Key Responsibilities: This position would be part of a team working with forage genetic resource characterisation and conservation. He/she will in particular contribute to a gene discovery initiative in Napier grass with the aim of evaluating agronomic performance and nutritional quality of the forage grass, evaluating the genomic characteristics and identifying genes associated with target traits.
This position is both laboratory and field based and specific activities will include:
  • Managing a field trial, taking and analysing trial data;
  • Contributing to laboratory activities directed towards the screening of genetic resources for drought and high temperature resistant forages;
  • Maintaining an accurate record of research activities, including a chronological record of all experiments (title, aims and objectives, and details of procedures and data generated), in a laboratory notebook in a timely manner;

The Quality Education Strategic Support Programme (QESSP) is a four year DFID funded programme aimed at creating an enabling environment to maximise the efficiency and impact of all other programmes in the education sector through capacity building, enhancing policy dialogue and improving the evidence base on impact of education reforms. British Council is the management agent providing technical and management support to the programme.

In September 2016 QESSP, on behalf of the Ministry of Education and DFID, commissioned a scoping study to evaluate whether a delivery system for the education sector could be effective in Ethiopia. Following the recommendation of the scoping study, an external team of experts — international and national- is now mobilized to support the establishment of a delivery system at national and regional levels. A key part of the establishment process involves the set-up of delivery units at federal and regional levels.

The Delivery Unit is responsible for ensuring that the Ethiopian education system delivers on its priority outcome goals by providing intensive guidance and support to the system’s leadership in planning, performance management, problem solving and capacity building. The Position: The International Livestock Research Institute (ILRI) seeks to recruit a Research Officer who will be a member of the Feed and Forage Development Program in Addis Ababa.

Key Responsibilities: This position would be part of a team working with forage genetic resource characterisation and conservation. He/she will in particular contribute to a gene discovery initiative in Napier grass with the aim of evaluating agronomic performance and nutritional quality of the forage grass, evaluating the genomic characteristics and identifying genes associated with target traits.
This position is both laboratory and field based and specific activities will include:
  • Managing a field trial, taking and analysing trial data;
  • Contributing to laboratory activities directed towards the screening of genetic resources for drought and high temperature resistant forages;
  • Maintaining an accurate record of research activities, including a chronological record of all experiments (title, aims and objectives, and details of procedures and data generated), in a laboratory notebook in a timely manner;

Under the direct supervision of ARRA’s Head of Program Implementation and Coordination Department and Client’s Refugee Program Specialist/Coordinator, the consultant will coordinate refugee and host community work between Client and ARRA as well as other relevant Government agencies.  The consultant will also support ARRA in broader coordination on refugee policy and coordination of the CRRF and refuge and host community matters and implementation of the refugee pledges.  They will work closely with UNHCR in all of these tasks.
 
SPECIFIC TASKS OF THIS Consultancy:
  • Develop and maintain relationships with the appropriate managers in ARRA and other relevant Ministries and authorities dealing with refugee and host community matters.
  • Coordinate relevant information between Program and relevant government authorities regarding research, planning, Program implementation and monitoring for refugees and host communities.
  • Ensure Program refugee and host community health, education, nutrition, child protection, WASH, emergency and self-reliance program implementation plans and priorities are disseminated and understood by relevant Government authorities and related stakeholders.
  • Facilitate any required LOUs, MOUs, agreements and standard of operations with the Government Partner and ensure smooth implementation.
  • Support and advice Program programs on identifying and resolving any issues or challenges, which might arise, including supporting Client’s field offices as required on refugee related matters.
  • Facilitate permissions for CLIENT visitors’ travel and access to programe areas, as required.
  • Strengthen partnership between Line Ministries (and regional bureaus) with ARRA to work across refugees and host communities.

Background:

CRS programs assist persons on the basis of need, regardless of creed, ethnicity or nationality. CRS works through local church and non-church partners to implement its programs, therefore, strengthening and building the capacity of these partner organizations is fundamental to programs in every country in which CRS operates.

Job Description:

The purpose of this position is to manage, strengthen, and provide strategic direction to CRS Ethiopia's Development Food Security Activity (DFSA) MEAL system, ensuring cross-learning in MEAL among projects, and to build capacity of MEAL staff. The MEAL Manager will be responsible for supervising DFSA MEAL activities, managing assessments and surveys for the DFSA. When possible, the MEAL Manager will also work closely with CRS program teams and partner staff to develop high quality monitoring systems and tools that address indicators set out in project proposals. He/she will ensure that learning from projects is systematically captured and used throughout the country program. He/she will also take learning needs into account, and develop and conduct capacity building for MEAL and program staff, with support of the Chief of Party (CoP), Deputy Chief of Party (DCoP) and the Regional Technical Advisor (RTA) for M&E.

The MEAL Manager is expected to have a high level of self-initiative and use critical thinking skills to identify and fill gaps. The MEAL Manager should have the ability to work sensitively and positively with programming teams and promote a learning environment -- success of the post relies on this.

Specific Responsibilities:

  1. MEAL Strategy & Design

  2. Provide strategic high level feedback, analysis and interpretation throughout the program startup and implementation processes.

  3. Ensure that the DFSA MEAL systems are in compliance with CRS' global and regional policies, procedures, standards, and strategic initiatives, and compliant with USAID/FFP requirements.

  4. Provide strategic direction for the development and maintenance of MEAL systems, and the roll-out of new initiatives.

  5. Support Sectoral Managers and MEAL team/working group members in the design and implementation of assessments, gender analysis, stakeholder analysis, organizational capacity assessments, and other pre-program data collection and analysis.

  6. Ensure the consistency of tools and indicators across all partners, sectors, and programs as appropriate, maintaining a bank of key program indicators.

  7. Support programming staff to incorporate participatory methods into community level M&E systems and tools.

  8. Collect and analyze lessons learned and best practices from previous and ongoing programs capturing the impact of activities, and ensure that these are incorporated into the design of new projects.

  9. Leverage lessons learned, best practices, program data, evaluations, and other information to generate donor communication pieces, proposal annexes, success stories, case studies, and other high-quality, results-based documentation.

  10. Work with senior management to identify and pursue strategic opportunities for program development, expansion, etc.

  11. MEAL Implementation

  12. Lead mandated evaluations, needs assessments, annual surveys, case studies, and other evaluation efforts.

  13. Update DFSA MEAL operation manual as necessary to ensure that they are up-to-date, high quality, and contain tools, data flow maps, and analysis plans that address all information needed for program quality and donor reporting.

  14. Manage agency driven MEAL inquiries, requirements i.e. end of year beneficiary counts, Annual MPP self-assessments, etc.

  15. Contribute to donor proposals and reports, through high quality analysis of reports and interpretation of data.

  16. Support the MEAL team in strategically preparing and reviewing MEAL calendars.

  17. Support quarterly review and analysis meetings/visits at partner level, annual learning-to-action events and reflection sessions to systematically analyze data for programmatic use, and to document and incorporate lessons learned into program design and implementation.

  18. Ensure that transparent high quality accountability mechanisms, including beneficiary feedback and response mechanisms, are in place for all programs and are regularly monitored and evaluated.

  19. Ensure that beneficiary feedback is adequately captured, addressed, analyzed, and utilized by program teams.

  20. Capacity Strengthening

  21. With the Country Program (CP) MEAL Manager, support the CRS Ethiopia MEAL Community of Practice to share learning, resources, and support across offices.

  22. Develop and co-facilitate MEAL workshops and modules for staff and partners, to share MEAL tools, processes, and best practices to cultivate a culture of learning.

  23. Conduct orientations for new MEAL and program staff on CRS systems and key MEAL resources.

  24. Provide mentoring/accompaniment to CRS and partner staff to increase capacity and to achieve annual performance and development plans.

  25. Remain updated with developments among the CRS MEAL community and worldwide MEAL trends and resources, and ensure that the DFSA MEAL team is applying CRS MEAL guidance and policies appropriately and in a timely manner.

  26. Conduct field monitoring visits events frequently with project teams and implementing partners

  27. Provide feedback to senior project and MEAL staff to improve the overall MEAL system and ensure quality implementation of MEAL activities.

  28. ICT for MEAL

  29. Support MEAL and programming teams to develop strong project tracking, record keeping and filing methodologies for all activities.

  30. Work with MEAL and IT staff to maximize the value and utility of ICT4MEAL initiatives.

Person Qualifications:

  • Master's degree in Statistics, Demography, Development Economics or a field related to international development
  • At least eight years of managerial experience with an NGO (experience with INGO preferred); particularly with Title II, in addition to significant MEAL experience
  • Experience working with large donors, including USAID/FFP
  • Familiarity with principles and current approaches to MEAL in development programs using both quantitative and qualitative methods
  • Experience with participatory MEAL systems
  • Proficiency in database development/management, SPSS, EPI-Info, Access, Excel and skills in analyzing, interpreting and communicating information to various stakeholders
  • Significant experience in conducting quantitative and qualitative assessments, surveys (including sound understanding of sampling issues), and managing consultants
  • Experience with facilitation, capacity strengthening and partnership building, with the capacity to empower staff through opportunities for growth & development

  • Keep up to speed on local laws and bureaucratic procedures, and advise Client Ethiopia Offices, allowing for timely adjustments of strategies/approaches if and when required.
  • Keep abreast of international trends and agreement and how they relate to the Pledges, CRRF and Refugees Compact in Ethiopia.
  • Support ARRA’s coordination of development partners and support for the pledges and implementation of the CRRF in Ethiopia in close coordination with CRRF stakeholders.
  • Support ARRA’s policy development and implementation of the pledges and CRRF in close coordination with CRRF stakeholders.

METHODOLOGY

  • The consultant will sit in ARRA office in Addis Ababa with regular visits to Client and to the hosting Woredas and refugee camps.
  • The consultant will report to Client’s refugee coordinator.
  • The consultant will advise ARRA’s Head of Program Implementation and Coordination Department.
  • The consultant will work with all relevant development partners who are implementing projects supported by Client.

EXPECTED DELIVERABLES

  1. Quarterly work plan to be submitted 5 days before the 1st day of the quarter.
  2. Monthly progress report to Client’s Refugee Program Coordinator.
  3. An updated tripartite LOU between ARRA, CLIENT and UNHCR.
  1. Trip reports on monitoring and evaluation of refugee and host community work.
  2. Support of Client’s Building Self Reliance Program’s Context Analysis and independent monitoring and evaluation.
  3. Regular briefings to ARRA on CLIENT activity implementation and strategic issues.
  4. Policy and issues briefs as required by ARRA and Client.
  5. Minutes of key coordination meetings.

QUALIFICATIONS AND EXPERIENCE:

Education requirements: Post graduate degree international development, humanitarian studies, human rights, or related field.
Work Experience: A minimum of 10 years of progressively responsible professional work experience in the relevant files of international development, refugees issues and/or humanitarian assistance
Language requirement: Fluency in spoken and written English and Amharic. Knowledge of local language is desirable.

  • Experience working with the Government of Ethiopia, particularly ARRA
  • Understanding of global trends and contemporary issues regarding migration, refugee and host communities policy and programs and their application in Ethiopia’s context.
  • Experience strengthening partnerships and coordination with Government
  • Experience in project management related to refugee and migration, additional experience in the sectors of child protection, education, WASH, nutrition and health and advantage.
  • Understanding and solid experience working with refugee and host community from different nations and diverse nationality, religious and cultural backgrounds around the region
  • Understanding socio-political issues in Ethiopia and the horn of Africa.
  • Excellent organizational skills with the ability to coordinate activities
  • Excellent communication and interpersonal skills and ability to easily establish and maintain relationships with people from a wide variety of backgrounds.
  • Ability to effectively monitor and manage risks, particularly in refugee related contexts.
  • Good understanding of relevant national laws, regulations and policies as they relate to migration and refugees.
