Ethiopia: REQUEST for PROPOSALS UNDER THE PROJECT ENTITLED: IMPROVED DELIVERY OF SEED AND SOIL TECHNOLOGIES (IDSST) IN ETHIOPIA, MALAWI AND MOZAMBIQUE

I. BACKGROUND

Founded in 2006, the Alliance for a Green Revolution in Africa (AGRA), is an African-led African-based organization that seeks to catalyze Agriculture Transformation in Africa. AGRA is focused on putting smallholder farmers at the center of the continent’s growing economy by transforming agriculture from a solitary struggle to survive into farming as a business that thrives. As the sector that employs the majority of Africa’s people, nearly all small-scale farmers, AGRA recognizes that developing smallholder agriculture into a productive, efficient, and sustainable system is essential to ensuring food security, lifting millions out of poverty, and driving equitable growth across the continent.

AGRA has received a Grant from IFAD, its strategic partner to address the challenge of linking new crop varieties and improved soil fertility management research outputs to smallholder beneficiaries of IFAD-supported projects in Ethiopia, Malawi and Mozambique. Specifically, it will: (i) promote and disseminate improved seed and soil fertility technologies, and (ii) generate, document and share knowledge. To support this strategic partnership, AGRA in close collaboration with IFAD country teams and Project Coordination Units (PCUs) is seeking to strengthened capacities of National Agricultural Research Institutions (NARIs) and rural agro-dealers to support IFAD-supported project. To achieve this, AGRA is requesting for proposals from NARIs and agro-dealers in the three countries. The proposals from the NARIs will focus on developing seed and soil technologies and link them to private sector. The proposals from agro-dealers will focus on delivery of farm inputs to smallholder farmers. Funding request must not exceed $150,000 for NARIs and $75,000 for agro-dealers for a period of three years from 2017 to 2020. No promise explicit or implicit is made to any Institutions/organizations/firms submitting a proposal to AGRA on making any funds available (including reimbursement of document preparation costs).

II. ELIGIBILITY REQUIREMENTS

  1. Institutions/organizations contemplating submission of applications in response to this request for proposals (RFPs) must determine whether they meet the following requirements to be eligible for AGRA financial assistance:

  2. Unless specifically stated otherwise in this section, must be operation in either Ethiopia, Malawi or Mozambique with valid registration documents. 2. Organization’s primary business activity must be in the stated focal countries. 3. Organization’s registration to do business in these respective countries must be current. 4. Organization must be in a sound financial condition. 5. Organization must have sufficient existing capability/capacity to perform new work. AGRA may consider limited financial assistance to fund capacity building only if the proposal is determined to be of interest to AGRA. 6. Organization must have demonstrated favorable past performance record. 7. Organization must have acceptable to AGRA accounting systems and corporate integrity/ethics. 8. Organization must not be excluded from the eligibility to receive AGRA’s donor-provided funds.

If an institution/organization meets the above eligibility criteria AGRA will request additional documentation to be submitted as part of the pre-award process. Organizations are advised that any funds made available are subject to AGRA’s and its donor (IFAD) strict accountability and audit test.

III. ACTIVITIES ENVISIONED FOR FUNDING

The sub-grants to the National Agricultural Research Institutions (NARIs) will cater for capacity strengthening of scientists and technicians in designing and implementing on-farm research trials, production of breeder and foundation seed and then linking these scientists directly to private companies who multiply, package, and distribute the new technologies to farmers via networks of private, village-based agro-dealers and government agencies. The sub-grants awarded to agro-dealers will strengthen their capacity to conduct mass demonstration of improved crop varieties and fertilizers and delivery of inputs to smallholder farmers.

IV. PERIOD PROPOSAL WILL BE ACCEPTED: This RFPs remains open for a period of 15 days (from Date Issued to Expiration Date, shown above). Interested Institutions/organizations may submit their Applications any time up to the submission deadline. Early submission is strongly encouraged.

Only those Institutions/organizations/firms whose applications AGRA determined to be of interest will be conducted for further details on the project implementation modalities. 3. AGRA will not return any applications submitted. 5. The projects that will be supported under this call for proposals will start between 1st and 15th December 2017. The submission deadline is at 5pm Local Time, 1st November 2017. Applications made after this deadline will not be considered.

You will report to the Consortium Program Director Concern (Emergency) and the Consortium Programme Director and will line manage the Rapid Response Manager and work closely with other consortium leads, officials at USAID, government organizations, representatives from WFP and others, and relevant GoE stakeholders and internal to Concern, with the Country Director, Programme Director (Emergency), Nutritionist, Area Coordinators, Program Coordinators, Regional and Headquarters technical staff

We would like you to start as soon as possible

Your purpose: Concern Ethiopia is seeking a nutrition specialist for the Emergency Nutrition and WASH Rapid Response Capacity project, a new three-year USAID programme with funding from the Office of Foreign Disaster Assistance (OFDA) as well as the Office for Food for Peace (FFP). The Emergency Nutrition and WASH Rapid Response Capacity (RRC) program supports targeted, integrated emergency nutrition and WASH activities through a well-coordinated and flexible rapid response mechanism (RRM) that can be triggered to respond to emergencies anywhere in the country. Concern is supporting the project through technical leadership on management, operations, and logistics surrounding the provision of emergency nutrition.

You will act as the Consortium Lead for Nutrition, responsible for ensuring the effective implementation of emergency nutrition response programmes implemented by Concern and will be responsible for technical leadership and oversight of the nutrition programmes implemented by sub-grantees in the Consortium. You will ensure the nutrition rapid response is implemented in line with the project proposal and plan, ensuring quality and adherence to national, international and Concern guidelines. Reporting to the consortium’s Program Director and to Concern’s Programme Director, you will liaise with consortium partners (IRC and CRS) and with implementing sub-grantees to ensure timely, effective and high quality responses

You will be responsible for:

Programme Management and Implementation

  • Manage the emergency nutrition rapid response programming across a number of regions in Ethiopia
  • Ensure strong project management of the rapid response emergency nutrition interventions so that projects are implemented on time, within scope and budget
  • Ensure that all emergency nutrition projects are technically strong, providing technical support and advice to teams and ensuring quality nutrition programming
  • With the programme team and consortium M&E Coordinator, develop a work plan and M&E plan for project implementation
  • Oversee the implementation of nutrition assessments (including needs assessments, SMART surveys, coverage surveys) in existing and potential project areas
  • Work closely with the Consortium Lead, WASH and the Concern WASH Coordinator to ensure a high level of integration between WASH and nutrition programming
  • In collaboration with the Concern nutritionist, ensure the most appropriate emergency CMAM programming for the Ethiopian context
  • Contribute to the development and implementation of the Concern Ethiopia nutrition strategy

Programme Quality

  • Ensure that rapid response emergency nutrition programming is in line with national and international guidelines, protocols and standards and Ethiopian FMOH policy for emergency nutrition response interventions, including CMAM and IYCF-E
  • Work closely with the Program Director, with technical support from Concern’s nutritionist, to bring innovative approaches to emergency nutrition interventions and keep abreast of new developments in emergency nutrition programming
  • Ensure the documentation of lessons learned and lead on the dissemination and sharing of lessons learned, ensuring incorporation into future programming
  • Develop and scale up the rapid response nutrition project to achieve increased coverage of CMAM and the up-take of improved IYCF practices in targeted locations, including taking into consideration the long term coverage following the intervention
  • Develop an appropriate methodology for working with health authorities the regional, zonal and district level to ensure strong coordination, reporting and information systems
  • Ensure high level capacity building of government health staff to ensure quality treatment services and behaviour change
  • Ensure a strong monitoring system is in place and that programme data on key nutrition indicators, including CMAM admission and exit data, programme coverage, health and nutrition knowledge and practice, is collected, analysed, reviewed and responded to on an ongoing basis
  • Adapt and improve the existing programme on an ongoing basis, based on careful review of monitoring and evaluation findings and discussion with the Program Director, other consortium leads, and Concern’s nutritionist and rapid response team.
  • Ensure that cross cutting issues are mainstreamed into the emergency nutrition program

Staff Development and Organisational Learning

  • Support and mentor the Rapid Response Manager in management and technical (programme) subjects.
  • Ensure that all programme staff have regularly set and reviewed personal performance objectives that are relevant to programme direction and needs
  • Ensure that Concern’s Programme Participant Protection Policy (P4) and Code of Conduct are fully integrated and implemented in all aspects of work

Reporting

  • Regularly report on programme outcomes, activities, processes and lessons learned in the form of internal reports and reports for the consortium lead IRC
  • Contribute to formal and ad-hoc consortium and nutrition-focused reports for OFDA and FFP in line with the reporting schedule and donor compliance requirements

External Representation

  • Represent the consortium and coordinate with nutrition stakeholders at nutrition cluster meetings, MoH meetings, donor meetings and in other external forums as required

Sub Grantees

  • Advise in the selection of emergency response sub-grantees with specific input into, and vetting of, nutrition sub grantees
  • Review proposals and reports from sub grantees
  • Monitor the quality of sub grantee programmes carrying out technical visits as needed and providing feedback

Your skills and experience will include:

Essential:

  • Third level qualification in Nutrition, Public Health or other related discipline.
  • At least five years’ experience in management of nutrition projects in developing countries; two or more years’ experience in Community Management of Acute Malnutrition (CMAM) desirable
  • Experience in nutrition surveys
  • Computer skills including database management, Microsoft Word and Excel
  • Excellent English communication skills (verbal and written)
  • Able to work under pressure and ensure effective rapid response within a quick time frame
  • Willingness to travel to the field frequently
  • Dynamic and willing to take initiatives to complete assigned tasks and deal with difficulties encountered in daily work
  • Ability to delegate, manage time and prioritize tasks while coping with a broad range of programmatic and technical demands
  • Strong analytical and problem solving abilities
  • Excellent team player with strong communication skills and ability to develop effective working relationships with staff based at regional level
