Background:

Catholic Relief Services (CRS) is an International non-governmental organization supporting relief and development work in over 110 countries around the world. CRS programs assist persons on the basis of need, regardless of creed, ethnicity or nationality. CRS works through local church and non-church partners to implement its programs, therefore, strengthening and building the capacity of these partner organizations is fundamental to programs in every country in which CRS operates.

 

Job Description:

The purpose of this position is to manage, strengthen, and provide strategic direction to CRS Ethiopia's Development Food Security Activity (DFSA) MEAL system, ensuring cross-learning in MEAL among projects, and to build capacity of MEAL staff. The MEAL Manager will be responsible for supervising DFSA MEAL activities, managing assessments and surveys for the DFSA. When possible, the MEAL Manager will also work closely with CRS program teams and partner staff to develop high quality monitoring systems and tools that address indicators set out in project proposals. He/she will ensure that learning from projects is systematically captured and used throughout the country program. He/she will also take learning needs into account, and develop and conduct capacity building for MEAL and program staff, with support of the Chief of Party (CoP), Deputy Chief of Party (DCoP) and the Regional Technical Advisor (RTA) for M&E.

 

The MEAL Manager is expected to have a high level of self-initiative and use critical thinking skills to identify and fill gaps. The MEAL Manager should have the ability to work sensitively and positively with programming teams and promote a learning environment -- success of the post relies on this.

 

Specific Responsibilities:

1. MEAL Strategy & Design

  • Provide strategic high level feedback, analysis and interpretation throughout the program startup and implementation processes.
  • Ensure that the DFSA MEAL systems are in compliance with CRS' global and regional policies, procedures, standards, and strategic initiatives, and compliant with USAID/FFP requirements.
  • Provide strategic direction for the development and maintenance of MEAL systems, and the roll-out of new initiatives.
  • Support Sectoral Managers and MEAL team/working group members in the design and implementation of assessments, gender analysis, stakeholder analysis, organizational capacity assessments, and other pre-program data collection and analysis.
  • Ensure the consistency of tools and indicators across all partners, sectors, and programs as appropriate, maintaining a bank of key program indicators.
  • Support programming staff to incorporate participatory methods into community level M&E systems and tools.
  • Collect and analyze lessons learned and best practices from previous and ongoing programs capturing the impact of activities, and ensure that these are incorporated into the design of new projects.
  • Leverage lessons learned, best practices, program data, evaluations, and other information to generate donor communication pieces, proposal annexes, success stories, case studies, and other high-quality, results-based documentation.
  • Work with senior management to identify and pursue strategic opportunities for program development, expansion, etc.

 

2. MEAL Implementation

  • Lead mandated evaluations, needs assessments, annual surveys, case studies, and other evaluation efforts.
  • Update DFSA MEAL operation manual as necessary to ensure that they are up-to-date, high quality, and contain tools, data flow maps, and analysis plans that address all information needed for program quality and donor reporting.
  • Manage agency driven MEAL inquiries, requirements i.e. end of year beneficiary counts, Annual MPP self-assessments, etc.
  • Contribute to donor proposals and reports, through high quality analysis of reports and interpretation of data.
  • Support the MEAL team in strategically preparing and reviewing MEAL calendars.
  • Support quarterly review and analysis meetings/visits at partner level, annual learning-to-action events and reflection sessions to systematically analyze data for programmatic use, and to document and incorporate lessons learned into program design and implementation.
  • Ensure that transparent high quality accountability mechanisms, including beneficiary feedback and response mechanisms, are in place for all programs and are regularly monitored and evaluated.
  • Ensure that beneficiary feedback is adequately captured, addressed, analyzed, and utilized by program teams.

 

3. Capacity Strengthening

  • With the Country Program (CP) MEAL Manager, support the CRS Ethiopia MEAL Community of Practice to share learning, resources, and support across offices.
  • Develop and co-facilitate MEAL workshops and modules for staff and partners, to share MEAL tools, processes, and best practices to cultivate a culture of learning.
  • Conduct orientations for new MEAL and program staff on CRS systems and key MEAL resources.
  • Provide mentoring/accompaniment to CRS and partner staff to increase capacity and to achieve annual performance and development plans.
  • Remain updated with developments among the CRS MEAL community and worldwide MEAL trends and resources, and ensure that the DFSA MEAL team is applying CRS MEAL guidance and policies appropriately and in a timely manner.
  • Conduct field monitoring visits events frequently with project teams and implementing partners
  • Provide feedback to senior project and MEAL staff to improve the overall MEAL system and ensure quality implementation of MEAL activities.

 

4. ICT for MEAL

  • Support MEAL and programming teams to develop strong project tracking, record keeping and filing methodologies for all activities.
  • Work with MEAL and IT staff to maximize the value and utility of ICT4MEAL initiatives.

Person Qualifications:

  • Master's degree in Statistics, Demography, Development Economics or a field related to international development
  • At least eight years of managerial experience with an NGO (experience with INGO preferred); particularly with Title II, in addition to significant MEAL experience
  • Experience working with large donors, including USAID/FFP
  • Familiarity with principles and current approaches to MEAL in development programs using both quantitative and qualitative methods
  • Experience with participatory MEAL systems
  • Proficiency in database development/management, SPSS, EPI-Info, Access, Excel and skills in analyzing, interpreting and communicating information to various stakeholders
  • Significant experience in conducting quantitative and qualitative assessments, surveys (including sound understanding of sampling issues), and managing consultants
  • Experience with facilitation, capacity strengthening and partnership building, with the capacity to empower staff through opportunities for growth & development
  • Ability and willingness to transfer knowledge through formal and informal training
  • Supervisory experience and management and team building skills
  • Excellent planning and organization skills
  • Flexibility to work both in a team and independently

Delivery Units have played a critical role in accelerating execution of development initiatives in many countries, particularly in East and Southeast Asia, and today are also present in Ethiopia’s Prime Minister’s office and the Revenue and Customs Authority. The Delivery Unit will be jointly overseen by the Minister of Agriculture and Natural Resources and ATA senior management. The Delivery Unit team plays a highly visible and pivotal role in accelerating agricultural transformation and development in Ethiopia.

POSITION SUMMARY:

The Senior Analyst supports planning, problem solving and analysis within the Delivery Unit. The Senior Analyst will work directly with Transformation Agenda Deliverable (TAD) owners within the MoANR to ensure meaningful planning and target setting, timely and accurate reporting, and rigorous and practical problem solving. The person in this role will also work to strengthen the project management and analytical capacity of TAD project teams.

The Senior Analyst will report to the Project Manager, and work with the Analyst, Senior Data & Reporting Officer and a large team of technical experts (Transformation Agenda Specialists and Advisors) as part of the Delivery Unit team. ESSENTIAL DUTIES:

  • Run a process to facilitate meaningful and timely planning and target-setting by project teams
  • Monitor activity management and reporting for TADs, working closely with project teams
  • Work proactively and independently with project teams to identify strategic and operational issues hindering achievement of targets and support problem-solving to identify high-impact and feasible solutions
  • Ensure critical issues are effectively escalated to senior leadership
  • Provide analytical problem solving support to senior leadership on high priority requests

REQUIRED QUALIFICATIONS:

  • Bachelor’s degree required, preferably in business, economics, statistics, engineering, agriculture or rural development
  • 4 to 6 years of professional experience in project management, strategy, business analysis, business development, management consulting, project design or other relevant field
  • Proven record of structuring and delivering challenging projects, with data analysis, regular reporting, and independent troubleshooting and problem solving

POSITION SUMMARY:

The ATA is launching a Delivery Unit within the new Ministry of Livestock and Fisheries (MoLF) to directly support MoLF’s work on the Transformation Agenda. Specifically, the Delivery Unit supports owners of Transformation Agenda Deliverables (TADs) within MoLF, with planning, reporting, project management and technical and strategic analysis. Delivery Units have played a critical role in accelerating execution of development initiatives in many countries, particularly in East and Southeast Asia, and today are also present in Ethiopia’s Prime Minister’s office and the Revenue and Customs Authority. The Delivery Unit will be jointly overseen by the Minister of Livestock and Fisheries and the ATA Senior Director of Strategic Services, with support from the ATA CEO. The Delivery Unit team plays a highly visible and pivotal role in accelerating agricultural transformation and development in Ethiopia.

 

The Head of the Delivery Unit leads the Delivery Unit team to accelerate implementation of Transformation Agenda Deliverables within MoLF. The Head of the Delivery Unit sets priorities, develops annual plans and targets, establishes performance monitoring systems, seeks feedback on DU performance, and escalates critical issues to the Minister and Senior Director. S/he will establish strong relationships with and regularly engage relevant internal and external senior stakeholders and initiative owners to ensure strong buy-in and support achievement of the Transformation Agenda Deliverables.

 

The Head of the Delivery Unit will report to the Minister of Livestock and Fisheries, with a second functional reporting line to the Senior Director of Strategic Services at the ATA. S/he will manage a team of approximately 9 people, including a Project Management & Analysis team and a Technical team. The Delivery Unit is part of the Strategic Services vertical at the ATA, which also includes the Delivery Unit for the Ministry of Agriculture and Natural Resources, Performance Management (planning and evaluations), Communications, Project Management (from 2018) and Analytics (from 2018).

The successful candidate for this role will have very strong leadership, senior stakeholder management, and team management experience, and a track record of effectively leading planning and execution of major programs or initiatives. S/he will also have strong analytical and critical thinking skills, experience influencing others to simplify, focus and have urgency, and a passion for both results and capacity building. ESSENTIAL DUTIES:

POSITION SUMMARY:

The Director of Project Management (DPM) will create and lead a project management team that works as a Center of Excellence within the ATA and the Ethiopian agricultural sector to ensure successful execution of the projects in the Agricultural Transformation Agenda. The DPM will support project teams and build their execution capacity to ensure that the Agricultural Transformation Agenda projects are delivered on time, on budget and with the targeted results. This execution capacity has been identified as a major bottleneck to the transformation of Ethiopia’s agriculture sector, and the DPM will be on the front lines of creating national change affecting millions of smallholder farmers.

This position will report directly to the Senior Director of Strategic Services. Strategic Services is a Vertical within the ATA formed to improve the effectiveness of the ATA and our partners’ work. As part of Strategic Services, the DPM will work closely with the Performance Management/MLE, Analytics, Partnerships, Knowledge Management and Communications teams. The DPM will be a key thought partner to the Senior Director in refining the strategy for this vertical. The position will be based in Addis Ababa, Ethiopia.

The terms of employment for this position will be governed by and managed in accordance with the internal framework of the World Food Programme, which provides employment contracting and related services to ATA.

ESSENTIAL DUTIES:

  • Develop strategy for Project Management team’s engagement with ATA projects and partners.
  • Lead design of best practice project management processes, tools and training for the entire project lifecycle.
  • Hire, manage and develop Project Management team members.
  • Identify and prioritize specific projects and activities that require enhanced project management support.
  • Train Project Management team to support ATA teams and partners from project launch through execution and troubleshooting to documentation and handover or transition
  • Ensures clear communication and coordination of activities between the Project Management team, other Strategic Services teams, ATA project teams and ATA partners
  • Design and manage productivity or work planning software as needed for successful project management.
  • Regularly survey ATA and partner project teams for feedback on improvements to Project Management tools, training and support.
  • Link projects with common activities and bring learnings from one project to another in consultation with the Senior Management Team.
  • Provide portfolio management insights to the Senior Management Team – look across projects to identify common trends, areas for collaboration with partners, potential bottlenecks, risks, and opportunities for refocus or expansion.

 

REQUIRED QUALIFICATIONS:

  • Master’s degree in business, economics, engineering or other relevant field, and/or professional certification in Project Management.
  • 10 – 12 years of experience in the direct management of large, complex, long-term projects in the private sector or in international development, including responsibility for people management, goalsetting, budgeting, work planning, meeting targets, and capacity building.

POSITION SUMMARY:

The Senior International Consultant will work closely with the Senior Director of the Agribusiness & Markets Vertical and provide strategic and thought partnership support in the management of Program/Project Teams under the Vertical, with a particular focus on the Market Development and Private Sector in Agriculture Teams and their specific support to the Agricultural Commercialization Clusters (ACCs). The Senior International Consultant will work very closely with Directors/Project Leads/Managers who are leading and managing activities within these two teams, providing guidance and support on program, project and team management, content development and quality control of outputs, as well as embedding a culture of rigorous analytical and problem solving skills and stakeholder relationship management.

The Senior International Consultant may also, on demand basis, lead discreet high-priority activities and projects, directly managing team members and engaging with senior level stakeholders across government partners. As such, at least five years of experience leading and delivering high-impact, challenging projects for senior clients across government, private-sector, and development organizations is an important prerequisite for this role. Experience in agribusiness or industrial development initiatives in particular is desirable, as is a passion for transforming agriculture and improving the lives of smallholder farmers.

The terms of employment for this position will be governed by and managed in accordance with the internal framework of the World Food Programme, which provides employment contracting and related services to ATA.

ESSENTIAL DUTIES:

  1. Provide problem solving and strategic thought partnership support to the Senior Director of the Agribusiness & Markets Vertical: Assist and work closely with the Senior Director to articulate the vision, outputs, and intended impacts of the Market Development and Private Sector in Agriculture teams, with a particular focus on their support to the Agriculture Commercialization Clusters. As such, support should cover issues such as:
    • Strategic planning for program/project teams, for example, identifying, prioritizing and developing the strategic needs of each team, such as deliverables and output settings, stakeholder engagement and execution of key activities
    • Organizational planning, such as assisting the Senior Director to manage the day-to-day program/project needs by ensuring the analytical rigor, practicality and quality of outputs, by organizing necessary communications, meetings, problem solving and review sessions, workshops and/or supporting documentations
  1. Support the Market Development and Private Sector in Agriculture Teams achieve their mandate, in particular their support to the Agricultural Commercialization Clusters: Support program teams in the following ways:
    • Provide high level guidance to Directors/Project Leads/Manages on key issues and decisions such as (1) overseeing the creation of high quality, robust team outputs that identify problems/bottlenecks, structure solutions and make practical recommendations for robust interventions in agricultural marketing and agriculture investment, (2) setting focused, high impact priority initiatives that facilitate the marketing of commodities produced by smallholder farmers to national and international buyers, (3) strengthening the integration of activities and outputs of program/project teams with other ATA programs/projects and non-ATA stakeholders that are actively engaged in activities that involve markets including key industry partners; (4) maintaining strong stakeholder relationships through close engagement and joint planning, including public, private and non-governmental partners; and (5) translating strategic team deliverables into clear, usable, high level work plans that ensure teams maintain execution from month-to-month
    • driving immediate creation of market linkages through facilitating connections between large-scale buyers and producers (e.g. cooperatives, processors), and to raise the profile of producers through promotion with large buyer networks
    • Reviewing key plans and work streams through provision of high level reviews of key team outputs, such as deliverables, strategy documents and internal updates
    • Promoting strong stakeholder relationships through close engagement and joint planning, for example through facilitating stakeholder engagement with public, private and non-governmental players on relevant program areas.
  1. Lead discrete activities/projects: (i) Conceptualize, operationalize and/or scale new initiatives/pilots that enhance market linkages and connect smallholder farmers to local and global supply chains; and (ii) provide oversight to activities and projects identified as part of the Market Development and Private Sector in Agriculture Program teams in support of the ACCs (e.g. contract farming arrangements, export promotion), from concept stage to execution. Manage, train and up-skill relevant team members to lead work-streams.

REQUIRED QUALIFICATIONS:

  • Minimum Master’s degree with focus on economics, business administration, development, agriculture, agribusiness, marketing or other relevant subject areas
  • At least 5 years of combined experience in a top-tier private, public or non-governmental organization in business/economic development, and/or strategy/management consultancy, and/or policy/ partnership development focused roles, with at least 3 years completed at Manager level. Experience in the agricultural sector is highly desirable
  • Strong capabilities in problem solving, project and stakeholder management
  • Outstanding track record in a leadership and management capacity on a range of client and/or senior management engagements
  • Strong experience in managing work programs, teams and individuals, as well as liaising with senior decision-makers
  • Exceptional ability to communicate consistently, clearly and effectively with a range of stakeholders in a cross-cultural environment (fluency in English is essential)

The Senior International Consultant will work closely with the Senior Director of the Agribusiness & Markets Vertical and provide strategic and thought partnership support in the management of Program/Project Teams under the Vertical, with a particular focus on the Market Development and Private Sector in Agriculture Teams and their specific support to the Agricultural Commercialization Clusters (ACCs). The Senior International Consultant will work very closely with Directors/Project Leads/Managers who are leading and managing activities within these two teams, providing guidance and support on program, project and team management, content development and quality control of outputs, as well as embedding a culture of rigorous analytical and problem solving skills and stakeholder relationship management.

The Senior International Consultant may also, on demand basis, lead discreet high-priority activities and projects, directly managing team members and engaging with senior level stakeholders across government partners. As such, at least five years of experience leading and delivering high-impact, challenging projects for senior clients across government, private-sector, and development organizations is an important prerequisite for this role. Experience in agribusiness or industrial development initiatives in particular is desirable, as is a passion for transforming agriculture and improving the lives of smallholder farmers.

The terms of employment for this position will be governed by and managed in accordance with the internal framework of the World Food Programme, which provides employment contracting and related services to ATA.

ESSENTIAL DUTIES:

  1. Provide problem solving and strategic thought partnership support to the Senior Director of the Agribusiness & Markets Vertical: Assist and work closely with the Senior Director to articulate the vision, outputs, and intended impacts of the Market Development and Private Sector in Agriculture teams, with a particular focus on their support to the Agriculture Commercialization Clusters. As such, support should cover issues such as:

  2. Strategic planning for program/project teams, for example, identifying, prioritizing and developing the strategic needs of each team, such as deliverables and output settings, stakeholder engagement and execution of key activities

  3. Organizational planning, such as assisting the Senior Director to manage the day-to-day program/project needs by ensuring the analytical rigor, practicality and quality of outputs, by organizing necessary communications, meetings, problem solving and review sessions, workshops and/or supporting documentations

  4. Support the Market Development and Private Sector in Agriculture Teams achieve their mandate, in particular their support to the Agricultural Commercialization Clusters: Support program teams in the following ways:

  5. Provide high level guidance to Directors/Project Leads/Manages on key issues and decisions such as (1) overseeing the creation of high quality, robust team outputs that identify problems/bottlenecks, structure solutions and make practical recommendations for robust interventions in agricultural marketing and agriculture investment, (2) setting focused, high impact priority initiatives that facilitate the marketing of commodities produced by smallholder farmers to national and international buyers, (3) strengthening the integration of activities and outputs of program/project teams with other ATA programs/projects and non-ATA stakeholders that are actively engaged in activities that involve markets including key industry partners; (4) maintaining strong stakeholder relationships through close engagement and joint planning, including public, private and non-governmental partners; and (5) translating strategic team deliverables into clear, usable, high level work plans that ensure teams maintain execution from month-to-month

  6. driving immediate creation of market linkages through facilitating connections between large-scale buyers and producers (e.g. cooperatives, processors), and to raise the profile of producers through promotion with large buyer networks

  7. Reviewing key plans and work streams through provision of high level reviews of key team outputs, such as deliverables, strategy documents and internal updates

  8. Promoting strong stakeholder relationships through close engagement and joint planning, for example through facilitating stakeholder engagement with public, private and non-governmental players on relevant program areas.

  9. Lead discrete activities/projects: (i) Conceptualize, operationalize and/or scale new initiatives/pilots that enhance market linkages and connect smallholder farmers to local and global supply chains; and (ii) provide oversight to activities and projects identified as part of the Market Development and Private Sector in Agriculture Program teams in support of the ACCs (e.g. contract farming arrangements, export promotion), from concept stage to execution. Manage, train and up-skill relevant team members to lead work-streams.

REQUIRED QUALIFICATIONS:

  • Minimum Master’s degree with focus on economics, business administration, development, agriculture, agribusiness, marketing or other relevant subject areas
  • At least 5 years of combined experience in a top-tier private, public or non-governmental organization in business/economic development, and/or strategy/management consultancy, and/or policy/ partnership development focused roles, with at least 3 years completed at Manager level. Experience in the agricultural sector is highly desirable
  • Strong capabilities in problem solving, project and stakeholder management
  • Outstanding track record in a leadership and management capacity on a range of client and/or senior management engagements
  • Strong experience in managing work programs, teams and individuals, as well as liaising with senior decision-makers
  • Exceptional ability to communicate consistently, clearly and effectively with a range of stakeholders in a cross-cultural environment (fluency in English is essential)
  • A proven ability to lead, inspire, coach and develop others, including people from different backgrounds and culture
  • Excellent proficiency with Excel and PowerPoint tools
  • Strong set of personal values including integrity, honesty and desire to be of service

POSITION SUMMARY:

The Director of Project Management (DPM) will create and lead a project management team that works as a Center of Excellence within the ATA and the Ethiopian agricultural sector to ensure successful execution of the projects in the Agricultural Transformation Agenda. The DPM will support project teams and build their execution capacity to ensure that the Agricultural Transformation Agenda projects are delivered on time, on budget and with the targeted results. This execution capacity has been identified as a major bottleneck to the transformation of Ethiopia’s agriculture sector, and the DPM will be on the front lines of creating national change affecting millions of smallholder farmers.

This position will report directly to the Senior Director of Strategic Services. Strategic Services is a Vertical within the ATA formed to improve the effectiveness of the ATA and our partners’ work. As part of Strategic Services, the DPM will work closely with the Performance Management/MLE, Analytics, Partnerships, Knowledge Management and Communications teams. ESSENTIAL DUTIES:

  • Develop strategy for Project Management team’s engagement with ATA projects and partners.
  • Lead design of best practice project management processes, tools and training for the entire project lifecycle.

REQUIRED QUALIFICATIONS:

  • Master’s degree in business, economics, engineering or other relevant field, and/or professional certification in Project Management.
  • 10 - 12 years of experience in the direct management of large, complex, long-term projects in the private sector or in international development, including responsibility for people management, goalsetting, budgeting, work planning, meeting targets, and capacity building.
