Overall purpose of the role:

Under the direct supervision of the Emergency Coordinator, the WASH Engineer will be in charge of all technical activities related to construction and will ensure the efficient and smooth implementation of the WASH project in the targeted area (Okugu Refugee Camp).

 

Responsibilities:

The essential functions of this position include, but are not limited to:

 


Keep proper records of field expenditures when appropriate and report on these to the WASH Manager;

  • Prepare plans, specifications and cost estimates of the prioritized construction works;
  • Make sure that all required preparations are in place for technical estimates, design and resource management plan, prepare bid documents and support the project team for the bid selection;
  • Implement effectively and within time and budget of the WASH project as per the project proposals and project requirements.;
  • Develop and review project designs to ensure compliance with relevant standards, procedures, and codes;
  • Develop and review BOQs and technical specifications
  • Ensure that accurate and detailed records of project matters are formulated and kept.
  • Conduct site assessments and surveys;
  • Ensure as far as possible the security of the project, of staff, and of equipment;
  • Coordinate with beneficiary leaders to ensure community participation and ownership;
  • Advise on procurement needs and submit all procurement request to the Emergency Coordinator;
  • Provide on-site technical assistance to contractors or service providers and beneficiaries during the process of implementation, including management of construction activities;
  • Prepare and submit regular progress reports and work plans to the Emergency Coordinator;
  • Carry out other related tasks as directed by the line management;
  • Collate data from the communities and local partners and prepare reports for submission to Emergency Coordinator;
  • Liaise with community leaders and other sectors and agencies working locally in order to coordinate within the WASH sector. This includes taking concerns regularly at every meeting with beneficiaries in the field and report as needed;

 

 

 

Job Requirements

Experience and technical competencies:

  • Minimum of three years of experience in coordination and supervision of WASH construction projects
  • Strong knowledge and experience in engineering   and construction project with related processes like tendering of works, monitoring of construction sites etc.
  • Knowledge and experience in GIS/GPS
  • Previous work experience in refugee/IDP settings and complex emergencies is an asset.
  • Familiarity with the SPHERE Project and Minimum Standards
  • Leadership and supervisory skills and ability to foster team spirit
  • Strong organizational skills and able to coordinate and manage a diverse array of activities and stakeholders
  • Strong facilitation, negotiation and mediation skills and ability to work independently
  • Report writing skills and computer skills in word processing and spreadsheets. Skills in technical drawings software (preferably AutoCAD) and project management   software are desirable.

EUCORD is a Brussels based non-profit organization. Its mission is to help people living in poverty' in developing countries improve their wellbeing. It aims to achieve engaging the private sector in delivering services to rural communities so, as to ensure healthy families and sustainable livelihoods.

•Position Summary:
The Agronomist will assist in ensuring the implementation of the project is done in accordance with the strategic directions and objectives of the project that will be implemented in close collaboration with the local partners and local authorities; to ensure consistency of implementation of the project with national policies and strategies under the supervision of the project agronomist. The position requires frequent travel to field location sites within the project area.

•Specific Duties and Responsibilities:
Responsibilities include, but are not limited to:
Work on implementing good farming practices for communities and partners.
Undertake farmer mobilization and group formation, training and capacity building.
Work in alignment with the other project Agronomists and project Leader in undertaking the recruitment of adequate acreage/farmers in the region to deliver targeted quantities of malt barley to meet project targets.
Undertake regular field visits to the project zones to assure project progress towards activity objectives and goals.
Work in consultation with the project agronomist and project leader in capacity building of the local communities, partners and staff through training, workshops and field days.   
Make frequent farm sites visits and give technical advice to farmers.
Organize and coordinate lessons learnt from workshops and field days.
Organize demonstration plots with improved farm practices in all project operational area.
Ensure farmers meet targets allocated to them.
Ensure timely availability of quality malt barely seed, ensure    timely seed distribution.
Advise farmers on the best production techniques and ensure good agronomic practices are applied to produce better yields and quality malt barely.
Carry out assessments to determine potential yields to assist management determine adequacy, deficits and storage needs   together with other project agronomist.
To ensure good pre-harvest and post-harvest handling of the harvested MB.
Perform other duties as may be required.

•Reporting responsibility:
The agronomist will report to area coordinator  

Job Requirements:

A minimum of a B.Sc. degree in Agriculture, Plant science, Agronomy, Rural Development and related fields.
Strong agronomical background on the production of malt barely and field management skills.
Minimum of four years' experience on malt barely and related crops production and protection.
Experience in crop value chain development and working with smallholder farmers.
Good interpersonal and oral and written communication skills in English, and Afan Oromo.
Proficiency in Microsoft Office, Word and Excel
Ability to travel with in the project location
Flexibility to work both in a team and independently;
Strong team building and networking skills
Proven ability to meet deadlines and operate effectively in a deadline-driven environment.
Motorcycle driving license

•Position Summary:

Undertake farmer mobilization and group formation, training and capacity building.
Work in alignment with the other project Agronomists and project Leader in undertaking the recruitment of adequate acreage/farmers in the region to deliver targeted quantities of malt barley to meet project targets.
Undertake regular field visits to the project zones to assure project progress towards activity objectives and goals.
Work in consultation with the project agronomist and project leader in capacity building of the local communities, partners and staff through training, workshops and field days.   
Make frequent farm sites visits and give technical advice to farmers.
Organize and coordinate lessons learnt from workshops and field days.
Organize demonstration plots with improved farm practices in all project operational area.
Ensure farmers meet targets allocated to them.
Ensure timely availability of quality malt barely seed, ensure    timely seed distribution.
Advise farmers on the best production techniques and ensure good agronomic practices are applied to produce better yields and quality malt barely.
Carry out assessments to determine potential yields to assist management determine adequacy, deficits and storage needs   together with other project agronomist.
To ensure good pre-harvest and post-harvest handling of the harvested MB.

Busara Center for Behavioral Economics is a research organization that seeks to improve the understanding of how people living in poverty make decisions and to leverage that knowledge to produce better social outcomes. It enables researchers to conduct rigorous laboratory-based studies in behavioral economics in a developing country and applying the outcomes of research to real-world problems.

The project

The client that Busara is working with is conducting a study to investigate and track household financial flows of female entrepreneurs who get a microloan to explore how loans are being spent and to understand how poor household manage financial resources. The main goal of the study is to provide a better understanding of the patterns of cash outflows within the household and identify whether the impact of microfinance on welfare can be improved after understanding financial pressure from household and other family members.

General Field Officer Duties

  • Administer surveys appropriately and in an ethical manner.
  • Collect data to the highest degree in accordance to the data collection protocols.
  • Provide daily reports to Project Lead
  • Coordinate with team members on field activities.
  • Be able to understand the research instrument and be able to efficiently and effectively collect data to address the core research questions.
  • Expected to have first-hand knowledge of their project population and be able to raise any potential challenges to data collection or data quality to supervisors on project.
  • Maintain the confidentiality and dignity of all project participants and address and escalate any issues of human subject’s violations.
  • Translations and back-translations.
  • Timely completion of work assigned.
  • Provide detailed notes on data collection activities, promptly raising issues and concerns to Project Lead.
  • Perform any other duty as may be assigned by the project supervisor.
