Position Title 1: Senior Officer, Logistics

Purpose of the Position

·         To assist on all operational activities and resources of CRS/ET field office, which comprises of commodity movement (receipts and dispatches), storage, controlling financial expenditures, administering personnel, premises and properties.
·         To assist the monitoring of food commodities dispatched from the Primary Distribution Point to partners (consortium partners).
·         Ensure the warehouse Management follows the standard warehouse management principles (proper stacking, guiding of laborers during stacking, cleanness of the warehouse, minimizing losses etc.)
·         Act as Field Office Manager, in his/her absence

Job Responsibilities:

Supervisory and control activities

·         Assist the FOM in exercising general direction and controlling over the entire operational activities of the field office;
·         Assist the FOM in supervising and controls the proper handling of non-food items stored in the field office
·         Assist the FOM in carrying out implementation of food monitoring plans as provided by the Food Monitoring Unit Coordinator
·         Provide the necessary support for food monitoring activities, monitoring emergency food aid program and development food aid program commodities.
·         In the absence of FOM, supervise all FO staffs in performing the responsibilities as required.

 Commodity and Stores management

·         Assist FOM controlling the commodity movement into/from warehouses from Djibouti and to distribution centers respectively;
·         Follows up disposal of unfit commodities and required formalities and documentations are maintained as per CRS/ET’s and donor’s requirements in collaboration with FOM;
·         Assist on t the warehouse and transport losses are recorded, reports are properly completed and submitted on time after FOM approved;
·         Ensures monthly physical inventory of food commodities at the PDP is conducted on the last day of each month and report the result to FOM for onward submission to Logistics department of CRS/Ethiopia Addis Ababa office;
·         Assist on the month end inventory arrangement to conduct by at least three staffs from different responsibilities.
·         Ensures and properly tracks best use by date (BUBD) of food commodities in collaboration with FOM
·         Oversee the warehouse is free of infestation, ventilated daily, clean (both in and out of the warehouse) and fee of rodents. If infestation is encountered and/or rodents are seen, report to the FOM in order to take action in time.
·         In collaboration with FOM ensure the all warehouses have two padlocks and the keys are always in the hand of the store keeper (1stpadlock key) and Filed Office Manager/Deputy Field Office Manager (2nd padlock key)


Transport Management

·         Ensures that transport carriers are available and are arranged to move allocated food to partners/centers by coordinating with CRS/ET’s Logistics Department in collaboration with FOM;
·         Assist FOM ensuring and properly managing vehicles that are assigned for Food Monitoring Unit and for the PDPs.
·         Assist FOM ensuring that commodity dispatched from the PDP are delivered to the right distribution partners/centers


Financial Management

·         Assist FOM in coordinating and facilitating the receiving of loan and repayment of loans with field office of EFSRA based on the instruction given by Logistics dept. of CRS/Ethiopia;
·         Assist FOM ensuring trucks and other vehicles operating under CRS/ET field office are maintained and repaired as required

Preparation of reports

·         Review the periodical reports and forwarded to CRS Logistics Department within the time limit after FOM approves;

Administrative activities

·         Assist the FOM ensuring the adequacy of the CRS/ET’s premises security and property recordings;



            Representation

·         Represents CRS/ET in business matters related to CRS/ET operations (Government NGO, INGO and others when FOM delegates or in his/her absence;
·         Performs other related duties as required by FOM.

Job Requirements

Education and Experience

·         MA/MSc Or BA /BSc Degree in a relevant field
·         years of relevant experience is required for MA/MSc of which 1 year is in a senior position

·   To dispatch CRS food commodities to different CRS partners, according the allocation and relying to the CRS dispatching procedure. 
·  To ensure the warehouses in his/her custody is well cleaned and secured with the compliance of CRS procedure,
·  To inspect the quality and quantity of commodities during receiving, dispatching and stored in the warehouses
·   To submit accurate commodity movement report on daily bases to Commodity accountants;

Job Responsibilities:
Warehouse Management

·   Ensures that the warehouse is kept clean at all times, checks that it is free from rodents, birds and other insects;
·  In receiving CRS/food first checks the Op. No., makes sure that the food is destined to CRS before offloading;
·  Counts the number of bags, cartons and drums while offloading, against the waybills and note the discrepancy if any in the receipt;
·   Ensures proper stacking of commodities on pallets based on CRS warehouse manual;
·  Checks the condition of the food before having its stacked.  Sort and segregate if spoiled, damaged or torn containers of food are seen, keep track of reconditioning activities very closely;
·   Prepares the Goods Receiving Notes carefully and accurately and have the transporter/driver sign on it;
·  Makes sure to sign both on the waybill and Commodity Receipt Form to acknowledge the receipt and note remarks if any;
·  Summarizes daily receipt and dispatch report accurately and submits it to the commodity clerk every morning;
·  Checks for possible infestation every day and reports to the office immediately to get fumigation service;

Posting and Recording

·  Posts the receipts and dispatches on the bin cards, daily;
·  Ensures that bin cards are put on respective stacks and balance quantities stated on bin
cards are equal to the stack;

§  To oversee the commodities stored in different warehouses the average amount 20,000Mt with the value of 10,860,872 USD.
§  To follow up the warehouse management issues (cleanliness, safety and fulfilment of necessary facilities)
§  To follow up the proper receiving and dispatching of CRS/ET’s food commodities incompliance to CRS procedure and compiling respective daily reports
§  To coordinate the Monthly, Quarterly and Yearly commodity count for each warehouses
§  To closely follow up on the warehouse safety and security.
§  To supervise the activities of the warehouse keepers including their performance and to oversee the service delivered by the outsourced cleaning and security companies

Job Responsibilities:

Warehouse Management

·         Ensures that the warehouse is kept clean at all times, checks that it is free from rodents, birds and other insects;
·         Ensure the surveyor always presented during the unloading/ offloading of any upcoming cargos from port and make sure all the record and summary report prepares and signed by the surveyors.
·         In receiving CRS/ET’s food, first checks the Op. No., makes sure that the food is destined to CRS/ET before off-loading;
·         Ensuring that proper security conditions exist for a safe discharge.
·         Counts the number of bags, cartons and drums while off-loading, against the waybills and notes the discrepancy if any in the Waybill/CRF;
·         Ensure all the commodities stacked and handled in compliance to CRS/ET procedure.
·         Ensures proper stacking of commodities on pallets based on CRS/ET’s warehouse manual;
·         Checks the condition of the food before having its stacked.  Sorts and segregates if spoiled, damaged or torn containers of food are seen, keep track of reconditioning activities very closely;
·         Ensure the Goods Receiving Notes prepared carefully and accurately and have the transporter/driver sign on it;
·         Makes sure both on the waybill and Commodity Receipt Form signed to acknowledge the receipt and note remarks if any;
·         Ensure the reconditioning materials for all type of commodities is always in place.
·         Summarizes daily receipt and dispatch report accurately and submits it to the commodity accountant every morning;
·         Ensure each warehouse locked by two warehouse keepers for surety purposes
·         Ensure the fumigation plan is prepared and shared to Field Office Manager before 15 days in advance

Posting and Recording

·         Posts the receipts and dispatches on the bin cards, daily;
·         Ensures that bin cards are put on respective stacks and balance quantities stated on bin cards are equal to the stack;
·         Ensure surprise commodity counting performed at least once per week and record on the bin cards for the audit checking purposes
·         Ensure any small spillage collected from the warehouse indicated in the Bin cards and instantly to report to commodity account to reflect on the other warehouse record
·         Make sure all the warehouse keepers to fill the LAR/ Loss adjustment form if any loss/damaged incurred inside the warehouse.

Dispatching food commodity

·         Dispatches food commodity by receiving the dispatch note from the dispatcher;
·         When dispatching, makes sure that the containers are intact.  (no spillage or leakage);
·         Ensure the FIFO/FIEF procedure complied during the dispatch
·         Ensure the truck inspection form is filled the key information before commencing of loading of CRS cargo to trucks.
·         Ensure the counting of commodities to perform by the warehouse keepers or delegated person during loading to trucks.

         Preparing Reports

·         Prepares and fills out commodity loss form at times when there is a warehouse or transport loss;
·         Checks for possible infestation every day and reports to the office immediately to get fumigation service if infestation is discovered;
·         Makes frequent contact with the Field Office Manager and Commodity and Finance Officer and report issues timely;
·         Prepare loading unloading summary sheet before effecting payment for laborers and submit to the commodity accountant verification and for the Field Office Manager approval.
·         Prepare a weekly stock report that consolidate shelf life of stock
·         Coordinate for the monthly, quarterly and yearly commodity inventory
·         Ensure in advance preparation is performed for any audit visits.


Supervisory and Administrative Activities

·         Supervises the performance of Warehouse Keepers including performance management;
·         Supervise the security and cleaning company performance and report to HO Logistics
·         Performs other related duties as required.
