Job Summary

The Maintenance Manager reports to the Site Manager. The Maintenance Manager is responsible for the entire maintenance department of the site including future sites in Mekelle. BACKGROUND:

The Agricultural Transformation Agency (ATA) has been established by the Government of Ethiopia (GoE) to identify and address systemic bottlenecks to Ethiopia’s agricultural development. The Agency does this through problem-solving, implementation support, and capacity building of stakeholders involved in implementation of interventions that address the systemic bottlenecks. The Agency reports to the Ministry of Agriculture and Natural Resources Development and is Secretary to the Transformation Council chaired by the Prime Minister. 

The programmatic focus of the Agency responds to a core set of needs identified by the Ministry of Agriculture and Natural Resources Development and the Transformation Council. Within the Agency, issues are divided into four different pillars:  Crops & Natural Resources which includes Inputs and Plant Protection, Livestock, Soil Health & Fertility, Irrigation and Drainage, and Mechanization; Cross Cutting Initiatives, which includes Inclusive Growth, Climate Change Adaptation and Mitigation, and Planning and MLE; Livestock, which includes Animal Health and Genetic Improvement and Feed & Feeding; and Agribusiness and Markets, which includes Market Development, Rural Finance, ICT, and Private Sector. In addition, the Agricultural Commercialization Clusters Initiative is another critical focus area for the Agency.  Across the programs, the ATA engages public, private and non-governmental stakeholders to support strategic planning, manage and strengthen implementation capacity and test innovative models.

POSITION SUMMARY:

 The Director of Agricultural Mechanization knowledge center is a leadership position within the ATA. It is a center of excellence for generating strategic, high value, applied studies, analysis and knowledge to support identification, prioritization, planning, design and implementation of Transformation Agenda deliverables of the Agricultural Mechanization sector. Specifically, the Knowledge Center will focus on:

  • Stakeholder mapping and analysis of the mechanization sector,
  • Annual stakeholder workshop to identify priority analytical work for the year to address questions / issues related systemic bottlenecks and Transformation Agenda deliverables
  • Directly undertake short-duration, high-impact analytical studies with clear impact for decision-making, such as international and domestic case studies, policy analysis note, sector survey, etc. including data collection and stakeholder engagement required
  • Oversee larger analytical studies commissioned to external partners and service providers
  • Regularly engage with key government partners and provide strategic and analytical thought partnership as well as policy advice on critical issues
  • Participate in annual planning of GTP II Transformation Agenda deliverables, and planning of GTP III deliverables in the agricultural mechanization sector
  • Support design of ATA projects related to the agricultural mechanization sector
  • Provide technical support to projects in the program area, the Federal ACC Team or Regional Offices, where there are no other dedicated staff with the requisite expertise

ESSENTIAL DUTIES:

  • Conduct or oversee completion of key analytical studies and workshops with stakeholders to propose concrete solutions for prioritized systemic bottlenecks of the sector, including policy, regulatory and institutional issues 
  • Contribute to annual planning of GTP II Transformation Agenda deliverables, and planning of GTP III deliverables in the sector and ensures systemic issues of the sector are being identified and prioritized
  • Lead and coordinate efforts in sector-wide stakeholder mapping and analysis
  • Engage with key government partners and provide strategic and analytical thought partnership as well as policy advice on critical issues
  • Facilitate and coordinate high-quality, results-focused and genuinely collaborative multi-stakeholder engagement with key Federal, Regional, private Sector, Non-Profit and Bilateral partners to produce impactful approaches, guidelines and modalities to address key policy level and implementation issues of the sector.
  • Manage and coordinate ATA projects under the program area, providing high-caliber team management, coaching and support to ensure a high performance team
  • Propose specific projects that can drive tangible results and impact
  • Facilitate networking and flow of  information to  enhance implementation of programs/projects
  • Provide technical support to the Federal ACC Team or Regional Offices
  • Prepare and manage Program work plan and  budget; obtain approvals from senior-level ATA management and monitor budget utilization against allocation
  • Contribute to the development of an institutionalized knowledge base for the ATA
  • Regularly report to the Senior Director of Crops and Natural Resource Management on progress, challenges and constraints of the work

 

Job Requirements:  
  • Master’s degree/PhD in Agricultural Science (agricultural economics, agricultural extension, agricultural engineering, etc.), Master’s degree in Business Administration or other relevant subject
  • At least 10 years of experience in agriculture/agricultural mechanization, with at least 5 years’ experience in a senior program leadership role, in government, international agency or private sector
  • Deep understanding of Ethiopia’s agricultural system, with a broad perspective on how the entire system operates and how public, private and informal actors operate within the system
  • Understanding the challenges of and experience in introducing new and improved mechanized technologies to the agriculture sector in a wider context, including the adoption of new and improved mechanized technologies by smallholder farmers
  • An extensive network, with relationships with the key players in the sector, both locally and internationally,
  • Practical experience in implementing solutions at the local level
  • Experience in prioritizing and sequencing both programmatic and operational activities
  • Experience in creating public-private partnerships in the sector
  • Demonstrable track record of success with program design, performance management, learning systems and monitoring and evaluation
  • Ability to thrive in a fast-moving, start-up environment, with an emphasis on high-performance, teamwork, accountability and results
  • Highly facilitative and collaborative leadership style
  • Excellent adaptive problem-solver in challenging environment
  • Excellent analytical, and data gathering skills
  • Excellent oral and written communication skills in English and Amharic are essential.

BACKGROUND INFORMATION - JOB-SPECIFIC

Established in 2009, UNOPS Ethiopia Office has been providing services to various partners, including the government of Ethiopia, UN agencies such as WHO, UNHCR and WFP, and other international organizations. In 2014, the UNOPS Executive Director decided to establish the UNOPS Ethiopia Operational Hub (ETOH), which manages and coordinates the UNOPS activities in Ethiopia, as well as Sudan and Djibouti.

UNOPS ETOH activities range from tailor-made administration, operations, human resources and logistics support for implementation of development and humanitarian projects; infrastructure and procurement management services; and advisory services to partners to facilitate effective procurement, supply and financial management.

Accordingly, the Program Development Associate will be responsible for assisting in the development and presentation of programmes and projects, as well as overall communications with external stakeholders. Such communications efforts may take the form of reports, proposals, project documents, terms of reference and other key programming documents.  S/he will be responsible for ensuring documents are high quality, professional in content and presentation, well-structured, and grammatically correct.

FUNCTIONAL RESPONSIBILITIES

The Proposal Development Officer will develop, in consultation with ETOH senior management, a detailed work plan that will include undertaking the following tasks, and other relevant activities.

1. Proposal Development

a)       Facilitate preparation of professional and presentable programme and project proposals with the relevant program, partnerships and operations teams. To facilitate proposal development process, help develop and implement concepts and work plans.

b)      Review secondary literature on relevant subjects relating to proposed projects and programs. Based on data analysis, identify data, information and analysis gaps. This should include reviewing and compiling relevant research, evidence from prior similar interventions, best practices and lessons learned.

c)       As required, help conduct field visits in target areas to carry out assessments relevant to existing and proposed projects and programs, and based on the relevant strategic and program key performance indicators.

d)      As required, help conduct problem tree analyses and validation workshops with key partners and other relevant stakeholders.

e)      Based on the primary and secondary information gathered, and building upon the strengths of UNOPS, help design projects and programs, including results frameworks, budgets, and narrative concept notes and proposals, required to apply for funding from existing and potential donors and partners.

f)        Compile, edit and proofread draft and final proposals, and other partnerships and stakeholders documents.

2. Report writing

The incumbent will assist in the production and presentation of reports, and reports on UNOPS ETOH activities:

a)       Help report on UNOPS ETOH activities, community impacts and outcomes, in accordance to the GRI Sustainability reporting requirements, and in line with the M&E Plan of the ETOH Strategy.  Help build a culture of transparency and sustainability awareness for the organization.

b)      Report on UNOPS ETOH activities, community impacts and outcomes, in accordance to the GRI Sustainability topics and their Indicators identified as relevant for UNOPS on the M&E plan, with the purpose of building a culture of transparency and sustainability awareness for the organization.

c)       Adopt the GRI G4 Sustainability Reporting Framework, in order to lay a foundation for implementing the UN SDGs and measuring performance against key performance indicators.

d)      Through a world-class report, to lead the way for other UN entities in sustainability reporting and serve as a foundation more targeted communications (including web).

EDUCATION/EXPERIENCE/LANGUAGE REQUIREMENTS

Education

  • A Master’s Degree in Communications, Social Sciences, Literature or a relevant area is required.
  • A combination of a Bachelor’s degree in a relevant area with an additional 2 years of relevant work experience may be accepted in lieu of the education requirements outlined above.

Work Experience laugh

  • At least 5 years of progressive experience in proposal writing, report writing and graphic design services required. This should include strong programme design skills, including capacity to prepare logical, coherent, and consistent documents, including results frameworks and budgets.
  • Prior demonstrated experience developing proposals for donors required.
  • Background of demonstrated success in designing proposals for international donors, IFI, governments, foundations and other bilateral and multilateral development partners strongly preferred. This will need to include scoping, reviewing, analysing, and integrating existing plans, projects, and areas of expertise.
  • Ability to work efficiently and effectively with project members in various locations and from multiple organizations, including remotely writing and revising proposal documents strongly preferred.
  • Ability to integrate different experiences, methodologies, and approaches from a diverse range of stakeholders, organizations, and technical experts from multiple sectors strongly preferred.

Languages Excellent knowledge of written and spoken English is required. Fluency in French would be considered as desirable.

Key responsibilities and deliverables
•Preparing periodic (monthly, quarterly, and annual) financial statements required for external reporting
•Consolidation entries and accounts to be utilized in financial statements

•Collecting and analyzing financial data
