About the project

JSI Research & Training Institute, Inc. (JSI) is implementing Health Management Information System (HMIS) and Monitoring and Evaluation (M&E) Scale-up Project in Ethiopia. The HMIS and M&E Scale-up Project is funded by USAID and was established with the purpose of assisting the Federal Ministry of Health (FMoH) in general and the Southern Nations, Nationalities and People's & Oromia Regional health bureaus in particular to efficiently scale-up the reformed HMIS and efficiently use health information for evidence based decision-making.

In addition, the project provides technical and financial support to Federal HAPCO especially in the implementation of Multi-Sectoral Response Information System (MRIS) in SNNP and Oromia regions.

Summary of Responsibilities

The Developer provides technical support to the overall functioning of the Web-based eCHIS software developed by JSI HMIS Scale-up Project. The Programmer works in close collaboration with other software development team members.

Duty Station & LOE

This is a six month consultancy position based at the Project central office in Addis Ababa and reports to the Information Technology Coordinator or his delegate. 

Specific Responsibilities include the following

  • Be a primary responsible person in the IT Team for web application development tasks.
  •  Work with the Project IT staff to plan and program code refactoring (enhancements) and changes
  • Implement stellar user experiences, responsive layouts, minimizing load time
  • Develop new software components in a team and/or independently with high requirement of stability and efficiency, in a limited amount of time
  • Maintain, enhance and optimize existing software components
  • Provide assistance in testing and solving programming bugs and other issues
  • Develop a range of system documentation materials such as technical documents, user manuals, standard operating procures (SOPs) as well as end user tip sheet and guides
  • Actively participate in providing training as well as organize software demonstrations for various FMoH, Regional and Partner groups in a well organized and professional manner
 

Job Requirements

Essential Qualifications

Education:  Bachelor’s Degree in Computer Science, Information Systems, or software engineering and knowledge of the major programming languages.

Experience: A minimum of 5 years of development experience.

  • Expert level experience developing web applications, both front-end and back-end.
  • Expert level understanding of javascript.
  • Expert level experience on development using Angular 2 or Angular 4, if not using Angular JS.
  • Experience working on Node Js.
  • Deep expertise and hands on experience with Web Applications and programming languages such as HTML, CSS, JavaScript, JQuery and API's.
  • Experience in code refactoring, codding standards and design patterns
  • Working experience of database systems including but not limited to PostgreSQL.
  • Self-motivated, team player mentality required.

Language Proficiency: Excellent knowledge (spoken and written) of the English Language

Other: Ability to work independently in the context of a team with excellent organizational and interpersonal skills essential. Expected to exercise considerable autonomy in decision-making.

Tasks
the main focus of the task is professional support to Program managers (AVs) in the planning and monitoring of expenses and costs. All tasks are performed in close coordination with the responsible Head of Finance and Administration (LFA) and under his/ her supervision.

These include the monitoring of expenditure/cost controlling of projects in South Sudan with close collaboration with Program managers in budget planning and timely expenditure monitoring by using GIZ tools.

  •  Supporting operation in South Sudan

  • Preparation of the annual expenditure / cost planning of the projects together with the AV of the projects and the Head of Admin and Finance of GIZ office South Sudan

  • Regular sub-annual updating of the planning together with the AV of the projects

  • Close monitoring of expenditure / cost  during the year with deviation analyzes

  • Submission of recommendations for action to the AVs

  • Support for cash or liquidity management

  • Support the AV and the LFA in financial management processes

  • Operate the commercial and administrative interfaces between the internal and external structure

  • Prepare Financial Reports to external donners’ example EU, DFID and etc.

MAJOR DUTIES AND RESPONSIBILITIES

  1. Develops a proposal and fund raising work plan in tandem with the overall country program and UNDAF resources mobilization plan and results. Responds to evolving fundraising opportunities by writing or modifying proposals in conjunction with concerned sections, related operations units (e.g. supply and logistics) and donor representatives.
  2. Drafts new reports in consultation with project officers. Edits reports before submitting them to donors, ensuring that they satisfy appropriate UNICEF guidelines, are grammatically correct and clearly written and match funding utilization agreements and guidelines.
  3. Keeps track of due reports, deadlines and specific reporting requirements of each contribution using the updated donor report schedule and electronic/hard copy filing system. Make sure project officers in sections prepare draft reports or inputs to reports sufficiently in advance in order to meet report deadlines.
  4. Makes use of UNICEF information systems as necessary to produce tabular reports for each contribution, showing utilization of contributed funds and ensures funding sources comply with funding agreements. Participates in Project review, annual reviews, previews, meetings. Analyzes and evaluates data to ensure achievement of objectives and recommends corrective actions related to donor reporting requirements, when necessary.
  5. Works with Communication section to obtain appropriate photographs and stories to enrich reports. Draws on library of existing reports, and proposals adapting them in order to meet ongoing reporting requirements
  6. Participates in implementation and monitoring missions as required, gathering information to be included in reports. Participates in donor visitations to project sites and documents project site reports. Specific Tasks

Under the guidance and supervision of the Chief Child Protection, and in close consultation and cooperation with the GBV Sub Cluster Coordinator (UNFPA), the Protection Cluster Coordinator (UNHCR) and the MoWCA sub cluster focal point/s, the consultant is responsible for the following key areas:

  • Coordinate/co-coordinate (on a monthly rotating basis) – together with UNFPA - the CP/GBV Sub Cluster monthly meetings and ad hoc meetings as needed, including preparing minutes and follow-up on action points.
  • Strengthen the capacity and leadership of the Ministry of Women and Children Affairs (MoWCA) and the Bureaus of Women and Children Affairs (BoWCA) and other relevant sub cluster partners in child protection in emergencies and sub cluster coordination, including situation and response monitoring, and leadership and advocacy on child protection and GBV.
  • Coordinate/co-coordinate the quarterly Strategic Advisory Group (SAG) meetings and ad hoc SAG meetings as needed, and lead (together with the GBV Sub Cluster Coordinator) the development and bi-annual review of the Sub Cluster yearly work plan and sub cluster strategic planning documents.
  • Represent CP and the sub cluster in:
  • Protection Cluster monthly meetings;
  • IDP Taskforce meetings (chaired by Protection Cluster);
  • Inter-Cluster Coordination Group bi-weekly (every 2 weeks);
  • Disaster Risk management Technical Working Group meetings;
  • PSEA (Protection from Sexual Exploitation and Abuse) small group;
  • Other ad hoc protection cluster / humanitarian meetings as needed.
  • Provide written inputs and follow-up on action points for all the above meetings, as required.
  • Provide support and oversight to the Sub Cluster information management function, including through close coordination with the UNICEF CP Information Officer who covers this function and review of sub cluster members’ monthly reporting to the 5Ws.
  • On a quarterly basis provide a Child Protection in Emergency gaps and challenges analysis.
  • Provide CP sub cluster written inputs to the Protection Cluster, OCHA (in particular the humanitarian dashboard) and UNICEF CP Section or Emergency Unit, as requested.
  • Monitor the coverage and complementarity of Sub Cluster Child Protection activities and identify and advocate for the correction of any gaps and duplication.
  • Closely liaise with UNFPA's GBV Coordinator to ensure coordination and consistency across the sub cluster, including through monthly coordination (Coordinators and IMOs, and with MoWCA focal points where possible) meetings and the joint development and review of meeting agendas, minutes and follow-up on actions.
  • Support the review, dissemination and training on CP assessment and monitoring tools, including the CP Rapid Assessment, the Belg and Meher assessments, and any joint or inter-sectoral monitoring/assessments (such as the Displacement Tracking Matrix).
  • Contribute to and facilitate the mainstreaming of child protection in other clusters and sectors through information exchange and joint mapping, as required.
  • Support regular and effective communication and information exchange between the federal and regional sub clusters.
  • Support Sub Cluster members and MOWCA in resource mobilisation for emergency situations, including through timely dissemination of situational updates and assessments relevant to CPiE, prioritisation planning, development of funding and advocacy notes, organising donor coordination meeting and review of EHF or other proposals by sub cluster members.
  • Provide technical support and advocacy for the adherence of sub cluster members to relevant CPiE standards, including the Minimum Standards for CP in Humanitarian Action (2012), the IASC Guidelines for Integrating GBV into Humanitarian Interventions (2015), and the SoPs on Child Protection Case management Services in Emergency Response in Ethiopia (2016).
  • Keep the CP Sub Cluster Secondary Data Review updated and share, as appropriate, with sub cluster members
  • Undertake other relevant tasks as directed by his/ her supervisor or Chief of Child Protection and assist with other duties in support of the UNICEF Child Protection programs.

Responsibilities and Accountabilities
  • Assist in monitoring activities of IOM Field-Office in Semera including human, financial resources and physical assets of the organization; coordinate the procurement process at field office level in cooperation with the colleagues concerned in IOM Addis Ababa.
  • In close coordination with the RMU in IOM Addis Ababa, assist in overseeing the administrative functions of the Field-Office including but not limited to:
    • Supervising staff and ensuring IOM rules and regulations are implemented;
    • Monitoring the financial expenditures of the Field-Office;
    • Approving payments and managing funds ensuring compliance with IOM financial and administrative policies and procedures;
    • Coordinating the procurement and logistic services, including contracts with suppliers of goods and services.
  • In close coordination with the Deputy CoM, represent IOM by attending relevant meetings/events with Regional Officials, UNDSS, UNHCR and other partners, report on those meetings, prepare and submit relevant Notes for File.
  • Lead implementation of ongoing IOM project activities in the region and also any future IOM project activities in the region.
  • Coordinate with EPC, MMU and Ops Units in IOM Addis Ababa on relevant IOM activities, conduct regular field visits to the Emergency Migration Response Center (EMRC), assess conditions and needs for direct assistance to vulnerable population including stranded migrants, victims of trafficking, collect information on vulnerability assessments and displacement, provide relevant information and suggestions to IOM Addis Ababa.
  • Oversee the delivery of direct assistance in the field through regular monitoring and evaluation missions including conducting monitoring surveys for response beneficiaries and providing analysis and reporting.
  • Work with UNHCR, ARRA and other relevant local authorities in assisting refugee resettlement movements, supervise the transport arrangements for cases travelling from the refugee camps to Addis for interviews, medical care/check-ups or resettlement departure. Accompany refugees to/from the camps and various appointments as assigned. Maintain up to date records on travel movements made and produce required reports.
  • Work with the project support team in the Mission in identifying new project opportunities for IOM assistance.
  • Provide timely reporting on issues of importance to the Chief of Mission and other colleagues concerned in IOM Addis Ababa, also comprehensive monthly reports on the Sub-Office work to IOM Addis Ababa.

Required Qualifications and Experience:

Organizational Context and Scope: Under the overall supervision of the Chief of Mission and Representative to AU, UNECA and IGAD, and the direct supervision of the Deputy Chief of Mission, and in close coordination with the Mission’s Head of Programs, the Head of Field-Office will be responsible for implementing projects in areas of humanitarian assistance, migration management and refugee resettlement assistance in the Afar region, managing the Sub-Office in Semera and representing IOM in local coordination mechanisms and meetings in the Afar region.
Responsibilities and Accountabilities
  • Assist in monitoring activities of IOM Field-Office in Semera including human, financial resources and physical assets of the organization; coordinate the procurement process at field office level in cooperation with the colleagues concerned in IOM Addis Ababa.
  • In close coordination with the RMU in IOM Addis Ababa, assist in overseeing the administrative functions of the Field-Office including but not limited to:
    • Supervising staff and ensuring IOM rules and regulations are implemented;
    • Monitoring the financial expenditures of the Field-Office;
    • Approving payments and managing funds ensuring compliance with IOM financial and administrative policies and procedures;
    • Coordinating the procurement and logistic services, including contracts with suppliers of goods and services.
  • In close coordination with the Deputy CoM, represent IOM by attending relevant meetings/events with Regional Officials, UNDSS, UNHCR and other partners, report on those meetings, prepare and submit relevant Notes for File.
  • Lead implementation of ongoing IOM project activities in the region and also any future IOM project activities in the region.
  • Coordinate with EPC, MMU and Ops Units in IOM Addis Ababa on relevant IOM activities, conduct regular field visits to the Emergency Migration Response Center (EMRC), assess conditions and needs for direct assistance to vulnerable population including stranded migrants, victims of trafficking, collect information on vulnerability assessments and displacement, provide relevant information and suggestions to IOM Addis Ababa.
  • Oversee the delivery of direct assistance in the field through regular monitoring and evaluation missions including conducting monitoring surveys for response beneficiaries and providing analysis and reporting.
  • Work with UNHCR, ARRA and other relevant local authorities in assisting refugee resettlement movements, supervise the transport arrangements for cases travelling from the refugee camps to Addis for interviews, medical care/check-ups or resettlement departure. Accompany refugees to/from the camps and various appointments as assigned. Maintain up to date records on travel movements made and produce required reports.
  • Work with the project support team in the Mission in identifying new project opportunities for IOM assistance.
  • Provide timely reporting on issues of importance to the Chief of Mission and other colleagues concerned in IOM Addis Ababa, also comprehensive monthly reports on the Sub-Office work to IOM Addis Ababa.
  • Act as the security focal point for the IOM staff in the region and promote implementing IOM security requirements and UNDSS requirements in the Sub Office.
  • Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education: Master degree or Bachelor; degree in Social sciences or Development Studies or International Relations or Conflict Resolution or related field, or a combination of training and relevant working experience.
Experience
  • Minimum working experience of five years for Bachelor Degree and three years for Master degree holders.
  • Having relevant field management or related professional experience in project implementation and/or monitoring of programs with UN agencies and/or international humanitarian organization in close collaboration with government or non-government /intemational organization partners..
  • Relevant experience in working with ‘direct humanitarian assistance for vulnerable populations or operations experience in assisting refugees or migration management experience.
  • Experience of working in remote locations with difficult access and logistics.
  • Experience of working directly with government counterparts for humanitarian assistance.
  • Experience in humanitarian needs assessment.
  • Strong knowledge of international standards for humanitarian standards, including service provision and protection standards.
  • Flexibility to perform and deliver in difficult and rapidly changing situations essential
  • Experience with ECHO funded projects an advantage.
Languages: Thorough knowledge of English and Amharic languages is required. Other local/ international languages is advantageous.
