INTRODUCTION

Save the Children has a small global advocacy office in Addis Ababa (alongside offices in Brussels, Geneva, and New York) that is registered with the Ministry of Foreign Affairs under the name of “Pan African Office”. The office has responsibility for (i) engaging with international and regional institutions such as the African Union Commission and the United Nations Economic Commission for Africa, and (ii) providing support to Save the Children programmes across the African continent. The office also hosts a number of technical advisors who are focused on a full sub-Saharan Africa portfolio.

Job Title: Education and Humanitarian Advocacy Officer

Job Summary:

The role holder will work as a member of the Save the Children International Africa Union (AU) Liaison and Pan Africa Office team based in Addis Ababa, Ethiopia. S/he will support the Humanitarian and Education Advocacy theme in the delivery of projects on the promotion of the rights to education for children affected by humanitarian situations; including children affected by armed conflict (CAAC), children on move, and the overall advocacy for the protection of the rights to education for refugee children in Africa at the AU level.

KEY AREAS OF ACCOUNTABILITY

  • With a focus on education and the right to protection for children affected by humanitarian situations in Africa, especially conflicts. The program officer will:
  • Support the developing of an AU and Pan Africa annual advocacy work plans and messaging for AU events and used in Save the Children International Offices and other civil society organizations(CSOs) working at country level in providing education for refugee children and those migrating and/or in transition.
  • Build functional relationships with regional level economic blocks including IGAD, ECCAS, SADC, and ECOWAS as well as civil society organizations working with them to prioritize education for children affected by humanitarian situations on the continent.
  • Support the develop a reference document on strategic engagement at the AU Commission humanitarian events by the Departments of Political Affairs, Peace and Security Council and Human Resources Science and Technology; including advocacy tactics and actions for engaging bilaterally or collectively within particular AU missions who have made commitments on providing refugee education at the World Humanitarian Summit in Istanbul and UN General Assemblies on refugees.
  • Map AU, Regional and National level opportunities and develop an action plan and influencing plan for prioritizing refugee in targeted countries.
  • Produce ongoing progress reports on monthly and quarterly basis,
  • Organize regular meeting either virtually or face to face with partners to coordinate activity and to contribute to engagement plans.

QUALIFICATIONS AND EXPERIENCE

Essential

  • Masters or Degree Undergraduate degree in Law, Social Sciences or Education. A Master’s degree preferred.
  • Minimum 2 years of policy research and/or advocacy experience.
  • Excellent oral and written communication in English. Working knowledge of French is an advantage
  • Experience working on humanitarian and education issues at Pan Africa, Regional or National levels within an NGO, AU or UN agency.
  • Have a demonstrated strong understanding of the AU’s education, migration and refugee frameworks, as well as human rights instruments, are highly desirable.
  • Proven experience in producing high-quality evidence-based policy positions and briefings
  • Demonstrated experience in policy research, analysis,
  • Experience organizing high-level events.
  • Experience of external representation and effective relationship building at a senior level and a consultative, collaborative approach will be essential.

Scope:

Under the direct line management of the team leader and with technical support and supervision of Addis technical staff, the CWI Officer will supervise, coordinate and manage the prevention and response to physical and psychological harm against women and girls in a professional manner. She /he will demonstrate technical capability and support the CWI incentive staffs to ensure the program is holistic, upholding according to standards, procedures and principles of safety and wellbeing to women and girls. She /he will coordinate the various services available in the area.  The CWI Officer will also mentor, coach and build the technical capacities of CWI incentive staffs at the field.

 Summary Statement of Responsibilities:

CWI officer reports to the mobile service provision team leader in the field. This position manages incentive workers in different internally displaced people (IDP) sites.

Detailed Responsibilities:

•               With the MSP team, and in collaboration with the community, identify immediate risks especially for women and young girls.

•               Map out services available for possible development or strengthening of referral pathways for cases, especially in the areas of Health, Psychosocial, safety and security.

•               Provide psychosocial first aid and referrals to survivors of physical and psychological harm

•               Identify  & document safety and wellbeing risks and type of intervention undertaken (if any)

•               Support context specific dignity kits distribution.

•               Support strategic influencing for women and girls wellbeing and safety through appropriate acceptable ways.

•               Identify capacity training needs for prevention and response to physiological and physical harm against women and girls for relevant stakeholders.

 

•               Prepare and submit monthly and quarterly activity, spending, and procurement plan.

 

Job Requirements

•               BA/MA Degree in social science, social work, health or psychology/sociology.

•               Four years/Two years of professional work experience for BA and MA subsequently.

•               Experience in working with harmed and at risk women and girls in NGO working system is a plus.

•               Experience on counseling and provision of psychosocial support for at risk and harmed women and girls is preferred.

•               Demonstrated experience in field staff management

•               Strong written and verbal language skills in English, and Amharic. Afaan Oromo is a plus. 

•               Good communication skills with women & girls and individuals from a variety of educational and cultural backgrounds.

•               Strong computer skills, including MS Word and Excel, internet, e-mail

  • In coordination with relevant partners and based on identified needs for dignity kit distribution, inform Protection Cluster Coordinator at Regional level to see if the Protection Cluster can participate in the distribution of dignity kits. 
  • Identify mainstreaming of the most vulnerable groups needs and coordinate with Protection Cluster Coordinator in the area for possible trainings to be provided for partners and local authorities in the area.
  • Ensure safety and wellbeing considerations are integrated in projects and programs across sectors/service providers
  • Ensure the available service and assistance considers the full participation of vulnerable groups/PWD in line with the safe guarding principle and guideline.

In Ethiopia, GIZ has been working for more than 50 years in bilateral cooperation on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) and on commission of the Ethiopian government and international donors.

The Sustainable Land Management Program (SLMP) is one of the Flagship programs of the Ministry of Agriculture and Natural Resources of the Ethiopian government. It has been designed under the long-term (2009-2023) Ethiopia Strategic Investment Framework for Sustainable Land Management (ESIF) and the Agricultural Sector Policy and Investment Framework (PIF). Both are designed to strengthen domestic and foreign support as well as planning of investments that contribute to Ethiopia’s agricultural growth and development agenda for addressing issues related to the existing challenges related to land and water resources.

GIZ has been supporting the implementation of SLMP since 2008 in different forms in Amhara, Oromia and Tigray regions. Starting from 2015, GIZ SLM has increased its geographical coverage and included three additional regions, Benishangul-Gumuz, Gambella and Southern Nations Nationalities Peoples’ Region.

GIZ-SURED (Sustainable Use of Resources for Economic Development 2018–2020) will be focussing on the economic development and sustainable utilization of rehabilitated areas. Against this background, GIZ Ethiopia is looking to recruit Office Managers / Cashiers for GIZ-SURED as specified:

Responsibilities:

  • Ensuring that the secretariat runs smoothly.

  • Conducting daily operational performance of all administrative tasks for the regional program manager and the entire regional office.

  • Filing documents in reference files as well as within the GIZ online filing system of DMS in line with filing rules of GIZ.

  • Ensuring financial/accounting activities are carried out in accordance with GIZ’s accounting rules and regulations.

  • Executing cash payments and deposits at the bank.

  • Provide a high level of internal and external customer service including taking ownership of customer queries and complaints and following issues through to completion. 

     

     

     

     

Tasks:

Office Management

  • Assist the regional program manager in office management tasks like filing, logistics of travel, booking of hotels for rooms or conference halls, preparation of field missions and workshops, keeping the filing according to GIZ procedures, keeping limited amount of cash etc.

  • Coordinate booking of flights, logistics of travel, booking of hotels and processing visa requests with the administration team.

  • Coordinate and monitor schedules and ensure agreed blocks of time are kept clear for planned events relating to the regional office.

  • Coordinate and organize rooms for meetings.

  • Assist in creating and maintaining a filing system for the office according to GIZ rules and regulations, treats information confidentially, specifically in the areas of personnel and finance

  • Welcome visitors in a friendly manner and serve them with beverages.

  • Interpret and translate as required.

 

Cashier

  • Handle petty cash accounts.

  • Make all cash and check payments of the regional office.

  • Record financial transactions on cash and bank books on daily basis.

  • Ensure accurate and timely processing of payments.

  • Process and issue the program’s official Cash Receipt for all incoming cash and Withholding Tax Receipt to the payer wherever applicable.

  • Make a timely cash replenishment request when the cash account reaches to the minimum balance.

  • Maintain records of recent advances that are not yet processed in WINPACCS and provide to the Administration and Finance Officer when requested.

  • Follow-up and collect balances due to GIZ on travel or other advances issued to staff members.

  • Maintain and file financial documents properly.

  • Follows-up on collection of VAT receivables, monthly Withholding tax payments and telephone and internet bill settlements.

  • Reconcile physical cash and bank balances with the books balance.

  • Reports when there is surplus or deficit of cash money.

  • Perform any other tasks as may be required.

  • Keep financial records in line with GIZ standards.

The Works are to be carried out under operation and competed by the end of 2018. Responsibilities

The Works are to be carried out under operation and competed by the end of 2018. The construction of a new VIP Terminal as well as airside and landside facilities are also included in the Expansion Project.

 

As part of this Project, ADPI is mandated for the Supervision of the Works and is looking for a Contract Administrator to strengthen its site team. The mission consists in providing day-to-day supervision services for site works (including all technical equipment packages). Assistance to the Owner for the commissioning and handover of the works is also included.

The responsibilities are those of the Engineer (as per FIDIC Conditions of Contract, Pink Book).

 

Among the main tasks, the Expert’s expertise encompasses the day-to-day administration of the 2 (two) FIDIC-based Works Contracts, which includes the following tasks:

  • Perform trade-off analysis and recommending action to the Client,
  • Monthly follow-up of the quantities of Work accomplished by the Contractor, the corresponding amounts earned together with projections of the work remaining to be done and the final expected construction cost,
  • Assessment of the Construction Change Orders and Variations,
  • Advising the Client on the interpretation of the Contract Documents, including determining arising claims an requests for time extension and providing back-up in the event of any dispute,
  • Certification of the Contractor(s)’ applications for payments (interim and final) including measurement and valuation certificates of completed works as stipulated in the construction contract(s).
  • Arranging preliminary hand-over procedures and the preparation of final certificates with the terms and conditions of the works contract(s)This includes the co-ordination and supervision of 2 (two) Quantity Surveyors.   The Contract Administrator will report to the Resident Engineer based on site.
  •  
  • The position is based in Addis Ababa in Ethiopia.
  • The Contract Administrator will be a member of the Project team on site (which includes 7 other expatriates, and 11 local engineers). He/She will be under the responsibility and will report to the Resident Engineer
  • The Contract Administrator will contribute to the drafting of monthly and quarterly progress reports, and may be requested by ADPI to carry out any other task not necessarily described above but necessary for ADPI to endorse its responsibility for this project.
  • It comprises also any other task related to the administration of the Works Contract(s) not explicitly mentioned above but considered by ADP Ingenierie as necessary in order to respond to the ultimate Client’s requirements.

The Sustainable Land Management Program (SLMP) is one of the Flagship programs of the Ministry of Agriculture and Natural Resources of the Ethiopian government. It has been designed under the long-term (2009-2023) Ethiopia Strategic Investment Framework for Sustainable Land Management (ESIF) and the Agricultural Sector Policy and Investment Framework (PIF). Both are designed to strengthen domestic and foreign support as well as planning of investments that contribute to Ethiopia’s agricultural growth and development agenda for addressing issues related to the existing challenges related to land and water resources.

GIZ has been supporting the implementation of SLMP since 2008 in different forms in Amhara, Oromia and Tigray regions. Starting from 2015, GIZ SLM has increased its geographical coverage and included three additional regions, Benishangul-Gumuz, Gambella and Southern Nations Nationalities Peoples’ Region.

GIZ-SURED (Sustainable Use of Resources for Economic Development 2018–2020) will be focussing on the economic development and sustainable utilization of rehabilitated areas. Job Scope:

Under the direct line management of the field manager, CWI coordinator, CWI assistant coordinator, and CWI Addis based staffs, team leader will provide program technical and operational support to mobile service provision at the sites. The MSP team leader mentor, supervises, coordinate and manage the mobile service provision team and oversee the project activities in a professional manner. She /he will demonstrate technical capability and support the mobile service provision team to ensure the program is holistic, upholding according to standards, procedures and principles of safe guarding.

 Summary Statement of Responsibilities:

MSP team leader reports to the field coordinator, and the CWI team at Addis. This position manages the mobile service provision team in different internally displaced People (IDP) sites.  

Detailed Responsibilities:

  • Previous experience in project and grant management in conflict or post conflict situations preferred.
  • Demonstrated experience in proposal development, including practical experience with budgeting, log frame development, and writing of technical descriptions; and excellent English writing skills
