  • In close collaboration with RHBs and partners, regularly monitor the implementation of targeted testing using different strategies, including patient data and chart review.
  • Coordinate with PFSA, and other stakeholders to advocate and support target based RTK allocation and distribution.
    • Support the implementation of innovative case detection activities, including partner services and HIV Self-Testing (HIVST).
    • Monitor and periodically participate in clinical mentoring and catchment area meeting to ensure consistent implementation of national guidelines recommendations and standard of care.
  • Participate and contribute in the development of national guidelines, strategic documents, annual plans and other relevant documents for the national program.
    • Provide technical support on the revision of HIS training materials based on recent updates.
    • Provide technical support on National NTC training of trainers to engage all care providers.
    • Monitor and review feasibility and effectiveness of the various strategies employed by HIV program for engaging all care providers.
    • Organize national orientation of stakeholders relevant for engaging all care providers.
  • Coordinate and provide technical support in HIS National technical working group forum.
    • Participate and contribute in different national level technical working groups, forums, meetings, workshops to strengthen the HIV program and to ensure FMoH directions in partnership forums.
  • Do additional tasks as assigned by the national HIV program coordinator and disease prevention and control directorate director.
Requirements: Educational background and work experience:
  • MD with MPH and 4 Years of related work experience; or MD and 7 Years of related work experience; or MSC and 9 years of related work experience or BSc degree in Health related fields and 12 Years of related work experience, Out of which at least 4 years of direct experience on, HIV/AID prevention and control at various levels, preferably at national level.
  • Experience in implementing nationally recommended strategies and Policies at regional and national levels.
  • Demonstrated knowledge and insight of national HIV program design, implementation, monitoring and key strategies for engaging all care providers.
  • Relevant knowledge and experience in capacity building on HIV program (i.e. facilitation skill, training, supportive supervision, coaching etc.)
  • Experience working as member of HIV technical working groups is preferable.
Required Skills:
  • Excellent in supporting RHBs, zone and woreda health offices and health facility staff regarding HIV program.
  • Ability to establish and maintain effective working relationships with staff at national and regional levels and partner organizations.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the general supervision of the Head of Finance and Administration, the Administration Officer shall perform the following duties:

  • Develop and implement WFP regional/country plans, including administrative processes, aligned with regional and wider WFP strategies and policies to facilitate efficient and effective administration services;
  • Develop annual plans, contribute to longer term strategies and improvements to policies, systems and procedures to ensure services provided support WFP strategic objectives and comply with corporate policies, standards, regulations, and processes;
  • Manage and/or carry out complex data analysis to provide management and clients with the accurate information and reports for efficient planning and decision-making;
  • Manage the existing resources in the area of responsibility (e.g. WFP managed facilities, assets, travel management, etc.) and estimate new requirements aiming at efficiency, cost-effectiveness and timeliness of operations and services;
  • Facilitate the compliance of the services provided (e.g. WFP managed facilities, assets and travel management, etc.) with the corporate Occupational Safety and Health Policy and provide recommendations to the management on any improvements/changes, when required;
  • Promote a culture of environmental sustainability throughout WFP by role modelling actions that drive sustainability in all administrative activities;
  • Manage and motivate a multicultural team(s), provide coaching, training and guidance as required to ensure appropriate development and enable high performance;
  • Build productive partnerships with WFP stakeholders, other UN agencies and local government offices;

QUALIFICATIONS AND EXPERIENCE REQUIRED

Education:

  • Advanced University degree in Business/Public Administration, Engineering, or other relevant field relating to office management and administration, or First University degree with additional years of related work experience and/or training/courses.

Experience:

  • At least 5 years of experience in progressively responsible professional experience in a similar capacity;
  • Strong International work experience – either in a similar, international organization or working internationally;
  • Proven track record of successful customer service approach when responding to counterparts – both internal and external;
  • Extensive experience with contract and asset management;
  • Experience managing multi-functional, culturally diverse teams of staff;
  • Proven experience providing a supportive role leading projects and implementing strategic vision into functional policies;
  • Experience with light fleet management and UN Guesthouse management, are strong assets.

Technical Skills and Knowledge:

  • In-depth knowledge of internal controls and proper accounting procedures and systems to recommend improvements where necessary to address current weaknesses, mitigate risks to mission-critical WFP operations and maximise client satisfaction;
  • Oversees staffing resources at the programme level, taking resource usage trends and forecasting data into account;
  • Applies expert knowledge of administration best practice, concepts and principles and advanced understanding of WFP standards, processes and infrastructure to manage optimisation across the entire organisation, and to drive technological and process improvements which position WFP as a pioneer in administrative services;
  • Proactively monitors performance and delivers high quality service to meet the needs of customers, requesting customer feedback and taking ownership of customer problems that arise. Pre-empts needs of customers based on experience;
  • Knowledge and experience with UN procedures and practices, desirable;
  • Desirable – knowledge and/or experience in collaborating and implementing Occupational Health and Safety projects.

Language:

  • Fluency in oral and written English with an intermediate knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) or Portuguese (one of WFP’s working languages).

TERMS AND CONDITIONS

Selected candidate will be employed on a fixed-term contract with a probationary period of one year. He/she will be required to travel abroad sometime to remote and difficult locations.

BACKGROUND:

The Agricultural Transformation Agency (ATA) has been established by the Government of Ethiopia (GoE) to identify and address systemic bottlenecks to Ethiopia’s agricultural development. The Agency does this through problem-solving, implementation support, and capacity building of stakeholders involved in implementation of interventions that address the systemic bottlenecks. The Agency reports to the Ministry of Agriculture and Natural Resources Development and is Secretary to the Transformation Council chaired by the Prime Minister. 

The programmatic focus of the Agency responds to a core set of needs identified by the Ministry of Agriculture and Natural Resources Development and the Transformation Council. Within the Agency, issues are divided into four different pillars:  Crops & Natural Resources which includes Inputs and Plant Protection, Soil Health & Fertility, Irrigation and Drainage, and Mechanization; Cross Cutting Initiatives, which includes Inclusive Growth, Climate Change Adaptation and Mitigation, and Planning and MLE; Livestock, which includes Animal Health and Genetic Improvement and Feed & Feeding; and Agribusiness and Markets including Market Development, Rural Finance, ICT, and Private Sector. In addition, the Agricultural Commercialization Clusters Initiative is another critical focus area for the Agency.  Across the programs, the ATA engages public, private and non-governmental stakeholders to support strategic planning, manage and strengthen implementation capacity and test innovative models..

POSITION SUMMARY:

The Transformation Agenda (TA) Advisor will work closely with the State Minister for Agricultural Development, the Delivery Unit team, and other colleagues at the MoANR and the ATA to provide technical support to the project leaders of Agricultural Development-related interventions in the Transformation Agenda. Specific interventions include:

  • Market Oriented Extension: Improving the orientation of the extension service towards market-centered service delivery; strengthening linkages and synergy among stakeholders; and enhancing the capacity of institutions engaged in the provision of sustainable and gender-responsive extension services to smallholder farmers
  • Agricultural Inputs: Ensuring efficient delivery of environment and gender friendly quality-assured seeds to smallholder farmers in sufficient quantity through multiple channels at proper time, place and affordable priceThe program also focuses on increasing domestic fertilizer production capacity as well as ensuring efficient multi-channel delivery of fertilizers to smallholder farmers
  • Plant Protection and Health: Ensuring timely supply to and adoption of environment-friendly agrochemicals and other integrated crop management practices (ICMP) by smallholder farmers, with a focus on: increased domestic supply of required pesticides, enhanced plant health services, development of capacity for quarantine and pesticide quality assurance, registration, and regulation, strengthening pest early warning and response system, and ensuring safe pesticide management and disposal system
  • Agricultural Mechanization: Improving the use of agricultural mechanization technologies by farmers through effective service delivery systems

The TA Advisor must have strong interpersonal and stakeholder management skills, technical expertise and problem-solving experience, as well as initiative design, planning, implementation management and reporting experience. The TA Advisor will report directly to the State Minister of Agricultural Development, and have a second, functional reporting line to the Delivery Unit Coordinator. This position provides an opportunity to be on the front lines of Ethiopia’s growth and transformation into a middle-income country. The successful candidate will have a strong desire to learn, innovate and drive rapid change to benefit Ethiopia’s farmers.

ESSENTIAL DUTIES:

  • Coordinate effective annual planning, budgeting and target setting activities for Transformation Agenda projects
  • Identify and analyze critical technical issues directly related to design and implementation of prioritized projects
  • Proactively engage with other DU team members, the ATA and external partners to develop solutions and recommendations to address identified technical issues
  • Engage with senior staff within the Ministry, the ATA and external partners to align on and implement project adjustments
  • Contribute to ToRs, concept notes, studies, workshops, and training materials, directly related to prioritized projects
  • Monitor progress reporting through key reporting systems and tools, engaging with relevant activity owners to ensure reporting is timely and accurate
  • Identify and escalate challenges around implementation and reporting, as well as solutions and recommendations, to project leaders and the Delivery Unit Coordinator
  • Provide capacity building on technical project execution to MoANR staff
  • Provide other technical advisory and input needed for effective project implementation

REQUIRED QUALIFICATIONS:

  • MA/MSc required in agriculture development related disciplines, PhD preferred
  • 10+ years of experience with MA/MSc, or 8+ years of experience with PhD, in a senior organizational role relating to agricultural inputs, extension, plant protection & health and/or agricultural mechanization
  • Deep understanding of Ethiopia’s agricultural sector, with a broad perspective on how public, private and non-government organizations operate in the system
  • Specific experience in planning, prioritizing, sequencing, managing, problem-solving and reporting on implementation of projects
  • Self-starter with strong motivation, ownership and commitment to deliver results
  • Promotes data-driven and evidence-based problem solving and decision making
  • Strong team player with excellent relationship building and communication skills
  • Desire to innovate and drive rapid change for Ethiopia’s farmers

BACKGROUND:

The Agricultural Transformation Agency (ATA) was established by the Government of Ethiopia with assistance from the Bill & Melinda Gates Foundation to identify and address systemic bottlenecks in Ethiopia’s agricultural development. The ATA does this through planning, analysis, implementation support, and reporting on the interventions outlined in the Agricultural Transformation Agenda. The Transformation Agenda is a set of prioritized interventions to accelerate the transformation envisioned as part of Ethiopia’s Growth and Transformation Plan II. The ATA is accountable to the Ministry of Agriculture and Natural Resources, and Secretary to the Agricultural Transformation Council chaired by the Prime Minister.

The ATA is launching a Delivery Unit within the new Ministry of Livestock and Fisheries (MoLF) to directly support MoLF’s work on the Transformation Agenda. Specifically, the Delivery Unit supports owners of Transformation Agenda Deliverables (TADs) within MoLF, with planning, reporting, project management and technical and strategic analysis. Delivery Units have played a critical role in accelerating execution of development initiatives in many countries, particularly in East and Southeast Asia, and today are also present in Ethiopia’s Prime Minister’s office and the Revenue and Customs Authority. The Delivery Unit will be jointly overseen by the Minister of Livestock and Fisheries and ATA senior management. The Delivery Unit team plays a highly visible and pivotal role in accelerating agricultural transformation and development in Ethiopia.

POSITION SUMMARY:

The Senior Analyst supports planning, problem solving and analysis within the Delivery Unit. The Senior Analyst will work directly with Transformation Agenda Deliverable (TAD) owners within the MoLF to ensure meaningful planning and target setting, timely and accurate reporting, and rigorous and practical problem solving. The person in this role will also work to strengthen the project management and analytical capacity of TAD project teams. The MoLF is newly formed, and the Delivery Unit will play a key role in collaborating with the Planning Department to support establishment of new organizational, planning, monitoring and reporting structures.

The Senior Analyst will report to the Project Manager, and work with the Analyst, the Data & Reporting Officer and a team of technical experts (Transformation Agenda Specialists and Advisors) as part of the Delivery Unit team. The Delivery Unit is part of the Strategic Services vertical at the ATA, which also includes Performance Management (planning and evaluations), Project Management, Communications and Analytics (in 2018). The successful candidate for this role will have superior analytical and communication skills and demonstrate focus and urgency in their work, along with a passion for both results and capacity building. We are applying private sector style rigor to major social issues that can transform Ethiopian society.

ESSENTIAL DUTIES:

  • Run a process to facilitate meaningful and timely planning and target-setting by project teams
  • Monitor activity management and reporting for TADs, working closely with project teams
  • Work proactively and independently with project teams to identify strategic and operational issues hindering achievement of targets and support problem-solving to identify high-impact and feasible solutions
  • Ensure critical issues are effectively escalated to senior leadership
  • Provide analytical problem solving support to senior leadership on high priority requests
  • Propose and support roll out of enhancements to planning, tracking, reporting and escalation processes in the Delivery Unit and in collaboration with the Data & Reporting Officer and project teams
  • Develop training materials and lead trainings on planning, activity management / execution, reporting and problem-solving, in collaboration with the Project Manager

REQUIRED QUALIFICATIONS:

  • Bachelor’s degree required, preferably in business, economics, statistics, engineering, agriculture or rural development
  • 4 to 6 years of professional experience in project management, strategy, business analysis, business development, management consulting, project design or other relevant field
  • Proven record of structuring and delivering challenging projects, with data analysis, regular reporting, and independent troubleshooting and problem solving
  • Past work experience demonstrates strong results orientation in a high performance culture
  • Excellent critical thinking and analytical skills

VSF Germany seeks to recruit a qualified Country Programme Manager (CPM) to support in improving the efficiency and effectiveness of operations and key internal controls within the organization for a minimum period of 1 year with possible extension. This position is based at the country office in Addis Ababa with regular field visits in the different locations.
Overall responsibilities:

The Country Programme Manager will support at country level the design and strategic development of the projects by providing technical backstopping, capacity building and guidance to the Area Managers &Projects Managers’ (PM5)on project implementation. The incumbent will, review financial and narrative periodical reports, liaising with partners and donors in the country and regionally. In collaboration with the Head of Programs he/she will work towards developing and submitting new proposals
Leadership & Organization Development
  • Strategic programme development in accordance with the strategic plan for VSF G in the country
  • Coordinate and ensure cordial relationship are maintained at Country and Regional level with government partners, donors, UN and international organization
Representation
  • Represent VSF Germany in the technical working group and networking forum at Country/ Regional level.

Operations & Technical Backstopping
  • Lead project implementation by providing technical backstopping.
  • The Country Programme Manager is directly involved in the planning, designing, and implementation of projects
  • Implementation, supervision /monitoring and reporting of the projects and programs in the country.
  • He/she will support project staff through capacity building in project implementation and donor compliance.
  • Support PM’s and their teams in reporting by reviewing all financial and narrative reports and monitoring the project implementation progress from the same reports
  • Coordination and guidance of PMs through regular planning meetings.
  • Systemization and control of reporting from the field, working closely with PDM on Monitoring and Evaluation
  • Quality control of project proposals and reports written by the project managers
  • Systematization and control of a reporting system.
  • Link with Logistic and Finance sections at Addis Ababa level in order to facilitate issues related to procurement, transport and delivery of goods and equipment for the projects
  • Ensure donor compliance in project implementation.
Share country security’ information with senior management for planning and action  

Job Requirements:

Qualifications, Experience, Attributes & Skills required:
  • University Degree in Veterinary Medicine, Social Science, international development studies or related field
  • Post graduate qualification in Management, specializing in food security and livelihoods, highly preferred.
  • Over 7 years’ experience in programming in the NGO sector preferred including projects managements
  • Working knowledge of Ethiopia context is highly desirable.
  • Working Knowledge of Donor Funds Management and Reporting - an added advantage.
  • Strong communication, planning and organizational skills.
  • Ability to travel and manage tight deadlines.
  • Knowledge of VSF Germany operational regions Afar and SNNPR will be an added value

VSF Germany is an international Non Governmental Organization, providing humanitarian aid and development assistance to pastoralists and vulnerable communities in areas where livestock is of importance. In the region, VSF Germany implements activities in the Republic of Southern Sudan, Sudan, Kenya, Somalia and Ethiopia.

With support in animal health, agriculture, marketing, food safety, drought responses and mitigation, but also developing the capacity of communities and governmental institutions or initiating diversified income sources towards food security and strengthened livelihoods of pastoralist communities.
VSF Germany seeks to recruit a qualified Country Programme Manager (CPM) to support in improving the efficiency and effectiveness of operations and key internal controls within the organization for a minimum period of 1 year with possible extension. This position is based at the country office in Addis Ababa with regular field visits in the different locations.
Overall responsibilities:

The Country Programme Manager will support at country level the design and strategic development of the projects by providing technical backstopping, capacity building and guidance to the Area Managers &Projects Managers’ (PM5)on project implementation. The incumbent will, review financial and narrative periodical reports, liaising with partners and donors in the country and regionally. In collaboration with the Head of Programs he/she will work towards developing and submitting new proposals
Leadership & Organization Development
  • Strategic programme development in accordance with the strategic plan for VSF G in the country
  • Coordinate and ensure cordial relationship are maintained at Country and Regional level with government partners, donors, UN and international organization
Representation
  • Represent VSF Germany in the technical working group and networking forum at Country/ Regional level.
  • Act on behalf of Country Director in his/her absence
  • Attend project related meetings together with the PMs or in his/her behalf if he/her is not available.
  • Report regularly on the contents of attended meetings and developments that are of interest to VSF Germany to the Head of Programmes and Country Director
  • Support Project Management links with local authorities and partners
Operations & Technical Backstopping
  • Lead project implementation by providing technical backstopping.
  • The Country Programme Manager is directly involved in the planning, designing, and implementation of projects
  • Implementation, supervision /monitoring and reporting of the projects and programs in the country.
  • He/she will support project staff through capacity building in project implementation and donor compliance.
  • Support PM’s and their teams in reporting by reviewing all financial and narrative reports and monitoring the project implementation progress from the same reports
  • Coordination and guidance of PMs through regular planning meetings.
  • Systemization and control of reporting from the field, working closely with PDM on Monitoring and Evaluation
  • Quality control of project proposals and reports written by the project managers
  • Systematization and control of a reporting system.
  • Link with Logistic and Finance sections at Addis Ababa level in order to facilitate issues related to procurement, transport and delivery of goods and equipment for the projects
  • Ensure donor compliance in project implementation.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the general supervision of the Head of Finance and Administration, the Administration Officer shall perform the following duties:

  • Develop and implement WFP regional/country plans, including administrative processes, aligned with regional and wider WFP strategies and policies to facilitate efficient and effective administration services;
  • Develop annual plans, contribute to longer term strategies and improvements to policies, systems and procedures to ensure services provided support WFP strategic objectives and comply with corporate policies, standards, regulations, and processes;
  • Manage and/or carry out complex data analysis to provide management and clients with the accurate information and reports for efficient planning and decision-making;
  • Manage the existing resources in the area of responsibility (e.g. WFP managed facilities, assets, travel management, etc.) and estimate new requirements aiming at efficiency, cost-effectiveness and timeliness of operations and services;
  • Facilitate the compliance of the services provided (e.g. WFP managed facilities, assets and travel management, etc.) with the corporate Occupational Safety and Health Policy and provide recommendations to the management on any improvements/changes, when required;
  • Promote a culture of environmental sustainability throughout WFP by role modelling actions that drive sustainability in all administrative activities;
  • Manage and motivate a multicultural team(s), provide coaching, training and guidance as required to ensure appropriate development and enable high performance;
  • Build productive partnerships with WFP stakeholders, other UN agencies and local government offices;
  • Strengthen the capacity of WFP staff and partners through the delivery of trainings, workshops, daily interaction, etc. for efficient and effective delivery of food assistance to beneficiaries;
  • Contribute to preparedness actions such as risk analysis, and contingency planning, monitoring the management of risks and reporting on actions taken;
  • Frequent travel to remote field locations;
  • Any other duties as may be assigned.

QUALIFICATIONS AND EXPERIENCE REQUIRED

Education:

  • Advanced University degree in Business/Public Administration, Engineering, or other relevant field relating to office management and administration, or First University degree with additional years of related work experience and/or training/courses.

Experience:

  • At least 5 years of experience in progressively responsible professional experience in a similar capacity;
  • Strong International work experience – either in a similar, international organization or working internationally;
  • Proven track record of successful customer service approach when responding to counterparts – both internal and external;
  • Extensive experience with contract and asset management;
  • Experience managing multi-functional, culturally diverse teams of staff;
  • Proven experience providing a supportive role leading projects and implementing strategic vision into functional policies;
  • Experience with light fleet management and UN Guesthouse management, are strong assets.

Technical Skills and Knowledge:

  • In-depth knowledge of internal controls and proper accounting procedures and systems to recommend improvements where necessary to address current weaknesses, mitigate risks to mission-critical WFP operations and maximise client satisfaction;
  • Oversees staffing resources at the programme level, taking resource usage trends and forecasting data into account;
  • Applies expert knowledge of administration best practice, concepts and principles and advanced understanding of WFP standards, processes and infrastructure to manage optimisation across the entire organisation, and to drive technological and process improvements which position WFP as a pioneer in administrative services;
  • Proactively monitors performance and delivers high quality service to meet the needs of customers, requesting customer feedback and taking ownership of customer problems that arise. Pre-empts needs of customers based on experience;
  • Knowledge and experience with UN procedures and practices, desirable;
  • Desirable – knowledge and/or experience in collaborating and implementing Occupational Health and Safety projects.

Language:

  • Fluency in oral and written English with an intermediate knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) or Portuguese (one of WFP’s working languages).

TERMS AND CONDITIONS

Selected candidate will be employed on a fixed-term contract with a probationary period of one year. He/she will be required to travel abroad sometime to remote and difficult locations.

Along with the continued growth, Calzedonia is in the process of setting-up a Production facility in Mekelle (Ashegoda), Ethiopia and requires competent employees for the positions of Canteen Manager.

Purpose of the position

The position of Canteen Manager plays an integral part in the daily operation company. The Canteen Manager is responsible for the management and day-to-day operation of the company’s Canteen. The Canteen Manager will support the development of strong relationships within the company in particular with the staff. The company Canteen aims to provide healthy, nutritious and hygienically prepared food at an affordable cost. Menu options should always encourage healthy eating habits in our staffs.

Key Responsibilities

The Canteen Manager is responsible for the management of the day-to-day operations of the company Canteen. This includes the following responsibilities:

  • Planning, organising, and monitoring the day-to-day operations of the canteen, including daily record-keeping, opening and closing the canteen, preparation and cooking for service;
  • Developing, implementing and managing procedures to deliver the food service in line with the Healthy company Canteen Strategy;
  • Providing leadership to canteen workers to ensure the delivery of an affordable healthy food service to the company community;
  • Ensuring that stock is kept at appropriate levels and a stocktake is undertaken at the periodically;
  • Ordering, purchasing and checking all supplies against invoices and delivery dockets;
  • Ensuring that food products’ prices are monitored and value for money considered;
  • Using food preparation and food handling skills to minimise waste;
  • Implementing procedures and processes regarding food safety to ensure that correct food handling and hygiene practices are performed to prevent food spoilage, contamination and subsequent food poisoning;
  • Ensuring that food is prepared, stored and served in accordance with health and safety regulations;
  • Ensuring all canteen workers, are familiar with correct food handling and hygiene practices in line with relevant legislation.
  • Catering for special events and staff events as required;
  • Ensuring the health, safety and welfare of others in the canteen including undertaking a canteen risk assessment for hazards every term;
  • Ensuring the security of the canteen for money, keys, computers and printers. The arming of security alarms, locking all doors and windows, switching off all appliances (except refrigeration units) and restricting entry to the canteen to only authorised personnel;
  • Ensuring that the cleaning incidental to the main function of the canteen is carried out daily (e.g. dusting shelves and stock, wiping down benches, cleaning all equipment and fixtures);
  • Developing and maintaining the necessary procedures to deliver the food service and document via run sheets for use by new staff and volunteers;
  • Ensuring that the operation of the canteen is in line with the values of the company community;
  • Ensuring that staffs are treated with respect and dignity and should any issues arise, these will be immediately reported in writing to the company management.
