Ethiopia: JEOP Deputy Chief of Party, Commodity Monitoring & Compliance

CRS/Ethiopia is the lead agency of the USAID/Food for Peace (FFP)-funded, Joint Emergency Operation (JEOP), an emergency food security program that first started in 2008 to address acute food security shocks. CRS expects USAID funding through July 31, 2019 with an approximate program value up to $100 million in cash and food for FY17. The participating consortium members are CRS, CARE, Food for the Hungry, Relief Society of Tigray (REST) Save the Children, and World Vision. CRS additionally subgrants to two local partners: Hararghe Catholic Secretariat (HCS) and Meki Catholic Secretariat (MCS) both of which receive significant support and capacity strengthening. The program is managed through a core management team located in Addis Ababa, Ethiopia.

The DCOP/CCS will also oversee the newly formed partner capacity strengthening staff to ensure CRS' partnership principles are appropriately used in the process to ensure the closure of findings while also supporting organizational capacity strengthening with the end goal of allowing local partners to take a more substantial role in potential future awards. S/he will be responsible to develop capacity building plans and learning schedules for sub-awardees that address gaps and commodity management needs.

The person filling this position will be dedicated 100% to the JEOP and will report to the JEOP Chief of Party.

SPECIFIC DUTIES INCLUDE:

  1. I. Strategic Capacity Strengthening

  2. Develop plans with partners to address current gaps in capacity and support partners in taking on additional operational responsibility to meet commodity management standards

  3. Facilitate consortium-wide learning and the institution of proven best practices.

  4. Ensure effective management of human, material and financial resources in accordance with the guidance named above.

  5. In collaboration with partners' Project Managers, design and facilitate regular program learning events with consortium partners and other key stakeholders, ensuring that lessons of sound practice are documented and disseminated through program implementation and review.

  6. Address bottlenecks and scale up best practices with partners/consortium members to achieve high quality and timely program implementation.

  7. Work with the Chief of Party and the Deputy Chiefs of Party/Operations & Program Quality in drafting narrative input into USAID reporting and annual PREP

  8. Coordinate with partners to plan monthly activities using the QIVC tool.

  9. Support partner organizations in orienting regional government officials to the JEOP and its activities and linking partners more closely with regional administrations.

II. Compliance

  • Coordinate with JEOP partners to achieve full compliance with the following guidance: Food for Peace Act; USG regulations, including but not limited to 22 CFR 211 (Reg. 11); the terms of the JEOP Cooperative Agreement and partner sub-agreements; and Food for Peace and USAID/Ethiopia policies by providing technical oversight and guidance.
  • Contribute to the compliance of CRS' Primary Distribution Points (PDPs) with the above commodity management regulations, and work with the Logistics team to put in place the systems to ensure compliance with all USG regulations.
  • Develop and implement a mechanism to communicate issues to JEOP partners identified by the JEOP monitoring teams, set deadlines by which corrective actions must be taken, and ensure the partners are implementing the corrective measures.
  • Ensure that visions and plans for program implementation are in line with JEOP policies and strategies.

III. Liaison

  • Support Chief of Party to liaise between JEOP and other stakeholders from Government, USAID, international agencies and NGOs, JEOP consortium partners, EARO and CRS HQ.
  • Closely coordinate the work between the compliance, capacity strengthening and operations units to support stronger programmatic outcomes and prevent compliance issues
  • Work with the CRS logistics department to address challenges and strengthen connections between JEOP compliance and logistics
  • Serve as Chief of Party in his/her absence as requested.
  • Perform other duties related to the implementation of the JEOP or assigned by supervisor.

QUALIFICATIONS

  1. A Master's degree (preferred) in International Development, Social Science or related technical field with a minimum of 7 years experience with CRS or other humanitarian agencies;
  2. Knowledge of USAID and USG grant regulations and procedures;
  3. Prior management of USAID funding required; knowledge of Title II policies and procedures preferred;
  4. Experience in consortium management is preferred.

Knowledge, Skills and Experience:

  1. Proven skills, knowledge and experience in USAID program areas of emergency food distribution, program monitoring and evaluation, commodity management, consortium management, logistics;
  2. Minimum three years' experience in Africa in a senior position that demonstrates mentoring national staff to achieve program results;
  3. Exceptional English writing skills and the ability to capture, synthesize and report out consortium learning to CRS and the broader food security community.

    1. Demonstrated ability to work both strategically and at an appropriate level of detail to lead a complex program and consortium, excellent analytical skills;
    2. Excellent partnership skills and the ability to interact effectively with donors, collaborating agencies, and local partners demonstrated through close work experience with international PVOs;
    3. Demonstrated capacity to understand the current best practices and challenges while coordinating to implement JEOP program strategies through a participatory approach;
  4. Computer literate, with strong knowledge of MS Office applications, spread sheets, database programs, and statistical software packages;

  5. Personal qualities include flexibility, persistence, and ability to work well with people and cross cultural skills.

Travel: Willingness to travel approximately 40-50% of the time to remote areas of the country.

Language: English, excellent written and oral communication skills in English. Working capacity in French, Spanish, Arabic or Portuguese not required for this position, would be a plus.

Background:

Catholic Relief Services (CRS) is an International non-governmental organization supporting relief and development work in over 110 countries around the world. CRS programs assist persons on the basis of need, regardless of creed, ethnicity or nationality. CRS works through local church and non-church partners to implement its programs, therefore, strengthening and building the capacity of these partner organizations is fundamental to programs in every country in which CRS operates.

Job Description:

The purpose of this position is to manage, strengthen, and provide strategic direction to CRS Ethiopia's Development Food Security Activity (DFSA) MEAL system, ensuring cross-learning in MEAL among projects, and to build capacity of MEAL staff. The MEAL Manager will be responsible for supervising DFSA MEAL activities, managing assessments and surveys for the DFSA. When possible, the MEAL Manager will also work closely with CRS program teams and partner staff to develop high quality monitoring systems and tools that address indicators set out in project proposals. He/she will ensure that learning from projects is systematically captured and used throughout the country program. He/she will also take learning needs into account, and develop and conduct capacity building for MEAL and program staff, with support of the Chief of Party (CoP), Deputy Chief of Party (DCoP) and the Regional Technical Advisor (RTA) for M&E.

The MEAL Manager is expected to have a high level of self-initiative and use critical thinking skills to identify and fill gaps. The MEAL Manager should have the ability to work sensitively and positively with programming teams and promote a learning environment -- success of the post relies on this.

Specific Responsibilities:

  1. MEAL Strategy & Design

  2. Provide strategic high level feedback, analysis and interpretation throughout the program startup and implementation processes.

  3. Ensure that the DFSA MEAL systems are in compliance with CRS' global and regional policies, procedures, standards, and strategic initiatives, and compliant with USAID/FFP requirements.

  4. Provide strategic direction for the development and maintenance of MEAL systems, and the roll-out of new initiatives.

  5. Support Sectoral Managers and MEAL team/working group members in the design and implementation of assessments, gender analysis, stakeholder analysis, organizational capacity assessments, and other pre-program data collection and analysis.

  6. Ensure the consistency of tools and indicators across all partners, sectors, and programs as appropriate, maintaining a bank of key program indicators.

  7. Support programming staff to incorporate participatory methods into community level M&E systems and tools.

  8. Collect and analyze lessons learned and best practices from previous and ongoing programs capturing the impact of activities, and ensure that these are incorporated into the design of new projects.

  9. Leverage lessons learned, best practices, program data, evaluations, and other information to generate donor communication pieces, proposal annexes, success stories, case studies, and other high-quality, results-based documentation.

  10. Work with senior management to identify and pursue strategic opportunities for program development, expansion, etc.

  11. MEAL Implementation

  12. Lead mandated evaluations, needs assessments, annual surveys, case studies, and other evaluation efforts.

  13. Update DFSA MEAL operation manual as necessary to ensure that they are up-to-date, high quality, and contain tools, data flow maps, and analysis plans that address all information needed for program quality and donor reporting.

  14. Manage agency driven MEAL inquiries, requirements i.e. end of year beneficiary counts, Annual MPP self-assessments, etc.

  15. Contribute to donor proposals and reports, through high quality analysis of reports and interpretation of data.

  16. Support the MEAL team in strategically preparing and reviewing MEAL calendars.

  17. Support quarterly review and analysis meetings/visits at partner level, annual learning-to-action events and reflection sessions to systematically analyze data for programmatic use, and to document and incorporate lessons learned into program design and implementation.

  18. Ensure that transparent high quality accountability mechanisms, including beneficiary feedback and response mechanisms, are in place for all programs and are regularly monitored and evaluated.

  21. With the Country Program (CP) MEAL Manager, support the CRS Ethiopia MEAL Community of Practice to share learning, resources, and support across offices.

  22. Develop and co-facilitate MEAL workshops and modules for staff and partners, to share MEAL tools, processes, and best practices to cultivate a culture of learning.

  23. Conduct orientations for new MEAL and program staff on CRS systems and key MEAL resources.

  24. Provide mentoring/accompaniment to CRS and partner staff to increase capacity and to achieve annual performance and development plans.

  25. Remain updated with developments among the CRS MEAL community and worldwide MEAL trends and resources, and ensure that the DFSA MEAL team is applying CRS MEAL guidance and policies appropriately and in a timely manner.

  26. Conduct field monitoring visits events frequently with project teams and implementing partners

  27. Provide feedback to senior project and MEAL staff to improve the overall MEAL system and ensure quality implementation of MEAL activities.

Person Qualifications:

  • Master's degree in Statistics, Demography, Development Economics or a field related to international development
  • At least eight years of managerial experience with an NGO (experience with INGO preferred); particularly with Title II, in addition to significant MEAL experience
  • Experience working with large donors, including USAID/FFP
  • Familiarity with principles and current approaches to MEAL in development programs using both quantitative and qualitative methods
  • Experience with participatory MEAL systems
  • Proficiency in database development/management, SPSS, EPI-Info, Access, Excel and skills in analyzing, interpreting and communicating information to various stakeholders

The Head of Mission is responsible for the country coordination in its different aspects: staff, logistics, budget and procedures’ respect. RESPONSIBILITIES

Institutional relations: He/she manages relations with the main institutional donors and with potential ones.

REQUIREMENTS

  • Degree in Climate Change, Disaster Risk Reduction and Management, Agriculture or Sustainable Development and Sustainable Agriculture or a related field or equivalent work.
  • Minimum 5 years experience in the humanitarian field and in a similar position, with a track record of success and results achieved;
  • Previous experience with an international humanitarian NGO;
  • Previous working experience with main donors (specifically EU) is mandatory
  • Experience of working within an insecure environment with responsibility for security planning, monitoring and management.
  • Strong analytical and practical problem-solving skills;

Ethiopia: Real Time Learner

Background

Progress is being made on including refugees in the national systems of Ethiopia and host communities in refugee responses. The central idea behind these approaches is to ensure better coverage of services for refugees and host communities, more equitable treatment, and investments in longer-term national systems that will remain in place once humanitarian organizations withdraw from the scene.

Examples of strong collaboration with line Ministries abound. In the health sector, ARRA and UNHCR partner with the Federal Ministry of Health and the Regional Health Bureaus on emergency preparedness and response, as well as on the control of major disease burdens such as malaria and tuberculosis. In the education sector, the collaboration between the Federal Ministry of Education, the Regional Bureaus of Education, UNHCR and ARRA has resulted in the adoption of the national curriculum in all schools operating in refugee camps and in the establishment of the Education Management Information System, which will now track progress of refugee and national students in the same way.

Inclusion in national systems benefits host communities as well. The recent installation of the Itang integrated water infrastructure system in Gambella region is a case in point. Rather than rely on an expensive water trucking option, which is temporary by nature, a large scale water infrastructure scheme has been developed together with the Regional Water Bureau and UNICEF to respond to the needs of three refugee camps and two neighbouring towns. This project, once completed, will serve a population of 250,000 and will be managed by a professional public water utility.

Policy and legal reforms are now underway to further support refugee inclusion in national systems and host communities in refugee responses. The revision of the Refugee Proclamation 409/2004, in line with the Government pledges made in September 2016, is a significant step towards creating such an enabling environment. Equally important are the Government’s decision to be a roll-out country for the UNHCR-led efforts to implement the Comprehensive Refugee Response Framework (CRRF) in line with the UN General Assembly’s New York Declaration and the World Bank’s decision to allocate IDA18 funding to support development interventions in Ethiopia benefitting both host communities and refugees.

Success of the humanitarian-development cooperation will be contingent upon effective joint planning, adequate donor support and an ability of all stakeholders to work side by side, in a complementary fashion, in order to deliver on the Government’s pledges aimed at ensuring a comprehensive refugee response.

Purpose and Objectives

UNHCR will rely on real time learning to document and facilitate reflection on applying a comprehensive refugee response in Ethiopia. The tasks of the Real Time Learner will include:

  • Reliably capturing the evolution in thought process among the key stakeholders in delivering on the Government pledges, applying the CRRF at the country level, challenges encountered, and opportunities seized;

  • Reliably documenting the experience of engaging with the World Bank (including the programming of IDA18 funds and the implementation of the DRDIP project);

  • Documenting progress in implementation, achievement of results with the view to helping inform timely course correction at the country level; and,

  • Support in identifying good practice and lessons learnt to be applied in other CRRF countries.

The Real Time Learner will report to the Assistant Representative (Protection) of UNHCR Ethiopia operation, and be based at UNHCR office in Addis Ababa between October and December 2017, with possibility to go on mission to selected sites in-country.

Approach and Responsibilities

UNHCR expects the Real Time Learner to lead on two critical functions:

  1. Document the conceptualization and implementation process

  2. Conduct document and data review;

  3. Develop a list of key guiding questions to focus on for the real time learning; and,

  4. Using the guiding questions, solicit, interview and document relevant observations from key stakeholders, including the Government, UNHCR staff, partners, refugees, donors and local observers.

  5. Support UNHCR-Ethiopia to select learning-oriented questions and areas of inquiry

  6. Identify critical and relevant areas of inquiry for deeper reflection, evaluation and research (including innovations and adaptations); and,

  7. Collate and consolidate relevant correspondence and high-level meeting minutes, press articles on the Government pledges, WB IDA18 and CRRF roll-out at the national level, keynote speeches from high-ranking officials, and any relevant studies or report related to the humanitarian-development nexus in Ethiopia.

Key Deliverables

  • 2017 Baseline Report documenting the humanitarian-development cooperation in Ethiopia by 15 January 2018.

  • Presentation of the report to facilitate strategic reflection process.

Essential Skills and Experience

The Real Time Learner is expected to have:

  • Advanced university degree or equivalent in Social Science, Development Studies, Economics, International Relations or related field;

  • Minimum 10 years of previous job experience relevant to the function (12 years in case of University degree);

  • Technical expertise and knowledge of M&E system design, planning and implementation;

  • Experience of humanitarian-development contexts and, ideally, programming;

  • Familiarity with national planning and policy formulation processes;

  • Excellent data analysis skills, ideally both qualitative and quantitative;

  • Excellent English language drafting skills, knowledge of Amharic an advantage; and,

  • Strong facilitation and communication skills.
