The purpose of the end-line evaluation is to analyze the effectiveness of the activity in contributing to the national target in reducing new infections by targeting key and priority population in the community and analyze achievement in selected indicators. Qualifications:

  • Experienced MD, Health Officer or Nurse with an advanced degree in Public Health or a related field.

INTRODUCTION

The Danish Refugee Council (DRC) is a humanitarian, non-governmental, non-profit organization founded in 1956 that works in more than 30 countries throughout the world, including Ethiopia. DRC fulfills its mandate by providing direct assistance to conflict-affected populations, including refugees, internally displaced people and host communities. Under its mandate, the organization focuses on emergency humanitarian response, rehabilitation and post-conflict recovery.

DRC commenced work in Ethiopia in 2009 and currently provides expertise in shelter, WASH, livelihoods and protection in the Gambella and Somali regions of the country. Activities implemented by DRC are funded by money raised from the Danish public and by project grants from the Danish government and other bilateral and multi-lateral donors.

DRC recently starting a new program in Tigray Regional State, where the organization is implementing a variety of activities related to youth protection, access to justice, and infrastructure in Hitsats, Mai-Aini and Adi Harush refugee camps.

POSITION’S OVERALL OBJECTIVES

The Shire-based Area Manager is responsible for the overall implementation and strategic direction of the organization's current and future projects in Tigray Regional State, and is the direct supervisor of both program and support staff in the Shire field office. The Area Manager advises DRC’s Shire-based Program Manager and Operations Coordinator to ensure all programming in Tigray regional state is in line with DRC Ethiopia’s country strategy and is in full compliance with the organization’s policies and best practices. Furthermore, the Area Manager is responsible for leading project cycle management, proposal development and program strategy - ensuring the successful implementation of all activities, and relevance and responsiveness of the activities to priority humanitarian needs in Tigray Regional State. In this capacity, the Area Manager is also responsible for representing DRC publically at the site level, including in coordination fora with other agencies, and for providing the direct link in communications between DRC's Shire field office and the organization's Addis Ababa country office. Finally, it is essential the Area Manager collaborates with the Addis Ababa based Security Advisor and Senior Management Team to provide safety and security management of the Shire-based team and ensure all safety and security measures, including contingency plans and standard operating procedures, are in place and well understood by all staff.

POSITION’S SPECIFIC OBJECTIVES

The Area Manager, in coordination and cooperation with the Addis Ababa based Head of Program and support staff, is expected to pursue the following objectives in her or his daily work:

  1. Contribute to the expansion of DRC's program in Tigray regional state.
  2. Manager a multi-disciplinary program team, while ensuring cohesiveness and positive teamwork, knowledge of core protection and migration concepts, and full compliance of DRC's code of conduct, while actively identifying opportunities to improve capacities of staff.
  3. Support the strategic direction of DRC’s program in Tigray Regional State and lead regular programmatic and budgetary reviews, context analyses and the development of project proposals.
  4. Contribute to the improvement of site-level support systems and procedures, and ensure compliance by all staff with DRC policies. This includes coordinating the development and regular review of work, procurement and spending plans inline with rigorous project management standards.

  5. Represent DRC publically at the site level, including in coordination fora with other agencies, and for providing the direct link in communications between DRC's Shire field office and the Addis Ababa office.

  6. Coordinate with the Addis Ababa based Security Advisor and Senior Management Team to provide site-level leadership in ensuring safety, security and wellbeing of all staff.

RESPONSIBILITIES AND TASKS

To achieve the overall and specific objectives of the position, the Area Manager will perform the following tasks and undertake the following responsibilities:

1. Management and Coordination:

§ Overall responsibility for the recruitment and daily management of the Shire-based program and support teams, including ensuring positive and collaborative working relationships in line with DRC's Code of Conduct and assessing staff capacity to provide or recommend relevant training or coaching as needed.

§ Daily management of the Shire office, including ensuring compliant financial operations and budgeting, administration, human resources, logistics, procurement and security in line with DRC and donor regulations.

§ Represent DRC publically at the site level, including in coordination fora with other agencies, and for providing the direct link in communications between DRC's Shire field office and the Addis Ababa office.

2. Programming:

§ Provide oversight of all programming in Tigray Regional State in compliance with core protection principles and best practices, and DRC and donor regulations, while upholding rigorous project cycle management standards.

§ Design and support in conducting needs assessments to inform program design as well as identify risks and vulnerabilities, including those related to gender, age and diversity.

§ Develop concrete initiatives to respond to protection risks experienced by the Eritrean refugee population in Tigray Regional State as well as specific strategies which build upon existing assets within the population.

§ Contribute to the strategic direction of Shire's programming through active and ongoing participation in and contribution to strategic planning meetings and development of strategic documents.

§ Work with the Head of Programs and finance team to contribute to new project development, including both narratives and budgets, by coordinating and compiling inputs from other technical and support staff.

§ Ensure the timely and quality delivery of all organizational and project reports and staff contributions to organizational monitoring and evaluation requirements to ensure project quality, relevance and accountability to DRC's beneficiary populations. § Support staff to integrate protection and migration concerns and awareness into other sectors as relevant.

3. Finance and Administration:

§ Provide daily management of the field office’s finance team.

§ Oversee and regularly update a comprehensive master budget of all of DRC’s operations in Tigray Regional State.

§ Assume responsibility as primary budget holder of all projects and lead in the development of new budgets and spending plans.

§ Collaborate regularly with the Addis Ababa based finance team to monitor spending and ensure the timely utilization of all grants.

§ Ensure full compliance with DRC and donor financial guidelines and policies.

4. Human Resources:

§ Manage the Shire-based team and support respectful and positive working relationships which allow for the effective implementation of all activities. This is to be achieved through leadership, team building, day-to-day support, capacity-building and strong, generalist knowledge in all of DRC’s core sectors, including protection, migration and infrastructure.

§ Lead site-level recruitment processes and ensure that relevant staffing structures are in place and are reflective of appropriate gender balance.

§ Promote professional development by identifying training and capacity building opportunities and ensure staff are well versed in core protection concepts, DRC's code of conduct, accountability, respectful dialogue with the refugee population, and prevention of sexual exploitation and abuse.

§ Collaborate with the Addis Ababa human resources department to ensure staff evaluations are conducted on a regular basis.

5. Logistics and Procurement:

§ Collaborate with the Logistics and Procurement Coordinator and Addis Ababa based logistics and procurement team to develop and maintain procurement plans.

§ Ensure logistics and procurement processes are in place and fully compliant with DRC and donor policies and standards.

§ Collaborate with the Logistics and Procurement Coordinator to ensure field-based records are well managed, fulfill DRC and donor requirements, and are always up-to-date for use in donor reports.

§ Monitor budget lines to ensure spending is in line with project timelines and implementation schedules.

§ Regularly review procurement plans with procurement and logistics, and finance teams to adjust spending as required in advance of project closure.

6. Safety and Security:

§ Assume responsibility for staff safety in the area of operation.

§ Ensure all relevant information regarding safety, security and the context is collected, updated and shared in a regular and timely manner.

§ Collaborate with the Addis Ababa based Security Advisor and Senior Management Team to make decisions and manage security incidents at a local level.

Qualifications

  • Masters degree in law, social sciences, international development, or other relevant field.
  • Minimum of 8 to 10 years of work experience within the field of law or protection, particularly within the field of humanitarian response and refugee protection, with experience working for an international NGO, UN agency or relevant ministry or local authority.
  • Minimum of 5 years of experience in a senior project management position.
  • Excellent analytical and writing skills.
  • Excellent written and spoken English, Tigrinya and Amharic.
  • Knowledge of Office software packages and experience using data analysis tools.

Opportunity

 

Abt Associates, a major American business and government research, technical assistance, and consulting company, manages the USAID-funded Vector Control Task Order 1. Task Order 1 will support the U.S. President’s Malaria Initiative (PMI) and USAID to plan and implement an integrated vector control approach with the overall goal of reducing the burden of malaria. Abt has implemented indoor residual spraying (IRS) for PMI since 2011, delivering high-quality IRS programs and gathering the most comprehensive vector control entomological data in the world. Under this contract, Abt will expand entomological monitoring to guide programs focused on insecticide-treated mosquito nets and IRS and continue to assist PMI in reducing the burden of malaria through IRS and capacity building in 22 African countries where malaria is endemic. Abt also will continue to support PMI in IRS monitoring and evaluation, as well as environmental compliance.

 

Under the supervision of the Chief of Party, the Ethiopia Operations Manager (IRS Planning and Supervision) provides organizational and logistical management for the project’s planning and supervision activities.

 

Key Roles and Responsibilities

 

  • Lead overall IRS campaign planning processes, including quantification of insecticides, human resource, equipment, logistical planning and coordination with national and district level MOH counterparts.
  • Manage the overall planning of all project spray operations in Ethiopia, including geographic reconnaissance and micro-planning.
  • Develop operations supervision plans and ensure implementation at all levels to ensure spray quality.
  • Manage overall spray operations supervision activities in liaison with the zonal IRS Coordinators and FMOH staff to ensure quality IRS.
  • Support routine program tracking and reporting activities, support monitoring and data collection with the project M&E team.
  • Track IRS progress against spray campaign targets and timelines.
  • Review/ update supervision guidelines and supervision tools, and ensure use at all levels with view of improving spray quality.
  • Lead and coordinate spray quality initiatives in collaboration with other operations staff.
  • Perform additional responsibilities as assigned by the Supervisor or COP.

 

Preferred Skills / Prerequisites

 

  • Masters Degree in Public Health, Environmental Health, or other relevant field.
  • At least 6 years of professional experience managing operations in an international development environment, with significant experience in vector control programs.
  • Strong analytic and quantitative database management skills, budgeting and report writing.
  • Significant management and supervisory experience.
  • Prior experience at USAID-funded programs, and basic knowledge of Federal and AID Acquisition Regulations (FARs and AIDARs), are highly desirable.
  • Excellent writing, computer, and organizational skills.
  • Readiness travel extensively and work for extended period of time in the IRS target districts.
  • English language fluency.


Minimum Qualifications

 

  • (6+) years of experience and a master degree OR the equivalent combination of education and experience.

Abt Associates, a major American business and government research, technical assistance, and consulting company, manages the USAID-funded Vector Control Task Order 1. Task Order 1 will support the U.S. President’s Malaria Initiative (PMI) and USAID to plan and implement an integrated vector control approach with the overall goal of reducing the burden of malaria. Abt has implemented indoor residual spraying (IRS) for PMI since 2011, delivering high-quality IRS programs and gathering the most comprehensive vector control entomological data in the world. Under this contract, Abt will expand entomological monitoring to guide programs focused on insecticide-treated mosquito nets and IRS and continue to assist PMI in reducing the burden of malaria through IRS and capacity building in 22 African countries where malaria is endemic. Abt also will continue to support PMI in IRS monitoring and evaluation, as well as environmental compliance.

 

Under the supervision of the Entomology Technical Manager, the Project Entomologist will be responsible for timely and high quality field entomological work and will assist the Entomology Insectary Technicians with managing the insectary.

 

Key Roles and Responsibilities

 

  • Support implementation of the following set of entomological field activities:
    • Establishment of sentinel sites
    • Monitor vector density and behavior pre- and post-deployment of vector control interventions using World Health Organization (WHO) standard mosquito sampling methods
    • Conduct wall bioassays within two weeks after every spray cycle and on new insecticide treated mosquito nets (ITNs) before distribution to evaluate the quality spray and products.
    • Conduct wall bioassays monthly in selected districts to evaluate the residual efficacy of sprayed insecticides and bi-annually to evaluate insecticidal activity of ITNs.
    • Monitor vector susceptibility tests to currently use and candidate insecticides on annual basis. Conduct intensity and synergist assays in sentinel sites selected for insecticide resistance monitoring.
  • Participate in other field activities  and planning processes of entomology activities
  • Assist with procurement requests related to the field entomological activities
  • Adhere to the Standard Operational Procedures for these activities
  • Support the Entomology Insectary Technicians in managing the insectary operations.
  • Ensure proper and timely data recording and entry.
  • Support capacity building on entomology activities including insecticide susceptibility testing.
  • Publish results from regular entomological monitorig and operational resreach actvtreoisn  on  peer reviewed journals.
  • Perform any other duty assigned by the Entomology Technical Manager.
  • This position may require frequent visits to the field and sentinel sites for mosquito collection.

 

Preferred Skills / Prerequisites

 

  • Bachelors Degree (minimum)  plus 8 years relevant experience or a Masters Degree (desirable) plus 6 years relevant experience in Entomology, Public Health, Environmental Health, or other relevant field.
  • Relevant professional work experience with significant amounts of experience directly in Vector Control and IRS Operations.
  • Demonstrated ability to work with a minimum of direction and supervision.
  • Demonstrated ability to work both as a member of a team and as a team leader, with the ability to accept the inputs of other team members.
  • Strong management and planning skills of project tasks and budgets.
  • Demonstrates leadership and team work and produces high quality work in a timely, cost effective manner and has excellent writing skills.
  • Excellent organizational, interpersonal communication and computer skills.
  • Experience with USAID and donor projects is highly desirable.

    English language fluency.

The USAID-funded Vector Control (VC) Task Order (TO) 1 Project supports the President’s Malaria Initiative (PMI), as well as USAID Missions and Bureaus with malaria programs outside the PMI focus countries, in planning and implementing Vector Control (VC) programs with the overall goal of reducing the burden of malaria in Africa by enhancing USAID’s ability to implement VC programs on the ground through cost-effective commodities procurement and logistics systems, access to technical expertise, and implementation of IRS in countries affected by malaria.

 

Under the supervision of the Chief of Party, the Monitoring & Evaluation (M&E) Manager focuses on surveillance and information management, monitoring programmatic IRS delivery, and evaluating associated epidemiological, entomological, and environmental impact in targeted communities.

 

Key Roles and Responsibilities

 

  • Lead the needs assessments and baseline surveys/data collection process prior to IRS campaigns.
  • Lead establishment of routine M&E systems to support tracking of IRS program activities, progress, and performance.
  • Improve programmatic monitoring efforts through managing the data collection of routine spray activities from district-based spray teams and reporting the data for internal and client use.
  • Design, review and test M&E tools for reporting formats and data collection. These can include mobile-based tools, digitally-enumerated satellite images or atlases, and other innovations to data collection, data quality, data entry, and data reporting.
  • Ensure appropriate skills are developed and maintained with the national and district IRS staff through focused trainings for continued maintenance of the established M&E tracking systems. This includes training temporary field VC staff on appropriate methods of data collection, entry, reporting, and quality.
  • Track and report data on all project indicators to the Abt Home Office, local clients and PMI/Washington. This includes regular updating of the project’s official Monitoring and Evaluation Plan.
  • Prepare monitoring and evaluation plans, including defining program indicators and sources of data, as well as annual reports and other project documents.
  • Conduct periodic internal Data Quality Assessments (DQAs) and prepare the project for possible external DQAs Audits to ensure validity, integrity, precision, reliability and timeliness of all performance data, identifying gaps and suggesting corrective actions on time.
  • The position requires frequent travel to VC implementing districts and field sites for routine monitoring, program supervision, and support and frequent communication with site and home office staff to report on VC campaign progress.
  • Oversee epidemiological periodic data collection and analyses, in conjunction with the national government and TO1 VC partners.

Under the supervision of the Ethiopia Chief of Party, the Ethiopia Operations Manager (Training and Implementation) provides organizational and logistical management for the project’s IRS operations.

 

Key Roles and Responsibilities

 

  • Manages the overall planning and implementation of all project spray operations in Ethiopia, including:
    • Developing annual operations activity schedules,
    • Conducting geographic reconnaissance,
    • Identifying, and overseeing the preparation and renovation of, spray operation sites/bases,
    • Organizing annual planning meetings with NMCP, other local stakeholders, and spray districts,
    • Determining spray operation labor requirements, and overseeing the recruitment of seasonal spray personnel,
    • Quantifying requirements for insecticides, sprayers, PPE, and all other equipment and supplies,
    • Confirming specifications for PPE, and all other equipment and supplies procured locally,
    • Organizing micro-planning meetings.
  • Overall responsible for supervising and monitoring spray activities
    • Ensuring that correct spray techniques are applied
    • Ensuring quality and accuracy of primary data
    • Ensuring data forms are promptly and safely delivered to data centers
    • Ensuring that supervision and monitoring tools are used as required
  • Oversees the management of warehouses and stores.
    • Ensuring adherence to USAID/PMI BMP for IRS
    • Ensuring that there are adequate stock levels of commodities, equipment and supplies, at all operation sites.
    • Ensuring that all store records are up-to-date throughout the spray campaign
  • Coordinates training-of-trainer (TOT) courses, and the trainings of the different categories of spray personnel.
  • Oversees information, education, and communication (IEC) activities and community mobilization.
  • Recommends spray personnel performance targets, and tracks progress against spray campaign targets and timelines.
  • Achieves operations-related Monitoring & Evaluation and Quality Control indicators of the project.
  • Develops the operations component of the country capacity-building plan to transfer skills to local institutions.
  • Directly supervises the project’s District Coordinators, Logistics Coordinator, and a local communications NGO.

 

Preferred Skills / Prerequistes

 

  • Masters Degree in Public Health, Environmental Health, or other relevant field.
  • At least 8 years of professional experience managing operations in an international development environment, with significant experience in vector control programs.
  • Significant management and supervisory experience.

Under the supervision of the Finance and Administration Manager, the IT Specialist establishes, manages and maintains the project’s computer network at all operational locations.

 

Key Roles and Responsibilities

 

  • Ensure the smooth operation of the Internet connection and regularly check the flow provided by the ISP to enable staff to work in optimal conditions
  • Monitor relevant logs and perform necessary operations to ensure the proper state of the systems.
  • Preventive maintenance includes ensuring each computer and user has valid certs installed for AGI access.
  • Create (and update as required) Disaster Recovery Plan for the office (template to be supplied by ITSC).
  • Create (and update monthly) Workstation Inventory List, i.e., assist the office in the physical inventory of all equipment and software (PC’s, laptops, printers, etc.).
  • Provide technical support for major and/or urgent problems with LAN or any of its components (server crash, virus attack, hard drive failure, etc.).
  • Provide on-call assistance to individuals as needed.
  • Supervise File Server backups (weekly full backup, daily incremental on file server, and monthly backups of file server and users data).
  • Supervise that File Server Group Policies and  NTFS permissions are applying correctly to project users and groups.
  • LAN Administration: Assign user accounts and verify privileges/rights (for network and Abt services); manage disk space, printer queues, and internet connection.
  • Perform desktop and laptop computer support, including performing routine preventive maintenance (disk scan, deleting temp files, defragmentation, etc.); installing software patches  and upgrades, troubleshooting hardware or software problems; and ensuring users are backing up their data files on the server.
  • Provide basic training of Windows Office products.
  • Monthly conference call with Abt Associates International IT Management (All IT Managers’ Meeting). 
  • Review monthly activity, articulate and implement Action Plans relating to identified  IT needs.
  • Work closely with the M&E team in maintaing data entry computers and facilitate DEC training plus provide field data management processes.
  • Perform hardware troubleshooting, including identifying hardware failure for all hardware warranties; coordinating with hardware vendors/manufacturers for the prompt replacement of any defective components and working with the Project internet service to solve any problems accessing the internet and/or sending and receiving email.

 

Preferred Skills / Prerequisites

 

  • Bachelor’s Degree in Computer Science, Computer Programming, or other IT-related field.
  • At least six (6) years of relevant professional experience in IT network administration in a Windows NT environment, including internet access support.
