Purpose of the Position:
  • The Monitoring, Evaluation, Accountability and Learning/Information Communication for Development (MEAL/ICT4D) Manager will coordinate the ICT4D team to support and enhance the program department implementation.
  • The activities include the standardization of MEAL digital data collection forms, data, and reporting platform. The Specific Purposes of the position are:
  • Lead the rollout and timely completion of supportive ICT4MEAL computerized digital system for respective project(s)
  • Provide direction, cohesion and facilitate learning in reflective events and manage communication of MEAL findings on time to ensure a common vision and project identity
  • Utilize appropriate ICT4MEAL tools to track program performance innovatively using dashboard, regular data analysis, and undertake regular data quality assessments work closely with partner organizations to identify and implement the recommendations and improve the data collection and management systems;
  • Work closely with CRS staff and primary stakeholders to develop capacities needed and to ensure systems are in place to guarantee timely and effective implementation of: MEAL/ICT4D activities, training, technical assistance, materials, equipment, and reporting.
  • Document and ensure appropriate application of MEAL/ICT4D best practices;
  • Oversee and supervise ICT4D Officer(s) and provide the overall strategic leadership for the unit.
  • Provide feedback and support the incorporation of ICT4MEAL into the program design of new proposals and initiatives.
  • Work closely with immediate supervis9r and others to improve visibility of CRS through innovative approaches using ICT4D tools as a unique identity of CRS.

Overall Job purpose
The overall objective of the post is to provide technical and managerial support to Gambella programme team for effective designing, implementation, monitoring and evaluation of cash based programming particularly the fresh food e- voucher and the Cash based None food Items (NFI) support for refugees in Gambella. The coordinator directly line manage project staff and plays a key role in coordination and networking with key factors such as NGOs, UNHCR and ARRA, and local government offices for smooth and effective implementation of the project interventions. The Coordinator is particularly responsible for the implementation of the ECHO funded cash based food security project and is responsible for all required reports of the project.

Key Duties & Responsibilities
Project Development
  • Contribute to the Project proposal and concept note development with guidance of the area manager and other technical staff for possible funding
  • Conduct comprehensive market assessments and price tracking on a regular basis in collaboration with the Business and value Chain manager and adjust the project accordingly
  • Develop fresh food voucher detail implementation Plan (DIP), standard operation procedures ( SOPs) in collaboration with the project staff.
Project Implementation
  • Closely follow up a day to day implementation of the cash based interventions and take corrective action timely,
  • Ensure the project activities are implemented in accordance with donor requirements and as per the quality standard and agreed detail implementation plan and DCA’s programming and operational policies and frameworks,
  • Ensure a proper M&E plan is in place for the project and rollout through the project implementation period
  • Closely follow up the day to day activities of the project at the camp level to ensure the quality of project outputs
  • Ensure that the beneficiary communities are participating as equal partners in the design, monitoring and evaluation of projects.
  • Put in place project field monitoring tools and project database and ensure the database is updated regularly with information from the field activities.
  • Provide timely high quality project progress reports both for DCA internal and donor requirements
  • Regularly monitor potential risks, and implementation challenges of the cash based project and work towards seeking solutions together with all project staffs and Area manager
  • Make sure proper documentation and handling of project related documents (plans, reports, minutes, monitoring and evaluation reports etc.)
  • As the ECHO Ill project budget holder, be accountable for all aspects of financial & resources management. Closely track the project budget regularly reviewing BVA
  • Closely coordinate the project activities with other Implementing partners (IPs), ARRA and UNHCR to ensure consistency with cluster priorities.
  • With Guidance from Area Manager represent DCA in relevant forums, eg. Clusters, coordination structures with ARRA, donors and NGOs.
Personnel Management
  • Line manage the field officers and market facilitators and provide regular technical and management support for the team for their effective implementation of the projects.
  • Make sure the performance objective for each field officer and market officer is field and continually reviewed.
  • Organize and deliver technical training for field staff on market assessment and cash based programming.

Major Duties and responsibilities of the General Manager;
  • The General Manager shall have the following duties and responsibilities:
  • Develop strategic plan by studying the technological, financial and business opportunities of the project/enterprise;

  • Plan, organize, coordinate and control overall activities of the company;

  • Formulate and implement policies and procedures for continuous improvement of project operations and productivity;

Team Leader – Building Resilience in Ethiopia

Background to the programme:

Ethiopia’s economic growth and its expansion in the delivery of basic services in recent years have been among the most impressive in Africa. However, it continues to face enormous challenges: rapid population growth; regional instability; pervasive poverty and increasingly frequent climatic and economic shocks. The number of food-insecure people is increasing.

DFID has designed a programme named Building Resilience in Ethiopia (BRE) to build Ethiopia’s resilience to shocks by seeking to support the Government of Ethiopia to lead an effective and accountable humanitarian response system. It will have four key strands: Providing technical assistance to the Government of Ethiopia to lead and deliver an effective and accountable humanitarian response, delivering food and cash to people in humanitarian need in the most effective way, respond to emergency humanitarian needs in the most effective way and monitoring, evaluation and learning to strengthen humanitarian delivery in Ethiopia.

Role purpose

We are searching for a strong Team Leader to support us in the Monitoring, Evaluation and Learning (MEL) elements of the programme. As Team Leader, you will lead on MEL programme planning and reporting to meet both ICF and DFID requirements. This includes regular (quarterly and annual) reports as well as ad-hoc queries from the donor.

Principal accountabilities

  • You will provide strategic, policy and technical guidance to implementing partners to ensure high quality and consistent delivery of all programme activities
  • You will be responsible for monitoring progress and ensuring that milestones, outputs and outcomes are met and demonstrate value for money
  • You will maintain effective relationships and regular communication with ICF and consortium partners
  • You will provide technical guidance and supervision of evaluation team
  • You will finalise the evaluation design and methodology and coordinate fieldwork and data collection
  • You will be the primary point of contact with ICF/Managing Agent consortia on contract management and technical issues
  • You will coordinate activity implementation to ensure goals, outcomes and reporting requirements are met and consolidate and guide individual input from team members

Professional expertise and core competencies

  • You’ll need a Masters degree level qualification in a related discipline
  • You will have deep knowledge and familiarity with the current social, political and economic context in Ethiopia
  • Existing networks in Ethiopia, especially within beneficiary ministries or institutions (e.g. Ministry of Finance and Economic Cooperation and NDRMC - National Disaster Risk Management Commission), Line Ministries (e.g. Ministry of Health), Local Administrations, and other international funding mechanisms would be beneficial
  • Experience and proven success in managing the delivery of MEL assignments for a range of international clients in a consultancy role or as a staff member within a major aid agency is essential.
  • Experience at a Team Leader role for DFID in a humanitarian context is desirable.
  • Significant technical expertise in at least one major aspect of data collection and analysis is essential, e.g. qualitative methods; survey design; survey sampling; quantitative statistical analysis
  • Fluency in written and spoken English is needed and knowledge of local languages is desirable

The Better Migration Management (BMM) project is a regional initiative funded by the EU Trust Fund for Africa and the German Federal Ministry for Economic Development and Cooperation, coordinated by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) and implemented by a consortium of UN and Member States agencies. This multi-year project (2016-2019) seeks to improve migration management in the region, and in particular to address the trafficking and smuggling of migrants within and from the Horn of Africa. The project covers Djibouti, Ethiopia, Eritrea, Kenya, Somalia, South Sudan, Sudan, and Uganda and consists of four interrelated components, namely:

  1. Policy and legislative frameworks development and harmonization
  2. Provision of capacity building and basic equipment to all institutions and agencies responsible for migration and border management;
  3. Support in the identification, assistance to and protection of victims of trafficking in human beings and vulnerable smuggled migrants, and
  4. Awareness-raising campaigns to promote alternative income generation and livelihood options, including regular and safe migration mechanisms.

The programme manager will be in charge of the successful implementation of Expertise France’s contribution to the BMM under the components 2 (capacity-building) and 3 (protection) of the action, in close cooperation with all the implementing partners (GIZ, IOM, UNODC, CIVIPOL, Italian Department of Public Security, and the British Council), partner governments and Expertise France project management team in Paris. The selected candidate will coordinate and provide technical assistance in the:

  1. Establishment or reinforcement of appropriate facilities providing specialized services to victims of trafficking and vulnerable migrants in accordance with applicable international human rights standards
  2. Development and implementation of capacity building programming to selected service providers and shelter staff to adequately respond to the needs of trafficked victims and vulnerable migrants
  3. Establishment or reinforcement of mechanisms for the identification and referral of victims of trafficking, refugees and vulnerable smuggled migrants in the region
  4. Design and implementation of basic and specialized training for investigators, prosecutors and judges on data collection, investigation and prosecution of transnational trafficking and smuggling cases and contribute to the identification and sharing of good practices at the bilateral, sub-regional and regional levels

Main technical activities:

  • In close cooperation with the project management team in Paris, supervise and coordinate the implementation of all project activities on the ground
  • Actively contribute to the negotiations with partner authorities and the design of the components of the project, develop tailor-made interventions in cooperation with European public and private experts and the project coordinating body (GIZ)
  • ·Ensure the follow-up of all projects implemented by grant beneficiaries
  • ·Provide technical and organizational mentoring and support to project partners (local authorities, national coordinating bodies, bilateral consultation frameworks, civil society organizations, community organizations), and monitor case management and migrant protection as well as the implementation of victim-centred assistance approaches
  • Carry out regular regional trips in the region as may be requested to ensure proper implementation, coordination and monitoring of the activities
  • With support from the security focal point at headquarters and the French Embassy in Sudan, develop a risk management strategy likely to affect the security of the project team and the implementation of programmed activities
  • Ensure timely and quality preparation and submissions of all project reports, for submission and endorsement by EF HQ
  • Supervise the daily management of the project team mobilized (1 to 2 people).

Main institutional activities

  • Develop and maintain positive working relationships with BMM project teams deployed in each country as well as all members of the project implementing consortium
  • Develop and maintain positive working relationships with governmental authorities, regional authorities such as IGAD, local partners (civil society organizations, local authorities, etc.) and other stakeholders (other project partners, etc.), notably but not only in relation with the Khartoum Process
  • Develop and maintain positive working relationships with the Delegations of the European Union in the region
  • Maintain day-to-day liaison with Expertise France HQ
  • Participate in relevant seminars and meetings in the field of counter-trafficking

General and specific professional experience

  • Advanced university degree in Political or Social Science, international relations or Law, International development and cooperation
  • A minimum of five years of experience in the field of migrations including relevant work experience in mixed migration, human trafficking and smuggling of migrants
  • Good general knowledge and understanding of anti-trafficking legislation and policies
  • Extensive experience in project design, management and implementation, donor and partners liaison
  • Strong background in technical assistance to government agencies and institutional capacity building in developing countries
  • Knowledge of the network of actors active in the field of migration (donors, UN agencies, IOs, INGOs, operators from EU Member States), good knowledge of the EU’s migration policies
  • Proven work experience in the region
  • Proficiency in MS Office (Word, Excel, Outlook, PowerPoint, etc.)
