CAFOD (on behalf of CAFOD, SCIAF and Trocaire) is currently looking for an Ethiopian citizen for the position of Women Empowerment Coordinator based in Ethiopia. The Women Empowerment Coordinator will report to the Programme Manager and will have the following job purpose.
Job Purpose
  • Technical Support: Build women’s empowerment and gender awareness and capacity among all CST staff, across all programmes and functions; complement partners’ thematic understanding on Women Empowerment, contributing to the development of relevant interventions that bring about positive change; work to strengthen CST and partners’ women’s social and economic empowerment programming
  • Programme management and development: In line with the direction set by the Country/Sub-regional Strategy and in co-operation with partners, develop and manage CST/SCIAF/Trocair supported long-term development Women’s Empowerment programme;
  • Managing effective relationships with partners: develop and nurture partnerships and provide and facilitate capacity development support, where appropriate;
  • Internal and external representation: of the Ethiopia programme, in co-ordination with the Country Representative, Programme Manager and the Institutional Funding Coordinator, as appropriate;
  • Financial management and monitoring of programmes and projects: develop and manage budgets, and monitor expenditure in line with agreed parameters;
  • Accountability & Learning and Innovation: ensure strong learning and knowledge management on innovative Women Empowerment practices and evidence based research;
  • Systems and compliance: ensure the effective use of CST/SCIAF/ Trocaire systems, which includes ensuring compliance with agreements, regulations and requirements attached to our work;
  • Staff management: management and support of our staff, including line-management of the programme staff working under the women’s empowerment programme, in accordance with CST/SCIAF/Trocaire management standards.
Job Scope
The post-holder will be responsible for managing CAFOD, SCIAF and Trocaire’s Women Empowerment programme in Ethiopia. The post holder will also lead in supporting CST’s wider efforts to strengthen Women’s Empowerment and gender sensitive and transformative approaches across all aspects of CST’s programmes and work. The post-holder is going to build effective working relationships with Women’s Empowerment related departments of CAFOD, SCIAF, and Trocaire. This is in order to develop and maintain horizontal links and to foster learning, innovation, good practice between programmes, as well as supporting fundraising within and between regions or areas of work. The role has a number of cross- divisional and cross-organisational functions linked to work with CAFOD, SCIAF and Trocaire Education, Communities & Supporters. Fundraising, Finance, Media, Policy and Advocacy teams.

The post-holder will be expected to undertake frequent travel within Ethiopia to Partners on field visit (approximately 12 weeks per year) and occasional international travel.
Essential:
  • Understanding and first-hand experience of women’s social and economic empowerment and gender sensitive/transformative work/projects, priorities, trends and best practices; minimum of 8-10 years of experience.
  • Third level qualification (preferably Masters) in Development Studies, International Relations, Human Rights Law or similar;
Desirable
  • Women with adequate experience of Women’s Empowerment programming, especially Gender Equality, Social Justice and Human Right
  • Fluent written and spoken English and Amharic

Job Summary: CRS will hire two Health and Nutrition Project Officers, to be based in Dire Dawa (1) and Shashemene (1) and to work closely with implementing partners Hararghe Catholic Secretariat (HCS) and Meki Catholic Secretariat, (MCS) respectively. The Health and Nutrition Project Officers will provide strategic vision, management and technical expertise in leading the activities of one of the key purposes of the DFSA: pregnant and lactating women (PLW) and children under five(CU5) have improved nutritional status. The Project Officer will establish and maintain positive and complementary working relationships across a wide range of contributing implementing partners and GoE stakeholders. The Project Officer will liaise with GoE health and agricultural extension programs, working to strengthen the quality and coordination of services at community, kebele and woreda levels to ensure households increase access to and utilization of preventative and curative health and nutrition services. The Project Officer will focus DFSA nutrition interventions on the targeted beneficiaries of PLW and CU5, in accordance with national policy, and will also give additional focus to reaching children under two years of age to prevent stunting.
Required qualifications:
  • Bachelors or Masters in a relevant field including public health and/or nutrition.
  • 5 years demonstrated experience with USG or other similar development projects focused on child health and nutrition (preferably with experience related to engaging populations vulnerable to malnutrition and increasing household uptake of nutrition services, preferably Ethiopian with understanding of the Ethiopian context)
  • Experience with project implementation oversight and budget management
  • Demonstrated ability to work and coordinate effectively with a wide variety of stakeholders, including national and local government, donors, community-based organizations, and the private sector

The Project Officer will focus DFSA nutrition interventions on the targeted beneficiaries of PLW and CU5, in accordance with national policy, and will also give additional focus to reaching children under two years of age to prevent stunting.
Required qualifications:
  • Bachelors or Masters in a relevant field including public health and/or nutrition.
  • 5 years demonstrated experience with USG or other similar development projects focused on child health and nutrition (preferably with experience related to engaging populations vulnerable to malnutrition and increasing household uptake of nutrition services, preferably Ethiopian with understanding of the Ethiopian context)
  • Experience with project implementation oversight and budget management
  • Demonstrated ability to work and coordinate effectively with a wide variety of stakeholders, including national and local government, donors, community-based organizations, and the private sector
  • Excellent verbal and written communication skills in both English, Oromifa and Amharic;

Job Purpose
  • Technical Support: Build women’s empowerment and gender awareness and capacity among all CST staff, across all programmes and functions; complement partners’ thematic understanding on Women Empowerment, contributing to the development of relevant interventions that bring about positive change; work to strengthen CST and partners’ women’s social and economic empowerment programming
  • Programme management and development: In line with the direction set by the Country/Sub-regional Strategy and in co-operation with partners, develop and manage CST/SCIAF/Trocair supported long-term development Women’s Empowerment programme;

Job Scope

Vacancy for the post of Senior Finance Officers


Background:
The Pharmaceuticals Fund and Supply Agency (PFSA) was established as governmental   organization by proclamation No. 553/2007 with it's mission - to Supply need based and quality pharmaceuticals to the public.
Currently the Agency is planning to improve the financial management system both at the head and branch office levels. Thus, there is a need to recruit three (3) Senior Finance Officers for different duty stations
Objective:
To support the Fund Administration Directorate of the pharmaceuticals Fund and Supply Agency in strengthening the financial records, reconciliation and capacity building to Head Office and Branches

Detail responsibilities:
Assist and advise Finance Coordinators IN all financial accounting and management reporting process including Developing disbursement plan;
Monitor expenditures and ensure all expenditures are within the allocated budget.
Prepare timely financial report to appropriate bodies; a Maintain long term and short-term cash flow projection to better monitor the cash balance: o Ensure that the account are ready for external audit;
Ascertain that audit findings and recommendations are taken care of
Ensure that the Head Office Home Office ledger RDF and program accounts are timely reconciled with branch records;
Review expenditure for accuracy and completeness to the contract agreement;
Prepare and review accounting document;
Ensure compliance with the statutory financial management and grant management requirements of donors;
Supervise the input and handling of financial data and report for the company automated financial system;
Interact with Internal and external auditors in completing audit;
Build the capacity and coach junior staff of the directorates fund and regional staffs;
Handle Reconciliation and liquidation of funds as per respective requirement and agreements;
Other duties as assigned by the Directors of Fund Administration, fund coordinators at hubs and his Advisors.
Accountability
The senior Finance Officers are technically and administratively accountable to Fund Administration Directorate and branch manager respectively.
The Government regulations will be applied to guide the day to day services of the Officer.

 

Qualifications and Experience:
Education
Minimum of Bachelor Degree in Accounting, Financing, Business Administration and Management or related field.
Master’s Degree holders in the similar discipline with relative experience can apply for the position. Professional certification is an advantage.
Experience
A minimum of seven and nine years professional work experience in budget monitoring & control and/or Accounting & Reporting and/or finance management related area for MA and BA holders ,respectively. Skills in budget preparation, financial analysis and reporting are advantages, knowledge of government and public finance or business organizations accounting budgeting, and cost control system including grant management is/are required.
