Job summary

The The Optimizing Health Extension Program (OHEP) Technical Assistant will provide Regional level technical support in all OHEP, CBNC, iCCM and IMNCI related technical areas. S/he will provide technical support for South East Zone in planning, implementation and monitoring, reporting progress and use of data for decision making on of newborn and child health activities at zonal/woreda level. S/he will work under the direct supervision of the Health Specialist in OUR CLIENT’S Tigray Field Office and with the guidance of the Health Specialist, UNCEF Ethiopia Country Office. The TA will also liaise with OUR CLIENT’S field Office, Tigray Regional Health Bureau, REST and South East Zone for a smooth coordination and implementation of OHEP project to strengthen the health system.
 
The position is based in the Mekelle frequent travel to districts/woreda for supervision and coordination.
 
Specific tasks
Under the guidance OUR CLIENT’S Health Specialist, Regional OHEP TA will:
  • Support/assist the Civil Society Organization (CSO) Health Department, in planning, executing and monitoring in the annual plans of OHEP project in the South East zone. The TA will ensure the planning is based on the agreed OHEP Theory of Change and innovative approaches.
  • Provides a comprehensive health system strengthen support to transfer iCCM, CBNC, IMNCI and OHEP skills to CSO, ZHD, WorHOs and PHCUs to increasing service uptake of ICCM/CBNC.
  • Provide technical leadership in strengthening the use of data across levels of the health system to improve OHEP program performance to ultimately improve the service utilization of MNCH services at primary health care.
  • Tapping existing communication structures including kebele command posts and Women Development Army and other community platforms and networks for social mobilization to assist the South East Zone and region to sustain and context specific social mobilization and community engagement for child health program.
  • Facilitate effective partnership with stakeholders engaged in the implementation of maternal, newborn and child health program including level partners. This helps to ensure synergy, sharing of technical resource, learning and mutual support within the zone.
  • Support the development of the training plan for Zonal and woreda health office and provide technical leadership during the training.
  • Coordinate in-service trainings for HEWs to scale up newborn and child health programme implementation.
  • Closely work with the regional ICCM and Zonal MNCH TAs
  • Create capacity within the zonal and at all levels of the health system for further scale up, improving the quality of MNCH services and the monitoring including the data quality and use for programming
  • Conduct and participate in supportive supervision and review meeting as much as possible make suggestions for standard improvement   
  • Collaborate with other organizations and projects /programs working on maternal and newborn health issue to ensure synergy, sharing of technical resource, learning and mutual support.
  • Participate in regular child survival and newborn health technical working groups, health sector review meetings, joint supervision and other zonal level region and share the experience of OHEP implementation
  • Prepare regular reports on OHEP and newborn and child health program
  • Prepare and submit monthly activity and trip plan to Health Specialist, OUR CLIENT’S FO.
  • Provides comprehensive activity and trip report against the planned to Health Specialist and coping the Health Department of the CSO
  • Play a key role in addressing the five key strategies across the continuum of care to identify pregnant women, provide focused antenatal care (ANC), labor and delivery, postnatal care (PNC, identify and manage sick newborns at Community level and IEC/BCC and community mobilization. Play a catalytic role in tracking of the mother-baby pair – the first 1000 days; strengthening birth registration; piloting and documenting early childhood development interventions for scale-up and supporting the immunization programme.
  • Provides the end-user monitoring through supporting IPLS as a main strategy to be used for quantification, procurement, consumption, monitoring and management of the supply chain management of maternal, newborn and child health commodities is concerned. 
  • Coordinate with CSO Health Department, Regional, Zonal woreda MNCH program officer activities:
    • Compile and submit monthly plan and report of the Regional and woreda program officers with provision of timely technical guidance. Coordinates and monitors the woreda program officer’s activities and provide up to date child health program update on their behalf.
  • Carries out any other related assignments.

Under the guidance of Chief of Field Office, the consultant will contribute to the acceleration of emergency response, support effective project implementation and management, and help mobilize resources as required. She / he will also promote more effective emergency preparedness and response coordination between government, Our Client’s, other international agencies, civil society and communities.
  • Conduct desk reviews of existing data collection, processing and analysis and reporting system (Education, Health, Child protection and WASH) for emergency context.
  • Review data / information management systems in terms of content, format, reliability, processing, analysis, reporting capacities and use for informed decision making by concerned partners.
  • Assisting implementing partners at regional and/or zona/woreda level to provide timely emergency updated data and information.
  • Identify good practices, gaps and recommendations for implementation by all concerned partners.
  • Conduct affected population consultations and produce reports and case stories in relation to the emergency.
  • Support linkages and coordination among sectors and clusters.
  • Support the organization and running of cluster meetings, ensuring that action points are recorded, shared and properly followed up in a timely fashion.
  • During emergencies, coordinate/ undertake rapid assessments and participate in immediate action (based on Our Client’s Core Commitments for Children), within 72 hours wherever feasible.
  • Provide technical inputs in a timely and efficient manner on emergency supply related items. Follow up closely on their utilization and report to Our Client’s Oromia team.
  • Assist in the preparation of detailed reports relating to Emergency for Our Client’s Oromia FO, Oromia DRM and other partners.
  • Regularly compile and provide quality and comprehensive biweekly emergency SitRep of the field office.
  • Assist in the facilitation of emergency training and emergency related capacity building initiatives.
  • Any other Emergency related activities in discussion with the chief of field office.
Methodology
  • Participation at regional, zonal and woreda coordination meetings.
  • Desk review and analysis of relevant data and / information.
  • Direct IDPs site visits and on-site information collection. Regular travel to affected zones and woredas hosting IDPs in the region.
  • Guidance on the use of standard tools to emergency response.
  • Close coordination with Our Client’s colleagues, regional government partners and other partners in the field.
  • Weekly submission of brief reports.
Reporting
  • The consultant will be supervised by and report to the Chief of Oromia FO.
  • The consultant will submit biweekly SitRep, monthly reports (including 4W reports) based on agreed deliverables and submit a final written report at the end of the assignment.
 
Expected Deliverables and Timeline
  • Any emergency assessment reports.
  • Brief, quality and comprehensive biweekly SitRep and monthly progress reports (including summary of progress made against, identification of key challenges, bottlenecks and recommended actions to be taken)
  • Minutes of cluster coordination meetings
  • Updated supply monitoring report (current inventories, utilized, required supplies and gaps)
  • Regularly updating the 4W matrix
