Job Background

The UN in Ethiopia employs over 4000 personnel countrywide. With this large footprint it conducts between 70 and 120 road missions every day. The cost shared radio network as part of the Emergency Communications System (ECS) is critical to monitor all missions, to operate and coordinate - agency based - warden systems and to maintain communications between all UN-offices and premises.

 

The network is a mandatory and long term security risk mitigation measure and part of the baseline Minimum Operating Security Standards (MOSS). It is therefore unlikely to be abolished or closed down in the next five or more years.

 

This network has in the past yeast been amended and complemented with agency operated Radio Rooms, creating redundant geographical coverage and inequalities between Radio Operators with the same terms of reference but different contract types and pay grades. As per the decision of the Designated Official for Ethiopia (DO), endorsed unanimously by the Security Management Team (SMT) in its session on 30 September 2016, the cost shared Emergency Communications System is being consolidated. In doing so, the SMT and DO also sought to harmonize the position of Radio Operators under the Cost Shared Security Budget (CSB) with the Fixed Term contracts of agency employed radio (WFP, UNHCR).

 

The maintenance of the ECS falls under the accountability of the DO and the UN (Chief-) Security Advisor (Chapter II, Section B Security Policy Manual). The Radio Operators will perform their duty under the Supervision of the Radio Operator Supervisor (ICS-4).

 

 

 

Duties and Responsibilities

Responsible for monitoring and channeling all radio communications including tracking of UN vehicles and staff movement, to ensure efficient 24-hour coverage of telecommunications services;

Implement the Standard Operating Procedures (SOPs) for the Emergency Telecommunications in Ethiopia;

Conduct regular radio checks and keep track of participation, filing weekly compliance reports;

Assist communicating the implementation of the country security plan and activation of agency based warden systems;

Receive calls and security incident reports from UN personnel and assist staff in the initial phase of an incident, while ensuring the information of the UNDSS office for emergency response;

Disseminate security related information to staff, and facilitate accurate, efficient and concise communication and information flow;

Support the Radio Operator Supervisor user training on telecommunications equipment and SOPs including Minimum Operating Security Standards (MOSS) requirements, to ensure effective use of telecommunications equipment;

Maintain all radio equipment in excellent operating conditions and report to the Radio Operator Supervisor all events or circumstances that might limit connectivity or in any way impact on UN telecommunications;

Create and maintain databases (e.g. lists of call signs, inventory, addresses, telephone numbers, wardens, etc.), to ensure accurate information is available at all times;

Follow established emergency response processes and procedures, to ensure prompt assistance in case of emergencies;

Temporarily substitute radio operators in other duty stations in Ethiopia on UN-mission basis;

Any other telecommunications-related duties as tasked by the supervisor or by the UNDSS Security Advisor/Deputy Security Advisor.

Required Skills and Experience

Education:

Completion of Secondary Education. A a first level university degree is an asset, not required.

Experience:

Minimum 3 years, UN or NGO experience required;

Good geographic knowledge of the country, past travel experience in Ethiopia is an asset;

Excellent inter-personal and oral communication skills;

Excellent computer literacy and skills (word, excel, lotus notes, data bases and internet);

Experience in the use of basic GIS applications such as Google Maps, Google Earth and use of GPS devices;

Availability for travel in country;

Ability to work with minimum supervision, with efficiency, competency and integrity in a multi-cultural environment.

Language Requirements:

Proficiency in written and oral English is essential. Knowledge of a second UN language and local languages are desirable.

ORGANIZATIONAL CONTEXT
On 19 September 2016, the United Nations General Assembly adopted the New York Declaration on Refugees and Migrants, calling for greater burden sharing by the international community to support the world¿s largest refugee hosting states. The New York Declaration called on UNHCR to develop and initiate the application of the Comprehensive Refugee Response Framework (CRRF) in close coordination with relevant states and in collaboration with relevant UN agencies, applying a multi-stakeholder approach. The objectives of implementing the CRRF are to: (i) ease pressure on host countries, (ii) enhance refugee self-reliance, (iii) expand access to third-country solutions and (iv) support conditions in countries of origin for return in safety and dignity.
UNHCR, together with partners and with the lead of host country governments, is applying the CRRF in a number of roll-out countries in 2017. The aim is to measure initial progress and extract lessons learnt to inform preparations for the Global Compact for Refugees in the 1st half of 2018. The CRRF will, to the extent possible, build on and complement existing strategies, coordination and funding mechanisms, incorporating both humanitarian and development actors. In some countries, a joint CRRF Secretariat led by the government will be setup to coordinate the roll-out of the CRRF, including a mapping exercise and gap analysis among the first steps. The various steps in preparation for the CRRF roll-out at country-level will further inform the priority areas of engagement and indicators for initial progress (first benchmark: end-2017).
The New York Declaration and the CRRF stress the need to engage development actors in a sustainable response for refugees and host communities. The CRRF promotes inclusion of refugees in the delivery of national services, such as education and health, as well as national development plans and programmes, supporting these priorities were possible. The CRRF aims to bring on board partners into the refugee response, including those who have been less involved in refugee response, by mobilising their respective areas of expertise and interest to contribute to a broad-based response. The CRRF also incorporates emergency preparedness and response, as applicable at country-level.
The roll-out of the CRRF requires intensive efforts throughout pilot countries, including consultations with a broad range of internal and external interlocutors at national, regional and district levels in particular the various government offices which need to be involved as part of the CRRF roll-out.
The Comprehensive Refugee Response (CRR) Officer will be critical in supporting the development and implementation of a comprehensive response at national, regional and district levels. The incumbent will have extensive contacts with both internal and external counterparts and partners. Within UNHCR, the Officer will establish close working relations with the relevant staff working in the community services, protection, program and field sectors. Key external partners will include the CRRF secretariat, national, regional and district authorities, the UN and international organizations, UNHCR implementing and operational partners, International and Local NGOs, development agencies and other actors engaged in humanitarian and development initiatives in the relevant districts. The incumbent will be a key interlocutor with National and local Government Authorities and will assist in identifying and partnering with other actors and structures potentially able to contribute to the strategies and solutions for refugees.
The incumbent normally works under the supervision of the Snr CRR Coordinator or the UNHCR (Regional) Representative or a senior Officer as delegated by the (Regional) Representative.

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED

  • Graduate degree (equivalent of a Master's) in Economics, Law/International Law, Political Science, Social Science, and Development, International Relations or related field.
  • Minimum of 8 years of relevant professional experience with a focus on development assistance.
  • Solid operational experience in displacement matters, preferably in emergency and development context.
  • Previous experience working on the development-humanitarian nexus and strong familiarity with the evolving global policy framework on development responses to displacement
  • Solid experience within at least one development agency as well as a range of engagements with several other ones
  • Understanding of UNHCR's mandate and operations, including coordination with development actors and multi-partner frameworks/coordination mechanisms (e.g. UN, IFIs).
  • Versatile experience on partnerships and stakeholder coordination.
  • Excellent communication, writing and analytical skills.
  • Excellent English language skills, including drafting skills.
  • (NB: In offices where the working language is not English, excellent knowledge of the UN working language of duty station and working knowledge of English.)

DESIRABLE QUALIFICATIONS & COMPETENCIES

  • Strong and up-to-date knowledge of development, state-building and peace-building in fragile and conflict-affected situations.
  • Experience in the implementation of regional and national policy frameworks.
  • Experience of working with national governments on development planning, development agencies and/or private sector.
  • Experience in facilitating humanitarian and development actors¿ interactions.
  • Experience in working in a Refugee Coordination Response context.
  • Working knowledge of another UN language.
