The Hunger Project - Ethiopia (THP-E) is an international NGO implementing integrated rural development programs in rural Ethiopia. THP-E wants to employ a Monitoring, Evaluation, and Learning Officer based in Addis Ababa and reporting to the Country Director. The job requires frequent travel to project sites.
Position summary

The MEL Officer will act as the technical focal point on all aspects of monitoring and evaluation of THPE. The MEL Officer will be responsible for coordinating and implementing an effective system to monitor progress, impacts and successes of project activities and performance at all levels. S/he will conduct assessments, baseline studies, outcome evaluation surveys and need assessments to identify necessary changes and future opportunities. S/he will liaise with THP’s Global Office (GO) for program reporting.
Main duties:
  • Manage field Monitoring & Evaluation of project performance
  • Designs/updates data collection, recording and reporting instruments
  • Collect and organize proper records of program performance at central level
  • Recruit, train and coach data collectors/animators
  • Responsible for socio-economic baseline data collection and reporting of new intervention areas.
  • Manage evaluations of a program at epicenter level through mobile data collection using iFormBuilder
  • Produce performance reports to describe performance against plan on regular basis.
  • Strengthen regular program reviews and reflection culture to enhance continuous program learning in the organization
  • Coordinate data sharing on program progress to different stakeholders, including community members, THP-E staff, and THP’s Global Office (GO)
  • Supervise and coordinate application of monitoring tools to track program performance in line with the THP-E Theory of Change and the MEL Plan
  • Lead and conduct analysis of quantitative data as well as qualitative data on all program outputs and outcomes, and share the findings with management team and stakeholders
  • Ensure high quality and timely preparation of M&E data(quarterly indicator based data, strategic data, SR data) for reports to GO, and provide a quarterly data audit response also
  • Ensure the THP-E MEL systems, & tools, data collection, enter are appropriately applied
  • Mange the data base system of THP-E and provide updates to staff
  • Provide a narrative report for GO about ML performance to be posted on the quarterly newsletter prepared by GO

Country Context

A new Oxfam Country Strategy (OCS) was finalized in 2015 and a Country Operating Model (COM) in 2016. A transition process has been completed to amalgamate all existing Oxfam operations in the country under one roof. A new operating model has been introduced for Vision 2020 and will be rolled out and embedded in Ethiopia over the next 3 years. A key component of this is the establishment of an Executing Affiliate (EA) to operationalize the Oxfam programme in Ethiopia, under the oversight of the Oxfam International Country Director (OI CD). As the legally registered entity in the country, it employs in-country staff, is the asset holder, primary contract signatory with in-country donors and suppliers, manages finances and provides back office support and IT systems, and represents the Oxfam Confederation in the country. Complementing the work of the Executing Affiliate are Partner Affiliates that provide funding (restricted and unrestricted), thematic expertise and influencing capacity.

Team Purpose

The Programme Team will ensure that the programmes make the proper shift, with the quality needed to ensure a proper achievement of the Ethiopia Oxfam Strategy. As part of the Programmes Team, the whole team on the sector of Livelihoods and Resilience will ensure that the Goal 1 of the OCS is achieved with the quality and timely. This team will work very closely with the Humanitarian team to ensure the link between the long-term and emergency situations.

Job Purpose

Programme Quality Coordinator will provide guidance and support to all programmes of Oxfam in Ethiopia, to ensure the quality programming, delivery, and learning, based on evidence of impact at field level and to contribute to programme quality aspects of Oxfam programme in Ethiopia under the Single Management Structure (SMS). He/she will also ensure the programmes in the country comply with Oxfam quality standard.

DIMENSIONS:

  • Co-ordination and organization of programme quality (including Planning, Monitoring, Evaluation, Accountability, and Learning “PMEAL) as a key function within the Oxfam in Ethiopia’s country programme
  • Programme design based on assessments, analyses, internal and external consultations and; in-line with Oxfam and donors’ requirements
  • Analysis and communication of complex information
  • Understanding of donor requirements
  • Ability to make strategic and operational decisions
  • Provide technical advice and specialist guidance on PMEAL
  • Support learning, knowledge management, forward planning, strategy development
  • Research and documentation
  • Work with the programme and programme support teams and partners to produce, assimilate, analyze and use information for different purposes including documentation and, learning.
  • Technical leadership, coordination, and support to overall Programme Quality aspects at Oxfam confederation level within the framework of the SMS

KEY RESPONSIBILITIES:

1. Evidence-based programme design and learning**

  • Ensure evidence-based programming, feeding learning into programme design and strategy
  • Coordinate and produce key learning documents in country, including managing research, study and other reviews and evaluations with programme team and partners
  • Translate lessons learned at programme level to inform senior management strategy
  • Contribute to strategic technical planning and design of programmes
  • Contribute to proposal writing and log-frame development

2. Programme Accountability

  • Maintain oversight for the quality of the work and accountability mechanisms in the field and in Addis, working together with the technical team; support senior managers in delivering their responsibility for the quality of the work and strong accountability in the field and in Addis.
  • Support technical staff implementing an accountable programme plan at field level
  • Ensure that accountability and community feedback mechanisms are implemented and utilized according to agreed principles and following the minimum standards of accountability.
  • A focal point for Oxfam’s PeopleSoft programme accountability system; coordinate quality of system data and rollout of accountability mechanisms such as CAMSA.
  • Responsible and lead on Country Annual and quarterly management reports and Output report to region and HQ in coordination with other program and support units in the country.
  • Support Oxfam’s programme teams to prepare reports for donors
  • Support the programme team on PIP development and Opal project development, monitoring and management.
  • Implement Oxfam International Program standards for improved program quality.
  • Lead and coordinate for Charity and Society annually and quarterly reports and planning
  • Ensure implementation of Oxfam’s operational policies, procedures, and guidelines, especially gender equity, in all aspects of Oxfam’s work.

3. Programme Strategy

  • Monitor programme quality strategy for Ethiopia
  • Support the programme team on strengthening the linkages between humanitarian and development programming; acknowledge the flexibility required between the two departments.
  • Support the program teams to translate the OCS in more practical processes.
  • Led and coordinate in the development of the Country operating model and the annual operating plan.
  • Support and contribute to the 2020 processes, and coordinate with all program teams to ensure Programme Quality elements embedded in their team plans.
  • Provide support to all the programme teams on their strategic plans for the programme and ensure quality input and discussion from the technical teams to support the programme implementation and delivery

4. Capacity building and coordination

  • Coordinate and engage with all MEAL officers and link the program MEAL work with larger organizational strategy. Form key part of technical team and support Programme Managers. Ensure good coordination, facilitation and ‘problem solving’ with the teams and staff as and when needed
  • Responsible for direct line management of one MEAL specialist at Addis level and matrix management of MEAL officer in the field
  • Actively participate in implementation of Performance Management including objective setting, performance review (PR), upward feedback and personal development plans of MEAL officer and responsible for the MEAL specialist PR
  • Ensure the project teams and relevant staff know and use the Programme Quality concepts and tools.
  • Lead and train staff and teams on OPAL development, management and monitoring
  • Raise the profile of programme quality organisationally; build capacity of Programme Quality in humanitarian and development
  • Ensure links and coordination with the relevant MEAL staff in the Regional Office and Oxfam EA (Executing Affiliate) and PAs (Partner’s Affiliates) in Ethiopia
  • Work with the humanitarian MEAL coordinator to ensure MEAL systems are in place for emergency response

5. Programme Implementation & Project Cycle Management

  • Work with technical teams to facilitate programme implementation across the country
  • Provide support to the project teams and partners in designing a monitoring and evaluation framework, accountability and learning tools, conducting field Programme Quality exercise and data management and analysis
  • Be responsible and lead on Programs reviews and PIP and Country learning reviews
  • Attend monthly monitoring meetings and produce quarterly Programme Quality report
  • Regular review and monitoring Opal projects and highlight issues to teams and managers
  • Lead and support in identification of agencies/ academia/consultants for program reviews, study, evaluations
  • Provide leadership in programme quality and transversal issues (monitoring, learning, partnerships, protection, gender, HIV&AIDS, governance, advocacy) by working closely with technical advisors and other relevant staff

Job Requirement

Skills and Competence:

Essential

  • Postgraduate degree, preferably in social, economic or development sciences or equivalent experience;
  • Extensive experience and expertise in logical frameworks, project cycle management, strategy development, monitoring and evaluation and capacity building and field research
  • Relevant experience of 5 - 7 years for Postgraduate holders, including budgeting, planning, programme cycle management, in an international NGO out of which at least 3 years should be supervisory/managerial experience
  • Experience both in long-term development and humanitarian programmes, and an understanding of Livelihoods, Resilience, Gender in development and WASH, EFSL, protection, and gender in emergency
  • Experience in mainstreaming cross-cutting issues (Gender, environment, protection, HIV/AIDS, etc.)
  • Proven analytical and statistical skills
  • Ability to think and plan conceptually, strategically and operationally
  • Ability to lead learning events with staff, stakeholders and partners

COOPI is currently seeking a Head of Mission for its activities in Ethiopia.

The Head of Mission is responsible for the country coordination in its different aspects: staff, logistics, budget and procedures’ respect. He/she represents COOPI inits relations with the donors, institutions, NGOs,local government and international agencies. He/she cooperates with the AM and DCC in the definition of the Country Strategy and the intervention priorities. He/she guarantees the correct project implementation and ensures the Country Regulation presence and respect. He/she guarantees the compliance with the organization and the donors’ procedures.

RESPONSIBILITIES

Institutional relations: He/she manages relations with the main institutional donors and with potential ones.

He/she represents COOPI in the country/area by engaging in relations with institutions, NGOs, local and international organizations and partners. He/she also is responsible of the organization’s reputation in the country.

Strategy and planning: He/she verifies and proposes to the AM/DCC the intervention priorities to consolidate the organization’s opportunity to be more involved in the country. He/she contributes to the definition of the Country Strategy and proposes the country planning (projects and coordination).

Projects’ management: He/she coordinates and directly monitors projects, guaranteeing the correct

implementation in conformity with the contractual obligations and donors’ procedures, and in line withCOOPI’s procedures and management standards. He/she coordinates the elaboration, writing and documents’ preparation for presenting new projects, referring to the AM/DCC and the headquarters support offices. He/she is responsible for the preparation of projects reports and all the monitoring documents requested by the central headquarters. He/she ensures the transmission of all official and administrative project documents to the central headquarters.

Country office management: He/she is responsible for all different aspects related to the country office management: economic and financial situation, local regulations, office organization charts, logistics, local and expatriate personnel management, in conformity with the organization’s guidelines. He/she guarantees the respect of the country’s legislation and administrative regulation.

Staff management: He/she is responsible for the local staff management. He/she supports upon request the AM/DCC and the Human Resources office in the selection of the expatriate staff. He/she coordinates and monitors the country’s expatriate staff management.

Safety: He/she is responsible for the expatriate staff security, for the correct implementation and respect of the general security rules.

Economic and financial management: He/she is responsible for the country’s economic result. He/she supervises the financial management and ensures – through the administrative function – that all financial reporting deadlines and donor/COOPI’s procedures are respected. He/she participates to the projects/coordination budget preparation. He/she has the signature for all COOPI’s bank accounts in the country.

Visibility: He/she cooperates with the Communication and Fund-Raising office for all communication, awareness and fund raising activities implemented in and for the country.

REQUIREMENTS

  • Degree in Climate Change, Disaster Risk Reduction and Management, Agriculture or Sustainable Development and Sustainable Agriculture or a related field or equivalent work.
  • Minimum 5 years experience in the humanitarian field and in a similar position, with a track record of success and results achieved;
  • Previous experience with an international humanitarian NGO;
  • Previous working experience with main donors (specifically EU) is mandatory
  • Experience of working within an insecure environment with responsibility for security planning, monitoring and management.
  • Strong analytical and practical problem-solving skills;
  • Strong supervisory abilities, and demonstrated capacity of teamwork and of coordination with the relevant actors;
  • Very good inter-personal and writing communication skills;
  • Ability to organize work efficiently and deliver assignments in a timely manner often under time constraints;
  • Proficiency in written and spoken English;
  • Computer literacy, with high proficiency in the use of standard office software applications (e.g. Microsoft Word, Excel and PowerPoint);
  • Valid driving license.
