USAID/Ethiopia Performance Monitoring and Evaluation Service (EPMES) Activity

Social Impact (SI) is a Washington, DC-area international development management consulting firm. SI’s mission is to improve the effectiveness of international development programs in improving people’s lives. We provide a full range of management consulting, technical assistance, and training services to strengthen international development programs, organizations, and policies. We provide services globally in the areas of monitoring and evaluation, strategic planning, project and program design, organizational capacity building, and gender and social analysis. SI services cross-cut all development sectors including democracy and governance, health, education, the environment, and economic growth. SI’s clients include US government agencies such as USAID, the Millennium Challenge Corporation, the US Department of State, bilateral donors, multilateral development banks, foundations, and non-profits. In Ethiopia, SI implements the Ethiopia Performance Monitoring and Evaluation Service (EPMES) Activity of USAID. The EPMES Activity provides monitoring and evaluation (M&E) services to USAID/Ethiopia, which include external evaluation, performance monitoring technical support, and improving capacity for learning and adapting.

I. Background

The objective of USAID’s Strengthening Ethiopia’s Urban Health Extension (SEUHE) Activity is to support the Government of Ethiopia’s Urban Health Program, which aims to expand access to key health services to vulnerable populations in urban centers throughout the country through the deployment of nurses who act as urban health extension professionals (UHE-Ps) in urban communities. The Activity’s goal is to strengthen the Urban Health Extension Program system to make key HIV, TB, maternal and child health, solid and liquid waste management services, and water, sanitation and hygiene (WASH) available at the household and community level. The Activity is implemented by John Snow International in 44 towns of five regions and two city administrations (Addis Ababa, Dire Dawa, Amhara, Oromia, SNNPR, Tigray, and Harari).

II. Evaluation Purpose

The purpose of the planned final performance evaluation of the SEUHE Activity is to document lessons learned in terms of the appropriateness of the design of the Activity, its implementation modality, and potential sustainability of the components and results of the Activity for future similar activity design.

III. Evaluation Tasks and Timeline

As part of the design of the inception report, the evaluation Team Leader will lead a team of three (3) local consultants to develop a detailed evaluation design and tools. These will include a mix of qualitative and quantitative data collection and analysis approaches, such as conducting a desk review of various documents to evaluate the performance of the SEUHE Activity. The evaluation team will be responsible for conducting primary and secondary data collection, data analysis, preparing PowerPoint presentations and presenting evaluation findings to USAID/Ethiopia and other stakeholders as required by USAID and EPMES, and to prepare draft and final evaluation reports. The evaluation is expected to start in mid-June 2018.

IV. Position Description

Social Impact, through its EPMES Activity, is seeking to recruit, on a short-term basis, an Evaluation Team Leader experienced in conducting evaluations in the health sector. The Team Leader will have a strong evaluation background, particularly in health extension programs, and should be knowledgeable about Ethiopia’s Health Extension program. The Team Leader will work under the supervision of the EPMES Chief of Party.

The Team Leader will be required to lead all activities for the implementation of this evaluation, including but not limited to the following:

  • Lead team discussions and assign specific tasks for evaluation team members;
  • Lead the preparation of the inception report including planning and preparation of the evaluation design, methods, data collection tools and logistics;
  • Lead the review of relevant background documents to support the evaluation design, triangulation of results, and to obtain supplementary information;
  • Pre-test data collection instruments;
  • Lead the training of data collectors if primary data collection requires the involvement of data collectors;
  • Assign team members to data collection sites, join sub teams in data collection, and conduct the data collection i.e. conducting interviews, focus group discussions, and obtaining secondary data from stakeholders;
  • Supervise the transcription and analysis of data from all sources (key informant interviews, focus groups, and secondary data);
  • Lead and participate in conducting qualitative and quantitative data analysis;
  • Lead and participate in the preparation of preliminary findings, conclusions, and recommendations matrices;
  • Lead and participate in preparing PowerPoint presentations on the evaluation inception and findings, conclusions, and recommendations;
  • Lead the presentation of the evaluation inception and findings, conclusions, and recommendations to SI, USAID, and other stakeholders;
  • Apply SI’s quality assurance framework to the evaluation and its deliverables;
  • Ensure that deliverable timelines and deliverable evaluation products are adhered to;
  • Ensure that team members are available for work per the evaluation schedule and are delivering as a team per group plans and work plans agreed upon with EPMES;
  • Coordinate and lead the preparation of draft and final evaluation reports;
  • Communicate the progress of evaluation activities to the EPMES Chief of Party;
  • Closely work with the EPMES Evaluation Methods Specialist and other EPMES staff assigned as points of contact for this evaluation;
  • If required, communicate with the USAID/UHE AOR on technical evaluation issues;
  • Handle other activities as instructed by the EPMES Chief of Party.

Requirements: The incumbents must meet the following criteria:

  • Advanced degree in Public Health, Social Work, Nursing, Medicine, or other related field with strong experience in urban health, health systems strengthening, child and maternal health, and/or HIV/TB-related programming
  • Experience conducting at least three evaluations as a Team Leader
  • Knowledge of Ethiopian urban health systems
  • Experience collaborating with the Government of Ethiopia’s Federal Ministry of Health
  • At least 10 years of experience in qualitative and quantitative data collection and analysis
  • Fluency in Amharic will be an added advantage
  • Strong English writing skills (English Level 4)
