The Asian Disaster Preparedness Center (ADPC), established in 1986, is a regional non-profit foundation with headquarters in Bangkok, Thailand supporting the advancement of safer communities and sustainable development, through disaster risk reduction in the Asia-Pacific and selected countries in Africa. The primary geographical focus of ADPC is Asia with the South, South East, and East Asia being the primary sub-regions, while the center also supports selected African countries such as Ethiopia. In 2005, nine countries, namely Bangladesh, Cambodia, China, India, Nepal, Pakistan, Philippines, Thailand, and Sri Lanka signed a Charter establishing ADPC as an inter-governmental organization.

ADPC has 31 years of experience, working in the Asia-Pacific and Africa regions along with the national and local Government of its charter member countries as well as countries of the Regional Consultative Committee on Disaster Management (RCC) and other regional and national mechanisms. ADPC also shares a close partnership with sub-regional inter-government agencies, such as Association of Southeast Asian Nations (ASEAN), South Asian Association for Regional Cooperation (SAARC), Secretariat for Pacific Community (previously known as SOPAC), and the Intergovernmental Authority on Development (IGAD), etc. It works in close collaboration with a range of UN agencies including UNDP, UNICEF, UNESCAP, WHO, WMO, UNISDR, UNOCHA, UN-Habitat, etc. on DRR related projects and consulting services. ADPC works with international and local NGOs, national technical and training institutions, Red Cross and Red Crescent Societies. Statement of Intent:
ADPC recently signed a grant agreement with Bill & Melinda Gates Foundation for Strengthening Institutional Capacity of the National Disaster Risk Management Commission of Ethiopia. The overall goal of this program is to, “improve the institutional capacity to prepare for, respond to and recover from disasters in Ethiopia by strengthening the institutional system and technical capabilities of the National Disaster Risk Management Commission and other key stakeholder agencies. This will be achieved through the provision of institutional partnerships, knowledge resources, training, and networking opportunities. The program focuses on strengthening the institutional and human resource capacity of federal, state and local level governments and other stakeholders, who are involved or shall participate in humanitarian response and risk reduction activities in the country. The project will offer a formal platform for capacity development, provision of technical inputs and tools for preparedness, emergency response and recovery planning. In this context, ADPC is inviting applications from the qualified candidates to fill the position of “Finance and Administrative Coordinator," who will be responsible for finance and administrative tasks of the program and provide management support to the National Disaster Risk Management Commission of Ethiopia.

Required Qualifications / Selection Criteria:

Qualifications and Experience:

  • MBA or MSc in Economics, Finance, International Relations or closely associated field.
  • At least four years of proven experience in project administration and finance management
  • Familiarity and at least two years of experience in coordinating international workshops, conferences, and meetings
  • Previous experience in working with Humanitarian NGOs, international organizations, or private sector
  • Knowledge of working ethics of national government agencies, International NGOs, National NGOs, private organizations and international organizations would prove to be an added advantage.
  • Proficiency in English and Amharic Language both in writing and speaking. Proficiency in other regional languages would be an added advantage

  • Demonstrated ability and plan and organize work and time independently;
  • Excellent interpersonal skills, team-oriented work style, and experience in working in a multi-cultural environment;

Duties and Responsibilities:

  • Coordinate finance and admin tasks of the program, and organize regular meetings & conferences;
  • Ensure timely submission of liquidation reports, timesheets and other administrative forms on regular basis;
  • Provide administrative and finance support to the project team;
  • Support project management, monitoring & evaluation and reporting tasks assigned by respective project managers
  • Support training events, participants and field missions during the project implementation
  • Support the program manager in the day to day functions of the program.
  • Other duties and responsibilities as assigned by the Program Manager

  • Ph.D. or MSc in Disaster Management, Agriculture, Public Health, Economics, Natural Resource Management, or any other related fields is essential;
  • At least 12 years of proven experience in program design, implementation, and M&E in the field of Disaster Risk Management in Ethiopia;
  • Previous experience in humanitarian response and recovery is essential;
  • Previous experience in working with UN, Government agencies of African countries and Humanitarian NGOs would be an added advantage;
  • Previous work experience in Asia would be an added advantage;
  • Proven experience in working with multiple donors, familiarity with donor requirements, donor reporting, and progress reports submission

  • Design capacity development programs and projects on DRR based on the country needs and donor priorities that determined by government of Ethiopia
  • Provide programmatic leadership to the project managers, coordinators and technical experts under the program and government guidelines
  • Develop project annual and quarterly work plans and implementation arrangements;
  • Guide project coordinators and technical experts in implementing program activities in a timely manner;
  • Provide technical and operational resource inputs and advice in activities such as institutional capacity assessment, program formulation, training needs assessment, institutional capacity assessment;
  • Liaise and coordinate with the NDRMC and other key stakeholders on regular basis
  • Conduct program monitoring and evaluation, contribute in achieving all expected results, develop M&E reports;
  • Draft progress reports and updates to the donors on a regular basis;
  • Perform other duties and responsibilities as assigned by the Director, Preparedness for Response and Recovery Department of ADPC.

GAIN is now entering into Ethiopia for a 2 year project called Ethiopian Postharvest Loss Alliance for Nutrition (E-PLAN) to design and scale PLAN activities around key nutritious commodities that will reduce losses and increase the availability/accessibility to nutritious foods for vulnerable populations (pregnant women) in selected areas.

We are looking for a Senior Project Manager that will work closely with the GAIN PLAN Global Team and the Ethiopia Country Director to set up and implement the E-PLAN program and help strategically build a portfolio of activities. The position is responsible for operational delivery of a core business area or operation and has a significant management responsibility and operational impact.

The E-PLAN Senior Project Manager will be responsible for the overall management of the PLAN Ethiopia project including detail planning, implementation, and reporting to ensure the timely implementation of project activities in line with the predesigned plan. S/he will have extensive experience operating within the corporate and public sectors and effectively liaising with private companies, development agencies and governments in multiple cultures.

Strong experience in developing and managing nutrition led agriculture/agribusiness projects within a development or commercial context, including delivery experience in the field, with a particular focus in postharvest loss & food waste of nutritious foods is required. Strong communication skills, oral and written, in English and local language is essential.

This is expected to be a two year project until 2020 and will be given fixed term contracts.

Background

The ILO Country Office for Ethiopia, Djibouti, Somalia, Sudan and South Sudan is implementing a project entitled “Improving Industrial Relations for Decent Work and Sustainable Development of Textile and Garment Industry in Ethiopia”.

The project is determined to support the development of socially sustainable textile and garment industry in Ethiopia. The project takes a multi-pronged approach, assisting the government, social partners and major industry stakeholders at various levels in their efforts to improve productivity, to promote social dialogue within and between the parties, and to improve wages and working conditions through nurturing sound labour relations practices and promoting collective bargaining to address the challenges in a comprehensive manner.

Purpose of the assignment

The ILO would like to engage a consultant to identify and document best practices in the areas of industrial relations, working conditions and productivity in order to use if for educational/advocacy purposes.

Key task

The Consultant/Consultancy firm is expected to develop a high definition information video 10-15 minutes short documentary and leaflet in the following areas of freedom of association, worker’s rights and responsibilities, productivity, OSH, soft skills training, grievance handling, healthy life style, savings and financial management.

  1. Background

Improving Industrial Relations for Decent Work and Sustainable Development of Textile and Garment Industry in Ethiopia project aims to support the development of a socially sustainable textile and garment industry in Ethiopia through improved labour relations, productivity and working conditions. In order to achieve this, the project is taking a multi-pronged approach, assisting the government, social partners and major industry stakeholders at various levels in their efforts to improve productivity, to promote social dialogue within and between the parties, and to improve wages and working conditions through nurturing sound labour relations practices and promoting collective bargaining.

At national level, the project focuses its efforts on facilitating social dialogue among multiple stakeholders. Under the leadership of the tripartite partners, it will help to develop a common vision and strategies to make Ethiopia an African hub of socially responsible production of garments for both global and domestic markets.

At regional and sectorial level, the project assists regional labour administrations by strengthening their capacity for labour inspection and dispute settlement, and employers, workers and their organizations at sectorial and enterprise levels, by strengthening their organizational capacity and by developing sound industrial relations and social dialogue practices to improve wages and working conditions in tandem with improved productivity.

At enterprise level, the project focuses its efforts on providing capacity building support for employers and workers’ representatives in up to twenty enterprises that are willing to make an explicit commitment to the principles of the ILO and to the emergence of a socially responsible garment industry in Ethiopia via the development of productive and democratic labour relations.

Many of the factories are witnessing the impact of the project interventions in the area of industrial relations, working conditions and productivity. In view of this the project plans to collect best practices and share it with wider audience.

  1. Overall Objective of best practice collection

The objectives of the collection of best practice is to showcase the improvement in the industrial relations, working conditions and productivity and use it for educational/ advocacy purposes.

  1. Tasks

The Consultant/Consultancy firm is expected to identify best practice and develop a high definition 10-15 minutes short documentary and leaflet in the following areas;

  • Freedom of association: advantage of having a union at factory level, trade unions not only working on protecting the rights of workers but also addressing issues of productivity, trade unions working to improve the livelihood of workers.

  • Worker right and responsibility: understanding labour law, company law, contract and its impact on productivity and improving decent working conditions of the workers

  • Productivity: the impact of social dialogue, unionization, training workers on productivity and workers life.

  • OSH: impact of OSH training and OSH committee work on reducing accident and improving workers moral and productivity.

  • Soft skills training: impact of soft skills on improving industrial culture, time management, absenteeism with profitability/productivity and workers

  • Grievance handling: communication, managing relationship, conflict resolution, negotiation, the importance of putting grievance system and dealing with grievance at the early stage and its impact on the factory and workers

  • Healthy life style and Savings and financial management: training impact on the workplace and workers.

  • Overall task

Develop a story board with the following items:

  • Interviews with project staff, workers, managers, project stakeholders

    • Selected representatives across target groups
  • Script writing and editing

  • On location shooting (factory level, workers home….etc) and production of documentary using two cameras and with necessary interview gadgets such as neck micks, light and sound

  • Motion graphics and 3D animation (if needed)

  • Develop an introduction part of the video

  • Short introduction about the project.

  • Record best practice

  • Record the best experience in the areas mentioned under 3

  • Develop video and leaflet

  • Participants and Stakeholders of the video

  • Employers and workers from textile and garment industries

  • Tripartite partners, Developmental partners and other stakeholders.

  • Key deliverables

The EXCOL will be fully responsible for the delivery of the activities mentioned on number 3 of this document The EXCOL will be expected to deliver the following; Interview project stakeholders

  • Develop the script of the video and submit for approval

  • produce short video

  • Picture and document the video production process

  • Images should reflect the theme of the video.

  • Edit the full version of the video as per the feedback

  • The final version should be submitted in Amharic, Oromeffa and Tigraga language. The Amharic one should have English subtitle

  • Provide final version of the video and leaflet in three copies with the ILO and partners logo on the cd

  • Submit the row footage and edited version and pictures

  • Use consent form in the process of documentation

  • Expected outcome

The video is expected to provide concise, pertinent information in user-friendly: clear, understandable, interesting, interactive format, to a target audience (workers and managers) through a format that galvanizes target groups to desired outcome.

  • 30% upon submission of the script and detailed action plan of the video

  • 40% upon completing the first draft of the video

  • 40% upon submission of the final video to the ILO with three copies

All recorded video footage and pictures taken and information gathered through this contract will be the sole property of the ILO. All the video footage and pictures taken will be submitted to the ILO. All the recorded information should be treated as strictly confidential. The final video production will remain the property of the ILO and not be used for any commercial purpose and other purposes without the express permission of the ILO.
