Purpose of the Position
  • Oversee logistical operations and provide strategic and tactical leadership to particular Logistics staff (Logistics Officer/ Clearing and Commodity Accounts Unit) to ensure efficiency, accountability and transparency of logistics management processes.
  • Plan, direct and oversee the upcoming shipping arrangement and port operation activities relating to the sourcing and logistics cycle, in compliance with CRS established standards and best practices, donor requirements and local laws.
  • Oversee and regular follow up on the port operations through freight forwarders, clearing agents, prior arrival of CRS cargos
  • Prepare, review and submit various reports through QWICR and verify other regular reports generated from Food Log with reconciliation of the partner’s reports.
  • Coordinate call forwards, port reception, freight forwarding, customs clearance and surveying in close coordination with HQ Shipping and Life Link Logistics.
  • Represent at logistics coordination meetings in the absence of Logistics Manager or Deputy Logistics Manager.
Minimum Requirement:
Qualifications and Work Experience:
  • University Degree in related field, and Certification in Logistics/Supply Chain Management (or significant relevant training and experience). Chartered Professional in Logistics/Supply Chain Management (MCIPS) or its equivalent is an added advantage.
  • Minimum 3-5 years of experience in logistics/ commodity /warehouse management. Minimum two years of experience in relief logistics/commodity management preferred.
  • NGO experience (preferred)
  • Where relevant: Minimum three years’ experience in Title II commodities management as a Senior Manager.

Clinton, the Clinton Health Access Initiative (CHAI) is a global health organization committed to strengthening integrated health systems around the world and expanding access to care and treatment for HIV/AIDS, malaria and other illnesses. Based on the premise that a business-oriented strategy can facilitate solutions to global health challenges, CHAI acts as a catalyst to mobilize new resources and optimize the impact of these resources to save lives, via improved organization of commodity markets and more effective local management. CHAI does not operate stand-alone programs, nor does it build parallel health systems. Rather, CHAI works at the invitation and in support of governments. CHAI's teams are working side-by-side with more than 30 governments to tackle many of the largest barriers to effective health care.

CHAI Ethiopia is currently carrying out a wide range of programs to support the Ministry of Health in improving access to and increasing the quality of health services. As one of CHAI's largest field offices with more than 150 staff, the Ethiopia office operates programs across hospital management; maternal, newborn and child health; HIV/AIDS; nutrition; vaccines; and health financing. The health financing program aims to transform how the health system is financed to substantially and sustainably increase access to services, beginning with essential services for those most in need.

Description:

The Government of Ethiopia is rolling out health insurance with the goal of reaching most of its population of 100 million people by 2020. The government is scaling up community-based health insurance for the informal sector, rolling out social health insurance for the formal sector, and harmonizing these two schemes under a national insurance scheme. This is one of the most ambitious health financing reforms on the continent, and if implemented well, has the potential to transform the health system and move the country closer to its goal of universal health coverage.

To successfully roll out this ambitious reform, the leadership of the newly formed Ethiopian Health Insurance Agency will need to overcome technical, operational and management challenges. CHAI has been asked by senior leadership of the Ethiopian Health Insurance Agency to provide comprehensive support in testing innovations across pilot community based health insurance schemes, to ensure health insurance can be sustainably brought to scale. This includes putting in place more efficient and effective management structures and information systems, new mechanisms pool or re-distribute resources across districts, new processes to better incentivize and hold providers accountable for efficient and high quality service delivery, and new policies and processes to enroll hard to reach populations. Ethiopia will be a flagship program for CHAI's work in health insurance, shaping our engagement in other countries.

CHAI is seeking a highly motivated individual with strong technical capabilities and relevant experience to play a key role in our engagement in insurance in Ethiopia. The Technical Advisor will provide technical and analytical input to a large CHAI team. The technical advisor, through robust analytical work, will help inform policy changes in how insurance is pooled and used to re-distribute resources and purchase services. This will include generating and analyzing evidence, and then working with the government and international experts to align on a benefits package, to define premium rates, to revise the pooling strategy, and to improve provider payment mechanisms and rates. Decisions will be piloted in a sub-set of regions, iterated on, and then brought to national scale.

This role offers the opportunity to be involved in the development of one of the largest national financing reforms on the continent, furthering expertise in health financing, and building experience in managing complex technical projects, working closely with the Government of Ethiopia. This role will report to the Senior Technical Advisor on the CHAI Ethiopia Health Financing Team.

Key responsibilities include, but are not limited to, the following:

  • Work with the Ethiopian Health Insurance Agency and CHAI staff in areas ranging from benefits design, to member management, to provider management, to management information systems, to pooling and finance.
  • Support the design and implementation of research. This includes taking ownership of technical work streams within priority areas, including a health service costing.
  • Support analyses such as financial sustainability modeling to inform and iterate on premiums, subsidies, benefits and contribution rates.
  • Present research and analyses to stakeholders, working with the Health Insurance Agency to use this information to develop evidence-based strategies, policies and procedures beginning in two pilot regions.
  • Pilot, roll-out and continuously improve core business processes in two pilot regions; for example through the development of tools or reporting templates and advising on improved data management and analysis techniques.
  • Support capacity building initiatives for a team of CHAI staff working across different directorates of the Health Insurance Agency, providing technical input and formal training and day to day support.
  • Work with international and local external experts
  • Other responsibilities as assigned by manager

CHAI works in a fast-paced, results-driven environment and this health insurance reform is a top priority for the government. This individual would need to have strong grasp of the theoretical foundations of health financing, combined with excellent applied quantitative skills, and relevant experience. Professional experience in health insurance, in either a developed or developing country context, is a significant advantage. The ability to generate technical output and translate findings into pragmatic policy recommendations will be central to the success of the technical advisor role. CHAI places great value on resourcefulness, responsibility, tenacity, flexibility, independence, energy, work ethic and humility.

Qualifications and advantages include the following:

  • Advanced degree (Masters or PhD) in a related field such as health economics, public health, financial management, public policy is strongly preferred; or Bachelor's degree minimum with exceptional experience
  • 7-10+ years of professional or experiential experience in demanding, results-oriented environments in either the public or private sector preferred; 5 years minimum professional experience
  • Experience working in health or life insurance in developed or developing countries would be a strong advantage. This could include, but is not limited to, specific experience in actuarial costing, benefits design, and provider contracting and payment mechanisms.
  • Experience working with government agencies in advantage;
  • Knowledge of the Ethiopian health system is an advantage;
  • Excellent problem solving, analytical and quantitative skills, including attention to detail;
  • Advanced data analytics skills including a high level of proficiency with Excel and experience in financial modeling;
  • Ability to work independently, set priorities and handle multiple tasks simultaneously;
  • Ability to learn on the job quickly and absorb and synthesize a broad range of information;
  • Ability to navigate ambiguous and complex processes and be flexible;
  • Strong communication skills, including delivery of compelling presentations and documents;
  • Strong command of the English language; and
  • Willingness to travel within Ethiopia as needed.

The Head of Mission is responsible for the country coordination in its different aspects: staff, logistics, budget and procedures’ respect. He/she represents COOPI inits relations with the donors, institutions, NGOs,local government and international agencies. He/she cooperates with the AM and DCC in the definition of the Country Strategy and the intervention priorities. He/she guarantees the correct project implementation and ensures the Country Regulation presence and respect. He/she guarantees the compliance with the organization and the donors’ procedures.

RESPONSIBILITIES

Institutional relations: He/she manages relations with the main institutional donors and with potential ones.

He/she represents COOPI in the country/area by engaging in relations with institutions, NGOs, local and international organizations and partners. He/she also is responsible of the organization’s reputation in the country.

Strategy and planning: He/she verifies and proposes to the AM/DCC the intervention priorities to consolidate the organization’s opportunity to be more involved in the country. He/she contributes to the definition of the Country Strategy and proposes the country planning (projects and coordination).

Projects’ management: He/she coordinates and directly monitors projects, guaranteeing the correct

implementation in conformity with the contractual obligations and donors’ procedures, and in line withCOOPI’s procedures and management standards. He/she coordinates the elaboration, writing and documents’ preparation for presenting new projects, referring to the AM/DCC and the headquarters support offices. He/she is responsible for the preparation of projects reports and all the monitoring documents requested by the central headquarters. He/she ensures the transmission of all official and administrative project documents to the central headquarters.

Country office management: He/she is responsible for all different aspects related to the country office management: economic and financial situation, local regulations, office organization charts, logistics, local and expatriate personnel management, in conformity with the organization’s guidelines. He/she guarantees the respect of the country’s legislation and administrative regulation.

Staff management: He/she is responsible for the local staff management. He/she supports upon request the AM/DCC and the Human Resources office in the selection of the expatriate staff. He/she coordinates and monitors the country’s expatriate staff management.

Safety: He/she is responsible for the expatriate staff security, for the correct implementation and respect of the general security rules.

Economic and financial management: He/she is responsible for the country’s economic result. He/she supervises the financial management and ensures – through the administrative function – that all financial reporting deadlines and donor/COOPI’s procedures are respected. He/she participates to the projects/coordination budget preparation. He/she has the signature for all COOPI’s bank accounts in the country.

Visibility: He/she cooperates with the Communication and Fund-Raising office for all communication, awareness and fund raising activities implemented in and for the country.

REQUIREMENTS

  • Degree in Climate Change, Disaster Risk Reduction and Management, Agriculture or Sustainable Development and Sustainable Agriculture or a related field or equivalent work.
  • Minimum 5 years experience in the humanitarian field and in a similar position, with a track record of success and results achieved;
  • Previous experience with an international humanitarian NGO;
  • Previous working experience with main donors (specifically EU) is mandatory
  • Experience of working within an insecure environment with responsibility for security planning, monitoring and management.
  • Strong analytical and practical problem-solving skills;
  • Strong supervisory abilities, and demonstrated capacity of teamwork and of coordination with the relevant actors;
  • Very good inter-personal and writing communication skills;
  • Ability to organize work efficiently and deliver assignments in a timely manner often under time constraints;
  • Proficiency in written and spoken English;
  • Computer literacy, with high proficiency in the use of standard office software applications (e.g. Microsoft Word, Excel and PowerPoint);
  • Valid driving license.

 1.      Position Title: Manager, IT Security   

 

Duty Station: Addis Ababa

 Job Purpose:- Design ECX’s IT security infrastructure and architectural topology including recommending hardware, operating system, software, and information security requirements to ensure the confidentiality, integrity, availability, and privacy of information systems. Monitor and enforce IT security guidelines. Devise plans and ensure the implementation of the work plans.

 

DUTIES & RESPONSIBILITIES

Job Responsibility # 1: Planning and Management

  • Plan, organize, direct and control the activities of the Unit;
  • Plan, organize, direct and control IT security initiatives;
  • Develop a comprehensive IT security Policy, manual, guidelines, standards, review it and ensure its proper implementation;
  • Prepare annual work plan and budget requirement;
  • Cascade and develop work unit and individual annual work plan and facilitate its successful accomplishment as per the standards;
  • Implement the annual plan of the Unit, including any special tasks or projects requested by management and approved by the chief IT Officer.

 Job Responsibility # 2: Information Security

  • Ensure consistent adherence to IT Security life cycle methods and processes;
  • Ensure that security measures are in place at all ECX systems and compile a report inclusive of recommendations as a measure against possible IT related risks;
  • Lead ECX IT security policy development, implementation and periodic updates;
  • Develop and maintain overall project plan for responsible areas and ensures implementation of the work plans;
  • Manage IT security projects from initiation to full implementation;
  • Develop technical standards, templates and guidelines;
  • Introduce and enforce best practice IT security ideas, methods and processes;
  • Approve work products and deliverables;
  • Define performance objectives and ensure timely completion of staff performance review;
  • Work with business users to elicit business requirements, as needed;
  • Serve as mentor and coach to IT security staff members;
  • Work with other divisions to recruit and hire best IT security staff members;
  • Provide input and lead technical bid evaluations for IT security procurements;
  • Proactively communicate progress, issues and risks  on team’s tasks;
  • Serve as point of contact for all security related matters and liaise with the law enforcement bodies with respect to security issues;
  • Stay up to date with security trends, threats, and technologies to implement best practice and proven IT security solutions;
  • Supervise the operation of ECX security personnel on a daily bases;
  • Stay abreast of ECX business and its operations;
  • Design and periodically update the Unit’s manual.

 Job Responsibility # 3: People Management

  • Direct, lead, guide, support and control staff responsible to him/her to ensure that they are appropriately motivated and trained to meet all Unit targets and that they carry out their responsibilities to the required standards;
  • Orient, mentor and assign responsibilities to staff under his/her supervision;
  • Initiate and support implementing staff training in order to increase their efficiency and effectiveness;
  • Manage evaluation performances of the Unit’s staff based on HR policy of the Exchange;
  • Conduct regular meetings with supervisors and staff under his/her supervision to discuss ways and means of improving work systems. 

 Job Responsibility # 4: Networking

·         Establish and maintain networks and good relationships with government institutions, business sectors and other stakeholders as necessary.

·         Oversee the effective management of key stakeholder relationships and partnership with regard to IT security matters.

 Job Responsibility # 5:  Reporting

·         Direct the production of IT performance reports and submit the same to immediate supervisor;

·         Perform other related duties as assigned by the Chief IT Officer.

 

Job Requirements:  

·         MSc/BSc in Computer Science, Information System or related field.

·         6/8 years of work experience in IT infrastructure (system/network) security.

REQUIRED SKILL

·         Certifications of   CISA,CISSP,CCIE Security and any standard Information security related certification is desirable;

·         Certification on MCSE or MCITP,CCNP  are an advantageous;

·         Advanced  knowledge in the MS Exchange& Active Directory;

·         Good understanding of standard Internet protocols (FTP, HTTP, DNS, SMTP);

·         Knowledge on networking ,system, database, Microsoft  operating system ;

·         Strong working knowledge of Windows client/server and Unix/Linux systems;

·         Knowledge in software development (in Java, C++, C#);

Responsible for designing, developing, executing, and maintaining test plans, testing cases and methodologies that ensure exhaustive testing of all assigned applications.   • Plan, organize, direct and control the activities of the Unit;
  • Produce action plan of the Unit that is aligned to the strategic plan; ensure implementation of the work plan;

·         Plan and execute script-driven automatic testing for regression and all other kinds of testing;

·         Ensure executing of test cases that product operates as designed;

·         Manage defects, generate reports, define testing strategy and communicate and document test results;

·         Follow up the writing, revision and verifying quality standards and test procedures for program;

·         Provide technical expertise on specific products, operating systems and specialized environments;

·         Recommend program improvements or corrections to programmers;

·         Identify coding and development issues, enter them into the defect tracking system and resolve the issue with programmers;

  • Providing reports, recommending alternatives that address existing and potential trouble areas in software quality assurance and other related duties as assigned;
  • Liaise with other IT teams to ensure timely resolution of complex software  quality assurance issues;
  • Conduct periodic user satisfaction survey to continuously improve service;
  • Stay updated with latest technology and implement innovative solutions;

  • Assess need for new software quality assurance equipment, produce specifications and monitor use;
  • Stay abreast of ECX business and its operations.

 Job Responsibility #3: People Management

  • Direct, lead, guide, support and control staff responsible to him/her to ensure that they are appropriately motivated and trained to meet all Unit targets and that they carry out their responsibilities to the required standards;
  • Orient, mentor and assign responsibilities to staff under his/her supervision;
  • Initiate and support implementing staff training in order to increase their efficiency and effectiveness;
  • Manage evaluation performances of the Unit’s staff based on HR policy of the Exchange;
  • Conduct regular meetings with supervisors and staff under his/her supervision to discuss ways and means of improving work systems. 

 Job Responsibility #4: Networking

  • Establish and maintain networks and good relationships with government institutions, business sectors and other stakeholders as necessary;
  • Oversee the effective management of key stakeholder relationships and partnership with regard to software quality assurance matters;

 Job Responsibility #5: Reporting

·         Lead the production of performance reports of the Unit and submit the same to immediate supervisor.

·         Perform other duties as assigned by the Chief IT Officer.

Job Requirements:  

·         MSc/BSc in Software Engineering, Information Technologies, Computer Science or related field.

·         6/8 years of work experience in relevant field like in C# and ASP.NET, 

REQUIRED SKILL:

·         Solid understanding of LAN and WAN infrastructure;

·         Solid understanding of Database fundamentals;

·         Proven ability to troubleshoot and solve complex IT problems;

·         Solid understanding of  Application Software;

·         Certification in Quality Assurance
