Job Title: Sr. Planning, Monitoring, Evaluating and Reporting Officer

Job Summary: Under the direction and supervision of the Planning, Monitoring, Evaluation & Reporting Coordinator, the Sr. Planning, Monitoring, Evaluation & Reporting Officer conducts periodic baseline survey, environmental scanning that enable the Society to define underlying assumptions and develop input database for planning, monitoring and evaluation activities; undertakes SWOT analysis on the data drawn through environmental assessment and formulates input data for crafting strategic, medium-term and short-term plans; provides advisory and technical support in formulating and cascading the strategic plan of the Society; conducts performance data gathering and consolidation, evaluation against plan, performance variance analysis and recommends remedial actions; evaluates the implementation progress of the Society’s projects against plans and commitments concluded with the donors of the respective projects; maintains and upgrades the Society’s corporate planning, monitoring and evaluation database; collects, processes, evaluates or analyses data and makes projections of statistical series; compiles and prepares monthly, quarterly and annual reports on the overall performance of the Society.

Qualification Requirements: First degree in Economics/Management/ Statistics and 4 years related work experience.

  • Practical experience of conducts periodic baseline survey, environmental scanning that enable the Society to define underlying assumptions and develop input database for planning, monitoring and evaluation activities;
  • Practical experience in Balanced Score Card /BSC/.

Overview

Jhpiego seeks a Senior M&E Advisor to provide technical leadership, oversight and strategic direction for monitoring and evaluation (M&E) activities for an upcoming key and vulnerable populations HIV prevention, care and treatment project. The project aims to identify and link KVP to community HIV services across the 90-90-90 cascade. The project will operate over a five-year period.

The Senior M&E Advisor will provide technical leadership to develop project framework, plans and indicators to capture performance results and provide effective, accurate and timely monitoring, evaluation and reporting of all project activities. The Senior M&E Advisor will supervise and manage the project M&E team to design and implement HIV prevention and treatment M&E activities, ensuring that lessons learned are integrated into project implementation to continuously improve quality of interventions and outcomes in line with PEPFAR’s reporting framework. The Senior M&E Advisor is responsible for documenting and disseminating project successes and challenges to USAID. The Senior M&E Advisor will also be responsible for designing and conducting operations research. The Senior M&E Advisor will liaise with consortium partners and the Ministry of Health to implement monitoring and evaluation activities.

This position is contingent upon award from USAID. Ethiopian nationals are strongly encouraged to apply.

Job Responsibilities

  • Provide leadership and direction on M&E to ensure the project achieves its goals and corresponding objectives and targets

  • Oversee the development and implementation of the Performance Monitoring Plan (PMP) to capture project performance and results, including routine service delivery data reporting, baseline and end line assessments, and all monitoring for process and outcome evaluations

  • Develop and oversee data flow pattern for the project that will ensure timely data collection and reporting

  • Lead results reporting to USAID by providing written documentation on M&E activities and indicator results for progress and annual reports, as appropriate

  • Ensure high-quality implementation, consistent with Ethiopian national and PEPFAR monitoring and evaluation guidelines, protocols, information and reporting systems

  • Lead strategic collaboration activities with key stakeholders to learn from project data and adapt interventions as appropriate
  • Lead efforts to utilize training monitoring systems to track and monitor trainers and participants at training events to facilitate follow-up and recordkeeping
  • Use data to contribute towards strategic decision-making and project planning with project leadership
  • Oversee and/or conduct targeted evaluations and operations research, including design, data collection, management and analysis

  • Ensure quality of data through data verification procedures including routine data quality audits and that these are routinely carried out during the project lifecycle

  • Cultivate strategic M&E relationships and alliances with other USAID projects and represent M&E activities in public and professional circles through meetings, conferences, and presentations

  • Ensure relevant data is entered into JADE, Jhpiego’s organization-wide performance management system designed to capture, analyze, and disseminate project data

  • Support the project to provide Ministry of Health technical assistance to strengthen the country’s HMIS for the optimal use of routine HMIS data

  • Promote and support the dissemination of project information among the project team

  • Work with project and financial staff to prepare and track progress of project and activity budgets
  • Supervise a team of M&E professionals

  • Coordinate all M&E capacity-building activities with project staff, implementing partners and facility staff

  • Support the designated Internal Review Board (IRB) focal point in-country including maintaining current certification from 1) CITI human subjects ethics course and 2) CITI Good Clinical Practices (GCP) course

  • Ensure protection of participant data and confidentiality during IRB process and implementation of study

Job Required Qualifications

  • Masters degree in public health, demography, statistics, social sciences or related field or equivalent experience

  • Minimum seven years of work experience in monitoring and evaluating large, multi-year international health sector development projects (approximately $5 -10M per year)

  • Proven expertise in quantitative and qualitative methodologies, operations research, health management information systems, reporting, data quality assessments, data analysis and presentation

  • Demonstrated strong management, coordination, teamwork and planning skills with proven ability to function effectively with multiple host-country counterparts in both the public and NGO sectors

  • M&E experience in HIV prevention, care and treatment, for KVP preferred
  • Familiarity with Ethiopia health management information system and other national M&E systems

  • Experience and understanding of USAID and PEPFAR’s framework and reporting system

  • Strong technical skills, including ability to process and analyze data using one or more statistical software packages, including at least one of the following: SPSS, Epi-Info, Stata, MS Access

  • Strong quantitative and analytical skills with a demonstrated ability to obtain, analyze, organize and interpret data and present findings in both oral and written form

  • Experience hiring and supervising personnel and ensuring they acquire the necessary training and skills to meet evolving project needs

  • Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with USAID, host-country counterparts and representatives from other key stakeholders such as NGOs, CSOs, and the private sector

  • Demonstrated outstanding leadership, strategic thinking, organizational, team-building, and representational skills

  • Expertise in research to practice—identifying and adapting best practices to specific project contexts
  • Excellent skills in facilitation, team building, and coordination
  • Excellent verbal, written interpersonal and presentation skills in English and Amharic
  • Ability to coach, mentor and develop technical capacity in regional and national projects and technical staff
  • Proficiency in word processing and Microsoft Office
  • Ability to travel nationally and internationally up to 40% of time

Responsibilities

The scientist would be part of a team working with forage genetic resources conservation and carry out activities related to germplasm health and post-entry quarantine of forage germplasm and who will specifically:

  • Lead activities on forage germplasm health for ILRI as part of coordinated activities under the Genebank Platform
  • Identify and research the extent of major seed borne virus diseases in the ILRI collection
  • Develop and optimize diagnostic tests for virus, bacteria, phytoplasma and fungi in forages, including use of molecular tools
  • Establish field and greenhouse procedures for elimination of viral, bacterial, phytoplasma and fungal diseases from the collection
  • Manage and continue improving a Quality Management System for seed health testing and post-entry screening, including the elaboration of Standard Operating Procedures
  • Maintain germplasm health databases for the genebank
  • Train technicians and technical assistants in disease diagnostics and routine procedures for plant management to eliminate diseases

Requirements

  • PhD in plant pathology
  • At least 5 years of experience post PhD in standard seed-health diagnostic methods (e.g., ELISA, TBIA, dot blot, NASH/LAMP, fungal identification and PCR based methods) and next-generation sequencing technologies for pathogen detection.
  • Experience with laboratory organization and optimization of workflows.

Post location: The position will be based in Addis Ababa, Ethiopia

Position level: The position level is 4C.

Duration: 3 years with the possibility of renewal, contingent upon individual performance and continued funding.

Overview

Jhpiego seeks a Senior M&E Advisor to provide technical leadership, oversight and strategic direction for monitoring and evaluation (M&E) activities for an upcoming key and vulnerable populations HIV prevention, care and treatment project. The project aims to identify and link KVP to community HIV services across the 90-90-90 cascade. The project will operate over a five-year period.

The Senior M&E Advisor will provide technical leadership to develop project framework, plans and indicators to capture performance results and provide effective, accurate and timely monitoring, evaluation and reporting of all project activities. The Senior M&E Advisor will supervise and manage the project M&E team to design and implement HIV prevention and treatment M&E activities, ensuring that lessons learned are integrated into project implementation to continuously improve quality of interventions and outcomes in line with PEPFAR’s reporting framework. The Senior M&E Advisor is responsible for documenting and disseminating project successes and challenges to USAID. The Senior M&E Advisor will also be responsible for designing and conducting operations research. The Senior M&E Advisor will liaise with consortium partners and the Ministry of Health to implement monitoring and evaluation activities.

  • Oversee the development and implementation of the Performance Monitoring Plan (PMP) to capture project performance and results, including routine service delivery data reporting, baseline and end line assessments, and all monitoring for process and outcome evaluations

  • Develop and oversee data flow pattern for the project that will ensure timely data collection and reporting

  • Lead results reporting to USAID by providing written documentation on M&E activities and indicator results for progress and annual reports, as appropriate

  • Ensure high-quality implementation, consistent with Ethiopian national and PEPFAR monitoring and evaluation guidelines, protocols, information and reporting systems

  • Lead strategic collaboration activities with key stakeholders to learn from project data and adapt interventions as appropriate

  • Lead efforts to utilize training monitoring systems to track and monitor trainers and participants at training events to facilitate follow-up and recordkeeping

  • Use data to contribute towards strategic decision-making and project planning with project leadership

  • Oversee and/or conduct targeted evaluations and operations research, including design, data collection, management and analysis

  • Ensure quality of data through data verification procedures including routine data quality audits and that these are routinely carried out during the project lifecycle

  • Cultivate strategic M&E relationships and alliances with other USAID projects and represent M&E activities in public and professional circles through meetings, conferences, and presentations

  • Ensure relevant data is entered into JADE, Jhpiego’s organization-wide performance management system designed to capture, analyze, and disseminate project data

  • Support the project to provide Ministry of Health technical assistance to strengthen the country’s HMIS for the optimal use of routine HMIS data

  • Promote and support the dissemination of project information among the project team

  • Work with project and financial staff to prepare and track progress of project and activity budgets

  • Supervise a team of M&E professionals

  • Coordinate all M&E capacity-building activities with project staff, implementing partners and facility staff

  • Support the designated Internal Review Board (IRB) focal point in-country including maintaining current certification from 1) CITI human subjects ethics course and 2) CITI Good Clinical Practices (GCP) course

  • Ensure protection of participant data and confidentiality during IRB process and implementation of study

Required Qualifications

  • Masters degree in public health, demography, statistics, social sciences or related field or equivalent experience

  • Minimum seven years of work experience in monitoring and evaluating large, multi-year international health sector development projects (approximately $5 -10M per year)

  • Proven expertise in quantitative and qualitative methodologies, operations research, health management information systems, reporting, data quality assessments, data analysis and presentation

  • Demonstrated strong management, coordination, teamwork and planning skills with proven ability to function effectively with multiple host-country counterparts in both the public and NGO sectors

  • M&E experience in HIV prevention, care and treatment, for KVP preferred

  • Familiarity with Ethiopia health management information system and other national M&E systems

  • Experience and understanding of USAID and PEPFAR’s framework and reporting system

  • Strong technical skills, including ability to process and analyze data using one or more statistical software packages, including at least one of the following: SPSS, Epi-Info, Stata, MS Access

  • Strong quantitative and analytical skills with a demonstrated ability to obtain, analyze, organize and interpret data and present findings in both oral and written form

  • Experience hiring and supervising personnel and ensuring they acquire the necessary training and skills to meet evolving project needs

  • Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with USAID, host-country counterparts and representatives from other key stakeholders such as NGOs, CSOs, and the private sector

  • Demonstrated outstanding leadership, strategic thinking, organizational, team-building, and representational skills

  • Expertise in research to practice—identifying and adapting best practices to specific project contexts

  • Excellent skills in facilitation, team building, and coordination

  • Excellent verbal, written interpersonal and presentation skills in English and Amharic

  • Ability to coach, mentor and develop technical capacity in regional and national projects and technical staff

  • Proficiency in word processing and Microsoft Office

  • Ability to travel nationally and internationally up to 40% of time

COOPI has been present in Ethiopia since 1994. The recent history of Ethiopia is marked by a great crisis due to drought, internal disorder, illegal migration and refugees. COOPI’s interventions focused in three region of the Country: Afar, Oromia and Somali region that for a has been the scene of armed clashes and particularly hit by periods of severe drought. To allow the management of these activities and to ensure access to basic services for the population, different interventions were carried out, in the field of water-hygiene and food security both on humanitarian and development perspective.

COOPI is now looking for Project Managers in order to strengthen COOPI presence in the country and, in particular, to implement new projects in the field of different donors (ECHO, EU and AICS).

Refers to: Head of Mission

Duty station: according to the project (Afar or Oromia)

Field of intervention: WaSH, Migrations

Donors: UE, ECHO, AICS

RESPONSIBILITIES

The Project Manager is responsible for the overall development, management and quality of the project.

  • Referring to the Head of Mission, he/she coordinates and directly supervises projects, guaranteeing their correct implementation in conformity with contractual obligations and donors’ procedures, and in line with the COOPI’s procedures and management standards.
  • He/she is responsible for the preparation of projects’ reports and all monitoring documents requested by the coordination.
  • He/she identifies and supervise the financial and economic commitment required for the project implementation. He/she ensures that all administrative documents are transmitted to the Country Coordination.
  • He/she is responsible for the local staff management and training, in his/her area of competence, in close cooperation with the relative functions at Country Coordination level, whose indications he/she follows. He/she participates to the staff evaluation, together with the Head of Mission.
  • He/she guarantees ordinary contacts with operational and institutional interlocutors involved in the implementation of the project.
  • He/she ensures good visibility of the projects’ overall goals, policies and envisaged and/or results achieved as per COOPI and donor communication policies
  • He/she coordinates the elaboration, writing, and necessary documents preparation for presenting new projects, referring to the Head of Mission.

REQUIREMENTS

  • At least 3 years of relevant field experience in humanitarian programs
  • Proven expertise in WaSH, livelihood project implementation and management
  • Previous experience in the country is an asset
  • Sound knowledge of international donors procedures, in particular EU/ECHO/AICS
  • Excellent reporting writing skills
  • Strong staff management skills
  • Strong analytical skills and strategic thinking capacity
  • Adequate resilience to stress
  • Familiarity with the context and security is an advantage
  • English is essential, Italian an asset.
