Knowledge & Skills required:
  • Strong hands-on/technical knowledge of core Microsoft and CISCO technologies including but not limited to Windows Servers, Active
  • Directory and core Network/ CISCO technologies like LAN/WAN, subnets, firewalls, VLAN’s, and VPN using CISCO switches, routers and ASA’s is required.
  • Strong hands-on/technical knowledge of IBM and VMware technologies. Must have a good familiarity with other IT Infrastructure technologies like storage area networks (SAN), WAN acceleration devices, SSL/IPSec, Virtualization, Business Continuity, Disaster Recovery.
  • Extensive experience required in service provider networks with experience managing teams and with responsibility for completing complex deployment projects within budget and on specific timelines.
  • Knowledge and experience of operating systems on AIX, Linux and windows server.
  • Experience in IT Project Management.

Qualification and Experience: BA Degree in Accounting from recognized University/ College and 6 years’ service with 2 years of minimum service in FAO position. NGOs Experience is highly preferable.

Overall Job purpose

Overall Job purpose
The overall objective of the post is to provide technical support to DCA Ethiopia’s Humanitarian intervention team in Gambella, Bale and in other DCA Operation areas for effective designing, implementation, monitoring and evaluation of the projects. The officer plays a key role in staff capacity development, regular monitoring of the projects’ performances (activity Vs Budget), represent DCA at different coordination meetings, quality control the project outputs and implementation processes and ensure the projects are implemented as per the humanitarian standards. The technical Officer, will regularly review the field reports and ensure quality check before submission to HQ and Donors. The Technical Officer will spend 60% his/ her time to support the Gambella Based team.
Key Duties & Responsibilities
Project Development
  • Actively take part in need assessment and other studies both in refugee and Host communities setting as input for Concept note and Proposals development
  • Actively take part in proposal and concept note development for possible funding
  • In collaboration with the field staff follow up on the context of the project and propose timely corrective actions for the projects
  • Provide technical support for development of Detail Implementation Plan (DIP) for humanitarian Projects
  • In collaboration with the relevant staff ensure that DCA accountability frame work is in place for the humanitarian projects and implemented.
  • Provide technical support to put in place a realistic M&E system for each humanitarian projects and implemented. This include the field data collection tools, project data base and continuous updating of the database
  • Ensure the all humanitarian projects are implemented in accordance with donor requirements and as per the quality standard and agreed detail implementation.
  • Ensure that a clear beneficiary targeting criteria is in place and implemented.
  • Provide technical leadership role in baseline and end line surveys.
  • Review field reports and ensure they are as per the set standards for reporting
  • Lead on documentation of the best practices of the humanitarian projects involving the field staff
  • Prepare technical field visit report and ensure that the recommendation made get appropriate attention from the relevant managers
  • Develop and maintain positive working relationships with DCA staff, local authorities, international and national organizations, as well as technical focal points for humanitarian response
  • Represent DCA at different forum with a Guidance of Humanitarian Programme manager
  • Support the team to ensure the visibility requirements are address for each humanitarian projects
