It aims to contribute to Ethiopia’s five-year development agenda, the Growth and Transformation Plan (GTP), through which the Government combats food insecurity.   ORGANIZATIONAL CONTEXT This job is found in Jijiga Area Office and report to the Head of the Area Office or Finance Officer or the designate. At this level job holder have independent responsibility for technical, specialized work including planning, organization and coordination, and setting objectives. He/She deal with issues that are often undefined and involve areas of uncertainty and complex inter-relationships. The instructions received are broad and the job holder is expected to consistently demonstrate a high degree of responsibility and initiative to respond independently to queries. Job holder have a level of expertise and knowledge to adapt and develop systems and processes in order to continually improve the level of support provided.   He/She is expected to motivate and develop a team of support staff and/or are responsible for specialized support service(s) where the work is undertaken with the help of specially designed techniques, methods and processes.   JOB PURPOSE To support planning and coordinate the delivery of finance, budget and administration support services, and supervise and provide guidance to a team of staff ensuring transparent and efficient utilization of financial resources.      

Job Requirements

KEY ACCOUNTABILITIES: Under the direct supervision of the Finance Officer the job holder will undertake the following tasks:
  1. Participate in providing technical support and advise to staff in the programme to ensure compliance to WFP financial rules and regulation.
  2. Guide, train and coach staff in the unit in processing financial returns and reviewing accounts.
  3. Contribute to the improvement of internal processes, to support transparent and efficient utilization of financial resources.
  4. Monitor the local bank account and keep track of the balance and ensure timely replenishment of the account.
  5. Ensure that payments are processed in a timely manner and is in line with WFP rules and regulations.
  6. Contribute to the preparation, implementation and monitoring of budgets, monitor expenditure and budget forecasts, to ensure that relevant future funding requirements are met.
  7. Co-ordinate with other teams in order to ensure that all financial and administrative services are being performed efficiently and in line with the needs of the wider team.
  8. Monitor, control and analyse general ledger accounts in order to initiate and achieve corrective actions.
  9. Prepare and analyse financial and statistical reports periodically and advise management to facilitate informed decision-making.
  10. Draft and prepare correspondence to respond to queries related to finance and admin as appropriate.
  11. Perform other related duties as required.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:

  • Has experience analysing, interpreting data and generating reports at national level.
  • Coached and trained a new staff member in the RM function.

STANDARD MINIMUM QUALIFICATIONS:

Education: Completion of secondary school education. A post-secondary certificate in the related functional area.

Experience: Seven or more years of progressively responsible support work experience in finance or other related fields.

Language: Fluency in both oral and written communication in English. Knowledge of the local language is added advantage

The Quality Education Strategic Support Programme (QESSP) is a four year DFID funded programme aimed at creating an enabling environment to maximise the efficiency and impact of all other programmes in the education sector through capacity building, enhancing policy dialogue and improving the evidence base on impact of education reforms. British Council is the management agent providing technical and management support to the programme.

In September 2016 QESSP, on behalf of the Ministry of Education and DFID, commissioned a scoping study to evaluate whether a delivery system for the education sector could be effective in Ethiopia. Following the recommendation of the scoping study, an external team of experts – international and national- is now mobilized to support the establishment of a delivery system at national and regional levels. A key part of the establishment process involves the set-up of delivery units at federal and regional levels.

Deliverology is a combination of the top-down and bottom-up approach, and hence relies on good and productive working relationships forged on the commitment towards a common goal i.e. the education priorities. The Leader of MDU therefore will play a critical role in building these relationships at all levels to ensure the system is willing and able to work together towards these priorities. The Leader of the MDU will need to support the system’s leadership in planning, performance management, problem, solving and capacity,building. Brief description of the role

  • Act as the Minister’s point person on progress towards the system’s priority targets across the higher education, TVET, and general education sector, and update him regularly.
  • Influences decision-making to improve outcomes with system leaders (Ministers)
  • Maintain focus on system goals and ensuring all stakeholders understand how their work relates to the overall strategy and the relevant performance indicators.
  • Establish and manage a small Delivery Unit, with three direct reports, recruiting top talent as necessary.
  • Oversee the coordination between a network of 11 Regional Delivery Units, Universities and the Minister’s Delivery Unit to ensure system alignment of efforts nationally towards the priority targets
  • Drive the use of and iteratively update the delivery plans which will specify the actions needed to realise the priority targets. Iteratively updating the delivery plan requires prioritization of activities, identifying the change in planned strategies / workplan for course correction, learning and improving on the implementation approach
  • Lead the gathering, analyzing and sharing of data to create a clear picture of delivery progress.
  • Facilitate a cycle of regular monitoring routines (e.g. weekly, monthly, quarterly) to ensure the system is making progress against the plan and creating impact in the field.
  • Build strong relationships with key staff in the Ministry and REBs to provide support and reinforce accountability for specific initiatives and targets.
  • Identify and support resolution of issues that hinder implementation and achievement of outcomes
  • Ensure that all key stakeholders are communicated with and kept fully informed on key developments and progress.
  • Identify risks to delivery and offer recommendations to solve problems, escalating issues to leadership staff before they become critical and deploying delivery unit staff to assist with problem solving in Regions
  • Build capacity and coach others to improve quality of output & outcomes – e.g. by providing training and presentations on elements of the delivery approach
  • Articulate and reinforce the delivery message and culture throughout the system.
  • Inspire others by role-modelling the behaviours of the delivery culture

Terms of contract: 12 months with a possibility of extension.

Major Duties and responsibilities of the General Manager
The General Manager shall have the following duties and responsibilities

  • Develop strategic plan by studying the technological, financial and business opportunities of the project/enterprise;
  • Identify, implement and monitor short and long term plans to ensure operational efficiency and effectiveness of the project;
  • Plan, organize, coordinate and control overall activities of the enterprise;
  • Responsible for the whole project operations and formulate overall business plan and direction, and management strategies;
  • Accomplish objectives by establishing detailed plans, budgets, and result measurements; allocating resources; reviewing progress; making mid-course corrections, If it is required;
    • Plan, implement and monitor work flows, production systems and processes in a sizeable factory operation;
    • Monitor production plan, productivity, and quality and on time delivery of the products sold;
    • Monitor the systems and procedures for efficient and effective cost and quality control;
  • Control and co-ordinate all functional units to achieve the objectives of the enterprise and to attain the results set up in the strategic and operational plans;
  • Establish and maintain good working relationship with the
  • management team and customers at large;
  • Enable the project attain its maximum production capacity by eliminating/ solving all the discrepancies so far encountered;
  • Formulate and implement policies and procedures for continuous improvement of project operations and productivity;
  • Increase management’s effectiveness by recruiting, selecting, orienting, training, coaching, counseling, and disciplining managers; communicating -values, strategies, and objectives; assigning accountabilities; planning, monitoring, and appraising job results; developing incentives;
  • Ensure the - availability of adequate managerial and non managerial employees with appropriate competency;
