· Responsible for ensuring girls receive materials that the project offers at the appropriate time and that remaining materials are stored and carefully monitored

· Reporting to LCDE Programme Manager regarding all aspects of output 4 implementation

· Foster positive working relationships with Wolaita Zone Education Department, four woreda education offices, schools and communities (in consultation with Programme Manager).

· Participate in Project Management committee meetings

· Work very closely with LCDE F&A team to ensure effective and timely monthly payments of service deliveries at school level

The purpose of this post is to oversee the construction components of a new and ambitious Girls' Education Challenge project from inception to completion, in close collaboration with the woreda, zonal and regional education bureaus/ The Construction Manager will ensure that the work is completed to a very high standard, safely, within budget and on time.

Key accountabilities include:

  • Quality assurance of plans and BOQ with architects, surveyors and engineers
  • Working with external experts to undertake detailed review of plans to schedule deliverables and estimate costs
  • Lead on tendering process for contracts
  • Negotiate terms of agreements, draft contracts and ensure that correct permits and licenses are obtained
  • Work with contractors to develop detailed work schedules and performance guarantees

Roles & Responsibilities:
The Logistics and Admin Officer is responsible for the coordination and delivery of an efficient and effective logistics and admin service in Assosa area. This includes implementing, monitoring and following-up across all logistics and admin disciplines to ensure that NRC standard policies and best practice is adhered to. The role will provide leadership, technical support and capacity building to the area logistics and admin staff. S/He is expected to take initiatives and provide guidance, support and services on all matters relating to the organization’s logistics and admin in order to support the achievements of NRC objectives.

Generic responsibilities:

1.1 Effective Procurement Management
• Ensure adherence to Logistics Handbook, other NRC policies and donor requirements;
• Maintain a high quality procurement system, which is accountable, transparent and compliant with NRC Procurement Policy and donor requirements;
• Coordinate the timely preparation of procurement plans for the office and projects, establishing deadlines and monitoring implementation;
• Coordinate the proper monitoring system and control of procurement processes including organization of Request for Quotation, Invitation to Bid, receipt and evaluation of quotations/bids, negotiation of certain conditions of contracts in full compliance with policies and procedures;
• Undertake supply and service provider pre-qualification, conduct market research, identify and recommend legitimate local suppliers or contractors through systematic evaluation and maintaining a database of potential and active suppliers/contractors;
• Coordinate the maintenance of data on local supply sources' and overall performance, (competitive pricing, product quality and timely delivery) of suppliers/contractors;

• Be responsible for assessment of training and development needs, planning and implementation of capacity building efforts on procurement, storage and fleet;
• Ensure delivery of purchased items are delivered to the requesting sector within the lead time;
• Guide the implementation of the internal control system which ensures that PRs are accurately prepared, Purchase Orders/contract are duly prepared, dispatched, scheduled and delivery are well organized and documented;
• Carry out periodic exercise of risk assessment for the supply/procurement/contracting process to determine high-risk areas and put in place control instruments;
• Ensure procurement records are kept and filed appropriately from authorized request to end users;
• Work with Procurement Officer in Addis on Assosa procurement and transport related matters.

Job description

1.2. Ensure a cost-effective fleet Management

• Ensure safe and efficient transport of staff and materials/goods;
• Coordinate the overall management of the area transport fleet and ensure response to programme needs are in line with NRC policies and procedures;
• Ensure that the procedure for completing travel plans are in place and maintained on a weekly basis, coordinating and communicating the same in a timely fashion;
• Ensure safe operation of the fleet through driver selection and training, quality maintenance to include preventive routine checks and regular service and establishing/enforcing fleet operating procedures;
• Monitor and ensure daily checks/preventive maintenance checks and log books are carried out and ensure that drivers follow the system consistently;
• Ensure vehicle service schedules are respected and proper, timely and high quality maintenance is done by service providing garage;
• Manage fueling of fleet and fuel contracts ensuring regular fuel consumption test is carried out;
• Ensure that all vehicles are parked in a safe and secure location after working hours in all NRC work locations;
• Ensure security of fleet keys and ensure drivers and other authorized user follows key sign in and out procedures;
• Review fleet management related issues regularly and advise support manager as appropriate;
• Prepare and submit regular reports including monthly fleet reports, break downs, accidents, fuel usage, fleet KPIs;
• Continually improve transport systems, policies and procedures, and identify existing problems, challenges and recommend improvement measures/plans.


1.3 Ensure effective warehouses and stock Management practices
• Implement and ensure full compliance with the NRC warehouse policies and procedures ensuring appropriate systems for the receipt and dispatch of all supplies;
• Guide the d store keepers in effective stores and stock management principles ensuring right records are in place;
• Carry out monthly physical stock counts and reconciliation including recommendations for management decisions. Support regular auditing of all inventory and inventory related documentation;
• Build the capacity of store keepers in effective store management;
• Coordinate the preparation of monthly Stock Reconciliation Reports and disseminate relevant information to programme managers and users.

1.4 Overseeing the provision of administrative support for the Field office

• Developing and maintaining internal and external cleanliness standards of the office premises to ensure a good working environment;
• Continuous improvement of the organizational image through ensuring proper office lay out and outlook;
• Ensuring that reception services are provided in such a fashion that visitors are provided with a warm welcome and that their needs are swiftly attended to

Qualifications

Purpose and Description

Purpose and Description
Two contract full-time HIV Case Based Surveillance Project Officers will work with NASTAD Ethiopia Senior Specialist for Strategic Information to assist Ethiopian Public Health Institute (EPHI) and Addis Ababa City Administration and Oromia Regional State Health Bureaus (RHB5), to implement HIV Case Based Surveillance (CBS) in these regions. Purpose and Description

This full-time contract position works with Senior Specialist, Strategic Information at NASTAD Ethiopia to assist Federal Ministry of Health (FMOH), Ethiopian Public Health Institute (EPHI), and Regional Health Bureaus (RHBs), in the process of developing and maintaining of the HIV Case Based Surveillance (CBS) data system. The CBS System Developer, with guidance from the Senior Specialist, Strategic Information, EPHI, and in consultation with local and international system development experts, will provide technical expertise to develop the CBS system per requirements. The CBS System Developer will work to enhance and build the capacity of system users on data transfer methods and database administration at different levels of the health structure.
Essential Functions

  • Develop and/or customize and implement a secured, stable and performance- reliable CBS Central Data Repository that is capable of capturing and storing data from different data sources including Electronic Medical Record (EMR) systems, electronic Health Information Management Systems (eHMIS), other health facility- based electronic and paper-based health information systems. Essential functions of the position include, but are not limited to:
  • Designs, develops and implements secure data migration and data transfer procedure from data source and coordinate its implementation that ensures data safety and confidentiality.
  • Develops methods and process for encrypted data transfer and safeguarding data collection, transfer, and storage processes from data breach at all levels.
  • Develops, test, launch, and maintain the central data repository system by following standard procedures for upgrading, backup, recovery, and migration and ensure security, performance and availability of the data system.
  • Provides technical assistance for system users in data retrieval and analysis.
  • Implements data quality assurance activities at all stages of data capture, storage and retrieval
  • Assists system users by developing data collection, extraction, and transfer tools
  • Assists Regional Health Bureaus in the process of developing local system for data storage

Summary of duties and responsibilities:

The job holder reports to the Operations Manager. The candidate sets up, improves and leads the company’s accounting system and takes over other responsibilities in the company’s administration.

  • Ensure that all payment vouchers, invoices, receipts are valid and approved before forwarding it for payment and booking.
  • Carry out cashier functions with daily checking of payments against the cash/bank book entries.

In collaboration with the Federal Ministry of Health (FM0H) and other health sector partners, IHI has designed a fast-moving large-scale quality improvement (QI) initiative with the aim of accelerating the Ministry’s efforts to improve maternal and neonatal health (MNH) outcomes in Ethiopia. This initiative is funded by the Bill and Melinda Gates Foundation, and has three core components:
  • Develop a unified Ethiopian National Health Care Quality Strategy that is aligned with the Health Sector Transformation Plan (HSTP) and builds on the existing initiatives in the country which focus on quality and equity.
  • Launch and test a scalable model of health system improvement in health facilities and communities linked by learning Collaboratives. The model will support FMoH priorities to improve maternal and newborn outcomes, initially across four regions, with the ultimate goal of scaling up to all 11 regions of Ethiopia.
  • Strengthen and develop a sustainable, self-sufficient Ethiopian health care quality culture and capability across multiple levels of the health system.
The Senior Project Officer (P0) will support all elements of IHI’s project within Ethiopia working closely with the Director of programs, and other SPO. The Position holder, will be providing technical support to the regional Health Bureau and assist the RHB to design, implement and execute quality improvement works. The SPO will also participate in coaching and mentoring quality improvement teams from health facilities (hospitals, health centers, and health posts) to apply QI methods to address MNH performance gaps. The Senior Project Officer will be based in Regional capital and project Woreda/s, with up to 75% of their time traveling to sites within their designated region. This is a full time, salaried, 12 month grant-funded position with possible extension. The specific responsibilities for the position are as follows.
Position Responsibilities:
  • Support the regional health bureau to implement the national quality strategy
  • Support the regional health bureau to design, execute, monitor and evaluate MNH Improvement Collaboratives
  • Assist the RHB to design and execute learning sessions and adapt review meeting to incorporate concepts of learning sessions
  • Provide joint coaching and mentoring of QI teams
  • Build the QI capacity of the regional health bureau through different approaches including training and on the job QI coaching
  • Assist the RHB to collect and analyze health care process and outcome data from health facilities and use of this data to improve quality of care
  • Manage relationships with facility, woreda, and regional level leaders and QI teams participating in learning collaboratives.
