Founded in 2002, by President William J. Clinton and Ira C. Magaziner, the Clinton Health Access Initiative, Inc. (“CHAI”) is a global health organization committed to saving lives, reducing the burden of disease and strengthening integrated health systems in the developing world.


CHAI is currently operating in Ethiopia carrying out a wide range of programs to support the Ministry of Health in improving access to and increasing the quality of health services. As one of CHAI’s largest field offices with more than 150 staff, the Ethiopia office operates programs across hospital management; maternal, newborn and child health; HIV/AIDS; nutrition; vaccines; and health financing. The health financing program aims to transform how the health system is financed to substantially and sustainably increase access to services, beginning with essential services for those most in need.



The Government of Ethiopia has supported significant improvements in health over the past decade and now aims to accelerate progress to deliver quality essential health services to its growing population of close to 100 million people. To achieve this goal, Ethiopia is rolling out health insurance schemes with the goal of reaching most of the population by 2020. If successful, Ethiopia will set an example for all other countries working towards the goal of universal health coverage on the continent.


To successfully roll out this ambitious reform, the newly-staffed Ethiopian Health Insurance Agency (EHIA) will need to overcome technical, operational and management challenges of insurance scale-up across a large and diverse country. CHAI is supporting the Agency in implementing a pilot in two regions of the country to improve the scalability and sustainability of community based health insurance. This includes working with local government to test innovations to strengthen management structures and information systems, to pool or re-distribute resources across woredas, to better incentivize and hold providers accountable for efficient and high quality service delivery, and to tailor processes to fit the needs of sub-populations that have yet to be enrolled. The findings from this work will inform national policies around insurance.


CHAI and the EHIA are embarking on pilots of insurance in two regions, where key innovations will be tested, and if successful, will influence one of the largest national insurance reforms on the continent.

CHAI is seeking a highly motivated individual with outstanding technical capabilities to serve as this pilot project’s Senior Program Officer. The Senior Program Officer will be involved in the pilot’s research and evaluation activities, which are fundamental to successfully improving the design of insurance schemes in the pilot regions and documenting lessons learned to inform national scale-up of insurance.


The Senior Program Officer will be responsible for supporting the Senior Research Associate and Technical Advisor in planning and conducting an initial baseline survey on the target population and current health care and insurance system (including household and facility based surveys), ongoing process evaluations of pilot interventions, and a comprehensive outcomes evaluation of the pilot insurance schemes in two regions. He or she will report to a Technical Advisor on the CHAI Ethiopia country team, and work closely with CHAI’s team supporting implementation of insurance at the sub-national level and global experts in research and evaluation. He or she will also support the CHAI team and the EHIA to make evidence-based decisions to refine tailored models of insurance and to ensure that lessons are documented and can be applied to other areas of the country.  


Key responsibilities include, but are not limited to, the following:


  • Support the Senior Research Associate in the development of study design and research and evaluation tools, including research protocols, ethics applications, and standard operating procedures, for the baseline survey, process evaluations and outcomes evaluations (quantitative and qualitative);
  • Assist in the development of data collection management and analysis tools and templates, including survey tools, observation tools, interview tools, and databases;
  • Support the Senior Research Associate in the recruitment, training and management of data collection teams;
  • Support the design and implementation of ongoing quality assurance measures for all electronic and paper data collection activities;
  • Coordinate and help to oversee data collection at the household, facility and local government levels, interacting with key government stakeholders; Clean and manage large data sets;
  • Support development of reports and evidence-based recommendations for how results should inform future scheme design;
  • Support capacity building trainings on research design, analysis and interpretation to government staff involved in this work;
  • Support the Senior Research Associate and Technical Advisor in presenting on the results of these studies to the EHIA and other key stakeholders;
  • Support the publication and dissemination of findings; and
  • Other responsibilities as requested by supervisor.

Research will be conducted across two regions and therefore this position will be required to travel regularly within Ethiopia.

We are seeking a highly motivated individual who is a fast learner and who is both detail oriented and has the ability to ask the key questions or see the “big picture.” CHAI places great value on resourcefulness, responsibility, tenacity, flexibility, independence, energy, work ethic and humility.


Qualifications include the following:

  • Bachelor’s degree in a related field such as statistics, public health, epidemiology, monitoring and evaluation, public policy is an advantage;
  • 4 years of professional experience preferred in demanding, results-oriented environments in the public sector and/or private sector; 2 years minimum professional experience;
  • Experience undertaking large scale and mixed methods research and evaluation; particularly in the Ethiopian public sector is an advantage;
  • Experience managing large data sets for analysis; using statistical software such as Stata, SAS or R is an advantage;
  • Experience managing and analyzing qualitative data;
  • Excellent problem solving, analytical and quantitative skills, including attention to detail and fluency in Microsoft Excel;
  • Strong organizational skills;
  • Ability to handle multiple tasks simultaneously in a fast-paced environment;
  • Ability to learn on the job quickly;
  • Ability to navigate ambiguous and complex processes and be flexible;
  • Strong interpersonal skills and ability to build relationships;
  • Strong communication skills, including development of compelling presentations with the ability to translate technical content and results into formats suitable for various audiences;
  • Strong skills in Microsoft PowerPoint and Microsoft Word;
  • Strong command of English and Amharic language required;
  • Willingness to travel within Ethiopia as needed
