Brief highlights of the Society

The Ethiopian Red Cross Society (ERCS) was established on the eve of Ethio-Italian war, on July, 8, 1935 and signed the Geneva Convention on July 25 of the same year and became 48th member of League of Red Cross/Red Crescent Societies on 25, September 1935. Since then the Society have engaged on providing Humanitarian services & community based development initiatives. Currently the ERCS has a structure consisting of 11 Regional Offices, 32 Zonal Branches and 112 District/Woreda Branches and 3673 grass root committees/Kebele Red Cross Committees. 

The Ethiopian Red Cross Society (ERCS) wants to recruit highly qualified heads for the Head, Quality Assurance and Learnings Office vacant position, the details of which is mentioned below.

Work Unit:    Quality Assurance & Learning Office

Reports to:    Secretary General /SG/

Job Summary

The Quality Assurance & Learning Office Head, directly accountable to the Secretary General, develops, reviews & proposes corporate strategic and operational plans & ensures their alignment with structural echelon of the society; monitors & evaluates the same; Ensures that organizational development of ERCS is enhanced & strengthened by nurturing organization learning. Serves as change champion and reformer of the Society by strengthening quality assurance & knowledge transfer among all work units both in the NHQ & Regional Branches

Specific duties

  • The Office is directly accountable to the Secretary General, and shall have the following major functional duties and responsibilities:
  • Plans, organizes, directs, coordinates and controls the planning, monitoring and evaluating of  the overall change  undertakings & operational performances of the National Society;
  • Ensures that appropriate policy guidelines and tools that ensure standardized and effective planning, monitoring, evaluation and reporting across the Society are developed, shared with different reporting work units and branches,  effectively and consistently practiced as part of organizational culture of the Society;
  • Develops and institutionalizes corporate and departmental performance management system;
  • Coordinates, consolidates and prepares the short,- medium- and  long-term change & operational plans and programs of the National Society;
  • Ensures that the strategic plan of the Society is well cascaded along the structural echelon of the Society for the execution and that the medium-term and short-term plans down the hierarchy are aligned with the strategic plan;
  • Enhances and strengthens organizational development of ERCS to effectively and efficiently plan and implement programs,  projects and other operations;
  • Follows-up on the strategic directions of the Society  for appreciation, corrective actions and amendments and updates through the involvement of the management, branch offices and other stakeholders;
  • Ensures that baseline, midterm and final evaluations of programs and projects are undertaken in terms of relevance, effectiveness, efficiency, impact, sustainability and other pre-established parameters of evaluation and draws lessons learnt thereof;
  • Assesses the potential strategies for partnerships with key stakeholders from the international community (multilateral and bilateral organizations, Civil Society and NGOs) for advancing strategic issues of the Society;
  • Studies, designs and develops systemic parameters or yardsticks to trace and monitor performance against set plans and goals of the Society;
  • Sets reporting timeframe for the work units of the National Head Quarters and  the branches and ensures compliance accordingly;
  • Develops a database for measuring performance and coordinates and prepares periodic performance reports of the Society   for consumption of the top management, funding agencies and other stakeholders;
  • Undertakes studies and initiates policy and guideline that can reinforce and enhance coordination and integration among work units at the National Head Quarters and Regional Branches;
  • Advises the Secretary General & the management team in areas of strategic planning & change management.

  • Undertakes & facilitates research in areas of organizational development, performance improvement & programs operations to maintain & transfer knowledge.
  • Reports to the Secretary General on the performance & problems encountered by the Department.

  • Responding to inquiries from staff, administrators, service providers, site personnel and outside vendors to provide technical assistance and support.

Climate Control in ICT Facilities:

  • Regularly monitor ACs in all data rooms, server room, and UPS room.
  • Work with the contracted vendors in ensuring effective scheduled preventive maintenance exercises.
  • Contact the contracted vendors to carry out emergency maintenance on the ACs.
  • Seek approval and supervise replacement of faulty parts on the ACs by the vendors.
  • Assist in monitoring and ensure smooth running of installed CCTV system.
  • Review and make recommendations on security risks posed by CCTV system loopholes.
  • Work with external vendors in implementing best, effective and accurate CCTV hardware and software.
  • Provide network support for the CCTV system

Top Accountabilities

  • Compilation of accurate, coherent, accessible and timely management information relating to the performance of our operations and distribution activity.
  • Maintain high morale and motivation within workforce by ensuring their welfare and maintaining discipline.
  • Optimize the rack and warehouse layout configuration to ensure the effective use of storage and product movement
  • Drive quality and effective warehouse standards (security, coding, SAP, Warehouse Management Systems) across warehouses, third party re-packers and distribution centers to ensure integrity of our product
  • Implement the relevant business requirements and processes (compliance, legal, customs) to enable effective management of the
  • warehouse
  • Manage and control pallets including their invoicing to maximize quality and reduce cost
  • Reduce waste in the warehousing process and make/implement recommendations to improve efficiency, utilization, quality and service
  • Applying SAP, EISC (including RCPS) and quality management in combination with the standard work procedures
  • Ensure the team adhere to real time SAP entry per shift as required by business standards.

Qualification and Experience Required

  • Degree in logistics, business management or technical sciences or a background in logistics with a technical / logic orientated mindset educated at Degree level is referred.
  • Minimum of 5 years experience in warehouse and logistics management
  • Managed sizable teams of direct reports within a fast moving distribution environment
  • Proven people management skills including exposure to disciplinary process
  • Thorough understanding and experience of implementing and sustaining stock management systems.
  • Knowledge and experience of planning effective vehicle movements
  • Demonstrates great track record for influencing internal and external customers, experience working alongside sales team preferable
  • Exposure and accountability for budget control

Organizational Setting

Reporting Lines

The Agriculture Officer (Farmer Field Schools) reports to the Sub-regional Coordinator for Eastern Africa, in close cooperation with

`Plant production and protection with particular focus on community-based Farmer Field Schools (FFS).

Key Results

Collection and analysis of information, data and statistics and project / meeting services to support programme projects, products and services

Key Functions

 Collects and analyzes relevant technical, social, economic, environmental, institutional and technology related information, data and/or statistics to support the delivery of programme projects, products and services;

 Undertakes analysis, provides technical input for plans and reports and edits/revises technical/scientific documents;

 Participates in the development of improved work methods, tools and systems;

 Updates databases and web pages;

 Participates on multi-disciplinary project/work teams;

 Collaborates in the development of training tools and materials and the organization of workshops/seminars etc.;

 Participates in the organization, conduct and follow-up of meetings, consultations and conferences, the

development/production of required materials and the provision of information and assistance to partners.

Specific Functions

 Supports FFS projects and activities in the sub-region by providing and researching technical information and background

and liaises with relevant stakeholders and partners in crop production, animal husbandry, aquaculture and forestry;

 Contributes to the development and maintenance of a multidisciplinary Field School Support Network in the sub-region

and foster links with those in other sub-regions;

 Assists countries to develop evidence-based needs assessment and planning to ensure quality FFS in support of Country

Programme Frameworks and specific projects;

 Assists countries in the integration and institutionalization of FFS into their extension delivery systems;

 Promotes FFS related capacity development including integration in the curricula of agricultural training institutions in the

sub-region.

Financial Management Specialist

Established in 1944, the WBG is one of the world’s largest sources of funding and knowledge for development solutions. In fiscal year 2014, the WBG committed $65.6 billion in loans, grants, equity investments and guarantees to its members and private businesses, of which $22.2 billion

was concessional finance to its poorest members. It is governed by 188 member countries and delivers services out of 120 offices with nearly 15,000 staff located globally.

The WBG consists of five specialized institutions: the International Bank for Reconstruction and Development (IBRD), the International Development Association (IDA), the International Finance

Corporation (IFC), the Multilateral Investment Guarantee Agency (MIGA), and the International Centre for the Settlement of Investment Disputes (ICSID). IBRD and IDA are commonly known as the World Bank, which is organized into six client-facing Regional Vice-Presidencies, several

corporate functions, and – as of July 1, 2014 – has introduced fourteen Global Practices (GPs) as well as five Cross-Cutting Solution Areas (CCSAs) to bring best-in-class knowledge and solutions

to regional and country clients.

GLOBAL PRACTICES & CROSS-CUTTING SOLUTIONS AREAS

The 14 GPs are: Agriculture; Education; Energy and Extractives; Environment and Natural Resources; Finance and Markets; Governance; Health, Nutrition and Population; Macroeconomics and Fiscal

Management; Poverty; Social Protection and Labor; Social, Urban, Rural and Resilience; Trade and Competitiveness; Transport and ICT; and Water. The 5 CCSAs are: Climate Change; Fragility,

Conflict and Violence; Gender; Jobs; and Public-Private Partnerships. The new operating model is part of a broader internal reform aimed at delivering the best of the World Bank Group to our clients, so that together we can achieve the twin goals of (1) ending extreme poverty by 2030, and

(2) promote shared prosperity for the bottom 40% of the population in every developing country.

THE GOVERNANCE GLOBAL PRACTICE

An effective and accountable governance framework, in the form of functioning institutions, is a necessary precondition for sustainable poverty reduction. Fragile, ineffective, weak and/or inexistent institutions have long been put forward as explaining the relative underperformance of

economies. Furthermore, poor governance and structural deficiencies in public and private institutions are often prevalent in fragile and conflict affected states. On the other hand, cross-country empirics have confirmed that higher institutional quality is correlated with higher

levels of per capita income and greater economic growth. Thus, governance mechanisms and institutions are critical to sustained growth and poverty alleviation. The Governance Global Practice (GGP) comprises a variety of different professional disciplines working on public institutions, including public sector management, governance and anti-corruption, procurement, financial management, social accountability and justice reform. The GGP has the following three departments:

Financial Accountability and Reporting (FAR) Group that focuses on transparency, financial accountability, and financial reporting in the private and public sectors. This also includes accountability of institutions, oversight bodies and regulators, as well as financial management

functions of Bank-funded operations.

Public Sector and Institutions (PSI) Group that focuses on key areas that underpin public sector and institutional reform. This group also focuses on high priority cross-cutting issues such as revenue mobilization, global tax issues and fiscal decentralization, civil service reforms, open government, and justice for the poor Solutions and Innovations in Procurement (SIP) Group that focuses on advancing modern and open procurement systems, integrity in procurement and its fiduciary functions.

The GGP interventions range from diagnostics, technical assistance, and advisory services, learning, innovation and knowledge management and sharing, creating peer learning platforms, lending and project implementation support, and monitoring and reporting. An important part of its responsibilities is to deliver operational support to other Practices, including through inputs for policy-based operations, hands-on implementation advice and direct fiduciary due diligence of investment financing.

The World Bank Group is looking for TWO Financial Management Specialists (FMS) for the ETHIOPIA Country Office, who are qualified professional accountant (CPA, CA, CMA, CIPFA, Certified Internal Auditor, or equivalent membership of an internationally recognized professional accounting institute) with a Bachelor’s degree in accounting, business, finance, economics or related subject and, at least, 5 (five) years of post-professional-qualification experience in auditing or financial management. Familiarity with public sector financial management would be a distinct advantage.

Note: If the selected candidate is a current Bank Group staff member with a Regular or Open-Ended appointment, s/he will retain his/her Regular or Open-Ended appointment. All others will be offered a 2 year term appointment.

Selection Criteria:

Fluency in both written and spoken English language is necessary.

Willingness and ability to travel frequently, sometimes at a short notice.

Technical and other skills

Knowledge of International Financial Reporting Standards (IFRS) and International Standards on Auditing (ISA). Knowledge of International Public Sector Accounting Standards (IPSAS) and the

International Standards of Supreme Audit Institutions (ISSAI) would be an added advantage.

Experience in designing and assessing internal control systems using internationally accepted control frameworks such as COSO. Experience in evaluating financial management systems (including budgeting, accounting, cash management, internal audit, financial reporting systems). Experience in assessing auditor competence and independence. Experience in the design and implementation of computerized financial management systems. Experience in evaluating/interpreting financial statements and in determining appropriate remedial actions. Experience in evaluating audit reports / management letters, following up on issues resulting from the audits. Demonstrated experience in fragile and conflict affected contexts (essential); Understands the budget formulation and execution processes, including treasury and cash management, as applicable to Bank-financed investment projects and public sector finance in

general.

Strong analytical capabilities and planning, organization, and time management skills. Capacity to function effectively as a member of a multi-disciplinary team, ability to search for common ground to resolve problems. Ability to communicate effectively, in writing and orally in French with good working understanding of English.
