Assistant Counselor

Position: Assistant Counselor

Education: BA in Counseling, Psychology, Social Work from a recognized University
Experience: At least Iwo years of experience in the field of counseling

Basic responsibilities:: The Assistant Counselor is directly responsible to the ACT Project counselor. He! she will work in conjunction with the Counselor to complete all counseling- related goals as outlined within the ACT Project agreement. He/she will assess, evaluate, plan, and conduct counseling for families of ACT in accordance to overall project goals and treatment plans of project families. He/she will also coordinate with psychiatrists within the local Ethiopian health system to provide referrals and follow up for mental health- related issues within the family. He/she will visit families in their homes, with or without the Counselor, to build relationships with families and provide checkups and follow ups. He/she will also provide translation for the Counselor, when necessary

Specific functions and responsibilities:
  • Working in collaboration with psychosocial department team He/She assesses, prioritizes psychosocial support needs of clients and provides counseling for children, teenagers, adults, families
  • Organize and lead psycho-educational support groups for adults and teenagers to mitigate harmful thought and practices among the clients and their family. Encourage clients to discuss emotions and experiences
  • Write individualized treatment plans and goals. He/She ensures clients define goals, action plan and gain insight
  • Conduct need assessments for new clients/target families/beneficiaries.
  • Examine issues including problem related to adherence to long term treatment like ART, bullying, anger management, depression, relationships, self-image, stress, suicide etc.
  • Provide follow-up care through home visits
  • Refer clients for psychiatric and other services
  • Submit accomplishment reports monthly, quarterly to immediate supervisor and participate in the preparation of terminal report on a timely manner.
  • Prepare stories of beneficiaries on a monthly basis to support the report with facts and provide management group with necessary project information.
  • Assist in other project activities as required by the supervisor.
Other Requirements
  • Proficiency in written and spoken English
  • Team player who can relate in a cross-cultural setting
  • Basic computer knowledge in mandatory
  • Strong interpersonal and communication skills to be able to work with people of various socioeconomic and cultural backgrounds
  • Recommendation from the previous employer/ recognized leader is required

“External Evaluation of Oxfam’s Drought Response in Ethiopia”

Background and Rationale for the Evaluation

2016 and 2017 have both been exceptional years in Ethiopia, in terms of the scale and severity of humanitarian need. The El-Nino induced drought of 2015 impacted large swathes of the ‘highlands’ in 2016; addressed by the biggest (single country) drought response operation in global history. In 2017, ‘lowland’ pastoral areas have been reeling from three consecutive failed rains. Resource mobilization efforts for the 2017 HRD continue, with funding provided by both Government and international donors. Major gaps remain to ensure needs are addressed to the end of the year; additional funding will also be required early, to ‘front load’ response efforts for the start of 2018.

Ethiopia’s humanitarian situation is worsening and the needs have already surpassed those identified in the 2017 Humanitarian Requirements Document (HRD), according to the National Disaster Risk Management Commission. Following the belg seasonal assessment in June – July 2017, the mid-year HRD set a target of 8.5m people (an additional 2.9m people from the beginning of the year) would require food assistance to the end of the year, on top of some 4.1m PSNP clients who would also be requiring continued assistance until the end of 2017.

OXFAM in Ethiopia developed its comprehensive strategy and plan to respond to Indian Ocean Dipole (IOD) induced drought in Ethiopia in the beginning of 2017 which was reviewed and revised twice based on changing context and emerging humanitarian (e.g onset of delayed rainfall towards late April/early May with flash flooding in some of the target areas; AWD outbreak; increased caseload of people affected by the impact of the drought in Ethiopia and resonate the objectives and approaches of the overall response programme). The overall objective of Oxfam’s drought response is “To contribute to the reduction of mortality and morbidity, protection and restoration of livelihoods, maintenance of human dignity and building of resilience of drought-affected population”. The specific objectives are WASH, EFSVL, Gender, and Protection.

Key questions of the evaluation

The scope for evaluation is determined in line with Oxfam’s Global Evaluation Policy and evaluation criteria (relevance, effectiveness, efficiency, impact, sustainability, connectedness, coherence, coverage) are associated with several key questions that are to be addressed.

PATH seeks to recruit a Child Health Technical Advisor (TA) who will provide overall TA in area of newborn and child health to Amhara regional health bureau. S/he will serve as a TA in ensuring optimal uptake of the integrated community case management and community based newborn care services at the regional level.
Key Roles and Responsibilities:
  • Provide technical and operational guidance to the region in scaling-up key demand creation interventions on MNCH
    • Support the region in scaling-up the health post open house event and the biannual community forum to ensure community needs are addressed/considered.
    • Work closely with the region to ensure HDAs are maximally utilized to mobilize the community and enhance their involvement in demand creation with special focus on early pregnancy identification and link to health facilities for ANC, skilled birth attendance, PNC and referral of sick newborns and children.
    • Support the region in scaling-up multi-sectoral approach and community based institutions engagement for positive health practices and to enhance their participation in MNH service
    • Support social mobilization through different media including mass media
  • Strengthen systems, processes and program that contribute to improve maternal, neonatal and child health in the region.

Detail responsibilities include:
Financial Management Support
  • Prepare and process workshop and training advances.
  • Frequently travel to project sites and effect payments based on authorized and complete documents.
  • Follow up and collect invoices from vendors and prepare and process payment requests.
  • Ensure that on all payments made, we are withholding the relevant government withholding tax for the payments where this is applicable by law.
  • Assist the team in preparation of travel advance and travel expense reporting.
  • Ensure that all completed documents are presented for cheque preparation or cash payment are done immediately.
  • Generally be courteous for all external parties or staff members who may require support on the payment service
Administrative Support
  • Responsible for making travel arrangement, book flights and hotel accommodation and completing administrative forms for project staffs and visitors.
  • Maintain records protocol of outgoing and incoming correspondence of the project.
  • Tracking and filing correspondences related to the project business in a systematic manner.
  • Provide administrative and logistical support in organizing workshops, trainings and seminars.

GENERAL CONTEXT

Médecins Sans Frontières is an international independent medical-humanitarian organization, which offers assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflict, without discrimination and irrespective of race, religion, creed or political affiliation.

The MSF movement is built around five operational directorates supported by MSF’s 21 sections, 24 associations and other offices together worldwide. MSF OCBA is one of those directorates. The operations are implemented by field teams and the mission coordination teams; together with the organizational units based in Barcelona, Athens and decentralised in Nairobi, Dakar and Amman. The field operations are guided and supported by 4 Operational Cells, the Emergency Unit and other departments supporting operations, including the Logistics & Supply Chain Department.

GENERAL OBJECTIVE

Defining and implementing all supply and technical logistics strategies and support to the mission, ensuring the pertinence and coherence of logistics and supply programmes, adequacy of the means provided and the compliance to MSF standard, protocols and procedures in order to enable the development of the mission in perfect working conditions and optimise the impact of the medical projects

POSITION IN THE ORGANIZATION

  • Position: Ethiopia mission; this position is a family station, e.g the selected candidate can be assigned with dependants if needed.

MAIN RESPONSABILITIES AND TASKS

  • Participating actively in the definition and update of annual project planning and budgets and the Emergency Preparation Plan, defining strategies and providing advice to the HoM in the translation of the identified logistical / technical needs into objectives, priorities and resources needed for the mission
  • Responsible for monitoring the implementation of logistics/technical activities in the mission (construction and rehabilitation, stock and supply of medical and non-medical material, transport, communications, water and sanitation, vehicles and engines, equipment/installation and infrastructures, etc.) ensuring compliance of MSF standards, protocols and procedures, and reporting to the HoM on the development of the ongoing programmes and proposing reorientation strategies when needed. Provides reporting on projects/mission evolution from the technical/logistics perspective and propose corrections if needed
  • Responsible for the proper application of HR policies and associated processes (recruitment, training, briefing/debriefing, evaluation, potential, detection, staff’s development and internal communication) in order to ensure both the sizing and the amount of knowledge required for the activities he/she is accountable for
  • Responsible for ensuring technical reference and support for all logistics/technical issues in the mission, providing coaching to logistics staff and representing MSF in meetings with Authorities and other NGOs for technical/logistics related issues
  • Responsible for ensuring installation and maintenance of functional office space(s) and lodging facilities in an adequate living condition as well as all the equipment required
  • Responsible for ensuring the proper use and maintenance of IT (computers, software, backups, etc.) and communication tools as well as the communication means in the Mission (including numbers, frequencies), allowing permanent communication between capital, projects, bases and HQ. Ensuring all staff in the Mission benefits from proper training on how to use communications equipment available in the Mission (e.g. satellite phones, HF/VHF radios, computers, etc.)
  • Responsible for defining and monitoring the technical aspects of the risk reduction policy, transport, communication, protection, identification and preparation of the technical aspects of the mission security policy and guidelines, evacuation plan and contingency plan, monitoring on a daily basis the security rules observation and reporting to the HoM of any problem. For this purpose, the Logistics Coordinator will have to create an appropriate environment to facilitate exchange of information on security situation and will be the security back up in the absence of the HoM

SELECTION CRITERIA

Education

Essential degree and specialization in Logistics and MSF Logistics training. University degree is essential.

Experience

Essential, working experience as Logistic Coordinator in Humanitarian organizations. Desirable previous experience in emergencies. MSF experience is an asset.

Languages
