The Position: The International Livestock Research Institute (ILRI) seeks to recruit a Project Accountant for the Livestock compact of the newly launched “Technologies for African Agricultural Transformation” (TAAT) project.

TAAT is a key priority of the African Development Bank’s agricultural transformation agenda also known as the Feed Africa Strategy. TAAT is essentially a knowledge and innovation-based response to the recognized need for scaling up proven technologies across Africa aiming to boost productivity, and to make Africa self-sufficient in key commodities. ILRI leads the Livestock compact of TAAT.

ILRI works to improve food and nutritional security and reduce poverty in developing countries through research for efficient, safe and sustainable use of livestock. It is the only one of 15 CGIAR research centres dedicated entirely to animal agriculture research for the developing world. Co-hosted by Kenya and Ethiopia, it has regional or country offices and projects in East, South and Southeast Asia as well as Central, Ea5t, Southern and West Africa.

Main Responsibilities:
Financial Accounting, Project Management and Donor reporting:
Prepare all payment requests for the TAAT project as required;
  • Follow up with finance to ensure timely payments to sub-grantees and ensure transfer advices are shared with partners in a timely manner;
  • Ensure TAAT partners’ financial returns are submitted within set timelines. Review advance requests and financial returns by partners with reference to contractual obligations and partner financial obligations with liquidation effected inSUN;
  • Develop and maintain appropriate databases to ensure all financial management is done to meet various program financial demands;
  • Prepare detailed monthly, quarterly and annual internal financial reports for the TAAT project highlighting issues on over/under expenditure and adjusting wrong postings in the system and facilitate monitoring and tracking of project finances: Maintain proper financial and non-financial project records both in electronic (soft) and hard copies;
  • Prepare donor financial reports/statements for TAAT in collaboration with the Program Manager and Finance department and maintain appropriate compliance for donor reporting databases;
  • Compute project accruals annually and during project close outs and ensure they are captured in the system;
  • Ensure that all full costing recovery items are captured in the appropriate project:
  • Raise invoices for IITA and follow up on reimbursements and transfer advices from partners and IITA;
  • Lead project specific audits and support external/internal audits as necessary
  • Support annual budget preparation by working with the Program Manager;
  • Upload all project budgets to the Sun System or any other system used by ILRI.
Project Settlements Reports, Travel Expense Reports, Travel Authorizations, Requisitions, and Petty-Cash Replenishment:
  • Review Project Settlement Reports, Petty Cash Replenishments, Travel Expense Reports, Travel Authorizations (TAs) and Payment Requests;
  • Follow up on project and travel advance settlements issued for activities to staff and consultants to close outstanding advances quickly
Education: BA degree in Accounting or related fields.
Experience: At least 5 years’ experience in budget and project financial report preparations
  • Professional training in Grants Management and Project Management are advantageous.
  • Intermediate to advanced computer literacy, including spreadsheets and accounting software
  • Must be able to work independently with minimal supervision, but also participate as a team member.
  • Possesses excellent interpersonal and communication skills, good judgment and a high level of respect for confidentiality.
  • Strong ability to co-ordinate, prioritize and organize workload; takes initiative and can work under pressure.
  • Highly effective planning, organizational and multi-tasking skills with a positive attitude and strong accounting service orientation.
  • Ability to work in a multi-cultural environment.
  • Excellent spoken and written English.

Duty Station: Addis Ababa, Ethiopia
Grade: 2C
Minimum Base Salary: Birr 19,112 (Negotiable depending on experience, skill and salary history of the candidate)

Terms of appointment: This is a Nationally Recruited Staff (NRS) position, initial appointment is for three years with the possibility of renewal, contingent upon individual performance and the availability of funding.
