visits as required and prepare programme and site briefs for the visits in consultation with WASH PO.
  7. Submit IDP sites monitoring and supportive supervision monthly reports using the standard templet.
  8. Submit monthly reports of capacity building/ trainings to WASH Comittees and operators
  9. Follow up and communicate with the field office of any gap related to water truck monitors, NFI monitors and Mobile maintenance team.
  10. Provide inputs to the site level 4W reporting matrix as deemed necessary.

Wetlands International – Ethiopia Country Program
Since 2010, Wetlands International has been active in Ethiopia jointly working with humanitarian & development organizations to ensurecommunity stability and resilience through strategic interventions for water security and disaster risk reduction. This involves direct field interventions, institutional capacity building and advocacy for food security, water security and ecosystem rehabilitation. We also work to ensure an integrated approach to wetland landscape management. We bring  different stakeholders together to assist them in bringing together water management, conservation, disaster risk reduction, WASH and sustainable agriculture.
 
Within the Ethiopian Rift Valley we assess the vulnerability of Critical Sites in the Ethiopian Rift Valley to climate change. In so doing, we focus on the development of a coherent and climate resilient network of protected or otherwise managed areas that are internationally important for the conservation of migratory waterbirds in the African-Eurasian flyway and thus contribute to the implementation of the relevant resolutions of the African-Eurasian Waterbird Agreement. 
 
The Opportunity
The Ethiopia Country Program seeks a Programme Managerto represent Wetlands International in Ethiopia and to lead and further assist in nurturing and developing our growing programme portfolio, guided by the Wetlands International East Africa strategy. TheProgramme Manager, Ethiopia, will be responsible for the successful programme and project implementation, provide strategic guidance and coaching to in-country staff, ensure uptake of the Wetlands International track record and knowledge base among staff, ensure maximum synergies between projects in same geographical locations, ensure sound operational and financial management and compliance with internal policies and procedures and directly contribute to implementation when needed. The Programme Manager will work closely with other Programme staff to ensure effective delivery of the results and objectives.
 
The Programme Managerwill be an experienced project and partnership manager. S/he will have a proven track record of multi-partner, multi-annual projects, strong environmental expertise and a good understanding of not only of the public and private sector but also non-governmental organisations complemented with a relevant network. S/he will have a good understanding of wetlands issues at all relevant scales and is well able to  confidently profile Wetlands International as an authority in wetlands issues.  

RESPONSIBILITIES
 
Programme development
  • Identify needs and opportunities for further Programme development in line with the Wetlands International East Africa/Ethiopia Strategy and work with the Ethiopia team, Director East Africa and other staff in the network to develop new concept notes and mobilise resources
  • Identify and establish partnerships with potential  strategic partner organisations strategic  for Programme delivery and growth
 
Programme representation/ partnership development
  • Manage and nurture the in-country partnerships with Partners (Netherlands Red Cross, Ethiopian Red Cross, Red Cross Climate Centre, Cordaid and local partners, EWCA, EWNHS, RVBA) and the Netherlands Embassy in Ethiopia. 
  • Represent Wetlands International at key fora including consultations, negotiations, meetings, workshops and briefings
 
Operational management
  • Responsible for the implementation of the projects in Ethiopia including:
    • Line manage and provide strategic guidance to in-country Wetlands International staff including the integration of technical and financial project management.
    • Provide coaching and backstopping to staff where needed
  • Support staff to deliver strategic and operational work-plans for the implementation of projects in Ethiopia 
  • Oversee staff to ensure timely implementation and delivery of outputs, ensuring high quality, relevance and technical accuracy in accordance with project documents, annual work plans and procedures of Wetlands International
  • Lead on and ensure the collection, collation and reporting of all project data and documents, including timely submission of quality reports according to the agreed formats and deadlines
 
Financial management
  • Ensure the Program/Project budgets are utilised and monitored to maximise impact in accordance with all Wetlands International internal controls and donor agreements
 
Communication
  • Maintain appropriate and effective communications with project staff in Wetlands International and in the region (Kenya, Tanzania, Uganda, South-Sudan), with project managers at Wetlands International Head office and with other stakeholders

The intern will work in the Partnership and Communications Unit under the direct, overall supervision of Partnership and Communications Team Leader and will assist in producing a range of print, online publications and visibility items.

Functional Responsibilities

1. Specific intern responsibilities include, but are not limited to:

  • Writing high-quality copy for external news stories, newsletters, fact sheets and web content, proposal;
  • Media relation and press release including translation;
  • Assisting with research for the annual report and other publications;
  • Liaising with Ethiopia Operational Hub and country office focal points and project managers to secure information and images for communications materials;
  • Assisting with the distribution of communications products;
  • Researching and analyzing information on field projects;
  • General administration and support;
  • Reporting to and perform other duties as requested by the communication focal point.

2. Training components and learning elements

The intern will have a hand on experience in communication and media relation. The intern will be attending UN Communication Working Group and will be able to learn how UN agencies coordinate, and how other UN agencies operate in terms of communications.

3. Participation in missions or training courses

The intern will be part of the team and will participate in any training available if the content is applicable for the position.

Required Qualifications

Academic qualifications

Completed university degree or significant course work (if degree still ongoing) in journalism, communications, development or a related field.

Language Skills

Applicants must be fluent in English and French and should be comfortable in reading and writing in both languages.

Computer Literacy

Strong Microsoft Office Suite skills, additional knowledge of Adobe illustrator, Adobe Design and Photoshop is desirable.

Internship-related experiences

For an internship, no work experience is required.

Excellent organizational skills, attention to detail and determination to meet deadlines are required.

Objectives

Under the overall guidance and supervision of the Emergency Hub Coordinator in the Zone(s) or CLIENT Oromia Field Office, the Emergency WASH Consultant is responsible for the overall coordination, planning, implementation, monitoring and reporting of CLIENT support for emergency interventions for the IDPs and host communities in the various woredas of the Zone(s).

Justification

Given the persistent and reoccurring humanitarian emergencies in the region, and the existence of IDPs in five zones and 420 sites is a demanding task in the IDP response in the region.

Since September 2017, the IDP response interventions in the region was being implemented and monitored by the existing field office staff and these creates an additional burden on the existing staff due to the overall work load of meeting the needs of the emergency response to the IDPs, drought and implementation of the on-going regional emergency and development programs.

As the humanitarian situation in the region is continuing and CLIENT is planning to scale up its response in quality and magnitude to meet its Core Commitment to Children in Humanitarian Action, covering these role and responsibilities with the existing field office staff becomes unworkable. Hence, there is a pressing need to seek WASH emergency officers to undertake the roles and responsibilities for improving the quality of the service delivery through strengthening/ establishing/ zonal and woreda level sector coordination, ensuring implementation of the responses as per the SPHER standard and national guidelines and regular monitoring and reporting of the responses at all levels.

Specific Tasks

The Consultant will be responsible to lead and support Emergency WASH in the following areas:

  • Provide technical support to water supply and sanitation construction works
  • Ensure that the WASH project plans, drawings or sketches are well understood by the project management consultants or technical personnel assigned either from the regional government /local authorities or construction contractor and sub constructors, provide implementation guidelines and give feedback; Identify problems, if any and propose remedial actions in consultation with CLIENT field office and ORWB ;
  • Monitor and evaluate progress of WASH construction projects against agreed implementation plans. active engagement in terms of following up on the progress, providing the needed support Accordingly, remedial measures are taken towards accelerating implementation and improving quality of services.
  • Support zonal and woreda water and health offices in emergency contract administration for construction / rehabilitation and maintenance of water supply and sanitation facilities in IDP sites and host communities
  • Build capacity of zona and woreda water office staff on maintaining water quality (disinfection of water sources, testing water quality for water trucking and water sources, use of household water treatment chemicals) etc.
  • Build the capacity of zonal and woreda water office staffs in data collection, compiling and reporting
  • Support zonal and woreda level WASH sector and multi-sector coordination for IDP response – play cluster coordination role at zonal level in the absence of the regional cluster coordinator.
  • Ensure WASH services are provided in line with the minimum national and SPHER standards.
  • Ensure that WASH supplies are delivered to the respective users on time and site level reports are submitted timely and identify logistics gaps and quickly report to CLIENT and RWB/RHB for immediate response.
  • Prepare emergency WASH situation update and monthly activity report based on the reporting template to be shared.
  • Represent CLIENT WASH in a zonal/woreda level task forces and other meetings.
  • Work closely with water truck monitors, WASH NFI monitors and Mobile Maintenance Team ( MMT) and ensure water trucking operations are providing efficient and quality services, NFIs are distributed to the end users on time, water and sanitation facilities are rehabilitated as per their respective TORs.
  • Prepare and organize donor and other visits as required and prepare programme and site briefs for the visits to the zones/woredas and IDPs sites.
  • Conduct periodic supportive supervisions to the IDP sites and host communities to provide the necessary technical support and to inform decisions.

Expected Deliverables

Monthly written progress report on the implementation of WASH construction works including quality assessment based on joint construction plan and on progress of quality assurance monitoring plan Monthly reports to include Problems encountered

  1. Submit bi weekly emergency WASH situation update and monthly activity report based on the reporting template to be shared.
  2. Submit monthly report on technical support provided to water and health offices on study and design document preparation for water supply and sanitation construction works
  3. Submit minutes and action points from sector coordination meetings and events and follow up the action points for its implementation.
  4. Submit periodic water quality (disinfection of water sources, testing water quality for water trucking and water sources, use of household water treatment chemicals) monitoring reports.
  5. Disseminate national and SPHER minimum standards for all involved in IDP responses and follow up its implementation.
  6. Prepare IDP sites and relevant stakeholders for donor and other visits as required and prepare programme and site briefs for the visits in consultation with WASH PO.
  7. Submit IDP sites monitoring and supportive supervision monthly reports using the standard templet.
  8. Submit monthly reports of capacity building/ trainings to WASH Comittees and operators
  9. Follow up and communicate with the field office of any gap related to water truck monitors, NFI monitors and Mobile maintenance team.
  10. Provide inputs to the site level 4W reporting matrix as deemed necessary.

 Expected background and Experience

Qualification and competencies

  • University degree in one of the disciplines relevant to the following areas: Water engineering, Civil Engineering, Hydrology, Sanitation Engineering and related fields.

Work Experience

  • A minimum of five (5) years of progressively responsible practical experience working in emergency WASH and contract management
  • Training/experience in emergency response and management highly desirable.
  • Very good working skill in reading designs and knowledge in computer data analysis and reporting

Language Proficiency 

  • Fluency in written and speaking English is mandatory. Local language (Afaan Oromo) is an asset

Chemonics seeks a chief of party for the anticipated USAID Land Governance project in Ethiopia. The activity’s overall objective is to assist the Government of Ethiopia, its regions, and its citizens in strengthening land governance, increasing incomes, reducing conflict, and supporting well-planned urbanization, thereby contributing to the country’s transformation plan. The chief of party will be responsible for technical leadership, administrative oversight, and overall coordination of the activity. This position will be based in Addis Ababa, Ethiopia. Responsibilities include:

  • Provide overall project leadership through strategic planning, management, and technical implementation
  • Manage staff and ensure that the USAID Land Governance project meets stated goals and reporting requirements
  • Ensure the quality, timeliness, and efficiency of all products and activities generated under the project
  • Serve as the principal institutional liaison with USAID and key stakeholders

Qualifications:​

  • Advanced degree (master’s level or equivalent) in land tenure, land administration, land use planning, land management, or another relevant field required
  • 10 years of experience in complex land administration or land tenure projects targeting topics such as land policy, customary land tenure systems, land use planning, and land administration
  • Detailed knowledge and understanding of pastoral/grazing issues, customary land, peri-urban land tenure challenges, legal and policy reform, and land information systems, especially in Ethiopia
  • Demonstrated experience and skill in leading large teams of specialists in multiple disciplines; in collaborating with and providing regular written and oral results reports to senior government officials; in managing financial resources; and in interpreting and applying complex rules, regulations, and procedures
  • Proven negotiation ability and flexibility to navigate through acceptable solutions while working with host government officials and other partners in a politically sensitive environment
  • Experience in leading the implementation and monitoring of complex donor-funded projects with similar budgets and scopes
  • Excellent communication skills, both interpersonal and written, to fulfill the diverse technical and managerial requirements of the contract
  • Experience working in East Africa highly desired
  • Demonstrated leadership, versatility, and integrity​

Ensure a comprehensive funding strategy in place and meet organisational funding targets to effectively support delivery of development programmes. Including, but not limited to:

• Researching and analysing donor funding priorities as well as keeping informed on available funding opportunities in the various sectors and geographical areas of Concern’s programming in Ethiopia.

• Formulation of short, medium and long term funding strategy for programmes in consultation with the Senior Management Team and headquarters.

• Ensuring submission of high quality proposals to meet the funding requirements of development programmes

Provide strategic guidance and management of teams for effective implementation of development programmes

• Ensure that all programme implementation is guided by result based management principles and have effective planning and implementation review processes in place.

• Line manage programme managers and area coordinators ensuring performance objectives are aligned to programme delivery and are achieved.

• Lead on resource planning for development programmes including assisting in HR planning, recruitment and staff development.

• Identify areas of learning and good practice, sharing with internal and external stakeholders.

Donor and Grant Management

• Track programme implementation progress, programme context and provide regular updates to Country Director and SMT.

• Coordinate with programme managers, finance and support departments to ensure timely grant utilisation and compliance with donor requirements.

• Develop an annual reporting calendar for development programmes and lead in ensuring that good quality reports are submitted in line with donor requirements.

As a member of the Senior Management Team, provide effective leadership to the organisation. Including, but not limited to:

• Active participation in Senior Management meetings, contributing significantly to decisions on policy and strategic direction.

• Ensuring that the policies and strategies of Concern Worldwide are incorporated in our work as well as proposing, updating and implementing changes to existing policies and strategies within Ethiopia programme.

ROLE PURPOSE:

The security environment in Ethiopia is complex and dynamic due to conflicts between tribal and ethnic groups; the rise of extremism in the region; the prevalence of arms; the presence of illicit trade; poverty; lack of visible improvements in living standards; banditry. The changing political landscape on the local, national and regional levels, contributes to the changing security environment. There is a need to strengthen the Security management function of SC in Ethiopia and provide an efficient support function to country and local programmes and their programme managers. SC working in this insecure area requires a National Security Advisor to inform and advise on the continually changing security environment. The overall objective of this position is to reduce the risks posed to the programme personnel and assets of all national and international SC staff in Ethiopia through the provision of specialized, coordinated and focused security management support. As member of the SMT, the position holder is also expected to play a significant role in ensuring gender equity among staff is maintained across the organization.

· Advise on safe movement of staff, e.g. proper vehicle fleet management policies, adequate safety and communications equipment in vehicles, and training of drivers in established procedures and requisite skills

· Assist with programme proposal development to ensure adequate consideration of safety and security needs and inclusion of safety and security costs

· Undertake security assessments of and field missions to programme areas and potential programme areas; report on findings and design necessary improvements

· Provide safety and security support and advice to area and field managers

Communication and training

· Liaise on a regular basis with UN, government, diplomatic and consular officials and community leaders in the process of gathering and verifying security information

· Coordinate the gathering and flow of security information with other relevant actors; classify security information according to its reliability and accuracy

· Maintain and review incident reporting and mapping system; ensure that up to date incident maps are available for all SC staff on a regular basis

· Ensure that appropriate systems are in place to effectively disseminate security information and updates of the security system to staff

· Coordinate and manage the proper use of SC telecommunications systems

  • 10 -12 years of relevant progressive experience, out of which 5 years in managerial, in complex and insecure settings, preferably in more than one country with large teams of staff
  • Experience in liaising with civilian, police and military government authorities, as well as with regional, national and international institutions
  • Experience of incident reporting, incident mapping, intelligence collation and analysis functions, set up and execution of an incident warning system (warden system), compilation of security reports and assessments

The Chief, Health reports to the Deputy Representative for general guidance and direction. The Chief is responsible for managing and leading all stages of health programmes/projects with a health systems focus (e.g gender, maternal, neonatal, child survival, emergency preparedness, resilience building ) from strategic planning and formulation to delivery of results. S/he leads and manages the health team including establishing plans of action to achieve concrete and sustainable results according to plans, allocation, results based-management approaches and methodology (RBM), as well as UNICEF’s Strategic Plans, standards of performance, and accountability framework, and does so in consultation with the Regional Health Adviser.

Summary of key functions/accountabilities:

  • Managerial leadership
  • In line with the Government of Ethiopia’s Health Sector Transformation Plan (HSTP), establish the section’s annual work plan with the health team, and set priorities and targets in support of government systems strengthening, including resilience building to shocks and emergency preparedness and response. Monitor work progress and ensure results are achieved according to schedule and performance standards.
  • Establish clear individual performance objectives, goals and timelines; and provide timely guidance to enable the team to perform their duties responsibly and efficiently. Plan and ensure timely performance management and assessment of the team.
  • Ensure Ethiopia Country office priorities of resilience building, integrated early childhood development and adolescent girls focus is ensured in policy advocacy, planning, implementation, monitoring and evaluation , systems strengthening support etc
  • Supervise team members by providing them with clear objectives, goals, direction, and guidance to enable them to perform their duties responsibly, effectively and efficiently.

2. Programme development and planning

  • Lead the preparation, design and updating of the situation analysis to establish a comprehensive and updated strategic plan for development, design and management of health related programmes in line with the HSTP and with systems strengthening and emergency preparedness and resilience underpinning all work. Keep abreast of national, regional and global development trends and priorities to determine the strategies, approaches and priorities for programming to address the country’s health needs with a systems strengthening perspective in view.
  • Lead, coordinate and supervise the development of health programmes (as a component of the CO and/or UNDAF programmes) and establish plans of action, programme goals and results using results-based planning methodology and terminology (RBM).
  • Oversee the timely preparation of the health programme recommendation and related documentation for inclusion in the Country Office Programme recommendation ensuring alignment with UNICEF’s Strategic Plans, regional strategies and national priorities, plans and competencies.

3. Programme management, monitoring and quality control of results

  • Coordinate, plan and/or collaborate with monitoring and evaluation initiatives to establish benchmarks, performance indicators and other UNICEF/UN system indicators, to assess and strengthen performance accountability, coherence, and delivery of concrete and sustainable and gender sensitive results in health programmes.
  • Participate in major monitoring and evaluation exercises, programme reviews and annual sector reviews with government and other counterparts to assess progress and to determine required action/interventions to achieve results.
  • Assess monitoring and evaluation reports to identify gaps, strengths and/or weaknesses in programme management ; identify lessons learned and use knowledge gained for development planning and timely intervention to achieve goals.

5. Advocacy, networking and partnership building

  • Build and strengthen strategic partnerships with health sector government counterparts, national stakeholders and global partners, allies, donors, and academia through active networking, advocacy and effective communication of UNICEF’s mission, goals, programmes, and resource mobilizations needs.
  • Develop communication strategies as well as implementation plans and activities for maximum communication impact and outreach to promote awareness, establish partnership/alliances and support fund raising for UNICEF and Country Office health programmes (maternal, neonatal and child survival).
  • Participate and/or represent UNICEF in inter-agency (UNCT) discussions and planning on health-related issues to ensure organizational position, interests and priorities are fully considered and integrated in the UNDAF process in development planning and agenda setting. Collaborate with inter-agency partners and colleagues in UNDAF planning and preparation of health programmes/projects.

6. Innovation, knowledge management and capacity building

  • Promote critical thinking, innovative approaches and good practices for sustainable health programmes/projects initiatives.
  • Keep abreast, research, benchmark, and implement best and cutting edge practices in the health management and information systems. Institutionalize and share best practices and knowledge learned.
  • Lead and/or develop policies and procedures and introduce innovation and best practices to ensure optimum efficiency and efficacy of sustainable programmes and projects.
  • Lead, plan and implement capacity building initiatives to enhance the competencies of stakeholders to promote sustainable results on health related programmes/projects.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in A medical or advanced university degree in one of the following fields is required: public health, pediatric health, family health, health research, global/international health, health policy and/or management, environmental health sciences, biostatistics, socio-medical, health education, epidemiology or another relevant technical field *A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
  • A minimum of ten years of professional experience in one or more of the following areas, at the international level, is required: public health planning and management, maternal and neonatal health care, or health emergency/humanitarian preparedness
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Relevant experience in a UN system agency or organization is considered as an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
