Job title: Senior Financial Specialist

Job Description: Under the direct supervision of the Deputy Chief of Party for Admin, the Senior Financial Specialist is responsible for ensuring the accounting and imprest documents are prepared in accordance to the Generally Accepted Accounting Principles and the project rules and regulations. The Senior Financial Specialist will:
  • Receive workshop and travel advances, budget proposals, and payment requests and prepare wire transfer Letter/cheques, Cash
  • Disbursement Vouchers (CDVs) by assigning proper charge code and activity number.
  • Reconcile/settle travel and workshop advances taken by the project employees (including technical team, workshop facilitators, etc) and third parties.
  • Prepare check payment, cash receipt, and general journal vouchers and other financial documents and ensure that completeness and appropriate charge code and activity number are assigned and recorded in the QuickBooks on daily basis.
  • Follow up the status of the transfer and the receipt to the payee and collect the advices of the transferred slip (TT).
  • Follow-up on performance of all contractual agreements ad ascertain preparation of proper deliverable certification before payments are effected.
  • Prepare monthly payroll, income tax and pension fund reports and other related payables. Record or accrue monthly payroll liabilities in timely manner and follow up on outstanding liabilities and process of remittances.
  • Gather VAT documentations, prepare reimbursement requests, and follow up on the refund of Value Added Tax paid to vendors and ensure refunds are immediately deposited into the program’s bank accounts.
  • Prepares monthly accruals & commitment report and complete applicable withholding tax payment sheet and prepare commodities or equipment report based on QB record and original documents.
  • Compile the bimonthly imprest report in timely manner and ensure that monthly bank reconciliation is prepared
  • In accordance with the project’s Procedure Manual, calculate and payout per diem and other travel related reimbursements to workshop/training participants
  • Perform any other related duties as required and/or assigned by the Deputy Chief of Party for Admin.

Position 2: Micro-Irrigation Technician
Key Responsibilities:
  • The Micro-Irrigation Technician will have the following key responsibilities:
  • Install irrigation systems (pumps, drip system, etc.) for coffee, vegetable and fruit irrigation
  • Perform quality control of micro-irrigation technologies (treadle pumps, rope and washer pumps, motorized pumps)to ensure that they meet the required quality standards.
  • Conduct training for local pump installers and maintenance service providers, and provide an on-going support to improve their skill.
  • Provide training for farmers in operation and minor maintenance of micro- irrigation technologies.
  • Make constant follow up of the micro-irrigation technologies installed within the project area, identify problems and assist in solving the problem.
  • Work closely with iDE’s Field Facilitators in promoting/marketing the technologies.
Qualifications:
  • Diploma or above in General Mechanics, Auto-Mechanics, and General Metal Fabrication
  • A minimum of 3 years work experience, preferably in rural areas
  • Proven hands-on experience with micro-irrigation technologies (including motorized pumps) is highly required
  • Willing to work in rural areas with smallholder farmers
  • Ability to read, understand and interpret technical drawings
  • Good command of written and spoken English.
  • Ability to work and collaborate with team members
  • Knowledge of the local community’s language (A fan Oromo) is essential.
  • Having Motor Cycle Driving License is of a great advantage.

Position 3: Project Finance and Administration Officer

Key Responsibilities: Reporting to the Project Team Leader, the Project Finance and Administration Officer performs financial management and administrative duties and ensures compliance to the organization’s rules and regulations. He/she holds responsibility for maintaining complete record of financial transactions and timely reporting. Also, he/she is responsible for personnel administration as well as property and fleet management.
Requirements:
  • BA Degree in Accounting from a recognized university
  • At least 5 years of proven experience as Senior NGO project accountant
  • Administrative and/or human resource management experiences are of an advantage
  • Familiar with NGO budget and reporting set up

  • Diploma or Bachelor Degree in Plant Science, General Agriculture, Agricultural Extension or related fields.

Justification

The current ToR is aimed at recruitment of a national nutrition consultant who will be responsible to conduct field and Addis level monitor of the implementation of SHARE project and provide the necessary technical backstopping to Implementing partners.
 
The need for this consultancy is therefore to recruit a highly qualified nutrition expert who will fully be engaged in monitoring the project implementation and providing technical assistance to the section in accelerating completion of delayed activities. This is through monitoring and close follow up of the NGOs and government partners in order to ensure activities are being implemented as per the plan and meeting the agreed standard of quality.
 
Specific Tasks
  • Provide technical support and monitor the overall implementation of the project with special focus to completion of delayed activities
  • Provide monitoring support and close follow up of ongoing implementation by five PCA partners  and ensure activities are on track and in line with expected results stipulated in the project.
  • Identify core achievements, lessons as well as key areas of improvement by regularly visiting project woredas and implementation at the ground level and submit a field report to the section.
  • Support the finalization of tools for adaptive nutrition services by AAH and better integration of nutrition services into ANC by IMC.
  • Provide technical support to ministry of agriculture and natural resources in mainstreaming of nutrition into agriculture with special emphasis to the development of a nutrition-sensitive agriculture manual for experts and agriculture DAs.
  • Support implementation of CINUS through collecting and compiling training manuals, guidelines, IEC/BCC materials and other necessary documents are made available for each activities planned under CINUS.
  • Visit non regions to extracts lessons learnt for implementation in the woredas (visit to Afar, B’Gumuz DRS joint projects)
Methodology
  • The expert will be based in CLIENT Ethiopia Addis Ababa office with frequent field trips to the project woredas.
  • The consultant will provide detailed field reports to the micronutrient and CBN unit head of CLIENT ECO nutrition section with clear recommendations and timed action points.
  • The consultant will track implementation of recommendations and actions points stemmed from the field visits.
  • The consultant will work closely with the key government ministries/institutions; ministry of health & ministry of agriculture, UN agencies-UNFAO, NGOs in addition to ensure they have they have the capacity to act on the recommendations from the field trips.
Expected Deliverables

Job Background

The UN in Ethiopia employs over 4000 personnel countrywide. With this large footprint it conducts between 70 and 120 road missions every day. The cost shared radio network as part of the Emergency Communications System (ECS) is critical to monitor all missions, to operate and coordinate - agency based - warden systems and to maintain communications between all UN-offices and premises.

 

The network is a mandatory and long term security risk mitigation measure and part of the baseline Minimum Operating Security Standards (MOSS). It is therefore unlikely to be abolished or closed down in the next five or more years.

 

This network has in the past yeast been amended and complemented with agency operated Radio Rooms, creating redundant geographical coverage and inequalities between Radio Operators with the same terms of reference but different contract types and pay grades. As per the decision of the Designated Official for Ethiopia (DO), endorsed unanimously by the Security Management Team (SMT) in its session on 30 September 2016, the cost shared Emergency Communications System is being consolidated. In doing so, the SMT and DO also sought to harmonize the position of Radio Operators under the Cost Shared Security Budget (CSB) with the Fixed Term contracts of agency employed radio (WFP, UNHCR).

 

The maintenance of the ECS falls under the accountability of the DO and the UN (Chief-) Security Advisor (Chapter II, Section B Security Policy Manual). The Radio Operators will perform their duty under the Supervision of the Radio Operator Supervisor (ICS-4).

 

 

 

Duties and Responsibilities

Responsible for monitoring and channeling all radio communications including tracking of UN vehicles and staff movement, to ensure efficient 24-hour coverage of telecommunications services;

Implement the Standard Operating Procedures (SOPs) for the Emergency Telecommunications in Ethiopia;

Conduct regular radio checks and keep track of participation, filing weekly compliance reports;

Assist communicating the implementation of the country security plan and activation of agency based warden systems;

Receive calls and security incident reports from UN personnel and assist staff in the initial phase of an incident, while ensuring the information of the UNDSS office for emergency response;

Disseminate security related information to staff, and facilitate accurate, efficient and concise communication and information flow;

Support the Radio Operator Supervisor user training on telecommunications equipment and SOPs including Minimum Operating Security Standards (MOSS) requirements, to ensure effective use of telecommunications equipment;

Maintain all radio equipment in excellent operating conditions and report to the Radio Operator Supervisor all events or circumstances that might limit connectivity or in any way impact on UN telecommunications;

Create and maintain databases (e.g. lists of call signs, inventory, addresses, telephone numbers, wardens, etc.), to ensure accurate information is available at all times;

Follow established emergency response processes and procedures, to ensure prompt assistance in case of emergencies;

Temporarily substitute radio operators in other duty stations in Ethiopia on UN-mission basis;

Any other telecommunications-related duties as tasked by the supervisor or by the UNDSS Security Advisor/Deputy Security Advisor.

Required Skills and Experience

Education:

Completion of Secondary Education. A a first level university degree is an asset, not required.

Experience:

Minimum 3 years, UN or NGO experience required;

Good geographic knowledge of the country, past travel experience in Ethiopia is an asset;

Excellent inter-personal and oral communication skills;

Excellent computer literacy and skills (word, excel, lotus notes, data bases and internet);

Experience in the use of basic GIS applications such as Google Maps, Google Earth and use of GPS devices;

Availability for travel in country;

Ability to work with minimum supervision, with efficiency, competency and integrity in a multi-cultural environment.

Language Requirements:

Proficiency in written and oral English is essential. Knowledge of a second UN language and local languages are desirable.
