The Volunteer’s Role

The overall purpose of this placement in Harar is to strengthen the maternal and child nutritional care service provision in East Harrarghe Zone through capacity building and system strengthening in East Harrarghe Zone Government sector offices that are the member of the zonal nutrition coordination committee.

The project has three intermediate objectives:

  • Improve nutrition practices and services for women of reproductive age and boys and girls under five years
  • Improve nutrition-sensitive practices for women of reproductive age and boys and girls under five years
  • Strengthen governance of gender-sensitive nutrition programs and approaches at the Federal, Regional, Zonal and Woreda levels.

As a volunteer, you will:

  • Conduct institutional nutrition capacity assessment to identify gaps

  • Design and implement multi-sectoral nutrition capacity building activities

  • Assist the Zonal Nutrition Coordination Committee (NCC) in planning sector specific nutrition related activities

  • Support the design and implementation of locally appropriate household dietary diversity strategies and food recipes

  • Assist in the design and implementation of local food preservation methods, and use of improved cooking technology

Essential Academic Qualifications:

BSc degree in food science and nutrition, human nutrition, post-harvest handling and food processing or related field

Essential Professional Background:

At least two years’ experience in managing /advising Nutrition-Sensitive development interventions or experience in design of household dietary diversity strategies and food recipes

We are looking for Young Designers to contentiously capture data and generate insight when Smart Start is implemented for/with married 15-19 years old girls and/or couples. The young designers will closely work with A360 (Smart Start) team both at head quarter and field office level.

Your contribution

You will work under the supervision of the Young Designers Coordinator. More specifically, you will:

  • Attend training on how to interact with rural married 15-19 years old girls and generate insight.
  • Collect data on program implementation and improvement areas.
  • Participate in insight generation exercise together with A360 (Smart Start) team.
  • Attend various awareness creation and advocacy events whenever invited by the team to be the voice of the 15-19 years old married girls.
  • Interact with youth champion groups to get and insight on the girls experience with Smart Start.
Job Requirements:  

Your background       

  • Grade 10 or 12 graduate.
  • 2 years of experience in youth club activities.
  • Conversant with the local language and cultural context of the respective region where the application is made.
  • Minimum facilitation skills with peers, (evidence of previous facilitation of peers same age and/or slightly younger).
  • Should have lived in the same region for the past 3 years.
  • Actively participating in community youth activities/youth clubs able to show participation certificate or letter of support.
  • Enthusiastic to contribute to their communities.
  • Responsible and reliable.
  • Able to understand some command of English.

BACKGROUND:

The Agricultural Transformation Agency (ATA) has been established by the Government of Ethiopia (GoE) to identify and address systemic bottlenecks to Ethiopia’s agricultural development. The Agency does this through problem-solving, implementation support, and capacity building of stakeholders involved in implementation of interventions that address the systemic bottlenecks. The Agency reports to the Ministry of Agriculture and Natural Resources Development and is Secretary to the Transformation Council chaired by the Prime Minister.

The programmatic *focus of the Agency responds to a core set of needs identified by the Ministry of Agriculture and Natural Resources Development and the Transformation Council. Within the Agency, issues are divided into four different pillars: Crops & Natural Resources which includes Inputs and Plant Protection, Soil Health & Fertility, Irrigation and Drainage, and Mechanization; Cross Cutting Initiatives, which includes Inclusive Growth, Climate Change Adaptation and Mitigation, and Planning and MLE; Livestock, which includes Animal Health and Genetic Improvement and Feed & Feeding; and Agribusiness and Markets including Market Development, Rural Finance, ICT, and Private Sector. In addition, the Agricultural Commercialization Clusters Initiative is another critical focus area for the Agency. POSITION SUMMARY:

The Senior Director of Cross Cutting Initiatives is a senior executive level management position within the ATA administration with the Senior Director serving on the senior management team of the Agency. His/her role will primarily involve managing and supporting Program Directors and Project Team Leaders within the ATA’s Cross Cutting Initiatives which currently include Gender, Nutrition, Youth, Climate & Environment and Monitoring, Learning & Evaluation.

The Senior Director will also work closely with other senior directorial staff within the ATA, in order to leverage and maximize on synergies across different program types. To this end s/he will support and guide implementation plans and strategies along priority systems and value chains as related to cross cutting initiatives

ESSENTIAL DUTIES:

  • Supervise and performance manage the Program Directors and Project Team Leaders of the various programs within the ATA’s Cross Cutting Initiatives Vertical.
  • Provide direction, guidance and support to the Program Directors and Project Team Leaders within the Vertical in order to ensure that high quality deliverables and outputs are created within each program, in line with the ATA’s overall goals
  • Actively participate in diagnostic activities, solution design and development of policies, strategies and solutions developed by the Knowledge Centers in the Cross Cutting Initiatives Vertical
  • Support the Delivery Unit mechanism within the ATA and partner organizations to facilitate close and collaborative relationships with key stakeholders/partners across problem solving and implementation support areas of the Transformation Agenda
  • Ensure that the programs and projects within the ATA’s Cross Cutting Initiatives Vertical provide sufficient support in the execution of the Agricultural Commercialization Cluster (ACC) Initiative
  • Support, enable and facilitate close and collaborative relationships between Program Directors and key stakeholders/partners across problem solving and implementation support areas
  • Critically assess capacity gaps that may hinder effective implementation of activities and develop solutions as required.
  • Coordinate and harmonize the design, implementation and monitoring and evaluation of programs and projects within the ATA’s Cross Cutting Initiatives Vertical
  • Assist in building capacity of key government, private and informal actors in the education, research, extension and production continuum associated with the sub sector.
  • Support the organization in other operations or roles as required by the CEO

Key functions

  • Member of the Senior Management Team, which is responsible for organizational strategy within the ATA.
  • Direct supervisor of Program Directors of ATA’s Cross Cutting Initiatives Vertical, spearheading solution development, implementation support to partners, implementation support of relevant internally managed projects, reporting and documentation of programs and projects.
  • Facilitator of the required financial, human and organizational resources for the successful implementation of programs and projects.
  • Supporter to the CEO in the creation and delivery of strategies and programs to enhance the ATA, and where appropriate obtain external expertise and counsel
  • Provide guidance to and manage output of the staff within the Cross Cutting Initiatives Vertical and contribute to performance reviews and planning for their continued professional development

REQUIRED QUALIFICATIONS:

  • Minimum MSc in Agriculture, Rural Development, Development or other relevant subject
  • At least 12 years in a related role within government, an international agency or the private sector, of which at least 6 years worked in a leadership or senior management

Job Scope:

The finance Manager has the overall responsibility of managing accounting transactions, and insure compliance of in the implementation of finance polices & procedures for all grants under the field office.

Responsibilities:

The Finance manager role and responsibilities includes but not limited to:

  • Managing all aspects of day to day operations of accounting department
  • Ensures that all policies and procedures are in compliance with IRC and funding source policies, procedures, and requirements.
  • Manages the finance department activities and schedules to meet the financial reporting requirements and deadlines specified by the country program.
  • Identify requirements for and develop reporting formats to aid in the management of country operations and grant expenditures.
  • Chair BVA review meetings on a monthly base and identify areas which needs attention of field management and program staff.
  • Ensure that balance sheet reconciliations are completed on a timely basis and those final reconciliations and trial balances are reviewed and approved with in field office  threshold level
  • Closely monitors all financial activities, and keeps the Field Manger advised of all situations which have the potential for a negative impact on internal controls or financial performance.
  • Actively participate in the preparation of donor and government financial reports in respect to accounting, legal and contractual requirements for all Adama Field Office grants.
  • Provided the necessary information for external, internal, donor or government audits as needed.
  • In compliance with IRC Financial Policies establish, implement and monitor financial systems and operational manuals to effectively support the field office operation in all target districts
  • Oversees the protection of the Field Office assets (cash, inventory, etc) through the enforcement of internal control policies and procedures.
  • Maintains current knowledge of local government and donor requirements related to financial matters and ensures compliance with tax regulations and other legal requirements.
  • Assists with the preparation and revision of program and grant proposals and budgets.
  • Assists in the preparation and maintenance of the Field Office Operating Budget; including preparation of budget guidelines to assist program Coordinators, managers and Officers in formulating budgets.
  • Presents and facilitates the review of actual to budget expenditures with the Field manager and program managers.
  • Supervises all Field office IRC bank operation system and bank account activities.
  • Ensure that IRC financial policies regarding cash holding limits, cash movements and foreign currency holdings are known and respected in the field office.
  • Oversees the timely preparation, review and approval of all monthly bank account and cash reconciliation’s.
  • Designs, implements, and monitors systems, procedures and reporting necessary to maintain on current basis accurate forecasts of cash requirements for meeting future spending, including commitments entered into and which obligate IRC to future spending.
  • Supervises the preparation of Cash Transfer Requests to Country office finance team and ensures that appropriate balances are maintained to facilitate grant implementation.
  • Supervises and monitor the collection of contractual and other receivables.
  • Directly manages team of Finance in the field office which comprises Finance Officer and Assistants.
  • Proactively identify staff needs based on regular job evaluation and expansion of operation and consult with the HR/Admin and Field Manager
  • Develops and implements a training program with appropriate staff development plan for the Field Office finance staff to ensure staff development and minimize IRC’s exposure when staff are absent or depart.
  • Prepare appropriate new staff orientation manual and delivery the orientation for the new staffs on financial policy and procedures.
  • Maintains current job descriptions for all positions within the finance group and ensure measurable KPO is set and timely performance evaluation is done.
  • Ensures comprehensive and constructive performance reviews are completed on a timely basis and facilitates discussion of performance and career options with all country finance staff.
  • Organize and facilitate trainings and technical support to Field Office program, logistics and administrative staff for skills improvement in the areas of accounting, reporting and internal control.
  • Ensure appropriate IRC grievance handling mechanism is known and respected with in finance team in the field.
  • Ensure proper staff coordination, motivation and disciplinary measures are taken with finance team as deemed necessary and advise the field Manger on the appropriate measures to be taken.
  • Review all PR, Payment request, payroll, overtime etc in compliance with IRC internal policy and procedure and donor rule and regulation.
  • Closely work with SC team and program mangers that the procurement and spending plans are prepared and /reviewed  on timely base  and provide technical coaching
  • Lead the selection of potential venders and the vender authorization  in Adama town and orient the service providers on IRC financial code of conducts and procedures at least in quarterly base
  • Review all payment documents for proper and adequate back-up.
  • Review and ensure all expenditure worksheets for accuracy and completeness and make ready for sun uploading (bank, petty cash, cash in office, USD, adjustment payroll JV)
  • Review payroll and overtime monthly.
  • Review bank reconciliation monthly & follow up and take timely action on outstanding checks.
  • Ensure that cash projection report is submitted on time also make sure that the field office have realistic cash projection  and prepare cash projection versus actual report and advise to your supervisor for any  big variance.
  • Make sure that monthly financial report,  pension, VAT report prepared on monthly basis accurately and submitted on time
  • Make sure that monthly actual expenditure report submitted on time to AA and make sure that the report is error free
  • Make sure the timely   settlement of all advances and liabilities of the office
  • Make sure that all taxes are liquidated on monthly basis
  • Participate on spot and yearend inventory counting and report any discrepancies to your supervisor
  • Conduct regular timesheets audit for the field office to ensure consistent adherence
  • Report to the field manger any irregularities that occur within the IRC office, staff compound and camps on policy and procedures.
  • Follow any new procedures and guidelines designated in circulars from finance controller or other IRC SMT
  • Perform Other duties assigned by his/her immediate supervisor

Purpose of the Assignment

To support initial phase of UNICEF support to MoLSA towards building and integrated safety net for the most vulnerable women and children in rural and urban Ethiopia.

Assignment Tasks:

Specific Tasks

The specific tasks relate to the following core themes for a total of 100 days from 1st November 2017 to the 31st of May 2018.

During the Inception Phase of the pilot programme, support the selection of geographical intervention areas based on a comprehensive dialog with Federal and Regional Government authorities and general stakeholders (10 days):

  • In close consultation with UNICEF and relevant Federal stakeholders (Government, Development Partners, NGOs), agree on detailed criteria/check list for Woreda (rural) and Estate (urban) selection for pilot programme
  • In close collaboration with UNICEF and MoLSA, organize consultative meetings and field visits with government officials and potential partner NGOs in Amhara region and Addis Ababa to agree on geographical intervention areas
  • Visit suggested Woredas/Estates and confirm feasibility of implementing pilot programme activities in these areas based on agreed criteria/check list
  • Develop and validate Regional Work Plans for both Amhara and Addis Ababa in close cooperation with Federal and Regional Government stakeholders and UNICEF
  • Conceptualize and coordinate launching workshop of the new UNICEF/SIDA/MoLSA pilot programme (10 days)
  • In close collaboration with UNICEF and relevant Federal stakeholders (MoLSA, EHIA, Potential Partner NGOs) to agree on list of participants and agenda for launch workshop
  • In close collaboration with UNICEF, ensure smooth logistical arrangements for the workshop

  • Develop in close collaboration with UNICEF ECO Research and Evaluation committee and UNICEF Office of Research comprehensive ToRs for a rigorous Impact Evaluation around the urban component of the pilot programme
  • Develop in close collaboration with UNICEF ECO Research and Evaluation committee and UNICEF Office of Research comprehensive ToRs for a tailored Impact Evaluation with focus on the effective linkages creation of the PSNP and the CBHI within the pilot programme
  • Develop a detailed Workplan for the first two years of the UNICEF/SIDA/MoLSA pilot programme with explicit milestones (inclusive of easy-to-use Monitoring Framework) (10 days)
  • In close collaboration with UNICEF and MoLSA and the relevant BoLSAs (Addis Ababa and Amhara) identify envisaged activities for the first two years
  • Develop a detailed Workplan with explicit milestones for the first two years
  • Develop an Easy-to-Use Monitoring Framework based on the agreed Workplan
  • Validate the Workplan and Monitoring Framework at Federal and Regional levels
  • Update of existing PIM and Operational Guidelines of existing UNICEF pilots and integrate CBHI linkages for rural component of the programme (25 days)
  • To review existing Design Document and PIM from previous UNICEF/MoLSA pilots in Tigray, Oromiya and SNNPR
  • Update existing programme documents based on most recent government policies related to Social Protection and the PSNP, as well as integrate innovative elements (focus on CBHI linkages) from the rural component of the pilot programme
  • Develop tailored PIM document for the rural component of the pilot interventions
  • Validate the PIM at Federal and Regional Amhara level
  • Develop a (preliminary) PIM for the urban component of the pilot programme with a focus on CBHI linkages and Social Workers engagement (25 days)
  • Review existing programme documents from previous UNICEF/MoLSA pilots as well as the rural pilot programme component and adjust it to urban pilot component to the extent possible
  • Develop detailed outline for a future PIM for the Addis Ababa pilot interventions
  • Develop tailored draft PIM document for the Addis Ababa pilot interventions to the extent possible (NB: some components will only be written at a later stage based on results from initial studies around the urban pilot) – main focus should be on UPSNP/CBHI linkages creation as well as engagement of Social Workers in the urban context.

Expected Deliverables:

Expected Deliverables and Payment Schedule

The first set of deliverables to be provided between 1st November and 31st of December 2017 relates to the successful coordination of the Selection Process of Geographical Intervention areas as well as the Launch Workshop. This deliverable will hence entail the agreed and finalised Woreda/Estates selection and detailed validated Regional Workplans (from both Amhara Region and Addis Ababa). In addition, the agenda and presentations as well as the report of the launching workshop with concrete action points and recommendations will be part of this set of deliverables. (20 days)

The second set of deliverables to be provided between 1st of January and 28th February 2018 will comprise of identifying and elaborating initial activities for the urban component as well as the finalization of an overall Workplan and easy-to-use Monitoring Framework for the first two years of the entire pilot programme. Hence, the final ToRs for the needs and situational assessment of Destitute Groups and UPSNP Direct Support clients in the urban context as well as the final ToRs for rigorous Impact Evaluations for the urban and a tailored Impact Evaluation for the rural component of the pilot programme will be part of this deliverable. (30 days).

The third deliverable to be provided between 1st March and 15th April 2017 will be the finalized PIM for the Amhara component of the programme, which will entail the PIM document as well as the well-documented validation workshop with relevant stakeholders. (25 days).

The fourth and final deliverable to be provided between 16th April and 31st of May 2017 will be the finalization of preliminary work related to the Addis Ababa PIM, which will entail the design of a detailed outline and a draft PIM document focussing on UPSNP/CBHI linkages creation and the enagagement of Social Workers in urban contexts, to be finalized at a later stage once sufficient evidence will be available based on initial studies. (25 days)

Qualifications of Successful Candidate

Education:

Expected background and Experience

  • Post-Graduate degree in Social Sciences, Development Economics, Social Protection, or any related field, PhD would be an asset;

Years of relevant experience:

  • 5-7 years professional working experience with integrated Social Protection Programmes targeting the most vulnerable, ideally in rural and urban contexts of sub-Saharan Africa;
  • Demonstrable professional experience in the Social Protection sector of Ethiopia, ideally related to the PSNP and UPSNP;

The Job

Position Overview

Splash Ethiopia is seeking someone with the attention to detail and commitment to precision to help us collect accurate, quality data on the progress and impact of our Addis Ababa WASH program. As the M&E Assistant you will spend approximately 4 working days per week visiting sites to conduct data collection and approximately 1 day per week in the office for supervision, training, meetings, data entry, etc. (this may be adjusted somewhat seasonally due to school closures, holidays, weather conditions, etc.). The M&E Assistant will be based in Addis Ababa and work under the supervision of the Ethiopian M&E Manager with technical support from the Global Impact Coordinator based in Seattle, USA. This position is contingent on confirmation of funding.

Roles and Responsibilities

  • Conduct qualitative and quantitative data collection (surveys, observations, interviews, focus groups, etc.) at key times throughout Splash program implementation cycle
  • Perform regular, timely, and precise data entry in multiple tools/formats including mobile surveys, online database and computer spreadsheets
  • Assist in other data collection efforts/initiatives as time allows (this includes but is not limited to water quality testing, household surveys, special studies/pilots, etc.)
  • Record and communicate interactions and observations at sites and with site staff with relevant Splash team members for appropriate follow-up
  • Represent Splash and communicate consistent, accurate messaging with all external stakeholders
  • Maintain professional objectivity and uphold protocols to reduce bias and preserve subject dignity and safety

Required No: 1 (one) based in Addis Ababa.

Qualifications

Splash is seeking qualified candidates with demonstrated excellence and one to three years of professional experience, non-profit or NGO preferred. Educational background at the BSc level in a relevant field such as statistics or public health is preferred. Ability to work and live in Ethiopia is required, and native Amharic speakers are strongly preferred.

This person will apply their skills and experience to ensure the accuracy of data collection and entry related to Splash program implementation and monitoring. Excellent communication and coordination skills will be required to engage and implement this work in a dynamic environment. Although previous experience in water, sanitation, and hygiene (WASH) is not mandatory, prior sector knowledge and/or experience with data collection is appreciated.
