Purpose of the Job

  • Define the Communication Strategy of the company with the Management team,
  • Lead the Implementation of the communication actions defined:
  • Organizing events/sponsoring/communications actions, writing speeches, press releases and communiqués,
  • Promoting special events,
  • Purchases advertising space and time if need be, -
  • Be the interface with media representatives, or represent employer directly before general public
  • Contribute efficiently to develop the notoriety of the company, -
  • To be known as Public Information Officer of the company and develop its credibility
  • Coordinating and organizing of all the field actions supported by the company - Work in collaboration with the business development and the agronomic team of the company.

Background

In order to achieve both livelihoods support and forest conservation, the Oromia regional government has been promoting participatory forest management (PFM) under the Oromia Forest and Wildlife Enterprise (OFWE) as a responsible agency. The PFM project in the Belete-Gera Forest Area, in partnership with the Japan International Cooperation Agency (JICA) since 2003, is one of the initiatives that made significant achievements and implications for the PFM promotion in Oromia and Ethiopia. The PFM project in Belete-Gera, establishing sub-village based PFM authorities called “WaBuB”, is unique in its intervention approach, having the Forest Coffee Certification Program (FCCP) especially in villages where forest coffee has been widely growing. From 2017 to 2020, additional activities will be promoted in highland areas by exploring potential livelihoods support and channeling to actions on Reducing Emissions from Deforestation and Forest Degradation with forest management (REDD+) in coordination with Oromia Forested Landscape Program (OFLP under OEFCCA). The newly recruited staff will be mainly in charge of administration and information gathering on the project activities by stationing in Addis Ababa.

Job Requirements:

  • Graduated from college or university in the field of natural resource management or rural development
  • Knowledge of climate change (especially about REDD+) is desirable

Background

Progress is being made on including refugees in the national systems of Ethiopia and host communities in refugee responses. The central idea behind these approaches is to ensure better coverage of services for refugees and host communities, more equitable treatment, and investments in longer-term national systems that will remain in place once humanitarian organizations withdraw from the scene.

Examples of strong collaboration with line Ministries abound. In the health sector, ARRA and UNHCR partner with the Federal Ministry of Health and the Regional Health Bureaus on emergency preparedness and response, as well as on the control of major disease burdens such as malaria and tuberculosis. In the education sector, the collaboration between the Federal Ministry of Education, the Regional Bureaus of Education, UNHCR and ARRA has resulted in the adoption of the national curriculum in all schools operating in refugee camps and in the establishment of the Education Management Information System, which will now track progress of refugee and national students in the same way.

Inclusion in national systems benefits host communities as well. The recent installation of the Itang integrated water infrastructure system in Gambella region is a case in point. Rather than rely on an expensive water trucking option, which is temporary by nature, a large scale water infrastructure scheme has been developed together with the Regional Water Bureau and UNICEF to respond to the needs of three refugee camps and two neighbouring towns. This project, once completed, will serve a population of 250,000 and will be managed by a professional public water utility.

Policy and legal reforms are now underway to further support refugee inclusion in national systems and host communities in refugee responses. The revision of the Refugee Proclamation 409/2004, in line with the Government pledges made in September 2016, is a significant step towards creating such an enabling environment. Equally important are the Government’s decision to be a roll-out country for the UNHCR-led efforts to implement the Comprehensive Refugee Response Framework (CRRF) in line with the UN General Assembly’s New York Declaration and the World Bank’s decision to allocate IDA18 funding to support development interventions in Ethiopia benefitting both host communities and refugees.

Success of the humanitarian-development cooperation will be contingent upon effective joint planning, adequate donor support and an ability of all stakeholders to work side by side, in a complementary fashion, in order to deliver on the Government’s pledges aimed at ensuring a comprehensive refugee response.

Purpose and Objectives

UNHCR will rely on real time learning to document and facilitate reflection on applying a comprehensive refugee response in Ethiopia. The tasks of the Real Time Learner will include:

  • Reliably capturing the evolution in thought process among the key stakeholders in delivering on the Government pledges, applying the CRRF at the country level, challenges encountered, and opportunities seized;

  • Reliably documenting the experience of engaging with the World Bank (including the programming of IDA18 funds and the implementation of the DRDIP project);

  • Documenting progress in implementation, achievement of results with the view to helping inform timely course correction at the country level; and,

  • Support in identifying good practice and lessons learnt to be applied in other CRRF countries.

The Real Time Learner will report to the Assistant Representative (Protection) of UNHCR Ethiopia operation, and be based at UNHCR office in Addis Ababa between October and December 2017, with possibility to go on mission to selected sites in-country.

Approach and Responsibilities

UNHCR expects the Real Time Learner to lead on two critical functions:

  1. Document the conceptualization and implementation process

  2. Conduct document and data review;

  3. Develop a list of key guiding questions to focus on for the real time learning; and,

  4. Using the guiding questions, solicit, interview and document relevant observations from key stakeholders, including the Government, UNHCR staff, partners, refugees, donors and local observers.

  5. Support UNHCR-Ethiopia to select learning-oriented questions and areas of inquiry

  6. Identify critical and relevant areas of inquiry for deeper reflection, evaluation and research (including innovations and adaptations); and,

  7. Collate and consolidate relevant correspondence and high-level meeting minutes, press articles on the Government pledges, WB IDA18 and CRRF roll-out at the national level, keynote speeches from high-ranking officials, and any relevant studies or report related to the humanitarian-development nexus in Ethiopia.

Key Deliverables

  • 2017 Baseline Report documenting the humanitarian-development cooperation in Ethiopia by 15 January 2018.

  • Presentation of the report to facilitate strategic reflection process.

Essential Skills and Experience

The Real Time Learner is expected to have:

  • Advanced university degree or equivalent in Social Science, Development Studies, Economics, International Relations or related field;

  • Minimum 10 years of previous job experience relevant to the function (12 years in case of University degree);

  • Technical expertise and knowledge of M&E system design, planning and implementation;

  • Experience of humanitarian-development contexts and, ideally, programming;

  • Familiarity with national planning and policy formulation processes;

  • Excellent data analysis skills, ideally both qualitative and quantitative;

  • Excellent English language drafting skills, knowledge of Amharic an advantage; and,

  • Strong facilitation and communication skills.

In order to achieve both livelihoods support and forest conservation, the Oromia regional government has been promoting participatory forest management (PFM) under the Oromia Forest and Wildlife Enterprise (OFWE) as a responsible agency. JOB SUMMARY
The Global Logistics Manager is responsible and accountable for the management and delivery of logistics and field procurement activities in support of International Operations and in accordance with International Medical Corps’ logistics and procurement policies and procedures.
The Global Logistics Manager will have direct oversight of a team of (part of) Regional Logistics Coordinators, the Logistics Desk Unit, and the multiple logistics focal points in the International Medical Corps’ Headquarters offices. Fundamental to this role is the ability to remotely manage and motivate multiple teams of logistics specialists engage with country program management teams, and take an active role in the preparation and implementation of emergency logistics response.

This position will report directly to the Director of Global Logistics & Supply Chain

ESSENTIAL DUTIES AND RESPONSIBILITIES:

A. Development and Implementation of Logistics Procedures

  1. Update, maintain, disseminate and control the effective implementation of International Medical Corps’ logistics, warehousing and procurement procedures across country programs.
  2. Develop and coordinate the delivery of training modules to employees.
  3. Develop logistics auditing tools.
  4. Coordinate regular country logistics audits and the development of action plans as needed.
    B. Support of Country Operations
  5. Work with Regional and Country Operations and Finance departments to design and plan fit-for-purpose logistics staffing structures.
  6. Develop and distribute standard International and National Logistics staff job descriptions, associated training modules, working tools and reporting formats.
  7. Maintain well-organized central storage on OneCorps accessible to relevant International Medical Corps employees.
  8. Implement capacity building strategies for continuous improvement of logistics staff’s performance.
  9. Provide technical and administrative guidance to Logistics Desk Unit.
  10. Supervise and provide technical and administrative to Roving Logistics Coordinators ;
    a. Deliver technical oversight and capacity building to country logistics teams;
    b. Audit the effective implementation of country logistics processes and documentation regularly;
    c. Provide specific guidance on improved warehouse management techniques, conduct regular documented warehouse inspections and improvement action plans;
    d. Provide senior logistics staff with gap-filling solutions.
  11. Coordinate roving staff deployment schedules with Regional and Country teams; plan regular audit visits prioritized based on risk management.
  12. Develop and maintain standard Regional Logistics Coordinators tools and procedures; coach, measure deployment results and impact on country logistics deliverables.
  13. Actively develop and disseminate best practices in the field of Pharmaceutical Supply Chain Management focusing on supplier pre-qualification, transportation, improved pharmaceutical warehousing management practice and data management.
    C. Supply Chain and Data Management
  14. Participate in the deployment of the Supply Chain Management System across country programs in collaboration with the Global Supply Chain Manager.
  15. Participate in the development of information management systems to capture and consolidate field and HQ logistics data.
  16. Coordinate with the IT department to develop and maintain a global logistics dashboard for country profiling, data analysis, performance indicators and red-flag indicators.
  17. Coordinate the compilation and submission of global and country specific logistics activity reports.
    D. Compliance
  18. Demonstrate ongoing commitment to fraud detection, risk reduction, and fraud reporting, ensuring compliance with International Medical Corps’ policies and procedures, donor regulations and local laws.
  19. Ensure that the procurement and disposal of equipment and supplies are in line with applicable licenses and are properly documented.
  20. Ensure that vendor eligibility screening is carried out per required procedures.
  21. Work with Finance and Compliance focal points to assess compliance with internal controls and required logistics documentation. Ensure that risks associated with logistics are evaluated regularly and plans are developed to mitigate any identified.
  22. Review logistics documentation, internal and external audit reports to detect procurement related risks. Work with country teams to implement corrective measures.
    G. Coordination and Leadership
  23. Regularly attend and actively participate in Global Logistics Cluster meetings and related coordination mechanisms.
  24. Promote and drive procurement coordination initiatives among NGO counterparts at global and country levels.
  25. Coordinate with the Operations team to support the dissemination of logistics and procurement practices with benefit to project implementation.
  26. Supervise and effectively manage the Head of Desk Unit and Roving Logistics Coordinators.
  27. Make frequent site visits to where supervised staff are working, ensuring that appropriate supervision and support is offered.
  28. Advocate and plan for professional development of supervised, expat and national staff.

ESSENTIAL SKILLS AND EXPERIENCE:
• Bachelor’s degree and 3-5 years of relevant work experience or Master’s degree (e.g. Supply Chain, Procurement, Logistics, etc.) plus 1-2 years of relevant experience, or equivalent combination of education and experience required;
• Proven record as successful Senior Country Logistics Manager. Roving logistics, Headquarters, and auditing/compliance experience required;
• Evidence of over 5 years of field deployments including emergency response in austere environments;
• Experience with donor specific procedures (USAID/OFDA, DFID, EU, ECHO, UN required);
• Prior experience with logistics software solutions (desired);
• Experience with budget management and the ability to prepare timely, complete and accurate reports;
• Evidence of the ability to plan for, and conduct training in all areas of logistics for national and international staff;
• Commitment and demonstrated skills to build national staff capacity in the areas of logistics management, supervision and monitoring;
• Strong organizational, problem-solving and analytical skills;
• Strong interpersonal, management and leadership skills;
• Ability to work in a participatory manner with staff to assess needs, implement and monitor activities;
• Ability to effectively present information and respond appropriately to questions;

JOB SUMMARY
This is anticipated role. Regional Logistics Coordinator will be responsible for, and accountable for, the delivery of all logistics and supply chain related activities in accordance with International Medical Corps Logistics policies and procedures. Fundamental to this role is the ability to manage and motivate your logistics team and engage with other mission or response staff, external contractors and organizations therefore you are required to have the skills to communicate clearly verbally and in writing, plan for and deliver quality presentations and training, and produce timely written reports.
ESSENTIAL DUTIES AND RESPONSIBILITIES

  1. Logistics Operations
    • Provide the technical oversight, input and supervision to coordinate the staff support to, delivery of, and implementation of, all logistics support systems according to IMC Logistics policies and procedures.

• Provide planning support and advice to those making a procurement request, then process and manage the procurement process (either locally or internationally) in accordance with IMC policies and procedures, in a transparent, accountable, efficient and cost effective manner.
• Ensure that local market surveys are regularly carried out, to ensure a full knowledge of the availability and price of local items. Ensure that all procurements are tracked and recorded to identify items that should be part of a pre-approved tender process, and ensure that open and free competition for procurements is adhered too.

• Actively engage with freight forwarding agencies, freight handling/clearance agents, and local Customs, to ensure that cargo is managed at all points of the supply chain, and that all tracking and reporting deadlines are met.

• Proactively coordinate and direct the management and tracking of all medical supplies, equipment, materiel and food in transit, through its receipt, storage, and onward distribution to include the locating and negotiating contracting for storage/warehousing that is secure, well-maintained, and meets health and safe working practice requirements.

• Capture pipeline information, and coordinate the management of the supply chain ensuring that Program staff are well-informed and well-prepared for incoming goods and materiel. Ensure timely reporting on stock status, to help Program staff with planning of stock replenishment and that tracking through to end-user has occurred. And/or advise and support Program staff to verify that distribution has occurred according to the intentions and plans of the donors, IMC, and project partners

• Supervise and coordinate all matters logistics relating to transport and fuel management, to ensure that vehicles are insured, asset managed correctly, being driven safely, maintained appropriately, damages are reported, and ensure that vehicles internal equipment (tools, communications etc) are complete and serviceable; and that usage of fuel is correctly supervised, and logged and recorded. Liaise with security personnel on security-related transport issues, such as booking in/out, satcomms, radios etc.

• Supervise and coordinate all matters logistics regarding satellite communications and radio communications to ensure that equipment’s are insured, asset managed diligently, operated in the most cost efficient manner, and maintained appropriately.

• Capture, plan and regularly update preparedness reporting for the logistic systems in place at your mission to include a current Logistic Concept of Operations. Plan to ensure that logistic systems are robust and flexible enough to cope if a crisis occurs by making thorough assessments of airports, transport available, warehousing, access routes, fuel availability, field communications issues, staffing challenges, training required etc. Raising issues though senior management as required.

• Maintain accurate filing systems, with documented and supported records of action for audit purposes, and submit weekly and monthly logistics reports to the in-country management team, and Global logistics pursuant with IMC policies and procedures.

• Be flexible and manage your time accordingly, to be prepared to tackle other tasks commensurate with your role, and level of experience, at short notice.

  1. Compliance
    • Ensure compliance with IMC policies and procedures, donor regulations and local laws.
    • Ensure that the procurement and disposal of commodities, especially those subject to US Export Compliance regulations, are in line with applicable licenses and are properly documented.
    • Ensure that vendor eligibility screening is carried out in a timely fashion, updated regularly, and, recorded appropriately.

  2. Human Resources
    • Manage all staff within your department with integrity and foresight, and in accordance with HR procedures and policies to ensure that they maintain the highest standards of accountability and professionalism.
    • Make frequent site visits to where staff supervised by you are working, to ensure that the appropriate care and support is being offered. Ensure that staff supervised by you are evaluated regularly, trained and/or mentored in a structured accountable manner, and written records of such are retained.
    • Oversee the recruitment, selection and performance of logistics staff, as required.

  3. Training/ Capacity Building
    • Advocate and plan for professional development for expat and national staff
    • Determine training needs for staff supervised by you.
    • Coordinate the delivery of training for national staff to increase their responsibilities in order to build capacity, and ensure sustainability of programs

  4. Working Relationships
    • Proactively engage with the Country Director and key staff (Program, Finance, Medical) on all matters logistic to ensure that programmatic and project planning incorporates sufficient funding for logistical staff and logistical support mechanisms.
    • Proactively engage on a regular basis with regional IMC logistics teams, and logistics coordinators from other organizations to ensure appropriate links for interagency logistics coordination.
    • Proactively engage with donors, local government, project partners, UN agencies and other non-governmental organizations in order to plan, organize, and schedule distribution of goods and materiel as, well as to ensure adequate information sharing, address common concerns/problems and seek solutions.

  5. Representation
    • Represent IMC in a positive and professional manner contributing to the creation of a positive image and overall credibility of the organization, notably through the application of IMC’s mandate, ethics, values and stand-point with regard to other actors

  6. Security
    • Ensure the application of, and compliance with, security protocols and policies of you and your supervised staff.

  7. Prevention of Sexual Exploitation and Abuse
    • Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and amongst beneficiaries served by International Medical Corps.

• Proven record of experience of the management of logistics at a coordination level.
• Evidence of 5 to 6 field deployments; or equivalent combination of education and experience.
3 to 4 humanitarian emergency deployments and 4 to 5 international deployments; minimum 6 weeks in length.
• Experience with donor specific procedures.
• It is desirable that experience is supported by study by academic study, such as completion of the Certification in Humanitarian Logistics.
• Prior experience of logistics software solutions (desired).
• Experience of the management of budgets and the ability to prepare timely, complete and accurate reports.
• Evidence of the ability to plan for, and conduct training in all areas of logistics for national and international staff (suitable to staff knowledge level).
• The commitment and demonstrated skills to build national staff capacity in the areas of logistics management, supervision and monitoring
