To note, this opportunity is in the proposal stage and will only be granted upon successful award of the contract.

Responsibilities include:

Provide overall project leadership, management, and technical direction, ensuring all project assistance is technically sound and appropriate

  • Direct implementation of the project’s strategic long-term vision
  • Oversee work planning, performance management, and strategic communications
  • Serve as the project’s primary liaison with USAID, international and regional partners, and host-country government officials
  • Serve as the project’s primary liaison with the TMG Washington, D.C., office in technical and managerial matters
  • Supervise project technical and administrative staff, including the technical leads, ensuring staff are successfully managing project activities and operations
  • Work with government counterparts in defining project activities and targets and ensure close collaboration
  • Ensure compliance with USAID regulations and TMG policies and systems
  • Participate in regular project evaluations to assess progress and recommend solutions
  • Represent the project at periodic meetings with stakeholders to report on planned activities and actions, including implementation status

Qualifications:

Advanced degree in management, international development, health, HIV/ADS, or other relevant field

QUALIFICATIONS AND EXPERIENCE REQUIRED

 

Education:

Experience:

 

  • At least 5 years of experience in progressively responsible professional experience in a similar capacity;

Background

 

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.  Economic empowerment is one of the global impact areas for UN Women while it is also a key focus of the Growth and Transformation Plan II of the Ethiopian government. Through, the new United Nation Development Assistant Framework(UNDAF) which is aligned with GTP II, the overall UN system also finances programmes on Economic Empowerment for vulnerable populations, including women and youth. 

 

UN Women Ethiopia country office as part of its Strategy Note for 2017 - 2020 focus on creating opportunities for rural and urban women and their institutions by promoting women’s access and control over productive resources such as land, climate resilient technologies, finances and know how to ensure that they are economically empowered and increasingly benefit from economic development policies, programmes and reforms in Ethiopia. To sustain the intended WEE results for Ethiopian Women, UN Women engaged multiple strategies including building capacity of financial and non-financial service providers on gender mainstreaming to ensure women have better access to services, as well as strengthening gender equality advocates and their networks to enhance women’s agency and advocacy on women’s economic empowerment. Deconstructing the existing gender relations at the community level by working with men/boys/male partners/husbands, community leaders, to remove structural and social barriers to women’s economic empowerment has also been identified as critical intervention areas for the WEE Program.

 

In collaboration with government and other development partners  including the   Ministry of Women and  Children Affairs (MoWCA ) and Bureaus  of  Women and Children Affairs, Ministry of Finance and Economic Development (MoFED), Ministry of Agriculture and Natural Resource (the Women Affairs Directorate ), Federal Micro and Small Enterprises Development Agency ( former name),  Agricultural Transformation Agency, Ministry of Labour and Social Affairs  and   Bureaus of Labour and Social Affairs in  Addis Ababa,  Amhara, Oromia and Tigray and   Civil Society Organisations (CSOs ) and UN Agencies such as UNDP, ILO, FAO, WFP and IFAD, UN Women have been implemented different  Women Economic Empowerment programs and projects to reach women and build institutional capacities for gender responsive approaches and interventions. 

 

The Women Economic Empowerment Programme in Ethiopia has been implemented through multiple projects and programmes including the Joint Programme on Gender Equality and Women Empowerment; Fund for Gender Equality Programme; Women Economic Leadership Project; the Rural Women Economic Empowerment Programme as well as the   the female migrant domestic workers project  entitled  ‘Development of a Tripartite Framework for the Support and Protection of Ethiopian and Somali Women Domestic Migrant Workers to the Gulf Cooperation Council (GCC) .

 

So far, the program and projects contributed to the realization of innovative results in partnership with partners where much is need to be done in more comprehensible and collaborative manner. Thus, drawing on lessons drawn from the implementation of the recently closed Joint Programme on Gender Equality (JP GEWE) and its programme on economic empowerment, RWEE and other projects on WEE, the UN WOMEN country office is in the process of developing a long-term strategy to frame its work on Women’s Economic Empowerment in Ethiopia.  

 

Therefore, to assist this economic empowerment portfolio of UN Women in Ethiopia Office, UN Women is interested to recruit a Programme Analyst. Under the overall guidance and direction of the programme Specialist, the Programme Analyst contributes to the effective management of UN Women Economic Empowerment Program in the CO by providing substantive inputs to programme design, formulation, implementation and evaluation.  S/he facilitates the delivery of UN Women programmes by monitoring implementations , supporting consideration of  monitoring feedbacks  and ensuring appropriate application of systems and procedures and develops enhancements if necessary.  She/he works in close collaboration with the programme and operations team, UN Women HQ and Regional (ESARO) staff, Government officials, multi and bi-lateral donors and civil society ensuring successful UN Women programme implementation under portfolio.      

 

 

Duties and Responsibilities

 

1. Contribute technically to the development of programme strategies in the area of Women Economic Empowerment:

  • Provide substantive inputs to the design and formulation of programme documents and proposals and new initiatives;
  • Provide technical inputs to identify strategic interventions related to the program (WEE )and engage with the country team in  developing strategy notes, 
  • Identify areas for support and intervention related to the programme.

2. Provide substantive technical support to the implementation and management of the Women Economic Empowerment programme: 

  • Provide technical inputs to the annual workplan and budget; 
  • Lead the implementation of programme activities;
  • Lead the coordination of the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners;
  • Review, coordinate and monitor the submission of implementing partner financial and narrative reports;
  • Train partners on Results Based Management and monitor implementation.

3. Provide technical assistance and capacity development to project/programme partners:

  • Coordinate and provide technical support in the implementation of programme activities;
  • Maintain relationships with national partners to support implementation and expansion of the Women Economic Empowerment programme;
  • Identify opportunities for capacity building of partners and facilitate technical/ programming support and trainings to partners, as needed.

4. Provide technical inputs to the monitoring and reporting of the programme/project:

  • Monitor progress of implementation of activities and finances using results based management tools;
  • Draft reports on monitoring missions, programme results s, outputs and outcomes; 
  • Provide substantive inputs to the preparation of donor and UN Women reports.

5. Provide substantive technical inputs to the management of people and finances of the Women Economic Empowerment programme:

  • Monitor budget implementation and make budget re-alignments/ revisions, as necessary;
  • Provide substantive inputs to financial reports;

6. Provide substantive inputs to building partnerships and resource mobilization strategies:

  • Provide substantive inputs to resource mobilization strategies; analyze and maintain information and databases; 
  • Prepare relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles;
  • Participate in donor meetings and public information events, as delegated.

7. Contribute to inter-agency coordination to achieve a coherent and aligned presence for Women Economic Empowerment in the country: 

  • Provide substantive technical support to the Representative and Deputy Representative on inter-agency coordination related activities by drafting background reports and briefs.

8. Provide substantive inputs to advocacy, knowledge building and communication efforts:

  • Develop background documents, briefs and presentations related to Women Economic Empowerment; 
  • Coordinate and organize advocacy campaigns, events, trainings, workshops and knowledge products;
  • Coordinate the development of knowledge management methodologies, and products on Women Economic Empowerment.

Programme Associate 

 

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. 

 

UN Women ECO Strategic Notes (SN) and Annual Work Plan 2017 (AWP) focuses on supporting the development objectives of the Ethiopia Growth and Transformation Plan (2010/11-2014/15) in relation to Pillar 8 on equity and empowerment as well as being aligned with United Nations Development Assistance Framework (2016 – 2020). The strategic approach and attendant workplan includes UN Women ECO's core principles in leading and promoting coherence within UN system work and supporting regional initiatives given the presence of UN ECA and African Union in Ethiopia. The Country Programme Division under the leadership of the Deputy Country Representative manages the Programme support to Ethiopia including the Joint Programme on Gender Equality and the Empowerment of Women working with the government of Ethiopia in 9 Regions and the 2 City Administration, partnerships with donors and UN agencies through the Donor Group on Gender Equality and different UN Theme Groups to enhance gender equality and empowerment of women in Ethiopia. In its work for 2017-2020, UN Women ECO is focusing on four main development result areas (DRF) namely: 1) Women supported to lead and participate in decision-making at all levels; 2) Women, especially the poorest and most excluded, are economically empowered and benefit from development; 3) Women and girls live a life free from violence; and 4) Governance and national planning fully reflect accountability for gender equality commitments and priorities. To enhance operational efficiency and organisational effectiveness (OEEF) the SN provides guidance and priorities for its coordination mandate both at regional and country-level by prioritising the following Clusters of the corporate OEEF: 1) To drive more effective and efficient United Nations system coordination and strategic partnerships on gender equality and women’s empowerment; 2) To institutionalize a strong culture of results-based management, reporting, knowledge management and evaluation; 3) To enhance organizational effectiveness, with focus on a robust capacity and efficiency at country and regional levels; and 4) To leverage and manage resources.

 

Anticipating the increased focus of the UN system on Peace and Security and Humanitarian efforts, UN Women ECO in 2017 furthermore started intensifying its engagement with the humanitarian community present in Ethiopia to ensure that the humanitarian relief delivered in the country is sensitive and responsive to the needs of women and girls in humanitarian situations.

 

It is in this context that UN Women in Ethiopia is seeking to recruit a Programme Associate to support the Coordination Unit and members of the Programme Team in the development and implementation of effective programmes consistent with UN Women rules and regulations.  S/he contributes to research, financial management, and programme implementation including providing necessary operational, administrative and programmatic support. 

 

Reporting to the National Programme Coordinator, the Programme Associate works with and provides support to the members of the Programme Team in the development and implementation of effective programmes consistent with UN Women rules and regulations.  S/he contributes to research, financial management, and programme implementation including providing necessary operational, administrative and programmatic support. The Programme Associate works in close collaboration with the operations, programme and projects’ staff in the CO and UN Women HQs as required for resolving complex finance-related issues and exchange of information.

 

 

Duties and Responsibilities

 

1. Provide Programme Management and Coordination Support:

  • Provide administrative support in the preparation of programme work plans, budgets, and proposals on programme implementation arrangements;
  • Provide programme and administrative support to Coordination Unit in the preparation of programme work plans, budgets, and proposals on programme implementation arrangements;
  • Assist in the drafting of project cooperation agreement/letter of agreement and MOUs with implementing partners;
  • Provide guidance to implementing partners on routine implementation of projects, tracking use of financial resources, review reports from implementing partners and provide feedback;
  • Provide necessary information for the audit of programmes/projects and support implementation of audit recommendations;
  • Support the Coordination Unit and Programme team in the tracking and reporting on mobilized resources;
  • Ensure that the regular staff and program meetings takes place as per plan;
  • Follow up the regular update of the tracking tool and present to the coordination unit head in good time.

2. Provide Administrative and Financial Management Support to the Coordination Unit and Programme Team:

  • Create projects in Atlas, prepare budget revisions, revise project awards and status; and determine unutilized funds and the operational and financial close of a project;
  • Provide administrative support in monitoring budget preparation and the finances of programmes/projects; including the finalization of FACE forms;
  • Review financial reports; prepare non-PO vouchers for development projects;
  • Process payment for consultants; 
  • Maintain internal expenditures control system; 
  • Create requisitions in Atlas for development projects; register good receipts in Atlas;
  • Assist in the preparation and follow up of cost-recovery bills in Atlas.

3. Facilitation of Knowledge Building and Knowledge Sharing:

  • Support synthesis of lessons learnt and best practices related to programme management and finance;
  • Support organization of training for the office staff and partners on programme and operations related issues;
  • Contribute to documentation and dissemination of knowledge products.

One of the programme priorities of UN Women for Ethiopia is enhancing women’s leadership at all levels and their political participation under the theme women in leadership and governance. In this area, UN Women at the global level works to build capacity of women leaders and political candidates, sensitize the public on gender equality and the rights of women to have equal share in leadership positions and encourage constitutional reforms to ensure that women enjoy their political rights in equal footing with men. 

 

Similarly, UN Women Ethiopia Country Office has been engaged in building the transformative leadership capacity of women leaders in the civil service and widen their opportunities to climb the leadership ladder through facilitating scholarships for pursuing higher education. To achieve these goals, UN Women worked closely with other UN organizations and key government line ministries within the framework of the Joint Program on Gender Equality and Empowerment of Women (JP GEWE).  

 

Currently, UN Women Ethiopia Country Office has developed a comprehensive programme on “Increased participation and representation of women in leadership in Ethiopia: The road to equitable development’’ and is thus seeking to hire a Programme Specialist to lead the roll out and implementation of the programme.

 

Reporting to Deputy Country Representative, the Programme Specialist exercises overall responsibility for planning, implementing, and managing UN Women interventions under his/her portfolio.  She/he works in close collaboration with the programme and operations team, UN Women HQ staff, Government officials, multi and bi-lateral donors and civil society ensuring successful UN Women programme implementation under portfolio.  

 

 

Duties and Responsibilities

 

1. Design and develop programme strategies in the area of Leadership and Governance: 

  • Design and formulate programme/ project proposals and initiatives; 
  • Draft inputs to country strategy documents, briefs, policy dialogue and other documents related to the program area

2. Manage the implementation and management of the Leadership and Governance programme:

  • Finalize the annual workplan of the program and budget and manage its implementation;
  • Manage the technical implementation of the programme/project; ensure synergies with other teams;
  • Manage the submission of implementing partner financial and narrative reports;
  • Provide guidance to staff and partners on Results Based Management tools and performance indicators;
  • Organize Project Steering Committee, project review and/or evaluation meetings, as needed.

3. Manage technical assistance and capacity development to project/programme partners:

  • Build and manage relationships with national partners to support implementation and expansion of the Leadership and Governance   programme; respond to any potential problems;
  • Identify capacity building needs of partners and lead the coordination of technical assistance, mentoring, training and capacity development initiatives to partners. 

4. Manage the monitoring and reporting of the programme/project:

  • Manage the monitoring of programme/ project implementation and finances using results based management tools;
  • Oversee field missions and review reports on monitoring missions;
  • Write quarterly reports and donor reports, focusing on results, output and outcomes;
  • Contribute to office donor and UN Women reports. 

5. Manage the people and financial resources of the Leadership and Governance programme:

  • Manage the programme budget and draft financial reports;
  • Supervise Programme Analysts and Technical Specialists;
  • Mentor and coach staff and conduct performance assessments;
  • Oversee recruitment processes, as necessary.

6. Build partnerships and support in developing resource mobilization strategies:

  • Develop and implement partnerships and resource mobilization strategies;
  • Finalize relevant documentation on donors and potential opportunities for resource mobilization;
  • Analyze and research information on donors, prepare substantive briefs on possible areas of cooperation, identification of opportunities for cost sharing.

7. Contribute to inter-agency coordination to achieve a coherent and aligned presence for Leadership and Governance in the country:

  • Provide technical support to the Representative and Deputy Representative on inter-agency coordination related activities by attending meetings, events, and participating in groups and committees as needed;
  • Coordinate with other UN agencies, government departments, donors and NGOs to ensure the projects’ capacity development programme is harmonized and aligned with other in-country efforts.

8. Manage advocacy, knowledge building and communication efforts:

  • Develop and review background documents, briefs and presentations related to the Leadership and Governance; 
  • Represent UN Women in meetings and policy dialogues on issues related Leadership and Governance area as necessary;
  • Develop advocacy strategies and oversee their implementation;
  • Identify best practices and lessons learned to guide programme improvement and strategy planning;
  • Develop knowledge management strategies, products and methodologies on Leadership and Governance.

UN Women uses GRB globally to promote accountability for gender equality. Accordingly, one of the key priorities of UN Women Ethiopia is ensuring that there is a national Gender Responsive Planning and Budgeting System in Ethiopia.  For this reason, UN Women Ethiopia has been working with MoFEC and the Ministry of Women and Children Affairs since 2012 in promoting GRB through the programme “Increasing Accountability in Financing for Gender Equality” through which remarkable results have been achieved with potential for upscaling and replication. 

 

 In the National Planning impact area of the Strategic note for 2017-2020, UN Women aims to contribute to the institutionalization and securing of predictable and sustainable financing for GEWE to ensure that the GEWE commitments are achieved within GTP II, and the SDGs. The Program will support strengthening of systems and accountability mechanisms to track financing, monitoring and reporting on GEWE Goals. Working with Ministry of Finance and Economic Planning, select Sector Ministries and Ministry of Women and Children Affairs, focus areas of work will include; institutionalization of the Gender Levelling Tool, institutionalizing gender responsive public finance management; strengthening capacities on gender responsive planning and budgeting, enhancing capacity of National Women Machinery to track and report on GEWE Goals at national, and global levels, promoting South-South cooperation and exchange of knowledge and best practices, strengthening capacity of the Central Statistical Agency to collect and analyze data from a gender perspective,  and supporting the National Planning Commission to lead and coordinate the domestication and popularization of the SDGs. CSOs will be supported to provide to strengthen their oversight roles in ensuring local level budgeting and planning responds to the needs of rural women. 

 

As part of the National Planning Impact area, UN Women Ethiopia has developed a four years programme on “Transformative Financing for Gender Equality and Women’s Empowerment’’ and is thus seeking to hire a Programme Specialist to lead the roll out and implementation of the programme and related programmes in the national planning impact area.
