Ethiopia: Grants Officer Job Vacancy in Ethiopia

Summary

The Grants Officer will contribute to overall grants management at IRC Ethiopia and lead on government relations vis-à-vis requesting and securing government approvals for newly awarded projects prior to start of implementation. The position reports to the Grants Coordinator/ Senior Budget and Compliance Manager.

This position is based in Addis Ababa with occasional trips to field sites and refugee camps, if needed. The Grants Officer will work collaboratively with the all 14 members of the Grants and Partnership Unit, the technical coordinators, Field Coordinators, operations team, and the finance team.

Responsibilities:

Proposals and Government Permission Requests

  • Develop full government permission request packages for all newly awarded grants for both refugee and local community grants (e.g. Letters of Understanding (LOU), Memorandum of Understanding (MOU), work plan, staffing list, log frames, budgets, summaries of project activities etc.) by utilizing donor-approved grant agreements, budgets and supporting documents.
  • Liaise with IRC Field Coordinators, camp managers and field-based program staff in requesting and securing LOUs and MOUs from relevant authorities (ARRA, UNHCR, and Government Bodies) prior to the beginning of program implementation.
  • Collaborate with all relevant staff to ensure that 100% of all new grants secure LOUs and MOUs in a timely manner.
  • Develop amendments and No-Cost-Extensions for government approvals.
  • Contribute to proposal development on assigned new opportunities.
  • Draft and edit budget narratives, edit proposals, and ensure proper proposal and grant management procedures are followed.
  • Act as focal point for government relations vis-à-vis LOUs, MOUs and their amendments.

Reporting

  • Solicit, collate, edit and submit all project specific reports (quarterly and annual) for CHSA at national and regional levels. Collaborate with IRC Field Coordinators, field-based staff and program staff at Addis level on report contents in order to ensure quality report submission to CHSA.
  • File hard copies of all government reports.
  • Support the Grants and Partnership Unit’s members in the reporting process with in-country staff for updates and HQ for approvals before submission to the donor.
  • Update the report tracker on a weekly basis to ensure that reports to donors are submitted on time; that report preparation begins in a timely manner (quarterly, interim or final reports); and that there is no omission of donor and government reports.
  • Communicate monthly with HR and Regional teams on the status of reports (submitted/pending etc.).

Government and Donor Compliance

  • Research government and donor compliance issues for new opportunities or existing grants, as needed.
  • Ensure that grants are implemented in compliance with relevant government and donor regulations. Advise field-based staff accordingly.

Communication and Information Management

  • Distribute to IRC staff all documentation (grant proposals, reports, budget, etc.) related to their specific programs.
  • Keep an updated inventory of all communications related to government agreements (LOUs, MOUs).

Management and Capacity Building

  • Provide on-the-job training to Grants and Partnerships Unit’s members on LOUs and MOUs.
  • Manage and supervise program interns, as needed.

Administrative/Other

  • Support data analytics and ad-hoc analysis, as needed.
  • Process Procurement Requests through the online BVA system, as needed.
  • Undertake other projects or research, as assigned by the supervisor.

Job Requirements:

  • Fluency in English, spoken and written, is the most important requirement for this job; Fluency in Amharic required.
  • BA degree required with 3 years of Experience; Masters (MA) degree in International Affairs or Social Sciences preferred with 2 year of experience. At least one year of experience working in writing, program management or proposal/business development.
  • Prior knowledge of government and donor regulations (UNHCR, ARRA, CHSA) strongly preferred, but not required.
  • Proven experience in writing in English a strong advantage.
  • Good communicator with strong organizational, time management and analytical skills.
  • Excellent inter-personal, cultural and diplomatic skills.
  • Strong writing and editing skills with close attention to detail.
  • Ability to juggle competing priorities, meet demanding deadlines and work under pressure in unstable security environments.
  • Strong computer skills required; strong MS Excel and Math skills a clear advantage. **

Purpose

Under the guidance and supervision of the Chief Field Office, the consultant will plan, develop, and monitor the implementation of emergency preparedness and response interventions in the Somali region and ensure the survival and well-being of children and women.

How can you make a difference?

Under the guidance and supervision of the Chief Field Office, plan, develop, and monitor the implementation of emergency preparedness and response interventions in the Somali region ensuring the survival and well-being of children and women.

  • Support to inter-agency coordination mechanisms
  • Cluster Coordination
  • Support to UNICEF Cluster Coordinators (WASH, Nutrition, Education, Child Protection/GBV) and cluster focal points (Health) to strengthen cluster function, performance and preparedness.
  • Functional supervision of UNICEF Cluster Coordinators (or staff double-hatting, but for cluster coordination functions only).
  • Inter-Cluster Coordination
  • Support improvements to overall quality and coherence of preparedness and response, particularly regarding cross-sectoral coordination among UNICEF clusters.
  • Improve mainstreaming and specific initiatives related to cross-cutting issues (Gender, Age, Disability, HIV, Mental Health), as well centrality of protection, Prevention of Sexual Exploitation and Abuse (PSEA) and Accountability to Affected Populations (AAP).
  • Support overall humanitarian coordination and advocacy, in line with UNICEF principles and commitments.
  • Ensure appropriate representation of UNICEF in relevant inter-agency coordination mechanisms.
  • Coordinate with UN-OCHA field office for ensuring the proper reflection of UNICEF contribution in emergency response and support UNICEF Co-led sectors to advocate for additional resource mobilization.
  • Strengthen humanitarian monitoring and reporting
  • Maintain up-to-date awareness of existing humanitarian needs / emergency situations and UNICEF programs and support.
  • Develop an integrated approach to monitoring of;
  • the current humanitarian needs / emergency and overall response, and
  • UNICEF emergency programmes and support.
  • Coordinate and strengthen both internal and external reporting systems to reduce report burden for sections and increase quality of analysis.
  • Ensure smooth and effective communication between Somali Region and national level (Addis Ababa) with regards to UNICEF emergency programmes and UNICEF co-led clusters.
  • Strengthen UNICEF emergency preparedness and response in Somali Region
  • Assess capacity for emergency preparedness and response, including;
  • UNICEF programmes and partners,
  • UNICEF's cluster coordination responsibilities, and
  • UNICEF operational mechanisms and planning.
  • Make recommendations and support implementation of initiatives for improved emergency preparedness and response, including the development of emergency preparedness and response plans.
  • Ensure monitoring and activation or early warning early action systems.
  • Support strengthening of linkages between UNICEF emergency and development activities.
  • Convene weekly Somali Region Emergency Management Team meetings
  • Ensure Somali Region CFO and Emergency Manager (national level) kept up-to-date on all emergency issues.
  • Support Somali Region CFO and perform other duties as necessary.

Expected Deliverables

  • Emergency preparedness and response, and a consistent flow of information of the humanitarian situation are effectively coordinated within the office, with external partners and within the Clusters that UNICEF co-leads with the Regional Government.
  • Needs assessment is effectively conducted to determine priorities and an appropriate intervention by UNICEF based on the local humanitarian/ emergency affecting children, their families and community; ensuring interventions are informed by evidence, assessment information and multi-agency / UNICEF specific monitoring assessments and recommendations.
  • Somali regional emergency preparedness and response planning is effectively arranged together with the establishment of regional contingency plan and early warning mechanisms.
  • Emergency preparedness and response plans addresses gender issues that may be expected to intensify during emergencies.Â
  • Emergency plans of action are developed, and compliance and coordination of all sectors with the plans are implemented.
  • Technical advice on emergencies and programme management related to implementation of emergency preparedness measures are effectively provided.
  • Substantive improvements are made in the emergency preparedness and response capability of UNICEF staff and implementing partners through conduct of effective training activities.
  • In the event of an emergency, UNICEF's presence is promptly established and the initial emergency operational tasks are effectively executed, including provision of support for information communication technology, telecommunications facility and staff security related assistance in the field office.
  • Timely delivery of assistance and supplies is provided, urgent staffing requirements are identified, and the appropriate use of UNICEF resources is monitored for effective project delivery.

To qualify as an advocate for every child you are expected to have…

  • An advanced university degree (Master’s or higher) in one of the following fields: social sciences, public administration, international law, public health, nutrition, international relations, business administration or other related disciplines.*A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
  • A minimum of five years of relevant professional experience at the national and international levels in humanitarian emergencies, programme/project development, planning, implementation, monitoring, evaluation and administration.
  • Developing country work experience and previous experience in a coordination role highly desired.
  • Fluency in English is required. Knowledge of Local working language of the duty station and another official UN language (Arabic, Chinese, French, Russian or Spanish) is an asset .

The International Livestock Research Institute (ILRI) seeks to recruit a Team leader – overseeing Publishing and Curation to provide strategic leadership, develop and implement the Institute’s editorial, production, publishing and curation strategies to help maximize its impact and effectiveness.

The Communications and Knowledge Management team at ILRI provides central leadership in knowledge sharing, communication and information facilities and expertise to ILRI researchers, the organization and its partners. Activities are intended to enhance ILRI’s effectiveness and outcomes through four main activities:

  • Communicate evidence for wider influence—by engaging with decision-makers and other audiences;
  • Translate science-based practices into impact—by communicating research outputs towards potential development outcomes;
  • Link and connect people and knowledge to enrich collaboration, within ILRI and beyond, learning, interaction and exchange;
  • Access, organize and manage, document, publish, communicate and disseminate research knowledge, information and data, products and outputs for wide accessibility and use.

This is an important institutional role supporting CKM and ILRI leadership in the diverse efforts to help achieve ILRI’s strategic influencing, capacity development and science uptake objectives. The publishing, curation, web and designs teams work across ILRI, contributing to institutional and project activities. The teams presently comprise 12 individuals based at ILRI campus in Addis Ababa and Nairobi. The ideal candidate will bring a wide expertise and ability to guide a multi-faceted team as well as depth in any of the substantive areas falling within the terms of reference.

The International Livestock Research Institute (ILRI) works to improve food and nutritional security and reduce poverty in developing countries through research for efficient, safe and sustainable use of livestock. It is the only one of 15 CGIAR research centres dedicated entirely to animal agriculture research for the developing world. Co-hosted by Kenya and Ethiopia, it has regional or country offices and projects in East, South and Southeast Asia as well as Central, East, Southern and West Africa. www.ilri.org

Responsibilities:

(1) Management and Leadership

  • Manage assigned staff; facilitating effective teamwork, good communication, and undertaking performance review and planning
  • Lead the publishing, curation and web teams, helping them develop production systems and processes as required
  • Act as a mentor and coach to Communications and Knowledge Management (CKM)staff, especially those with writing and editorial roles
  • Participate in Institute-wide and strategic meetings as appropriate
  • Contribute to the ILRI-wide communications and Knowledge Management Community of Practice (COP) and leadership group, including taking the lead in developing and implementing strategies related to the teams.

(2) Publishing, writing and editing

  • Provide strategic leadership; including in the development of CKM strategies to ensure the institute’s writing, editing and publishing materials are of the highest standard and consistently aligned with institute’s branding
  • Support researchers to synthesize research outputs through high quality writing and editing into a variety of formats designed to communicate to multiple audiences; from policy and impact briefings to short reports, backgrounders and booklets.
  • Coordinate maintenance of style and branding guides for ILRI publications
  • Maintain and manage a cadre of excellent freelance writers, designers, editors, translators and proof-readers for both print and digital products
  • Lead and deliver on the conceptualization, preparation and production of ILRI’s corporate report, calendar and other institutional products
  • Ensure a functional on-line publication tool is available and accessible to ILRI teams

(3) Web and Digital Publishing Platforms

  • Oversee the development of the ILRI websites and blogs in line with strategic goals and institute branding, and provide leadership on changes in this area
  • Ensure ILRI’s website is up-to-date and aligned with audience expectations
  • Ensure ILRI’s blogposts are reviewed and maintained at the highest standards
  • Lead in developing and monitoring editorial standards across the Institute’s digital platforms, ensuring consistency of style, production quality and suitability for audiences

(4) Curation of ILRI Materials

  • Ensure all processes are in place so that ILRI materials are curated, tagged and readily accessible on CGSpace and other appropriate platforms, including the dissemination of such materials
  • Oversight of info Centre functions (journals, working space etc.)

Requirements:

  • Master’s in a relevant discipline e.g. communications, agriculture, development, journalism
  • At least 10 years’ experience in research or development publishing, editing or related areas
  • Experience managing diverse teams across different geographical regions

Post location: The position will be based in Addis Ababa, Ethiopia

Position level: The position level is 5A

Duration: 3 years with the possibility of renewal, contingent upon individual performance and continued funding.

About the Project

The project is part of RESET PLUS (2017-2020) that builds on, and complements with RESET II.

RESET II is based on the following objectives: greater economic and employment opportunities, strengthening resilience of most vulnerable communities, improved governance and conflict prevention within the EU Trust Fund. The focus of RESET Plus is improvement of the systems, from micro to macro levels and the interlinkage between sectors, while adding new areas of work: Family Planning.

Total duration of the project 3.5 years. Consortium members: Amref, Save the Children, CARE, Women Support Association.

Tasks and responsabilities

The Program Manager Coordinator of RESET Plus project will be in charge of coordinating the implementation of a project implemented by Amref, Save The Children (STC), CARE and Women Support Association (WSA) in 5 cluster areas. In particular, s/he will be in charge of defining and follow up the overall strategy of the intervention in coordination with the technical and administrative staff of the project, senior management staff of the 3 NGOs, other RESET partners, EU and Local Authorities. The Program Manager is responsible for leading the Project Governance Team (PGT) and establishing a good level of coordination between PGT, Zonal Steering Committee (ZSC) and Woreda Project Implementation team supporting members of the last two groups in implementing the tasks they are in charge of: planning, managing the Program’s resources, monitoring and reporting.

In details, s/he will be in charge of:

  • Designing activity plans and supervising their implementation, including:
  • Designing monthly work plans together with the Project Managers;
  • Sharing working plans with Amref it HoP.

General monitoring of the Program’s implementation and supervision of the implementation of the Program’s monitoring system. This includes:

  • Design/Validate the Program’s monitoring tools and analysis of the collected data.
  • Monitoring the implementation of work plans directly, through regular visits to project sites and through the ZSC.
  • Organizing PGT meeting Providing Amref ET and IT with regular reports
  • Supporting project staff and partners in activities’ implementation and problem-solving.

Taking overall responsibility of the financial component of the Program, he/she will work in strict coordination with the Administrative Coordinator of Amref it for:

  • Budget management, following EC administrative and financial procedures as per contract signed by Amref;
  • Ensure the compliance of all consortium members with EC administrative guidelines & procedures
  • Signing purchase and services contracts.
  • Defining quarterly and monthly plans of expenditures according to project budget and activity plan.
  • Managing the relationship with the local partners on the basis of the signed MOUs and designing focused capacity building Program (on technical and administrative skills) enabling them to manage the activities they are in charge of.
  • Support negotiation of the agreements with local authorities involved in the implementation of the Program.
  • Calling for and leading regular meetings of the PGT and sharing the minutes of the meetings and regular communication between the PGT and zonal and woreda level coordination mechanisms.

Maintaining and developing the relationship with the Donor. This implies:

  • Facilitating field visits, if requested;
  • Drafting the interim and final reports and any further report which could be asked for;
  • Providing information and documentation to the Donor when requested.

Coordinating with RESET partners operating in the target areas (5 RESET clusters). This includes:

  • Supporting the local partner in its work of Coordination with local authorities
  • Coordinating with local NGOs and INGOs operating the Project’s area and supporting the roll out of the gender strategy among RESET consortia
  • Coordination with relevant clusters in the area
  • Ensuring visibility, Providing Amref It Communication Department with regular updates and documentation (written, photographic, video etc..), in order for it to promote the project via its standard channels.
  • Participating in strategic planning, project proposal writing, assessments and donor relations in order to support the development of Amref It portfolio in the country.

Other tasks upon request of the HQ (Rome office) when needed.

Job requirements

  • Relevant Master Degree (International Relations, Human Rights, Sociology, International Cooperation etc.)
  • Minimum 4 to 5 years’ experience in managing humanitarian and development projects
  • Acquaintance with the Horn of Africa context
  • Perfect acquaintance with DEVCO guidelines and main donors (ECHO-UN-EU-Italian Cooperation) procedures
  • Previous proven experience in management of health programs/projects– at least two projects fully implemented from the design to the final reporting (providing evidence for that), including design and organizing, needs assessments, design of monitoring tools and reporting both on the financial and narrative levels
  • Specific knowledge on gender issues is a much-appreciated asset
  • Very good writing skills (a test will be administrated). Sound oral and written communication skills, including the ability to interact with different stakeholders
  • Sound computer skills with high proficiency in Microsoft Word and Excel
  • Perfect knowledge of spoken and written English. Good knowledge of Italian is a plus

The Technical Lead for MoFEC will require working closely with MoFEC, BRE programme partners and other key stakeholders across the humanitarian sector to provide technical support as needed by the GoE.

The Technical Lead for M&E will require working closely with the GoE, BRE programme partners and other key stakeholders across the humanitarian sector to provide technical support as needed by the GoE. Knowledge and expertise of communicating M&E outcomes to programme stakeholders to facilitate evidence-informed decision making within the programme, and beyond the programme

The Finance Manager will be responsible for providing oversight and direction on all aspects of financial support for the programme. Develop, manage and monitor project budgets, accurate financial reports, and projection of funding needs, in close coordination with senior project staff

The HR Manager is responsible for leading and managing all HR and recruitment activities and initiatives relevant to the programme. The HR Manager will oversee the HR team to ensure timely and efficient delivery of all HR services and activities in consideration with programme priorities and requirements. These include recruitment, workforce planning, performance management, staff entitlements and employee relations.

Preferred Skills/ Prerequisites
  • Proven management expertise, in particular in building a multi-disciplinary teams and putting systems in place to deliver technical assistance across multiple fields
  • Proven capability to collaborate, partner and influence wide ranging stakeholders at senior level, including governments, UN agencies, NGOs and other private sector partners
  • Experience in Ethiopia or a similar country context required
  • Experience working with DFID and/or other donors desirable
  • Experience managing adaptive and flexible donor-funded programmes desirable
  • Relevant education is required. English is required and Amharic is highly preferred

Expected Deliverables

The following deliverable should be provided to UNICEF Ethiopia to the satisfaction of UNICEF in good condition and standard:

  • A short report (not exceeding 15 pages) - based on the produced Human Interest Stories – about the overall impact of the UNICEF support to the PSNP Contingency budget.
  • A power point presentation.
  • A summary report/policy brief (not exceeding 4 pages) about the overall findings
  • 3 minutes edited documentary in English (Audio + Video.
  • Set of pictures illustrating above named core components of the PSNP shock-responsive provision and the respective SIDA/UNICEF support.
  • Several photo stories (3-5) further illustrating the above-mentioned core components of the PSNP and SIDA/UNICEEF support
  • A word document that has the narration, translation, transcription of interviews and script of the video as per UNICEF guideline
  • Footage of shooting that has to be on HD 1080i, 16:9 format
  • Submit in a split tracks, preferably in H264 (compressed) or move file
  • Provide all raw material of the production in an external hard drive (a log and English transcript for each tape with the location shoot dates, full names and titles of characters).

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in Social Science or related field. *A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
  • A minimum of 6 yearsof relevant professional experience inthe production of high quality reports to be used for high-level advocacy and donor relations.
  • Familiarity and/or experience in the Social Protection context of Ethiopia would be an asset
  • Demonstrated experience in working with various government and development partner stakeholders
  • Excellent coordination, communication and team working skills
  • Excellent writing and presentation skills
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

Communications and Public Relations Officer

The Ethiopian Center for Disability and Development (ECDD) is a not-for-profit, non-governmental development organization established in 2005 and registered by the Charities and Societies Agency as an Ethiopian Residents Charity. ECDD works collaboratively with other organizations to promote “disability inclusive development” - the inclusion of disability issues and persons with disabilities in mainstream government and non- governmental service delivery and development programs.

ECDD maintains a website and Facebook account, and undertakes various information activities via public media. A Communications and Public Relations Officer is required to manage ECDD public communications activities.

Description of Tasks
The ECDD Communications Officer reports to the ECDD Program Director and is responsible for initiating, organizing and managing all ECDD public information activities. Specifically, the Officer will:
  • Lead the development of a comprehensive communications strategy for ECDD as a priority assignment.
  • Manage the ECDD website, uploading content and advising on the re-development of the website design, insuring its accessibility.
  • Manage the ECDD facebook account, posting day or at a minimum weekly content as provided by ECDD staff and other sources.
  • Create and manage an ECDD twitter account, posting regular daily/weekly “tweets”, as well as during participation in ECDD and other events.
  • Develop key promotional messages in consultation with ECDD staff for use in each social media, as appropriate.
  • Compile and archive photos, videos, fact sheets, training materials and other communication documents on the ECDD shared drive platform for easy access by Program team members in a timely manner.
  • Prepare various public media materials, including information brochures, and media releases for distribution to various print and radio media.
  • Ensure the dissemination of information and communication materials to relevant stakeholders and beneficiaries.
  • Arrange for media coverage of various ECDD events, and ECDD participation in various media events.
  • Work closely with ECDD Project staff to help identify Project communication needs and how best to meet them, including through the use of regional radio.
  • Advise and assist project staff on the preparation of content for radio programs with media focal persons, and keep a record of all broadcasts.
  • Assist in the production of human interest stories, interviews, pictures, and videos of ECDD project activities, in collaboration with project focal persons and as requested by donors and partners.
  • Prepare at least two good short stories/success stories per year from each project, in collaboration with project staff, f or distribution to donor partners and posting on social media.
  • Publicize and arrange for staff participation in various webinars and other online learning and training opportunities offered by ECDD partners and other organizations.
  • Suggest additional ways that ECDD can increase public awareness of its work and of disability inclusion in general.
  • Assist in maintaining and strengthening the ECDD network with other development NGOs, DPOs, government offices and partners.
  • Assist the Ethiopian Business and Disability Network (EBDN) to increase public awareness of EBDN, and publically promote the employment of workers with disabilities.
  • Support the organization of the annual EBDN inclusive Employer Awards Program and ensure coverage of the event via print, radio and TV media.
  • Represent ECDD in notional forums, platforms and meetings as requested.
  • Undertake such other tasks as may be assigned by the ECDD Program Director and/or the ECDD Executive Director.
Qualifications:
  • University degree in field of communications and/or journalism.
  • Minimum 2 years’ relevant work experience.
  • Experience in website management and the use of social media.
  • Experience in public communications.
  • Graphic design and photo editing skills using layout software.
  • Previous experience working with persons with disabilities useful.
  • Excellent written English, editing and proof reading skills
