Programme Manager – Oxfam In Ethiopia

Location: Somali Region, Ethiopia

Contract Length: Nine Months

Background

Oxfam has been working in Ethiopia since 1974, devoted to empowering people against poverty. In 2015-16, the organisation consolidated its efforts to meet the needs of the most vulnerable and has reached close to one million people across Ethiopia with life-saving humanitarian assistance. Oxfam’s Humanitarian programme currently operates through five field bases with more than 150 staff – four in Somali region (Jijiga, Daghabur, Kebredehar and Warder), Gambella and getting prepared to open other offices in Benishangul-Gumuz as part of its ongoing South Sudan refugee response. The development team currently operates in Oromia, Amhara, Tigray and Somali region.

Oxfam is currently responding to drought in Somali region of Ethiopia following its response strategy (Programme Focus WASH and EFSVL with gender and protection as cross cutting) having ambition of benefitting 1,000,000 people with a total budget of 37 Million USD

The role

To provide technical support and quality control in management, design, implementation, monitoring and evaluation of the Oxfam drought response project in Somali region and maintain and improve established systems & structures required for the effective timely implementation of quality water, sanitation and hygiene promotion component of the project. Ensure appropriate representation and professional relationships are maintained and developed.

Ensure programme and projects meet OXFAM Programme Standards, including gender empowerment approach, supporting team leaders to ensure effective and efficient delivery of programmes, including high quality support to partners on programme standards and technical issues

Skills and Competencies required:

To be successful in this role you should have:

Essential

  • Bachelors/Masters degree in project management, management, economics or relevant discipline.
  • Minimum of five years management experience of managing and developing a team within an INGO setting or similar, with a demonstrated capacity to lead high performing teams, and motivate and develop others
  • Proven experience of emergency and development work, and an understanding of relevant issues.
  • A proven record of effective and complex management in a humanitarian response including managing budgets, staff and funding of the programme. This is to include excellent people management skills, with a good understanding of team development and proven financial management skills.
  • Proven ability to work creatively, innovatively and effectively with limited direct supervision.
  • Proven experience as a team worker and demonstrably co-operative with members of other teams.
  • To be familiar with and abide by the NGO/Red Cross Code of Conduct, the People in Aid Code, Oxfam International procedures and other regulatory codes (e.g. InterAction Field Co-operation Protocol).
  • Commitment to humanitarian principles and action.
  • Good understanding of community emergency issues, with experience of, or ability to, work directly with local NGOs or communities in the following issues: livelihoods; water and sanitation; health / disability / gender and of how this may link to Oxfam’s objectives within the programme and in the region, as well as in the use of impact assessment to inform programme development choices.
  • Knowledge of local context in terms of its political, economic and social trends plus a good understanding of the key humanitarian and development-related issues in the area.

The role

To provide high quality operational support to the drought response programme, in a way that recognizes, supports, and addresses the needs of the programme, whilst ensuring that Oxfam’s policies, procedures, and minimum standards are adhered to and applied fairly at all times and ensure risk is managed. S/he is a member of the Senior Management Team and contributes to the overall leadership and management of the Oxfam drought response programme in Ethiopia.

Skills and Competencies required:

To be successful in this role you should have:

Essential

  • Bachelors/Masters degree and/or qualifications in accounting, finance or related discipline
  • Minimum of Five Years senior Management Previous experience of managing and developing a team within an INGO setting or similar, with a demonstrated capacity to lead high performing teams, and motivate and develop others
  • Demonstrated capacity to manage a team covering at least two of the functional areas (finance, human resources, logistics, IT, fundraising, or admin)
  • Proven ability to work collaboratively in partnership
  • Mature understanding of transformation derived from direct experience in a development and/or humanitarian context
  • Demonstrated experience of strategic leadership and capacity building
  • Highly developed financial management, planning and budgeting skills
  • Sound understanding of institutional donors and previous experience in producing high quality donor reports
  • Sounds understanding of gender and gender mainstreaming approaches
  • High level of influencing skills with proven ability to establish credibility at all levels
  • Demonstrated track record of improving efficiency and effectiveness in areas of responsibility

The role

The drought response manager will provide overall leadership of the operational management of the drought response programme, in accordance with Oxfam standards and in coordination with country team. He/she will be responsible for ensuring the elaboration and implementation of a drought response strategy (emergency and sustainable solutions) and decides on adaptation based on needs assessment. He/She will provide a coherent integrated response; financial and human resources security; an appropriate campaign/advocacy dimension. He/she will be overall security responsible and provide support to the wellbeing of staff.

Skills and Competencies required:

To be successful in this role you should have:

  • At least 8 years of proven international experience in humanitarian sector
  • Proven experience in People management
  • Cultural sensibility
  • Experience in leading the development, and ensuring the delivery, of program strategy, either through partners or direct implementation.
  • Proven experience in pastoralist environments, with an understanding of the drought response crisis is a plus.
  • Proven understanding of Oxfam’s key areas of intervention: including gender, protection, advocacy, NFIs, EFSVL and WaSH
  • Experience and proven success in fundraising from diverse institutions, local, regional and international.
  • Proven analytical skills and ability to think strategically, including the ability to think beyond the country programme context in line with Oxfam humanitarian mandate.
  • Experience in leading and motivating large multi-disciplinary teams, a high degree of self-awareness and an understanding of how to drive and support excellent team performance and individual development.
  • Experience in representing an organization with partners, government agencies, private sector organisations, and donors at senior level: locally, regionally
  • An active commitment to promoting gender equity and the interests of marginalised people in all aspects of an organisation’s work.
  • Financial management experience of managing multi-million USD budgets
  • Proven commitment to Oxfam’s values, including to promoting gender equality and women’s rights
