WFP Ethiopia is working with the Government and humanitarian partners to strengthen the resilience of Ethiopia’s most vulnerable population and to chart a more prosperous and sustainable future for the next generation. The Country Office also supports programmes that use food assistance to empower women, transform areas affected by climate change and keep children in school. It aims to contribute to Ethiopia’s five-year development agenda, the Growth and Transformation Plan (GTP), through which the Government combats food insecurity.

ORGANIZATIONAL CONTEXT

This unique role is found to date only in Ethiopia as part of the innovative project: Ethiopia Medical Assistance Team (E-MAT).

Job holders are General Practitioners based in Gambella, dedicated to providing evidence based primary care to the staff members and families of the UN World Food Programme working in Ethiopia. The Medical Officers are required to employ their clinical experience and pro-active public health/ community health approach in managing and treating patients especially in remote locations, utilizing the resources available and coordinating closely with the Coordinating Doctor in Addis Ababa. A unique blend of family practice, public health, occupational health and emergency training and experience in clinical management is needed to fulfill this role.

JOB PURPOSE

In the interest of WFP’s duty of care and organizational continuity, the role of the Medical Officer is to provide primary care to WFP employees and family members in the interest of promoting health, preventing injury and illness, stabilizing any emergencies, facilitating medical evacuations.

KEY ACCOUNTABILITIES (not all-inclusive):

Reporting to the Coordinating Doctor in Addis Ababa for clinical and technical issues and Project Coordinator for admin issues, the Medical Officer will undertake the following tasks:

Clinical Duties:

  • Provide evidenced based primary care to all eligible family and staff members as established by WFP Ethiopia Country Office;
  • Provide first-aid and advice to staff and their recognized dependents;
  • Perform diagnostic and laboratory tests such as: ECG and rapid laboratory (malaria RDT, urine dipstick, etc.);
  • Rotate/rove to duty stations where there are WFP sub offices to provide medical attention and reporting on the health status of staff and local (emergency) medical support options;
  • Administer outpatient treatments;
  • Assist in the follow-up of previously diagnosed chronic medical conditions for which treatment has already been started;
  • Provide early detection in mental health cases and arrange referral to appropriate specialists to facilitate proper treatment and follow up support;
  • Dispense medications properly, in line with international standards and reviewing instructions with patients;
  • Perform medication, injection, dressing, stitching, minor foreign body extraction as needed;
  • Initiate IV fluid therapy in case of dehydration or other medical conditions;
  • Consult with the Coordinating Doctor when a given presenting problem goes beyond scope of practice/experience
  • Participate in weekly peer review meetings with Head Doctor to review clinical cases;
  • Maintain an organized electronic medical record of patients supported by a regular backup;
  • Maintain strict confidentiality with regards to patient’s medical records, patient management and treatment;
  • Assist in coordinating and providing essential clinical information for medical evacuations to Coordinating Doctor or WFP Doctors as needed;
  • Assist in providing medical support during evacuation and repatriation;
  • Advise evacuees on the requirements for evacuation and/or escorting patients if needed;
  • Document case findings in secured Electronic Medical Records;
  • Be available and on-call for consultation;
  • Determine patient disposition when necessary (e.g. continued observation and primary treatment, referral, medical evacuation or other);
  • Plan and implement health promotion and illness/injury prevention training campaigns for WFP employees in coordination with the WFP Wellness Division;
  • Facilitate referral to appropriate qualified specialist or to other qualified hospitals/private clinics, as required;
  • Ensure preparedness of staff travelling on missions or reassignments, including administration of appropriate vaccines, instructions on malaria prophylaxis and other travel-related ailments;

Medical Administrative Duties

  • Recommend medical evacuation when required to the Coordinator Doctor or appropriate WFP Medical Doctor;
  • Undertake Entry/Exit Medical Examinations, provide certificate for Sick Leave when appropriate, and make recommendations for Medical Travel as needed;
  • Maintain strict patient confidentiality by not sharing medical records with WFP with the exception of diagnoses for the sole purpose of Insurance Cost Recovery/Reimbursement
  • Ensure proper follow up and if required, referral on all cases;
  • Document all case findings, referrals, and follow up;
  • Establish good relations with reliable hospitals and private medical facilities;
  • Ensure that proper medical records are kept in a strictly confidential manner;
  • Prepare and send periodic reports of functions, visits, medical evacuations and treatments to the Coordinating Doctor and WFP Doctors;
  • Advise on health precautionary steps to be undertaken at any of the WFP offices;

Administrative duties

· Maintain up-to-date inventory of the E-MAT Clinic Pharmacies, medical/diagnostic supplies, equipment and consumables;

· Maintain a 24-hour roster of available specialists for referral and treatment;

· Check equipment and supplies at every rotation and maintain this in working order;

· Ensure that any single use medical instruments are properly disposed of, any reusable medical instruments are properly sterilized.

· Ensures that clinic spaces are maintained and clean;

Perform other related duties as required.

STANDARD MINIMUM QUALIFICATIONS:

Education: First level university degree in medicine from an accredited/recognized institute, licensed university medical education program. License and registration to practice as a GP. Advanced university degree (Master’s level or above) in public health and/or health-related fields or Post graduate studies or specialized training in emergency response is desirable.

Experience: At least 5 years of clinical experience in Family Practice Medicine and/or Emergency Medicine. Having excellent clinical judgment and experience in health education and community/public health campaigns would be an added advantage.

Language: Fluency in both oral and written communication in English. Knowledge of the local language is added advantage.

Overall responsibilities;

Requirements:
  • BSc or above in Public Health, Environment Health, Health Education or related.
  • At least 6 years of experience in community based interventions with in WASH or Health Sector and very good understanding of safe water and hygiene practice in rural Ethiopia. NGO experience is desirable.
  • Very good understanding of national health extension policies and strategies, programs and stakeholders in Ethiopia.
  • Demonstrable management experience in coordinating and conducting trainings.
  • Excellent command of written and spoken English.
  • Matured personality, result-oriented, problem-solving attitude & ability to work with little guidance.
  • Sociable and team player.
  • Motor cycte driving license is advantageous.
Duty station: Bahir Dar, with frequent travel to project intervention Zones and Woredas

Overall responsibilities;

Essential Qualifications & Requirements
  • BSc/MSc in Rural Development, Project Management, Environment or related fields from a recognized university.

ORGANIZATIONAL CONTEXT

This unique role is found to date only in Ethiopia as part of the innovative project: Ethiopia Medical Assistance Team (E-MAT).

Job holders are General Practitioners based in Gambella, dedicated to providing evidence based primary care to the staff members and families of the UN World Food Programme working in Ethiopia. The Medical Officers are required to employ their clinical experience and pro-active public health/ community health approach in managing and treating patients especially in remote locations, utilizing the resources available and coordinating closely with the Coordinating Doctor in Addis Ababa. A unique blend of family practice, public health, occupational health and emergency training and experience in clinical management is needed to fulfill this role.

JOB PURPOSE

In the interest of WFP’s duty of care and organizational continuity, the role of the Medical Officer is to provide primary care to WFP employees and family members in the interest of promoting health, preventing injury and illness, stabilizing any emergencies, facilitating medical evacuations.

KEY ACCOUNTABILITIES (not all-inclusive):

Reporting to the Coordinating Doctor in Addis Ababa for clinical and technical issues and Project Coordinator for admin issues, the Medical Officer will undertake the following tasks:

  • Provide first-aid and advice to staff and their recognized dependents;
  • Perform diagnostic and laboratory tests such as: ECG and rapid laboratory (malaria RDT, urine dipstick, etc.);
  • Rotate/rove to duty stations where there are WFP sub offices to provide medical attention and reporting on the health status of staff and local (emergency) medical support options;
  • Administer outpatient treatments;
  • Assist in the follow-up of previously diagnosed chronic medical conditions for which treatment has already been started;
  • Provide early detection in mental health cases and arrange referral to appropriate specialists to facilitate proper treatment and follow up support;
  • Dispense medications properly, in line with international standards and reviewing instructions with patients;
  • Perform medication, injection, dressing, stitching, minor foreign body extraction as needed;
  • Initiate IV fluid therapy in case of dehydration or other medical conditions;
  • Consult with the Coordinating Doctor when a given presenting problem goes beyond scope of practice/experience
  • Participate in weekly peer review meetings with Head Doctor to review clinical cases;
  • Maintain an organized electronic medical record of patients supported by a regular backup;
  • Maintain strict confidentiality with regards to patient’s medical records, patient management and treatment;
  • Assist in coordinating and providing essential clinical information for medical evacuations to Coordinating Doctor or WFP Doctors as needed;
  • Assist in providing medical support during evacuation and repatriation;
  • Advise evacuees on the requirements for evacuation and/or escorting patients if needed;
  • Document case findings in secured Electronic Medical Records;
  • Be available and on-call for consultation;
  • Determine patient disposition when necessary (e.g. continued observation and primary treatment, referral, medical evacuation or other);
  • Plan and implement health promotion and illness/injury prevention training campaigns for WFP employees in coordination with the WFP Wellness Division;
  • Facilitate referral to appropriate qualified specialist or to other qualified hospitals/private clinics, as required;
  • Ensure preparedness of staff travelling on missions or reassignments, including administration of appropriate vaccines, instructions on malaria prophylaxis and other travel-related ailments;

Medical Administrative Duties

  • Recommend medical evacuation when required to the Coordinator Doctor or appropriate WFP Medical Doctor;
  • Undertake Entry/Exit Medical Examinations, provide certificate for Sick Leave when appropriate, and make recommendations for Medical Travel as needed;
  • Maintain strict patient confidentiality by not sharing medical records with WFP with the exception of diagnoses for the sole purpose of Insurance Cost Recovery/Reimbursement
  • Ensure proper follow up and if required, referral on all cases;
  • Document all case findings, referrals, and follow up;
  • Establish good relations with reliable hospitals and private medical facilities;
  • Ensure that proper medical records are kept in a strictly confidential manner;
  • Prepare and send periodic reports of functions, visits, medical evacuations and treatments to the Coordinating Doctor and WFP Doctors;
  • Advise on health precautionary steps to be undertaken at any of the WFP offices;

Administrative duties

· Maintain up-to-date inventory of the E-MAT Clinic Pharmacies, medical/diagnostic supplies, equipment and consumables;

· Maintain a 24-hour roster of available specialists for referral and treatment;

· Check equipment and supplies at every rotation and maintain this in working order;

· Ensure that any single use medical instruments are properly disposed of, any reusable medical instruments are properly sterilized.

· Ensures that clinic spaces are maintained and clean;

Perform other related duties as required.

STANDARD MINIMUM QUALIFICATIONS:

Education: First level university degree in medicine from an accredited/recognized institute, licensed university medical education program. License and registration to practice as a GP. Advanced university degree (Master’s level or above) in public health and/or health-related fields or Post graduate studies or specialized training in emergency response is desirable.

Experience: At least 5 years of clinical experience in Family Practice Medicine and/or Emergency Medicine. Having excellent clinical judgment and experience in health education and community/public health campaigns would be an added advantage.

Language: Fluency in both oral and written communication in English. Knowledge of the local language is added advantage.
